Biosci. 2020 Déterminants des itinéraires de transhumance à la périphérie de la réserve de biosphère transfrontalière du W au Bénin 15651 Determinants of transhumance corridors at the periphery of the transboundary biosphere reserve of W in Benin ABSTRACT Objectives: this study aims to identify the factors contributing to the definition of transhumance corridors and analyse the perception of transhumant herders on the determinants of these corridors with a view to improving decision-making in the management of grazed ecosystems. Methodology and results: the methodological approach consisted on mapping, with ArcGIS 10.4 software, pastoral infrastructures and carrying out a socio-economic survey of the perception of transhumants on the situation and management of the corridors. The results indicate the existence of local or municipal, intermunicipal and regional corridors around the reserve. There are significant links between corridors and water points, border veterinary posts, livestock markets, vaccination parks, pharmacies and veterinary surgeries. In some areas, the corridors do not exist, are obstructed, non-functional or confused with pastures. The corridors are dynamic and regress numerically over time due to the deterioration of the pastures, the obstruction of the corridors, conflicts and the drying up of water points. History, culture and institutions are also crucial. Conclusions and application of results: the determinants of the transhumance corridors on the periphery of the W reserve are historical, cultural, environmental, socio-economic and institutional. The different types of corridors are interconnected. Rational, peaceful and sustainable management of transhumance routes requires an in-depth knowledge of these determinants in the target ecosystems. The establishment of a database would allow authorities at various levels to have an overview of the distribution of these infrastructures and decision-making tools for better valorisation of pastoralism and better monitoring of pastoral resources and infrastructures. Keywords: transhumance corridors, cartographic representation, perception analysis, Benin W transboundary biosphere reserve.

To foster the implementation of Industrial Symbiosis, several support tools have been developed to facilitate the dissemination of Industrial Symbiosis (IS) and the engagement of stakeholders; the establishment of exchanges between companies, the so-called synergies; and the assessment of impacts and benefits. Despite this, it has been found that stakeholders still do not have a clear envisioning of the required steps to the technical implementation of synergies and there are no facilitating tools, such as methodologies, frameworks, modelling tools, and databases, among others, that aid to technically support decision-making of synergy implementation. Thus, the goal of this paper is to present a dedicated framework that provides a set of guidelines and defines a technical viability analysis to support the implementation of potential synergies, which can be used and replicated by any IS practitioner. It comprehends a methodological approach to assess the compliance of a given synergy opportunity; its characterization concerning the definition of the necessary intermediary steps for the technical implementation; and an assessment of the technical feasibility of the synergy. The implementation of the framework allowed the successful technical validation of the studied synergy opportunities, providing a final technical viability assessment that can support decision-making of technology selection and synergy implementation.

AbstractJudicial institutions which provide legal mechanisms for conflict resolution play an important role in maintaining the social order of complex societies. Weaknesses in the performance of their duties can contribute to social conflict developing into outright violence that will be beyond the management of law and the courts. In this sense it is strategic to study the judicial system and the decision-making processes of its judges if one wants to understand the ways conflicts are dealt in a certain place and time. In this article we focus our attention on the role of the Brazilian Federal Supreme Court as custodian of the Constitution and the discourses that its decision-making construct when dealing with human rights issues. Specifically we set out to understand how the opinions of Brazilian Supreme Court Justices are constructed when deciding cases concerning freedom of religion. The timeline considered covers 31 years, from 1988 to 2019, a period that begins with the promulgation of the new constitution in 1988 (which symbolically reinstated democracy in the country after the end of the period of military rule that began in 1964) up to the present day. We begin by presenting the legal definition of freedom of religion in Brazil which constitutes the normative background of the discussion. We then discuss our project, stressing the methodological approach we have adopted and finally we present our data findings. We identified 39 cases in total of which 11 were selected and analyzed using the methodology of Semiolinguistic Discourse Analysis in order to define the semantic field related to freedom of religion in Brazil. Even though the number of cases is not large it is possible to identify some features of Brazilian legal culture which are also recurrent when dealing with religious freedom. One of these features is the absence of consensus-building logic in the Justices’ opinions—we attribute this to what we term the disputatio mindset—which contributes to continuing institutional instability and legal insecurity. Our findings suggest that these Supreme Court decisions frequently lack the strong level of rational consistency that lower courts require if they are to identify clear guiding principles that can control the outcomes of new cases

Managerial competencies, defined as the “underlying characteristics of an individual that have a causal relationship with effective or superior performance in the job” (Boyatzis, 1982, p. 12), are key to achievement of productive purposes in the Huila department, in Colombia. The present article, as an investigative result, seeks to identify those managerial competencies, both current and required, of the organizational leaders in the Passifloraceae productive sector in the Huila department, in Colombia. The epistemological paradigm used in this article is that of interpretivism. The reasoning method is deductive, and the methodological approach is mixed. The unit of analysis for this study consists of the directors of the associative organizations of Passifloraceae producers in the productive chain, where two types of players are identified: thirteen (13) leaders of organizations producing passion fruit, and five (5) representatives of institutions in the Huila department that influence the sector. The study concludes with the definition of the map of current managerial competences of organizations in the passionfruit productive sector, and is then contrasted with the map of competences required from these. It also highlights the importance of associativity for small producers, the need to continue conducting research in the sector, and the need to intervene through social outreach projects, so as to generate appropriation and training processes for a set of managerial competencies identified herein, which will strengthen management skills and competitiveness in this type of organization, and ensure, over time, generational change within the sector.

Conveying safety information to researchers is challenging. A list of rules and best practices often is not remembered thoroughly even by individuals who want to remember everything. Researchers in science thinking according to principles: mathematical, physical, and chemical laws; biological paradigms. They use frameworks and logic, rather than memorization, to achieve the bulk of their work. Can safety be taught to researchers in a manner that matches with how they are trained to think? Is there a principle more defined than "Think safety!" that can help researchers make good decisions in situations that are complex, new, and demanding?

Effective trainings in other professions can arise from the use of a mission statement that participants internalize as a mental framework or model for future decision-making. We propose that mission statements incorporating the concept of reducing uncertainty could provide such a framework for learning safety. This essay briefly explains the definition of uncertainty in the context of health and safety, discusses the need for an individual to personalize a mission statement in order to internalize it, and connects the idea of greater control over a situation with less uncertainty with respect to safety. The principle of reducing uncertainty might also help non-researchers think about safety. People from all walks of life should be able to understand that more control over their situations provides more protection for them, their colleagues, and the environment.

The purpose of this study is to analyze the demand for reporting on internal control. Nine financial statement user groups were identified and surveyed to determine whether they agree that: (1) management reports on internal control (MRIC) are useful, (2) MRICs influence decisions, and (3) financial reporting is improved by adding MRICs. In addition, the paper examined whether responses varied based on: (1) the definition of internal control used (manipulated as broad, operational definition vs. narrow, financial-reporting definition) and (2) user group. The results indicate that financial statement users agree that internal controls are important. Respondents agreed that voluntary MRICs improved controls and provided additional information for decision making. Respondents also agreed that mandatory MRICs improved controls, but did not agree about their value for decision making. Using a broad definition of controls, respondents strongly agreed that MRICs improved controls and provided a better indicator of a company's long-term viability. Executive respondents were less likely to agree about the value of MRICs than individual investors and internal auditors.

This chapter introduces the problem of “reform capacity” (the ability of political decision-makers to adopt and implement policy changes that benefit society as a whole, by adjusting public policies to changing economic, social, and political circumstances). The chapter also reviews the long-standing discussion in political science about the relationship between political institutions and effective government. Furthermore, the chapter explains why the possibility of compensation matters greatly for the politics of reform; provides a precise definition of the concept of reform capacity; describes the book's general approach to this problem; and discusses the ethics of compensating losers from reform; and presents the book's methodological approach.

Standard methodologies for redesigning physical networks rely on Geographic Information Systems (GIS), which strongly depend on local demographic specifications. The absence of a universal definition of demography makes its use for cross-border purposes much more difficult. This paper presents a Decision Making Model (DMM) for redesigning networks that works without geographical constraints. There are multiple advantages of this approach: on one hand, it can be used in any country of the world; on the other hand, the absence of geographical constraints widens the application scope of our approach, meaning that it can be successfully implemented either in physical (ATM networks) or non-physical networks such as in group decision making, social networks, e-commerce, e-governance and all fields in which user groups make decisions collectively. Case studies involving both types of situations are conducted in order to illustrate the methodology. The model has been designed under a data reduction strategy in order to improve application performance.

A limited number of studies in the scientific literature discuss the “Build-Back-Better” (BBB) critical infrastructure (CI) concept. Investigations of its operational aspects and its efficient implementation are even rarer. The term “Better” in BBB is often confusing to practitioners and leads to unclear and non-uniform objectives for guiding accurate decision-making. In an attempt to fill these gaps, this study offers a conceptual analysis of BBB’s operational aspects by examining the term “Better”. In its methodological approach, this study evaluates the state of Saint-Martin’s CI before and after Hurricane Irma and, accordingly, reveals the indicators to assess during reconstruction projects. The proposed methods offer practitioners a guidance tool for planning efficient BBB CI projects or for evaluating ongoing programs through the established BBB evaluation grid. Key findings of the study offer insights and a new conceptual equation of the BBB CI by revealing the holistic and interdisciplinary connotations behind the term “Better” CI: “Build-Back-resilient”, “Build-Back-sustainable”, and “Build-Back-accessible to all and upgraded CI”. The proposed explanations can facilitate the efficient application of BBB for CI by operators, stakeholders, and practitioners and can help them to contextualize the term “Better” with respect to their area and its CI systems.
