We have considered regarding this paper[1] the identification and evaluation of the financial and accounting risks within the public emergency hospital located in Bucharest, the capital of Romania, which has a great impact on its objectives. The main objectives of the public emergency hospital in Romania are: guaranteeing the quality and safety of the medical act, endowment with medical devices and medical devices necessary for a quality medical act, institutional development by improving infrastructure, diversifying and increasing the quality of medical services offered to patients, tracking population accessibility and patient satisfaction, respecting the dignity and rights of patients, ensuring optimal conditions for medical investigations, treatment, accommodation, hygiene, nutrition and prevention of nosocomial infections, ensuring high standards of professional competence and encouraging their continuous development, increasing the satisfaction of medical staff, monitoring the achievement of the indicators contracted with the Health Insurance House, the management indicators, the realization of the revenues and expenditures, the analysis of the costs of the specific indicators on each section and the overall regarding the hospital, continuous professional training of employees, maximizing the efficiency of public funds. The sample of the scientific research gathered a number of 7 emergency hospitals, multi-specialties, which according to the degree of competence belong to Ist category (very high degree, respectively, having the highest level of equipment and equipment medical and human resources and ensures the provision of medical services of very high complexity) and IInd (high degree, respectively, with a high level of medical equipment, as well as with human resources and ensures the provision of services medical complexity). The period for the analysis is 2012-2017, the data being taken from the website of the Ministry of Health of Romania and of the National School of Public Health, Sanitary Management and Sanitation – Research and Evaluation Center for Health Services. Starting from the quantitative indicators of each analyzed hospital (number of beds, degree of bed use, number of hospitalization days, average of length hospitalization, number of hospitalization days, number of discharged cases), and taking into account the level of receipts and payments, we have concluded that the main financial and accounting risk factors that may influence the objectives of the public emergency hospital in Romania. Abstract Paper present impact of human resources issues as well as issues related to provision of medical services on leadership styles in hospitals in Poland. In this study a descriptive research design was used and a quantitative research was conducted, which was based on the so-called BOST methodology. Surveys were conducted among department heads of 10 public hospitals of various referral systems from the Upper-Silesian Agglomeration providing various types of medical services (which shows a large variety of research sample) operating in Poland. The research showed that both improtance of service provision as well as human resources were not as important as they should be.

Background: Nepal has made a significant progress in reducing child mortality. However, the annual rate of reduction in neonatal mortality is not satisfactory. As safeguarded by constitution of Nepal and to address neonatal mortality due to poverty and inequity, government has introduced free newborn care (FNC) package. This study aims to assess the status of FNC services in all the public hospitals.Methods: Child Health Division organized 5 workshops region-wise with the theme of newborn care services in March/April 2018 to cover all the public hospitals in the country. A template was designed comprising of duration of FNC implementation, number of newborns admitted since implementation, morbidities pattern, and number of babies served. It was circulated and all hospitals were advised to fill it and present in the review. Later, the data were compiled and analyzed.Results: Only 58 presentations out of 93 participated hospitals were included in this study. The total admitted cases were 8564 newborns. The common causes of admission were neonatal sepsis (44.5%) followed by asphyxia (14.29%) and hyperbilirubinemia (11.4%). A total of 1573 neonates received services of FNC package C, 3722 package B, 3081 received package A. The main challenges faced in implementation reported were lack of infrastructure and human resources to provide services and the reimbursement is not enough.Conclusions: Free newborn care is a new initiative taken to reduce neonatal mortality. This package is very helpful to serve sick newborns. However, the package should be revised taking into consideration the appropriate reimbursement and extra staffs to provide this service.Keywords: Free newborn care; government efforts; health services.

Human resources in areas dealing with plants and vegetation are highly needed in our country. Its high biodiversity, large extensions of conserved communities and increasing rate of destruction of natural resources over the last ten years make it a priority. Educational options at the university and graduate levels were analyzed both in plant (where plants are the direct study object) and environmental sciences (vegetation as indicators). CONACYT' s regionalization of Mexico was used because research and students formation are closely related. A very high degree of centralization was found, followed by the northern states; the south and southeast still has very few possibilities. Agronomic options have increased. In general more questions dealing with various themes and of different levels are needed. The most acute problem is the low number of doctoral programs.

Introduction: On September 2016, the Board of the College of Endocrinology and Nutrition of the Portuguese Medical Association carried out a national survey, about all Endocrinology, Diabetes and Metabolism Departments of the public hospitals included in the Portuguese National Health Service and a simplified version of this survey was sent to all endocrinologists working in Portugal and registered with the Portuguese Medical Association.Material and Methods: Data related to organizational and human resources were collected, reporting the situation by the end of year 2015. The census registered 107 individuals and 27 Departments.Results: The ratio of endocrinologists-population was 1.4, much lower than in the other European countries (varies between 2 to 4), resulting in alarming shortages of services in some areas of Portugal and in worse quality indicators.Discussion: These data suggest that actions should be taken to increase the number of endocrinologists and departments in the country.Conclusion: In recent years, the number of residents has significantly increased, which will make it possible to correct this situation.

Penelitian ini mengidentifikasi implementasi dan faktor-faktor pelayanan pelayanan KTP-eL melalui Inovasi Jemput Bola Pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sinjai. Penelititian ini merupakan penelitian kualitatif, dimana subyek penelitian adalah pegawai Dinas Kependudukan dan Pencatatan Sipil Kabupaten Sinjai. Sumber data terdiri dari data primer dan sekunder yang diperoleh dengan melakukan wawancara, observasi dan pengumpulan dokumen. Kemudian data dianalisa dengan metode kualitatif. Penelitian ini membahas peningkatan kualitas pelayanan dengan pendekatan beberapa indikator yaitu pengembangan kelembagaan organisasi, perubahan sikap dan karakter para pelaku birokrat, dan redesain proses pelaksanaan pelayanan. Implementasi inovasi pelayanan KTP-eL  diukur melalui prosedur pelayanan, produk pelayanan, waktu penyelesaian, biaya belayanan, dan kompotensi petugas pemberi layanan. Sedangkan untuk mengidentifikasi faktor-faktor yang mempengaruhi peningkatan pelayanan, dilakukan beberapa pendekatan yaitu: sumber daya manusia, anggaran, dan pendukung sistem. Pengembangan kelembagaan organisasi telah berjalan dengan banyaknya berbagai inovasi sehingga dengan inovasi tersebut nampak kemampuan lembaga mengefektifkan penggunaan sumber daya manusia serta keuangan yang tersedia. Dalam pelaksanaan inovasi tersebut dilihat dari prosedur, produk, waktu dan biaya serta kompetensi petugas sudah ada warna baru dalam pelayan publik terkhusus pelayanan KTP-eL . Walaupun masih perlu ditingkatkan seperti peningkatan SDM dalam bentuk pelatihan-pelatihan, anggaran yang memadai serta memperhatikan sarana dan prasarana yang dipakai petugas lapangan dalam memberikan pelayanan langsung ke masyarakat. This research identifies the implementation and service factors of KTP-eL through proactive innovation at the Department of Population and Civil Registration Office of Sinjai Regency. This research is a qualitative research, where the research subjects are employees of the Department of Population and Civil Registration in Sinjai Regency. Data sources consist of primary and secondary data obtained by conducting interviews, observations and collecting documents. Then the data is analyzed by using qualitative methods. This study will discuss the improvement of service quality using a number of indicators, which are the development of organizational institutions, changes in attitudes and character of bureaucrats, and redesigning the process of service delivery. The implementation of KTP-eL service innovation is measured by several indicators, namely service procedures, service products, completion time, service costs, and the potential of service providers. Meanwhile, to identify the factors that influence service improvement, several approaches are used, namely: human resources, budget, and supporting systems. The institutional development of the organization has been running with a lot of various innovations so that with these innovations the institutional ability appears to be effective in the use of available human and financial resources. In implementing the innovation based on the procedures, products, time and cost, and competence of officers, there is a new color in the public service, especially KTP-eL  service at the Department of Population and Civil Registration Sinjai Regency. However, it still needs to be improved, such as increasing human resources through trainings, allocating adequate budget and paying attention to the facilities and infrastructures used by field officers in providing direct services to the community.

The study aimed at defining the reality of the supervisory activities for the educational supervisors from the point of view of the public schools principals in Aqaba city - Jordan. To achieve the study purposes the researcher used the descriptive methodology survey due to its appropriateness for the purposes of the study. The study instrument was built and it contained four domains and was applied on the study sample which consisted of (22) principal(male &Female).The study results indicated that the reality of the educational supervisors practices for supervisory activities from the point of view of the public schools principals obtained an overall arithmetic mean of (3.80) with a high degree. However, on the secondary areas level the human relationships was ranked first with an arithmetic mean of (4.11) which was very high; in the second rank came the field of curriculum and text books with arithmetic mean of(3.98) which was high also; the third rank came the domain of learning and teaching with an arithmetic mean of (3.75) which was also high and in the last rank came the domain of school administration with an arithmetic mean of (3.5) which was medium. The results of the study indicated that there are no differences between the means of the educational supervisors’ practices for supervisory activities in terms of (sex, qualifications, management experience years). In the light of the study results a number of recommendations were proposed.

How parties compete by utilizing frames in the public debate is not well understood. A widespread understanding is that parties tend to compete by talking past each other, i.e. when they utilize dissimilar frames. This article relies on a unique data set of parties’ framing of four individual policy questions over two decades in Denmark to examine frame overlap, i.e. when parties adopt similar frames. Results show that parties utilize similar and dissimilar frames in the public debate. However, a high degree of frame similarity was generally found across parliamentary blocs (between the leading mainstream party from each bloc, their leading junior coalition partner, and the two blocs) and most often a very high degree of overlap was found within parliamentary blocs (between the leading mainstream party and its junior coalition partner). This result suggests a need to rethink thoroughly how to understand and study interaction among parties utilizing frames.

The visualization of organic macromolecules such as proteins, nucleic acids, viruses and virus components has reached its high degree of effectiveness owing to refinements and reliability of instruments and to the invention of methods for enhancing the structure of these materials within the electron image. The latter techniques have been most important because what can be seen depends upon the molecular and atomic character of the object as modified which is rarely evident in the pristine material. Structure may thus be displayed by the arts of positive and negative staining, shadow casting, replication and other techniques. Enhancement of contrast, which delineates bounds of isolated macromolecules has been effected progressively over the years as illustrated in Figs. 1, 2, 3 and 4 by these methods. We now look to the future wondering what other visions are waiting to be seen. The instrument designers will need to exact from the arts of fabrication the performance that theory has prescribed as well as methods for phase and interference contrast with explorations of the potentialities of very high and very low voltages. Chemistry must play an increasingly important part in future progress by providing specific stain molecules of high visibility, substrates of vanishing “noise” level and means for preservation of molecular structures that usually exist in a solvated condition.

The purpose of writing this article is to describe the agency problems that arise in the application of the financing with mudharabah on Islamic banking. In this article the author describes the use of the theory of financing, asymetri information, agency problems inside of financing. The conclusion of this article is that the financing is asymmetric information problems will arise, both adverse selection and moral hazard. The high risk of prospective managers (mudharib) for their moral hazard and lack of readiness of human resources in Islamic banking is among the factors that make the composition of the distribution of funds to the public more in the form of financing. The limitations that can be done to optimize this financing is among other things; owners of capital supervision (monitoring) and the customers themselves place restrictions on its actions (bonding).
