As a political control over women to enforce them to follow state’s narrative of ideal women, the New Order regime produced and applied two contradictory forms of gender politics. On the one hand, Soeharto campaigned for state maternalism that promotes fulltime women’s role in domestic sphere. These women were claimed to be the pillar of the nation. On the other hand, the government endorsed the politics of developmentalism that carried out women in development and enforced women’s participation in the national development agendas. Women were encouraged to leave their homes and abandon their families. How was this contradictory
gender politics produced, reproduced and applied toward female domestic workers? What were social-political contexts behind the deployment of this political approach? What are the implications of this politics to the situations of women’s domestic workers?

This article briefly discusses the accommodative politic of Indonesia's Islamic civil society from the perspective of ideological background, society and role point of views during the period of New Order regime. During that time, Muslims was the group of societies that mostly experienced suppressions by the regime. To keep their existence, the Islamic civil society used a political approach that was accommodative to encounter the regime’s policy and diffuse within the government. Surprisingly, this ideological politic remained useful and grew during the New Order regime period, leading the main element in triggering the democratization process. The findings of this study show that the peoples’ social background and level of understanding on ideology, politic and sociological reality contributed to the effectiveness of the accommodative politic implementation. Furthermore, the Islamic society played a vital role as “driving” force in the democratization process in Indonesia, indicating that Islamic ideology is apparently in agreement with Democracy

The problem of corruption is strongly rooted in Indonesia and became a problematic issue for Indonesia. Corruption that is also done by law enforcement officers is believed to have undermined the authority of the government not only in domestic but also in international scale. Systemic impact of corruption touches not only the economy sector as a strong pillar of the country's development but also touches the human spirit as part of the national development process. To overcome the problem of corruption, there must be a strong political will from the government that can be implemented in government policy such as promoting exemplary conduct and modest lifestyle, signing the integrity pact, creating an effective punishment, promoting a clear division and synergy among government agencies, establishing the one roof administration in the long run, and introducing an anti-corruption education early on.

Keywords: corruption, problems of fighting corruption, and political will.

AbstractInitiated in 1978 in order to “involve the Oti basin in national development”, the Namiélé project, like any other project, has changed when coming into contact with political realities and (to a lesser extent) with the social and economic context.Four years after the beginning of the project, events have modified the basin development programme. In 1982, Togo authorities decided to enlarge an animal reserve on both sides of the Oti: the farmers were moved from their villages to be resettled away from the river. In addition, in the same year, the government, confronted with a difficult economic situation, reduced the investments that had been planned for the fulfilment of the project. As far as the populations profiting from the project are concerned, neither an appropriate ideology wrapped up in generosity nor paternalism are enough to make them accept an innovation: they are sometimes reluctant, sometimes cooperative, exercising an unacknowledged pressure on the project's future. The state also keeps an eye on its interests (increasing budget revenue, maintaining trade balances, and the like). The project has become an opportunity for conflict where two essentially contrary logics have to coexist: on the one hand the administrative logic of the financiers who initiated the project and on the other hand, the traditional logic of the populations caught up in the project.

This paper presents the policy on prostitution existing in the last ten years of the period of the New Order Regime. By using qualitative analysis, in the frame of rationality and coherence, author describes of the policy on prostitution and its results. The practice that was done by the government to tackle the prostitutes tended to be unjust, while the implication of the Indonesian Criminal Codeas the one of the national law saved a discrimination. The spirit of the law saved a moral weakness to endorse the creation of good life for Indonesian having the way of life Pancasila. Linked to the policy, the government tended frontally to tackle the prostitutes. As the policy made by the government was based on unhistorical and unsubstantial views, the governmental intervention to them has been more bringing problems than solutions. The inconsistency of the local governtments in managing the localization of prostitutes has compounded the problem. The governmental policy could not grasp the goals: rehabilitation and resosialization. The policy has empowered the institutionalization of prostitution and pimps. The government has been tacitly the institution of serving pimps. Key words: policy, prostitution, pimps

English
As a developing economy Indonesia, should have a comprehensive integrated long-term development plan which may be used as the guideline in implementing its national economic development as well as an instrument for evaluating government accountability and credibility. The New Order regime had prepared its first and second long-term development plan for 1969-1993 and 1993-2018 successively. The twin plans, however, has led Indonesia to the 1997-1999 multi dimensions crises and is considered in appropriate in the existing new era of total reformation. It must be totally reconstructed. For this, public discussions on the need for the government to formulated the new grand strategy of national development have emerged, but up and down, in the last two years. As an active contribution to the public debase, this paper reviews previous, Indonesia development plans, others' countries experiences as well as grand theories of economic development. Then it is suggested that the agricultural based industrialization may be the most suitable one for Indonesia. The new grand strategy should be decided based on a national concensus in order to avoid the practice of just for political rhetoric's as was during the New Order regime.

This paper discusses about religion conversion and assimilation dillema in Kudus Chinese Moslem. As a reality there is no guarantee that the assimilation will be finish with the conversion of Chinese to the Islam. Hopefully, the understanding about plurality (kebhinekaan) will be a strong fundament in the cultural integration. This study found that the Chinese choose Islam, especially in post-New Order, caused by two main motivations coming from itself and environment. The relationship of post-conversion of Chinese muslim, made at a crossroad. On the one hand, the Chinese muslim still considered strange to some native communities. The still come under suspicion only purely politically and economically, while on the other hand their proximity to the government and the muslim community make them “shunned”by the Chinese people.

This study discussed the development of political parties in Indonesia during the New Order era. During this time political freedom was restricted, mass participation is suppressed, the electoral process was controlled by the government and hardly provided the opportunity for public scrutiny. The only political parties are PPP (Development Unity Party), PDI (Indonesian Democracy Party) and Golongan Karya, which are government political parties. In the view of the government the failure of development so far has come from the political sector, especially political parties. The policy was adopted as part of an efforts to achieve political stability in order to realize national development. In other words democracy is sacrificed for the benefit of economic development.

Over the years, political and socio-economic participation in African society have been asymmetrical, and full of gender inequality. Women’s participation in politics has been very low in Africa especially Nigeria due to the patriarchal structure of the society. Women and their voices are often made to appear irrelevant in issues that affect their lives and society; they are sometimes regimented to ‘kitchen’ and’ bedroom’ responsibilities alone. However, the influence of women’s voice in conflict resolution, socio-economic status of different homes and the society at large cannot be underpinned. This could be seen in the role of Aba women’s riot of 1929. Their engagement in civil society, politics and social movements help to shape their society, and lobby the government towards the development of their areas. Several efforts and agitation both from women quarters and UN Right of Women to ensure that female voices are heard in politics, and policy making and decision taking of the society have been made, yet not much has been achieved in the political structure of Nigeria. This study investigates the social roles of female voice towards national development in selected political speeches of voices in politics encourage social mobilization and collective action towards political success, and resolving conflicts and crisis that bedevil the national development. Again, Women’s voice in politics helps to create social dynamism in politics and serves as agent of change. Keywords: Social Functions, Female Voice, Political Speech, National Development
