Retrospective on the 1970’s “Low Cost Shore Protection” program

In the 1970s, the U.S. Congress authorized and funded a five-year demonstration program on low-cost methods for shore protection called the “U.S. Army Engineers Shoreline Erosion Control Demonstration (Section 54) Program.” The Section 54 also known as the “Low-Cost Shore Protection” demonstration program is revisited. Demonstration and monitoring sites including the materials, devices, vegetative plantings, approaches tested, and program findings are discussed. Simply put, a major finding of the Section 54 program was that the concept of “low-cost shore protection” was a bit naïve. However, the program did lead to a wealth of public information documents and practical coastal engineering lessons that are still resonating as home owners, communities, and engineers consider alternative approaches for managing coastal erosion. The program structure and findings are applicable 40 years later as consideration is given toward the use of Natural and Nature-based Features (NNBF) for addressing coastal erosion. Evolution in thought relative to coastal erosion and shoreline enhancement activities since the 1970s has built upon many of the lessons and concepts of the Section 54 program and other real-world coastal erosion management success-failure experiences. This growth has led to a modern appreciation that those features that emulate NNBF are promising and responsible alternative coastal erosion management strategies if proper engineering standard elements of design are included in the project.

As the public interest in low-cost, self-installed solutions to shoreline erosion continues to grow, the involvement of private enterprise in developing solutions intensifies. Now that low-cost devices are identified as a salable commodity as goods or services, the number of inventors, creative engineers, agronomists, and foresighted planners producing potential designs are rapidly growing. Over two hundred devices, both proven and untested devices, have been cataloged as a part of the National Shoreline Erosion Demonstration Program. This program calls for the Corps of Engineers to plan, establish, and conduct for a period of five years a shoreline erosion control development and demonstration program including physical and vegetative devices.

The Coastal Engineering Research Center at Fort Belvoir, Virginia, is responsible for research that supports the U.S. Army Corps of Engineers' Civil Works program. This research involves coastal navigation, channel design and maintenance, storm flooding, shore erosion control, and coastal ecology. The ecology research is focused on two major areas: (1) use of coastal vegetation for engineering purposes and (2) effects of coastal engineering activities on the biological environment. The objectives and accomplishments of the ecology research are discussed and specific examples of field guidance are presented.

Phosphorus is an essential component of modern agriculture. Long-term land application of phosphorous-enriched fertilizers and animal manure leads to phosphorus accumulation in soil that may become susceptible to mobilization via erosion, surface runoff and subsurface leaching. Globally, highly water-soluble phosphorus fertilizers used in agriculture have contributed to eutrophication and hypoxia in surface waters. This paper provides an overview of the literature relevant to the advances in phosphorous management strategies and surface water quality problems in the U.S. Over the past several decades, significant advances have been made to control phosphorus discharge into surface water bodies of the U.S. However, the current use of phosphorus remains inefficient at various stages of its life cycle, and phosphorus continues to remain a widespread problem in many water bodies, including the Gulf of Mexico and Lake Erie. In particular, the Midwestern Corn Belt region of the U.S. is a hotspot of phosphorous fertilization that has resulted in a net positive soil phosphorous balance. The runoff of phosphorous has resulted in dense blooms of toxic, odor-causing phytoplankton that deteriorate water quality. In the past, considerable attention was focused on improving the water quality of freshwater bodies and estuaries by reducing inputs of phosphorus alone. However, new research suggests that strategies controlling the two main nutrients, phosphorus and nitrogen, are more effective in the management of eutrophication. There is no specific solution to solving phosphorus pollution of water resources; however, sustainable management of phosphorus requires an integrated approach combining at least a reduction in consumption levels, source management, more specific regime-based nutrient criteria, routine soil fertility evaluation and recommendations, transport management, as well as the development of extensive phosphorus recovery and recycling programs.

The removal of plastic contamination in cotton lint is an issue of top priority to the U.S. cotton industry. One of the main sources of plastic contamination showing up in marketable cotton bales, at the U.S. Department of Agriculture’s classing office, is plastic from the module wrap used to wrap cotton modules produced by the new John Deere round module harvesters. Despite diligent efforts by cotton ginning personnel to remove all plastic encountered during unwrapping of the seed cotton modules, plastic still finds a way into the cotton gin’s processing system. To help mitigate plastic contamination at the gin; an inspection system was developed that utilized low-cost color cameras to see plastic on the module feeder’s dispersing cylinders, that are normally hidden from view by the incoming feed of cotton modules. This technical note presents the design of an automated intelligent machine-vision guided cotton module-feeder inspection system. The system includes a machine-learning program that automatically detects plastic contamination in order to alert the cotton gin personnel as to the presence of plastic contamination on the module feeder’s dispersing cylinders. The system was tested throughout the entire 2019 cotton ginning season at two commercial cotton gins and at one gin in the 2018 ginning season. This note describes the over-all system and mechanical design and provides an over-view and coverage of key relevant issues. Included as an attachment to this technical note are all the mechanical engineering design files as well as the bill-of-materials part source list. A discussion of the observational impact the system had on reduction of plastic contamination is also addressed.

Analysis of longshore transport at a littoral barrier is presented. Channel Islands Harbor, California was selected as the study site because its offshore breakwater and jetties form a unique complete littoral barrier. Through repetitive surveys an accurate determination of longshore material transport in one direction was made. Measured transport rates ranged from 160,000 to 1,284,000 cubic meters per year. Utilizing visual observations of surf parameters, estimates of longshore wave thrust were computed. The range of wave thrust was 145 to 1,988 Newtons per meter. Comparison of the relation of wave thrust and longshore sediment transport is made. This study indicates that in an environment of high transport, nearly twice as much transport is predicted tinder corresponding wave thrust as that of the data summarized in the Coastal Engineering Research Center's Shore Protection Manual.

Assessing the output of past foreign policy is instrumental for any country to learn policy-relevant insights, to appreciate its experience, and to improve its future conduct. To glean such insights, this article borrows Baldwin’s framework in assessing the success and failure in foreign policy. Using a case study analysis, it assesses the United States’ (U.S.) influence attempt towards Indonesia to resolve the 1999 East Timor humanitarian crisis. President Clinton’s decision to undergo an influence attempt primarily aimed to change Indonesia’s policy while gaining support from U.S. allies in the process. The article finds that Clinton’s decision was a highly successful attempt. This finding is based on several factors: (1) the attempt effectively attained the intended primary and secondary goals at a considerably high degree; (2) it was conducted at a considerably low cost for the U.S.; (3) it inflicted a high cost towards Indonesia; (4) the increase in Clinton’s stake strengthened the U.S. resolve to pursue the influence attempt; and (5) Clinton had successfully overcome the difficult undertaking as Indonesia possessed higher stake over East Timor. These findings provide some lessons for both U.S. and Indonesian foreign policymakers to chart future relations for the two nations.

Due to increase in the population which is estimated that the human papulation will increased 9.7 billion in 2050. There is also increase the demands of the food productions. That’s why there is need to solve the problems regarding to the production of the food. Major problem of the food production is the shortage of the land due to the low and bad soil structure and quality of the soil. Soil erosion is one of the main issue which is caused  due to the used of different chemicals, pesticides and fertilizers which are mainly used for the  plant growth and protection but they are the main reasons of the production of the pollution in the soil. There is need of the different new technology for the improvement of the soil structure, quality, its fertility and decontamination of pollution from the soil which are eco-friendly to the environment and have no adverse effect. In this study the role of the different techniques in which genetic engineering, Nano technologies, soil and crop management strategies, integrated pest control management strategies, sustainable remediation techniques, microbial management strategies and the different management stairgates. All these techniques aim to the production of the plants and microbes which are effective against plant disease management. The aim of the use nano agrochemicals and nano sensors for sensing environmental and pathogen conditions against disease management. The aim of the paper to provide the production of the disease resistance plant and the provide balanced nutrients supplements to the soil for the improvement of the soil condition and its fertility. These techniques have economic importance due to the use of the nano agrochemicals which are low cost and have effective and reduce the use of the chemicals substances which have negative effect on the  soil fertility.. There are sustainable remediations techniques also discussed which are used for the decontamination of the soil pollution. In this study the main focus on the improve and increase soil fertility which enhance the growth of the plants as well the production of the crop production. The production of the stress and degradation resistance microbes which is important factor for the protection of the soil from degradation or contamination. All the techniques which are used in this paper have no adverse effect they are helpful in the tolerance of the stress conditions.
