The article deals with theoretical aspects to the issue of strategic planning of territories development. It is noted that the planning strategy includes goals, objectives, principles, elements and implementation mechanisms. The models of strategic planning are characterized. It is concluded that for the effective achievement of the result, a multilevel planning system is required that includes three levels: strategic, tactical and operational, accompanied by monitoring. It is indicated that the task of public administration is to create favorable conditions for regional development in the context of national interests.

Competitiveness of Russia economy under modern conditions demands systemacy of public administration. As a result of creation of national strategic planning system a number of govern-ment programs aimed at the economy development of the Russian Federation and perspective en-trance of the country to the world market is carried out. The article discusses the impact of the formation of a digital platform in the public administration system on the nature of the management tasks of strategic planning. The mainaspects of the assessment of changes in the spectrum and content of strategic planning tasks due to the digitalization of management technologies are formulated. The composition of the tasks of strategic planning is described taking into account the state of the current institutional base. The possibilities of using formalized methods for solving them within the framework of a digital platform for supporting public administration are identified.Purpose: the formation of the information society is associated with the development and implementation of a wide range of end-to-end digital technologies in various areas of public life and business. Modernization of information technology along with a general change in the conditions for the development of socio-economic systems determines the corresponding changes in methods and mechanisms of public administration. In this regard, the main goal of the work is to study aspects of the impact of digital transformation on the composition and characteristics of strategic planning tasks.Methods: the study was carried out based on a systematic approach to the study of socio-economic systems and processes using the methods of logical and comparative analysis, methods of statistical analysis of indicators of the functioning of the strategic planning system in the Russian Federation, providing the necessary depth of consideration of scientific problems.Results: the author presented an analysis of scientific and practical publications on the research topic, as well as the composition, functional and substantive capabilities of an automated information system for supporting strategic planning. The results of data processing of official statistical and management reporting in the field of development and implementation of strategic planning documents are presented. This made it possible to determine approaches to assessing the composition and characteristics of strategic planning tasks in the context of the formation of a digital public administration platform, to propose a compositional scheme for describing the relationship between the composition and content of planning tasks with a system of strategic planning documents.Conclusions and Relevance: the materials presented in the article make it possible to identify the current problems of implementing the strategic management methodology into the regulatory practice of public administration bodies, to substantiate the directions for improving the methodology and strategic planning tools, including through the correction of specifications and formalization of planning tasks in the context of the formation of a digital public administration platform.

AbstractThis article studies the relation between territorial and functional planning by investigating the Swedish local comprehensive planning system and the forest management. The former is locally based and the latter is functionally based or sector-orientated. By interviewing planners from the County Administrative Boards responsible for monitoring the national interests in the Swedish municipalities and forest managers from the Regional Forest Agency Administration, we found out that forest- and municipality related issues that coincide or interact with each other is normally considered in the collaborative planning process based on consultations and cooperation between the involved stakeholders. Weaknesses in the collaborative planning system consists of lack of coordination between the involved legal frameworks as well as lack of local planning resources and in some cases competences.

The authors emphasize that the system of strategic planning in Russia, which began to be updated in 2009-2014, has a number of methodological problems, which does not allow for the effective implementation of legislatively fixed basic principles (tradition of power and continuity), and makes it impossible to phrase a vertical goal setting in the strategic planning system thus violating the principle of decomposition of goals and objectives, and does not allow to achieve a balance in terms of validity of program and strategic documents. The article emphasizes that the principles of systematization of the whole complex of strategic planning documents need to be detailed. It is necessary to define more clearly their hierarchical structure, to develop a typology of these documents, depending on the purpose, the characteristics of vertical and horizontal relationships. The authors conclude that the basic system forming document of the goal-setting should be the “National Security Strategy of the Russian Federation”, which defines Russia’s national interests and strategic priorities taking into account the challenges and threats to national security. All other strategic goal-setting documents of a long-term nature should be formed as tools for the implementation of the provisions of this basic strategy; their task is to clarify and detail the directions for ensuring strategic national priorities in relevant areas. It is substantiated that in the hierarchy of strategic planning documents, when developing the “Guidelines for the Government of the Russian Federation”, the provisions of the medium-term forecast of the social and economic development of the Russian Federation, as well as the Decrees of the President of the Russian Federation that legally formulate the Addresses of the President of the Russian Federation should be taken into account. The main areas of activity of the Government of the Russian Federation are a reference point for the development of plans for the activities of federal executive bodies where the provisions of laws mention the development priorities of economic sectors from industry strategies. It is medium-term forecasts, according to the authors, that are the tool for the transition from the goal-setting to planning and programming.

In a modern regional economy in Ukraine, there is a need to improve the mechanisms of strategic management by the regional economic development in public administration. Problems of the economic regional development in Ukraine explains the need to pay attention to strategic management by the regional economic development in the sphere of public administration. The issue of strategic management by the regional economic development in the sphere of public administration has been covered in the scientific works. But despite active scientific researches the strategic management by the regional economic development public administration in Ukraine isn’t still studied properly. The strategic management by the regional economic development in public administration in Ukraine have been investigated. The normative legal base of strategic management by the regional economic development in public administration in Ukraine are generalized. The main components of normative legal base of strategic management by the regional economic development in public administration in Ukraine are The Constitution of Ukraine, laws of Ukraine, Codes of Ukraine, Acts of the Cabinet of Ministers of Ukraine and others. The features of strategic planning of regional economic development in the sphere of public administration in Ukraine are considered. In today’s conditions, the state of regional socio-economic and ecological development in Ukraine require the improvement of provision of strategic management by the regional economic development in public administration in Ukraine. The ways for improving the provision of strategic management by the regional economic development in public administration in Ukraine are determined.

Problem setting. In the direction of balanced regional development, the state has the opportunity to use such a direct lever of influence on the process as strategic planning. At present stage of reforming of the system of public administration of regional development, its role and importance are especially growing, because strategic planning makes it possible to predict the further development of territories. General purpose of strategic planning is to move to indicative forecasting, information support for objective management decisions at the regional, local and national levels, including concerning increase and effective realization of resource potential of the region, overcoming of depression of territories, realization of structural transformations. Taking into account the significant achievements of the scholars in the field of regional studies, insufficiently complete and in-depth study of the issues of strategic planning of regional development is still worth emphasizing. Highlighting previously unsettled parts of the general problem. The main purpose of the article was to present a wide range of results of the study on the analysis of the problem and to justify the prospects of strategic planning of regional development. Paper main body. Public administration of regional development in Ukraine should take into account basic trends of reforming processes in the European Union. Like in European countries, in Ukraine there are normative documents, which frame the strategic planning, i.e. there is every reason to talk about the functioning of the regional development planning system. The main components of this system include: strategic plans for socio-economic development; spatial plans of territorial development (schemes of planning of the territory of the region, general plans and town-planning documentation of settlements); medium-term plans for socio-economic development of the region and targeted development programs for certain areas of activity; short-term programs of socio-economic development. Strategic, medium-term and short-term program documents of socio-economic development of the region are related to creating a favorable environment for the development of the regional economy and citizens’ life, meeting basic needs of business sector and people in various services, forming competitive advantages to enter outer markets, stimulation of entrepreneurial activity, active attraction of investments, development of various sectors of economy, etc. Spatial plans of different levels relate to the development of the territory as an object of implementation of urban policy of local authorities, they are tied to a specific space. Therefore, we can talk about two types of program documents. Both types are closely interrelated, contribute to improving the efficiency of the territory, but differ from each other. Today, in the field of strategic planning of regional development in Ukraine there are many problems resulting from the lack of a comprehensive system of strategic planning of regional development in the country. In particular, these are the following: inconsistencies between different strategic and planning documents; lack of clear links between planning documents and the budget; lack of a unified approach to planning, uncertainty of the status of sertain strategic documents, political and legal consequences of their non-implementation; inefficient system of public policy evaluation; lack of responsibility for making ineffective management decisions. The main directions of strategic planning were identified: intellectual growth of territories, which involves economic development based on the growing development of production infrastructure, knowledge, research, inventions, patents and innovations, i.e. reorientation of regional economies to an innovative model of development; sustainable and continuous growth of territories for creation of an economy based on the efficient use of resources, in particular, environmental resources, and increasing the efficiency of use of natural resources, economic potential of the region; comprehensive growth of living standards through the development of social infrastructure, increasing employment, human resources development and achievement of social well-being; increasing the investment attractiveness of regions and intensifying innovation activity therein, as well as increasing the competitiveness of regions. Conclusions of the research and prospects for further studies. Strategic planning of regional development is a powerful tool to unite the interests of the public, local business and local authorities, which has a positive impact on the business climate, community welfare, and competitive position of the territory. It is a creative process of defining strategic directions and agreeing on realistic goals and objectives, implementation of which will help to achieve a better future.

The administrative reform in Russia, the main declared directions of which were to reduce excessive state regulation and to improve the quality of public services as well as transparency and efficiency of public authorities, has been going on for more than 13 years. In some of these areas, considerable progress has been achieved in this period. However, the positions of Russia in international rankings of government effectiveness have remained unchanged - or even decreased - since the beginning of the administrative reform. According to the authors, one possible explanation for this could be the significant shortcomings of the strategic planning system and its gap with the budget planning, which makes it difficult to achieve the goals set in the country’s key strategic documents. The authors consider the main ways to overcome the shortcomings of the strategic planning system in Russia to be related to its significant simplification through a radical reduction in the number of documents included in it, which would reduce the threat of contradictions between them, as well as to bridging the gap between strategic and budgetary planning, which implies that the socio-economic development strategy (SEDR) contains development goals in all spheres of public administration, but does not contain any assessment of the resources needed to achieve these goals, the forecast of their availability, or the priorities of their distribution in case of lack of resources. In order to link strategic planning to budget planning, SEDR should operate with the projected amount of budget resources not connected with the existing obligations, which, even with a favorable forecast, is unlikely to exceed 10-15% of the current budget expenditure. Using such means in the medium term, it is impossible to achieve progress in all areas at the same time. Therefore, it seems appropriate to abandon the setting of strategic goals in all spheres of public administration for the sake of concentrating funds and efforts on 5-7 priority areas. The article proposes specific measures necessary for the implementation of these principles in strategic planning.
