Problem statement. The article is dedicated to the 120th anniversary of famous Ukrainian conductor, Honored Artist of Ukraine, Professor Israel Solomonovich Shteiman (1901–1983), who devoted more than 55 years of his life to opera conducting. The musician is also famous by his skills in training of opera singersactors to their professional activity, as a head of Opera Studio under the Kharkiv I. P. Kotlyarevsky National University of Arts (former Kharkiv Conservatoire and the Kharkiv National University of Arts now). However, in addition to short lines of newspaper chronicles covering the theatrical life of Kharkiv city at that time, the brief background information collected in the archives of art institutions of the city and single memoir pages of his contemporaries (Shasha, 1991; Chepalov, 2012), there are still no special studies on the artist’s work. At the same time, these few sources provide an opportunity to recreate a holistic picture of I. S. Shteiman’s activities as a conductor of the Opera Studio under the Kharkiv National University of Arts and highlight one of the pages of its historical development, which is the goal of this article. The research methodology is based on the ways of analysis and systematization that were used in working with factual material; generalization and historical reconstruction when referring to opera productions by I. S. Shteiman in striving to characterize him as a musician-teacher. The results for discussion. In the period after II World War, many famous conductors worked in the Opera Studio under the Kharkiv Conservatory, but the activity of Israel Shteiman was the most fruitful, long and outstanding one. From 1944 until the end of his life, he was one of the leading conductors of M. Lysenko Kharkiv Opera and Ballet Theater. A characteristic feature of Shteiman-conductor was the ability to penetrate deeply into the composer’s creative concept, an impeccable sense of taste, an attentive and sensitive attitude towards the singer. Having started working at the Vocals Department of Kharkiv Conservatory in 1947, since 1953 I. S. Shteiman became the Opera Studio’s conductor, and from 1973 to 1979 – the Head of Opera Training Department at I. P. Kotlyarevsky Kharkov Institute of Arts. When working with students, I. S. Shteiman infected them with love for creative process, showed and knew how to emphasize the individuality in each of them. Among I. S. Shteiman’s students – Peopl’s Artists of the USSR N. Tkachenko, M. Manoilo, T. Alyoshina, People’s Artists of Ukraine and Russia V. Arkanova, L. Solyanik, L. Sergienko, Honored Artists of Ukraine V. Tryshyn, A. Rezilova, Y. Danilchishin... Since late 1960s, a new trend has emerged in the Opera Studio’s repertoire policy associated with growing interest in the creative work of contemporary composers. Thus, Studio productions of the operas by A. Nikolaev “At the Price of Life” (1967), A. Spadavecchia “The Road to Calvary” (1970), A. Kholminov’s “Optimistic Tragedy” (1972) were called to life by I. S. Shteiman. He believed that a deep disclosure of modern themes requires new thinking not only by composers, but also by singers, and it is crucial to develop this in young actors based on modern repertoire only. Continuing the course for revival of Soviet classics, to commemorate the 30th Anniversary of the Great Victory, I. S. Shteiman together with director L. Kukolev, staged V. Gubarenko’s opera “The Revived May”. The directors managed to reveal vividly all the strengths of the talented opera by this contemporary Ukrainian composer. Farther, the performers of the main parts were successfully working on various opera stages at Ukraine and abroad. Conductor I. S. Shteiman’s individual approach to working with each performer led to positive results – a high performance culture that ensured his performances’ long and successful life and high-quality professional training of singers-actors. From 1982, even after the stopping of his active conducting work, to the end of his life, Israel Shteiman was a professor-consultant at the Opera Training Department of the Kharkiv State Institute of Arts, continuing his life and creative mission – “to awaken of an artist in every musician”… (S. Kussevitsky). Conclusions. So, I. S. Shteiman dedicated practically all of his life to opera conducting. The memorable date is an occasion to analyze and appreciate his contribution to the very difficult and extremely important task of professional education of the opera singers, to pay tribute of respect and gratitude to this extraordinary man and musician. As one of the leading conductors of the Kharkiv M. Lysenko Opera and Ballet Theater, I. S. Shteiman had extensive experience of collaboration with prominent opera performers of his time. His conducting work was distinguished by a subtle understanding of the composer’s idea, a huge artistic taste. All these qualities were reflected in his fruitful work with student creative teams, which was always characterized by an individual approach to performers, by the ability to convey to them the will of the composer, as well as his own creative thought aimed at educating of high musical culture, by the ability to discover the artistry and creativity energy of the young musicians. Thus, the long-term conducting work by I. S. Shteiman played a huge positive role in the professional education of the brilliant constellation of the singersactors of the Kharkiv opera scene, in the formation of the tradition that opens wide creative prospects for graduates of the Kharkiv opera’s school also and in modern world music culture. The extraordinary personality of the talented conductor, who has educated more than one generation of singers-actors for work on the professional stage, will remain in the hearts of those who respected and loved him for a long time.

The paper considers the concept of professional formation and its projection on the professional training and professional activity of the prospective teacher through the concepts of formation and development. As a result of the analysis of existing views on the phases, stages and periods of professional formation, the main ones were identified, which are due to the time frame - the period before choosing the institution where professional training will be carried out, the actual professional education and the period of it. Having analyzed the set of competencies (subject, general pedagogical, professional-communicative, managerial, innovative, reflective) provided by the Federal State Educational Standard in relation to the teachers profession, as well as referring to the models of Hard-skills and Soft-skills, we identified indicators (skills) of the professional development of the prospective teacher and invited the 3rd-year students of the Institute of Russian Language and Literature of the Volgograd State Socio-Pedagogical University to evaluate these skills in the order of their significance. The assessment was carried out on a 5-point scale, where 1 point is an absolutely insignificant indicator, 2 - rather insignificant, 3 - rather significant, 4 - significant, 5 - very significant. As a result, we were able to build their gradation and divide them by areas, as well as allocate 3 levels in the process of professional development. Taking into account these levels, we considered how the educational environment can influence the professional development of future teachers through educational, extracurricular activities and through the environment.

The article analyzes the problem of professional development of personality at the stage of professional education. Models of formation of professional activity (adaptive and transformative) are considered. The stages of professional development of personality (conception and formation of professional intentions; professional training and education; active entry into the professional environment; realization of professional aspirations and opportunities of the personality in independent work) are analyzed. The problem of interaction of personal and professional development is considered in the context of the professional development of students. The empirical study of the peculiarities of professional development of the personality of students of technical college allowed us to determine the features of the correspondence of personality types and the sphere of professional activity. It was found that in the sample of students-programmers the dominant personality type is the entrepreneurial type, which is characterized by solving uncertain tasks and responsibility for the performed work; the least represented type is the conventional type, which prefers structured activities, working according to instructions, certain algorithms, and has a stereotypical approach to problems. It is empirically determined that the need for security is the most pronounced in the sample and the need for self-affirmation is the least pronounced; the need for security is dominant in all personality types (except conventional). The study of creative abilities of students-programmers showed: 1) the indicator of originality as the main indicator of creativity is within the norm in all subgroups of students, but the lowest originality is found in the subgroup of the conventional type; 2) the indicator of elaboration is the highest in the artistic type of personality, the lowest level of elaboration (at the level below the norm) is found in the intellectual type; 3) high productivity and the lowest flexibility were demonstrated by representatives of the social type. Conclusions about the correspondence of personality types and professional and creative features of students-programmers are made.

The article analyses characteristic changes of civic and patriotic component in the modern world and notes characteristic features and problems in forming civic consciousness of university students. The author gives special attention to bringing up a citizen in the context of modernizing the system of education and studies the main aspects of building civic competence in students of international relations. The article further considers the correlation between the concepts of "civic consciousness" and "patriotism" at the present stage within the framework of professional training of international relations specialists who stand for state interests, and presents a historical survey of building civic consciousness in future diplomats at the Collegium of Foreign Affairs in the 18th-19th-century Russia. The author stresses the importance of building up civic responsibility and legal consciousness as a reflection of state interests. The author determines and gives solid grounding to the role of civic competence in the professional training of future international relations specialists in accordance with the Federal state education standards of higher education (3rd edition) showing the necessity of developing high professional responsibility based on axiological and spiritual values. The writer comes to the conclusion that it is necessary to study the philosophical, psychological and pedagogical aspects of the process of forming civic consciousness of international relations specialists.

In the article on the basis of scientific and pedagogical sources the ways of perfection of the system of professional education with the purpose of preparing the future specialist for the practical realization of the idea of health saving of the nation at all stages of educational activity are analyzed and solved; the general structure of the system of quality assurance of education at the higher educational institution level is substantiated; determined the effective use of didactic principles; new approaches to the development of content, forms and methods of professional training of specialists in the new formation; the content of professional training of future specialists is investigated, covering the set of knowledge, skills and abilities, possession of which enables to work for the chosen type of profession; The set of principles, functions and factors that influence the content of the training is outlined in the curricula and programs of higher education institutions. An analysis of the structure of training of future specialists in higher education institutions is presented, which predicts mastery of a complex of professional and personal components of a future specialist. The peculiarities of preparation of future specialists for the implementation of health-saving technologies in the educational programs offered by educational establishments have been clarified. Types of variety of industrial and research practices are shown, forms and methods of teaching are named. The content of the professional training of future specialists is characterized, the prerequisites for creating the concept of forming the future specialists' willingness to carry out innovative activity are outlined; conditions of effective use of health-saving technologies are formulated, essential characteristics and stages of preparation of future specialists in educational establishments are explained; The basic provisions are substantiated, the observance of which ensures the training of new formation specialists for the implementation of health-saving technologies. It is noted that the capacity for self-organization is the basis of successful professional activity of the future specialist and the educational disciplines of the programs of preparation of domestic higher education institutions are observed, the study of which contributes to the formation of the competence of selforganization. The essence of the problem under consideration and the technology of its solution are revealed.

In the modern world of higher educational institutions, the problem of organizing students' independent work is one of the most urgent. The student must have not only knowledge, but also make decisions independently, strive for success in professional activities, apply a creative approach to any business, and raise the intellectual level. That is why the independent work presupposes the development of students' skills to clearly formulate their own thoughts, argue their judgments, think logically, and know the numerous flow of information. The implementation of these skills is possible when organizing a competence-based students' individual work , which affects the professional sphere of future specialists And the construction of a competence-oriented SIW in the form of a model that includes motivational, performance, reflexive, control stages is based on: a) the inherent value of the student; b) the conditionality of the professional orientation of the content of education by future teaching activities; c) c) orientation of professional education towards the individual experience of the student; d) the advanced nature of professional training; e) correlation of the technology of professional training with the patterns of professional becoming of the teacher's personality.

Отрасль «Физическая культура и спорт» в настоящее время находится в стадии активного реформирования. Происходит модернизация системы, пересматриваются подходы к организации трудовой и учебно-тренировочной деятельности, а также физкультурно-массовой работе с различными группами населения. Специфика профессиональной деятельности в данной сфере становится все более очевидной и требует наличия у специалистов соответствующих особых профессиональных компетенций. В условиях реформирования особую актуальность имеет подготовка квалифицированных управленческих кадров, обладающих необходимыми знаниями и практическими умениями в области организации и управления деятельностью государственных (муниципальных) и общественных физкультурно-спортивных организаций. Действующие федеральные государственные образовательные стандарты по направлению подготовки (бакалавров, магистров) «Педагогическое образование» предусматривают необходимость формирования у выпускников готовности к решению задач профессиональной деятельности не только педагогического, но и организационно-управленческого типа. Рассмотрены результаты исследований, направленных совершенствование профессиональной подготовки студентов – будущих педагогов по физической культуре и спорту на основе повышения их компетентности в вопросах государственного и муниципального управления. На основе анкетирования государственных (муниципальных) гражданских служащих, осуществляющих управление в области физической культуры и спорта, выявлен перечень профессионально значимых знаний, умений и навыков, необходимых специалисту для эффективного выполнения организационно-управленческих функций в данной сфере с учетом современных социально-экономических условий. Приведены методические рекомендации по формированию у студентов профессионально значимых знаний, умений и навыков, необходимых для эффективного выполнения функций государственного (муниципального) управления в сфере физической культуры и спорта в современных условиях. The Physical culture and sport branch is currently in the stage of active reforming. The system is being modernized. Approaches to the organization of labor and educational-training activities, as well as physical-mass work with various population groups are being revised. The specifics of professional activity in this area is becoming more and more obvious and requires specialists to have appropriate special professional competencies. In the context of reforming, the training of qualified management personnel with the necessary knowledge and practical skills in organizing and managing the activities of state (municipal) and public physical and sport organizations is particularly relevant. The current federal state educational standards in the direction of (bachelors, masters) «pedagogical education» consider the need to form graduates’ readiness to solve problems of professional activity not only of pedagogical, but also of organizational and managerial type. The article gives the results of studies aimed at improving the professional education of students, that are future teachers in physical culture and sports on the basis of increasing their competence in matters of state and municipal administration. Based on a questionnaire survey of state (municipal) civil employees in charge of management in the field of physical culture and sports, there was made a list of professionally significant knowledge, skills and abilities necessary for a specialist to effectively perform organizational and managerial functions in this area, taking into account modern socio-economic conditions. The article represents methodological recommendations for the formation of professionally significant knowledge, skills and abilities necessary for the effective fulfillment of the state (municipal) management functions in the field of physical culture and sports under modern conditions.

The article considers the didactic conditions of musical training of choreographers in higher education institutions of our state. In this work the structural didactic features of musical competence of choreographers are defined, such as: feature of professional activity planning; ways and methods of performing professional activities; communication techniques; organizational skills of choreographers; features of dance and motor motility. The article also states that the author considers an individual approach to take into account the ways of adapting the properties of studentsʼ nervous system to the requirements of professional activity as an effective method of musical training of choreographers in domestic higher education institutions. The article also deals with an individual approach, which takes into account the individual differences of students, the development of techniques, tools and methods of forming professional and musical skills of choreographers, due to the typological properties of the nervous system. At the heart of the individual approach considered in the study there is the idea of understanding a developing student as a person with a unique set of individual qualities. This involves the recognition of different, but equivalent in effectiveness methods of educational and creative activities that meet the objective requirements of the professional activity of the teacher and the individual characteristics of the future specialist.Also, in this paper, it is noted that in pedagogical science didactics is connected with the methods of teaching courses. The method of teaching folk dance is somewhat different from other choreographic disciplines due to the specifics of national dance. All textbooks, programs and methodical materials on folk choreography are authorʼs versions and naturally cannot be accepted by all experts identically. Social work as a sphere of professional activity had formed in Europe by the middle of the XX century, but the experience accumulated in different countries did not result in uniform standard for the social welfare work and professional training. In Russia, social and welfare training is a relatively new training programme (since 1991), which needs to be substantially detailed by theoretical experience and practical recommendations from colleagues from around the world. In these conditions, academic mobility provides an opportunity to enrich the modern system of qualified social and welfare personnel training and expand our understanding of the structure of foreign professional education, as well as technologies, approaches and forms of student training. The authors show that various aspects of student social and welfare professional training are in the focus of domestic and foreign academic interest; two main sources of this problem are identified. The article dwells on the practical experience the students and teachers of Nizhnevartovsk State University and Aabenraa University College South Denmark accumulated through academic exchange. Regulations and statistical data analysis, observations, interviews, discussions and seminars helped to provide the necessary insight into the system of social and welfare training in Denmark. Research material may be of interest to students of Social Work programmes when studying such subjects as ‘Foreign Experience of Social Work’, ‘Social Education Fundamentals’; to teachers when developing bachelor training curriculum; to specialists of institutions when organizing student practical training.

Modern conditions for the modernization of higher education in Ukraine have led to the need to introduce innovative approaches to the implementation of the concept of future specialists training, taking into account European standards. Higher education is crucial for socio-economic and cultural development of society. The need for training of a competent police officer, who is capable of effective professional activity in a multinational environment, is a priority approach in the training of future police officers in the parameters of European standards. The socio-cultural aspect in the training of future police officers is not only the formation of ethno-cultural competence, but also the space of interpersonal relationships in which a holistic culture of personality is formed. The competent paradigm of professional training of the future police officers, as a subject of personal and professional growth, which is capable of expanding and updating the subject areas of their professional activity, becomes of special significance in this context. In this article, we draw our attention to the peculiarities and possibilities of forming the personality of a future police officer by means of mobile resources. In particular, the classification of modern mobile devices for using in the education al processes defined. The importance of the aim of modern professional education – the formation of high level of intelligence of the future specialists, the development and consolidation of complex abilities to solve problems in conditions of constant changes and new requirements of the external environment are revealed. It has been established that the use of mobile resources contributes to increase of interest during classroom hours and the optimal organization of their independent non-auditing work, which will enable the training of specialists of a new type.

The article discusses the motivational and personal characteristics of students in various fields of study from the standpoint of the mode «being» and the mode «having» (E. Fromm). In the modern world, there is a shift in the direction of development of young people’s personal traits from the mode «being» to the mode «having», which negatively affects the training of specialists in the «person – person» system. A specialist who has deep knowledge, but is more focused on material benefits, as opposed to a commitment to return, to help people, can be ineffective in many critical professional situations. The success of professional activity largely depends on psychological support during professional development, in particular, during the student period.This article presents research on the motivational and personal sphere (Milman's method) and the severity of indicators of intrapersonal conflict, as one of the possible factors of professional development (E. Fantalova's method) in students of managers, psychologists and various medical fields of study. Different levels of intrapersonal conflict, different total indicators of the main motives of students in different areas of study were identified. There were no significant differences between the groups of students in the mode of being and the mode of having. The analysis of the obtained factor matrix allowed us to determine the «mode of being» and «mode of having» with characteristic main motives and intrapersonal disintegration. Therefore, the purpose of psychological support at the stage of professional education is the student's awareness of their potential, prospects for personal and professional growth, the desire to search, creativity, and experimentation. A crucial element of this situation of professional development is the ability and necessity to make a choice, which means to feel your freedom, on the one hand, and your responsibility for everything that happens and will happen, on the other
