<p>The authors developed a structural model of the basis innovation system, which feature is to provide a subsystem of development of knowledge. Its mechanisms will ensure the immanence of innovative activity in the economic structure of enterprises, guarantee the continuity of the economic cycle of innovation and institutional aid. The basic characteristics inherent to this model and the fundamental principles of its construction have been offered. It has been revealed that for the management of innovation system it is necessary to make changes in the established socio-economic relations, because innovative development is limited by them.</p><p>Keywords: innovation system, model of control system, innovative development.</p>

Innovative processes in the development of the region are essential. It’s necessary to effectively investigate and manage them. In Russia, increased requirements for innovation, innovative digital interactions, and infrastructures. The purpose of the work is system analysis and modeling of regional development processes, testing of the built model. The evolutionary potential of the region is also being explored. The work uses methods of system analysis, decision-making, mathematical modeling, situational and comparative analysis. For stable and dynamic regions, various system goals of innovative development are considered: corporate, business-oriented, functional, production, etc. The main results of the article: analysis of systemic problems and solutions for the innovative development of regions, the construction and study of a model of dynamics of evolution, potential and indices in the conditions of a variety of innovative changes (diffusion, innovation, investment, etc.). Uncertainties in the environment (restructuring in the region) are also taken into account. The task of identification of the constructed model, possibility of situational forecasting and support of strategic management with its help is considered. The test example for the model takes into account the dynamics of funds and the consumption of the situation. The dynamic characteristics of regional innovation should lead to qualitative changes, and the sustainability of the region is determined by the dynamic relationships of structures. Therefore, it’s important to consider synergistic interactions such as "region – innovation – investment – evolutionary potential". The model we have discussed can also be complicated and improved by complicating the submodels involved and the modeling hypotheses considered. But in this form, it’s suitable for relevant situational modeling.

The paper addresses a number of issues related to the functioning of the Russian sector of basic research and the need to implement a balanced public policy in this area. It contains an estimation of the managerial an organisational reform currently underway in the government academies of sciences and puts forward proposals for the establishment of mechanisms to overcome crisis phenomena in the Russian science sector, including basic research, which are impeding innovative development of the Russian economy.

This article is supported by the Russian Foundation for Basic Research (project No. 19-013-00163 А &ldquo;Methodology and Technology of Socio-Pedagogical Research of Family as a Subject of Creation of Individual Educational Trajectory of a Child&rdquo;). The author examines the problem of monitoring of professional competences of a teacher in the conditions of digital environment. The authors propose a new technique for development of a method for assessing professional competences of a teacher based on latent variables theory, where private criteria manifest as integral with regards to indexes and indicators of professional competencies of a teacher. Qualimetric monitoring of professional competences contributes to the growth of personal growth of a teacher and improvement of the quality of his work in digital environment. The authors outline the scientific basis for qualimetric monitoring of professional competences of a teacher using the RUUM 2020 software (Rasch Unidimensional Measurement Models). The suggested approach proves that in the school digital environment can be resolved the issue of accessibility and automation of assessing professional competences of a teachers, apply Qualimetric monitoring for motivation of personal growth and self-improvement of a teacher. The new approach allows presenting the qualitative indicators in quantitative dimension. Such solution of the problem corresponds to the current level of requirements of digital environment for monitoring and scientific organization aimed at improvement of teacher&rsquo;s competences.

Good corporate governance creates the properly structured board of directors capable of taking independent decisions for the welfare of the company. Women directors or female directors with varied backgrounds and experiences tend to look at problems and solutions from wider perspectives, thereby, diversity in boards has been widely considered as an important contributor to improved decision-making. Against this backdrop, the paper empirically investigates the association between participation of female director on board with the financial performance of corporate, using a sample of 16 listed companies’ board membership in India. The study reflects positive and significant impact of female directors on financial performance in the listed companies. The findings could be scientific basis for Indian company to build the most proper board for themselves and contributes to the existing literature through the empirical evidence with more insight into the effect of corporate governance, particularly female directors on firm outcomes from a typical developing country, India. Thus, it is suggested that Indian companies should think about the femininity on board and in senior management to improve financial viability and performance to achieve sustainable growth.

the article shows the need to develop an innovation policy for the implementation of innovative priorities of the meat poultry industry, the priority directions of the industry in terms of import substitution, the conditions for the preservation of positive trends in the development of poultry enterprises, the negative aspects that affect the value indicators of domestic production.
