The European Union (EU) aims at increasing the share of renewable energy use, of which nearly half originates from wood sources currently. An energy supply from wood sources strongly relies on green water resources, which are limited and also essential for food security and terrestrial biodiversity. We have estimated the water footprint (WF) of wood for energy consumed in the EU-28 (WFwec) by combining data on energy produced from wood sources in the EU per member state for the year 2015 from the EU energy reference scenario 2016, extra-EU trade in fuelwood and charcoal, and country-specific estimates of the water footprint per unit of wood. We find that the WFwec is large (156 × 109 m3/y), 94% of this footprint is situated within the EU, and it is almost exclusively related to green water (99%). Adding WFwec to the WF related to the EU’s consumption of agricultural and industrial products as well as domestic water use (702 × 109 m3/y) signifies an increase of 22% to 858 × 109 m3/y. We show that over half of the internal WFwec is in member states that have a high degree of green water scarcity and hence very limited potential left to sustainably allocate more green water flows to biomass production. The results of this study feed into the debate on how the EU can achieve a sustainable and reliable energy supply. Policies on energy security should consider that increased use of wood or other biomass for energy increases the already significant pressure on limited green water resources.

Climate change is leading to increased water scarcity and drought in many parts of the world. This has implications for the European Union (EU) because a lot of the water intensive goods consumed or used there are produced abroad. This makes the EU’s economy dependent on water resources well beyond its borders since when a country imports water intensive goods, indirectly it also imports virtual water (water needed to produce the imported goods). This study maps the EU’s global dependency on water resources outside its borders in terms of virtual water imports and assesses how water scarcity and drought may disrupt supplies of key food crops that it imports. The EU uses approximately 668 km3 of water for all of the goods it produces, consumes and exports, annually. Around 38% of that water comes from outside its borders, which means that the EU’s economy is highly dependent on the availability of water in other parts of the world. In the near future, supplies of certain crops to the EU could be disrupted due to water scarcity in other parts of the world; a large portion of the water used in producing soybeans, rice, sugarcane, cotton, almonds, pistachios and grapes for import to the EU comes from areas with significant or severe levels of water scarcity. Although the immediate risks to the EU’s economy are due to current water scarcity levels, any disruption to rainfall patterns that occur in the future, due to the effects of climate change in the countries of origin of key crops, could have a far greater impact. This is because as much as 92% of the EU’s total external water demand from agriculture is attributed to green water use, availability of which has relatively higher vulnerability to drought.

Although the European Union (EU) has made some considerable progress regarding protection of water resources (tackling significant problems at national and at EU level), increased efforts are still needed to get and keep its waters clean. After 30 years of developing EU water legislation, all the involved stakeholders express this demand. In 2000, the Water Framework Directive (WFD) 2000/60/EC, establishing a framework for Community actions regarding protection of water resources, was adopted. Its implementation is now well underway, as most of the EU-Member States have fulfilled their current obligations of submitting their reports. An on-going evaluation of the WFD implementation process is attempted here, based on all available data seven years after its launch. Special focus is given to Greece regarding problems that have occurred.

Abstract Agriculture and environment are among others the most important priorities of the European Union. Agriculture is strongly influenced by the state of the environment, including water resources. In addition to many other policies, the EU water policy is crucial for the sustainable development of rural areas. Directives are the main tools for implementation of water policy. This article contains an overview of the directives on aspects of quality and quantity of water resources. Within the paper three most important agricultural areas of the Directive are characterized: the Water Framework Directive, the Floods Directive and the Nitrates Directive. Presented mandatory EU action aimed at their implementation and the problems associated with it. Current proposals for changes in the EU water policy are described.

The article analyses development of external energy policy of the European Union (EU). In spite of the Lisbon treaty didn’t substantially expend EU powers in external energy policy, European Commission (EC) became more active in recent years. Decision on exchange of information about bilateral energy agreements between Member States (MSs) and third countries may deprive producers of opportunity to differentiate terms of infrastructure projects and energy supply in different MSs. European Commission participation in MSs negotiations with third countries as a guardian of energy market provisions will inevitably increase negotiation power of MSs. Nevertheless, only smooth and modest extension of powers of the EC would be possible because of opposition of numerous countries which makes a search of consensus very difficult. Among priority activities of the EU external energy policy one could identify ‘export’ of energy market provisions in neighbor countries; diversification of suppliers and prioritization of politically selected supply routes; dramatic increase of regulatory activity at EU level. All these activities are partially successful, but they all have some shortages. Several EU legislative and regulatory measures risk to run counter to existing obligations of MSs.

Motivation of the energy policy of the European Union towards Russia is driven by two factors. The first is the dependence of the EU on obtaining most of its energy supplies from Russia. The second factor consists of two fears (one spurious and another hypothetical) that Russia won’t deliver necessary volumes of energy to the European domestic energy market. Strange enough, these fears co-exist with the EU repeatedly confirming the fact of Russia compliance with its commitments of energy supply to the EU member states.

The article deals with economic sanctions and their impact on the state and prospects of the neighboring partner economies - the European Union (EU) and Russia. It provides comparisons of current data with that of the year 2013 (before sanctions) to demonstrate the impact of sanctions on both sides. Despite the fact that Russia remains the EU’s key partner, it came out of the first three partners of the EU. The current economic recession is caused by different reasons, not only by sanctions. Both the EU and Russia have internal problems, which the sanctions confrontation only exacerbates. The article emphasizes the need for a speedy restoration of cooperation.

Subject. Foreign economic and trade ties among countries are getting tighter and less predictable in the early 21st century. This directly stems from a growing disparity of partners, especially if it goes about their future cooperation as part of integration groups or international organizations. Communities of experts suggest using various approaches to locally adjusting integration phases, especially implementing the two-speed integration in the European Union. Objectives. The study is an attempt to examine an improvement of foreign economic cooperation and suggest its implementation steps for the European Union. This all is due to considerable inner controversies and problems within the EU, which grow more serious year by year. Methods. The methodological framework comprises the historical logic, dialectical principles, scientific abstraction method. The process and system approach was especially important for justifying the implementation of the above steps. It was used to examine foreign economic relations of partners in the European Union. Results. The article sets forth the theoretical and methodological framework for the geostrategic economic bloc, including a conceptual structure model. I present steps to implement a foreign economic cooperation of partners in the EU in terms of its form. Conclusions and Relevance. Should the form of the foreign economic relations among the EU countries be implemented, counties at the periphery of the EU will be able to become active parties to the integration group.

Subject. The article considers the concept of circular economy, which has originated relatively recently in the academic literature, and is now increasingly recognized in many countries at the national level. In the European Union, the transition to circular economy is viewed as an opportunity to improve competitiveness of the European Union, protect businesses from resource shortages and fluctuating prices for raw materials and supplies, and a way to increase employment and innovation. Objectives. The aim of the study is to analyze the incentives developed by the European Commission for moving to circular economy, and to assess their effectiveness on the basis of statistical analysis. Methods. I employ general scientific methods of research. Results. The analysis of the EU Action Plan for the Circular Economy enabled to conclude that the results of the recent research in circular economy barriers, eco-innovation, technology and infrastructure were successfully integrated into the framework of this document. Understanding the root causes holding back the circular economy development and the balanced combination of economic and administrative incentives strengthened the Action Plan, and it contributed to the circular economy development in the EU. Conclusions. The measures to stimulate the development of the circular economy proposed in the European Action Plan can be viewed as a prototype for designing similar strategies in other countries, including Russia. Meanwhile, a more detailed analysis of barriers to the circular economy at the level of individual countries and regions is needed.

Political security is very often considered through the prism of individual states. In the scholar literature in-depth analyses of this kind of security are rarely encountered in the context of international entities that these countries integrate. The purpose of this article is to draw attention to key aspects of political security in the European Union (EU) Member States. The EU as a supranational organisation, gathering Member States first, ensures the stability of the EU as a whole, and secondly, it ensures that Member States respect common values and principles. Additionally, the EU institutions focus on ensuring the proper functioning of the Eurozone (also called officially “euro area” in EU regulations). Actions that may have a negative impact on the level of the EU’s political security include the boycott of establishing new institutions conducive to the peaceful coexistence and development of states. These threats seem to have a significant impact on the situation in the EU in the face of the proposed (and not accepted by Member States not belonging to the Eurogroup) Eurozone reforms concerning, inter alia, appointment of the Minister of Economy and Finance and the creation of a new institution - the European Monetary Fund.
