The Impact

China’s water shortage problem is becoming increasingly severe. Improving water use efficiency is crucial to alleviating China’s water crisis. This paper evaluates the water use efficiency of 31 provinces and municipalities in China by using the data envelopment analysis (DEA) method. When the usual DEA model has too many indexes selected, it will cause the majority of the decision making units (DMUs) efficiency values be one, which leads to invalid evaluation results. Therefore, by using the entropy weight method, a new synthetic set of indexes is constructed based on the original indexes. The new synthetic set of indexes retains the full information of the original indexes, and the goal of simplifying the number of indexes is achieved. Simultaneously, by empowering the original indexes, the evaluation using synthetic indexes can also avoid the impact of industrial structure and labor division on water use efficiency. The results show that in China’s northeastern grain producing areas, water use efficiency is higher due to the high level of agricultural modernization. The provinces in the middle reaches of the Yangtze River have the lowest water use efficiency due to water pollution and water waste. In general, China’s overall water use efficiency is low, and there is still much room for improvement.

Jilin is an important grain producing area and heavy industry base in China. With the economic development and improvement of people's livelihood, water resource issues have been becoming increasingly prominent, Jilin Province comprehensive utilization of water resources is not efficient. The traditional method of water consumption per 10000 Yuan of output value cannot objectively reflect the water-use efficiency of different local industrial structures. Therefore, this paper builds the data envelopment analysis model based on the input-output relationship. In order to meet the requirements of data envelopment analysis model for data analysis, this paper introduces the principal component analysis method, and reduces the 16 water resources input indicators and 14 water resources output indicators of Jilin Province from 2004 to 2017 to 3 input principal components and 2 output principal components. The multi-model data envelopment analysis method is used to analyze the water-use efficiency of Jilin Province, and the results show that with the rapid economic growth, the water resources efficiency in 2010-2013 was relatively poor, there was a waste of water resources, and the management technology was backward, but with the deepening of the industrial transformation and upgrading, farming modernization and revitalizing the strategy of the old industrial base in Northeast China, the water-use efficiency and the water resources carrying capacity of Jilin Province has been improved.

AbstractClimate change and increased competition for water resources are generating growing concern about how to improve water-use efficiency in agriculture. In turn, this has prompted substantial investments in the installation of water-saving technologies in irrigation systems. The first aim of this research is to use data envelopment analysis to quantify, in terms of gross water savings (GWS), the local-scale efficiency of the irrigation policies adopted in an area of Spain suffering from a structural water deficit. Second, the cross-efficiency method is used to produce a ranking of the irrigation organizations analysed, in order to identify patterns of water-use efficiency performance that can guide future lines of investment. The results reveal that water-use efficiency prior to modernization is a key determinant of the efficiency achieved in terms of GWS at local scale. However, the investments targeted at irrigation modernization often have objectives other than water savings. These and other aspects should be taken into account when allocating public funds to irrigation modernization.

Abstract Evaluating and improving water use efficiency is considered one of the main ways of tackling water shortage challenges in water-scarce cities. A useful indicator for evaluating industrial water use efficiency is the relative water use efficiency (RWUE). In this paper, an industrial RWUE evaluation scheme is proposed based on data envelopment analysis (DEA) theory. In this scheme, the RWUE is divided into overall efficiency (OE), pure technical efficiency (PTE), and scale efficiency (SE). In order to help decision-makers specify the focal industry of efficiency improvement, direct water use is distinguished from indirect water use. By employing this industrial RWUE evaluation scheme, this research calculated the industrial RWUEs for 25 representative industries of Beijing (1990–2010). Results show that the OE, PTE, and SE of Beijing have improved significantly. In the primary industry, the scale adjustment fundamentally lifted OE. For the secondary industries, there still exists much room for water use efficiency improvement in technical innovation. Some emerging tertiary industries replaced traditional tertiary industries as the most efficient water users. This study serves as a valuable reference for the implementation of the Strictest Administration of Water Resources (SAWR) of China, and provides policy-makers worldwide with a useful framework of understating industrial water use efficiency.
