The paper is basically dedicated to the problem of effort estimation for the Product Backlog items of IT projects led accordingly to the Scrum framework. The effort estimation issue is important, because low quality estimation decreases the efficiency of project implementation. The paper proposes an estimation method for the Product Backlog items of Scrum-based IT projects (which can be adapted also to other projects), which has two original elements with respect to the state of art in Scrum estimation: the usage of fuzzy numbers and strict rules for consensus forming, combined with a space for human interaction. The assumptions of the method should be complied with and were formulated on the basis of literature and authors experience. Two case studies were used for an initial method validation. The case studies confirmed a high potential of the method to increase estimation quality in Scrum-based projects, as well as in other project types. The case studies were conducted using research methods fulfilling the symmetry principle. The paper is thus an example of symmetry in management research.

Time, cost and quality predictions are the key aspects of any software development system. Loses that result due to wrong estimations may lead to irresistible damage. It is observed that a badly estimated project always results into a bad quality output as the efforts are put in the wrong direction. In the present study, author proposed ABC-COCOMO-II as a new model and tried to enhance the extent of accuracy in effort quality assessment through effort estimation. In the proposed model author combined the strengths of COCOMO-II (Constructive Cost Model) with the Artificial Bee Colony (ABC) and Neural Network (NN). In the present work, ABC algorithm is used to select the best solution, NN is used for the classification purpose to improve the quality estimation using COCOMO-II. The results are compared and evaluated with the pre-existing effort estimation models. The simulation results had shown that the proposed combination outperformed in terms of quality estimation with small variation of 5-10% in comparison to the actual effort, which further leads to betterment of the quality. More than 90% projects results into high quality output for the proposed algorithmic architecture.

Improvement process of designing new models of women's clothing by automating sketch design in conditions of small sewing enterprises. Analysis of computer graphics programs possibilities; determination of meaningful indicators for determining the suitability of existing software by expert estimation method; approbation of the study results in the conditions of designer workplace. There have been created templates of graphic images of different types of female figures, libraries of modern materials textures, which are most often used for women's clothing manufacture. There has been developed the method of new model sketches creation of women's clothes with the use of figure templates and libraries of materials. An approach is proposed that generalizes and simplifies the process of adaptation of universal computer programs of vector graphics with the needs of automated design of new clothing models There has been developed a methodical support for the use of the universal graphic editor Xara Designer Pro on the AWS of a designer of a small sewing enterprise.

In the highly competitive nowadays markets, many companies actions assume the project form. In special, Information Technology (IT) projects assume great importance, enabling the dynamic actions that organisations need (Porter, 2001; Tapscott, 2001). However, IT applications assume different roles, from operational support to strategic, according to companies’ strategies and operations, besides the peculiarities of the industry in which they compete (McFarlan, 1984; Porter & Millar, 1985). According to this role (appraised by McFarlan’s Strategic Grid), ex-ante evaluation practices for selecting IT projects to be implemented can vary (Jiang & Klein, 1999). The objective of this paper is to analyse practices for selecting IT projects in Brazilian companies classified in different quadrants of the Strategic Grid and to observe any differences in ex-ante evaluation practices among them. The adopted methodological approach was qualitative research, more specifically case study (Claver, Gonzalez & Llopis, 2000; Yin, 1991) performed in four companies.

The area of applications development for government purposes can be characterized to be task specific. In this context, development projects are usually more complex and there are some differences in comparison with commercial projects. The mission of the proposed chapter is an explanation of methods of project complexity evaluation based on analogy, crisp and fuzzy expert estimation and measure models. The selected methods for aggregation of expert’s estimations are also presented. Further the chapter introduces selected methods designed for complexity estimation. All the introduced methods are widely known except one that was designed by the lead author of the chapter. The method is called BORM Points and is developed for an IS project designed in BORM method (Business Object Relation Modeling). Each method is introduced first, then its step-by-step computation procedure is described and finally suggestion of software, which is supported method computation procedure. The results of the methods are in non-dimensional numbers and it is necessary to set up the relationship between complexity and effort, and introduces COCOMO model and its variants. Efforts are given about the implementation of this form of estimation approach in the area of ICT governance, especially at the grass roots e-governance.
