The paper presents a possibility to use a new PVM-VSI (Preference Vector Method computed in Vector Space of Increments) method in making decisions that demand that different variants should be considered, while being evaluated with respect to different criteria. Hence, knowledge about them is a must, and that knowledge is not necessarily available quantitatively, whereas the very evaluation should be relatively objective; that is, independent from the decision maker’s preferences or opinions. The paper presents the use of the PVM-VSI method in support decisions related to urban development—to rank projects submitted for implementation within the framework of a citizen budget. The ranking will make it feasible to determine which of the submitted projects will have the dominant influence on the town’s sustainable development, and, subsequently, which ones should be presented to citizens as the better ones out of the projects submitted, and to compare the method mentioned with methods used in similar decision-making problems in the past: Fuzzy AHP (Analytic Hierarchy Process), Fuzzy TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution), and Fuzzy PROMETHEE (Preference Ranking Organization METHod for Enrichment of Evaluation).

This study aims at identifying the suitable lands for urban development in Bandar Abbas city based on its real world use regarding specific criteria and sub-criteria. The city of Bandar Abbas is considered as the most important commercial and economic city of Iran. It is also considered as one of the major cities of Iran which has played a pivotal role in the country's development and progress in recent years especially after the end of Iran-Iraq war owing to its embracing the country's main commercial ports. This process has caused the immigration rate into the city to rise significantly over the past 20 years. Thus, the development of the city is meanwhile considered as a high priority. Bandar Abbas city does not have a rich capacity for growth and development due to its special geographical situation being located in coastal border. Among the limitations placed in the city's development way, natural limitations (heights and sea shore) in the northern and southern parts of the city and structural limitations (military centers) in the east and west sides of the city may be referred. Therefore, identifying the suitable lands for urban development within Bandar Abbas city limits is becoming an essential priority. Therefore, different quantitative and qualitative criteria have been studied in order to select and identify these lands. The structures of qualitative criteria for most parts involve ambiguities and vagueness. This leads us to use Fuzzy logic in this study as a natural method for determining the solutions for problems of Multi-criteria decision making (MCDM). In the current research, a combination of MCDM methods has been presented for analysis. To assignee weights of the criteria Fuzzy AHP (analytic hierarchy process) is used for land selection and Fuzzy TOPSIS (method for order priority by similarity to ideal solution) is utilized to choose the alternative that is the most appropriate through these criteria weights. The sensitivity analysis of the results is included in the research.

The fuzzy analytic hierarchy process (AHP) and fuzzy Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) are extremely beneficial when a decision-making process is complex. The reason is that AHP and TOPSIS can prioritize multiple-choice criteria into a hierarchy by assessing the relative importance of criteria and can thus generate an overall ranking of the alternatives. This study uses fuzzy AHP and fuzzy TOPSIS to evaluate the human resource in science and technology (HRST) performance of Southeast Asian countries. The fuzzy TOPSIS analysis indicates that Singapore, South Korea, and Taiwan have similarities in their desired levels of HRST performance. That is, these three countries have better HRST performances than other Southeast Asian countries.

A buying decision process is one of the Multi-Criteria Decision Making (MCDM) problems faced by everyone in daily life. One example is the selection of smartphones brand in the market. Thus, the study is conducted to evaluate the most effective criteria for buying smartphones and to rank the people's preferences on smartphone based on its brand. Six criteria (price, operating system, memory, display, camera and battery) and three alternatives which are the smartphone brands (Oppo, Samsung and Apple) were chosen in the study. Two main processes were involved, which are 1) evaluate the smartphone criteria using Fuzzy Analytic Hierarchy Process (AHP) and 2) ranking the brand using Preference Ranking Organization Method for Enrichment Evaluations (PROMETHEE). Surveys and questionnaires were conducted and evaluated by decision makers who are the smartphone's users. The result showed storage memory is considered as prominent criteria in choosing a smartphone meanwhile the consumers firstly prefer Oppo, secondly Apple and thirdly Samsung. Future work in this study may use other alternatives to be ranked by considering other top models as well. Mobile based culinary recommendation system has become critical topic in mobile application. Some methods presented in the literature propose the use of the AHP (Analytic Hierarchy Process), AHP TOPSIS (Technique for Order of Preference by Similarity to Ideal Solution) and fuzzy AHP for mobile based culinary recommendation system. However, there are no comparative studies of these three methods when applied to mobile based culinary recommendation system. Thus, this research presents a comparative analysis of these three methods in the context of culinary recommendation system in mobile environment. The comparison was made based on accuracy and time complexity because mobile application environment needs low time complexity. The results have shown that all of these methods are suitable for culinary recommendation system in mobile environment. Fuzzy AHP have the highest accuracy between all of these methods, it have 66,67 % accuracy. But, AHP TOPSIS shows the best performance in time complexity, with order of growth in quadratic class (n2)

JHSUs should have occupational safety specialists, workplace physicians, and other health personnel to establish and provide services. To provide occupational safety services in the most effective operating environment, it is necessary to select the most appropriate JHSU. This chapter provides a hybrid model to assist the JHSU selection process. Using fuzzy logic linguistic variables makes an important contribution to decision making in uncertain environment. The hybrid model using Fuzzy AHP (Analytical Hierarchy Process) and Fuzzy TOPSIS (Technique for Similarity Sorting Preference for Ideal Solution) approaches were used in JHSU selection. The most important criterion was found to be the references of JHSU. Candidate JHSUs were evaluated on the basis of criteria with fuzzy TOPSIS. Five alternative JHSU were evaluated. Alternative 2 was found to be the most appropriate choice. A numerical example is presented to demonstrate the effectiveness of the proposed hybrid model.

In the flight industry, there are two highest costs such as fuel cost and crew cost. The crew cost is affected by pairings selected from flight schedule. This research will explain about selecting the set of selected pairings using Analytic Hierarchy Process (AHP) and Fuzzy Technique for Order Performance by Similarity to Ideal Solution (Fuzzy TOPSIS). Before using either Fuzzy AHP or Fuzzy TOPSIS, it will be formed collection of the set of selected pairings using greedy algorithm. After collection of the set of selected pairings is formed, then we determine goal and criteria. The goal is selecting the set of selected pairings from some alternatives. For each the set of selected pairings, there are some criterions such as the number of deadhead, the number of pairing A2, the number of pairing A3, the number of pairing A4, the number of pairing A5, and the number of pairing A6. Based on simulation results, both AHP and Fuzzy TOPSIS can select and give the rank of priority in entire the set of selected pairings.  Pada industri maskapai penerbangan, terdapat dua biaya yang sangat besar yaitu biaya bahan bakar dan biaya kru. Biaya kru dipengaruhi oleh pairing yang terpilih dari jadwal penerbangan. Pada penelitian ini akan dilakukan pemilihan himpunan pairing terpilih menggunakan metode Analytic Hierarchy Process (AHP) dan Fuzzy Technique for Order Performance by Similarity to Ideal Solution (Fuzzy TOPSIS). Sebelum menggunakan AHP atau Fuzzy TOPSIS, akan dibentuk kumpulan dari himpunan pairing terpilih menggunakan greedy algorithm. Setelah kumpulan himpunan pairing terpilih terbentuk, maka dibentuk goal dan kriteria. Goal adalah memilih himpunan pairing terpilih dari beberapa alternative. Pada setiap himpunan pairing yang terpilih, terdapat beberapa kriteria seperti jumlah deadhead, jumlah pairing A2, jumlah pairing A3, jumlah pairing A4, jumlah pairing A5, dan jumlah pairing A6. Berdasarkan hasil perhitungan, metode AHP dan Fuzzy TOPSIS dapat memilih dan memberi peringkat prioritas pada pemilihan himpunan pairing terpilih.

Decisions usually involve the getting the best solution, selecting the suitable experiments, most appropriate judgments, taking the quality results etc., using some techniques.  Every decision making can be considered as the choice from the set of alternatives based on a set of criteria.  The fuzzy analytic hierarchy process is a multi-criteria decision making and is dealing with decision making problems through pairwise comparisons mode [10].  The weight vectors from this comparison model are obtained by using extent analysis method.  This paper concern with an alternate method of finding the weight vectors from the original fuzzy AHP decision model (moderate fuzzy AHP model), that has the same rank as obtained in original fuzzy AHP and ideal fuzzy AHP decision models.

PurposeThe purpose of this study is to identify factors that are important for logistics organizations from the perspective of manpower readiness for digitization of logistics operations. The study also prioritizes the identified factors and also evaluates the readiness index of manpower for the digitalization of logistics processes.Design/methodology/approachThe factors for manpower readiness are identified through literature review and analysis of a case study. Three major categories of factors are identified. These are organizational, behavioural and technological factors. Under these three major categories of factors, 18 sub-factors are identified. Thereafter, with experts' inputs, the factors are prioritized using Fuzzy analytic hierarchy process (AHP). Further, a case illustration of an Indian logistics company has been taken to understand the current processes, technical capabilities, manpower skills and organization culture. After the case analysis and expert inputs, the manpower readiness index has been evaluated by using graph theory matrix approach (GTMA).FindingsThe prioritization of manpower readiness factors has been done using Fuzzy AHP. Organizational factors are found to be the most important factors which require quick attention. Sub-factors that are most important for building competencies in the logistics sector are providing the right training on functional skill development (0.129), top management support and commitment for digitalization (0.117), and organizational culture for process digitalization (0.114), etc. Finally, framework for evaluation of manpower readiness index for logistics operations in the digital age has been illustrated for a case company.Practical implicationsIndian logistics companies can benchmark their readiness index with respect to the best in the industry. Based on the readiness index, logistics companies can analyse their position, gaps from best and worst and can also identify potential areas for improvement.Originality/valueThe novelty of the study lies in the development of a framework for manpower readiness for digitalization in the logistics sector. In literature, this field is very less researched and provides the scope for developing strategies for improving manpower competencies for Industry 4.0. Logistics companies can improve their performance by making their manpower ready based on results obtained for readiness index.

International capacity cooperation is easily affected by the interweaving of its internal and external environment. As the risk accumulation exceeds the threshold, a supply chain crisis and even emergency will occur and serious losses will be caused. Regarding multinational operation and international capacity cooperation, 208 cases were summarized to identify risk types and high-incidence areas, and a risk measurement index system was established. A Fuzzy AHP (Analytic Hierarchy Process) method was used to evaluate the importance of each risk index. It was found that country risk was the main cause of supply chain emergencies in international capacity cooperation. Construction, water and electricity supply, mining and manufacturing were major areas of emergencies. In international capacity cooperation, country risk and cross-cultural risk were more important in external risks, while in internal risk, financial risk and decision risk were more important.

The aim of this research is to apply Fuzzy Analytic Hierarchy Process method to determine the dominant sectors of economy Bali Province. This research used survey data from respondents who understand about economy of Bali Province and Gross Regional Domestic Product (GRDP). The research variables consist of criteria and sub-criteria. The criteria consist of primary sector, secondary, and tertiary, while the sub-criteria consist of 9 sectors of the GRDP. Data processing is done by calculating the weighted average and arrange them into pairwise comparison matrices. Furthermore, the consistency ratio is checked. If consistency ratio less than 0.100 (), the elements of matrices is changed into triangular fuzzy scale and processed with synthetic extent to get the priority. Based on the result of research, the economy of Bali are dominated by tertiary sector in sector group, agriculture and forestry in sub-primary group, manufacturing industry in sub-secondary group, and trade, hotel and restaurant in sub-tertiary group.
