The animation industry is a crucial part of cultural and creative industries and has formed a huge consumer market all over the world and even become a pillar industry in developed countries. However, in China, the animation industry is still in its infancy, and its development is relatively backward. The main reason is that there is no sustainable development model in the industry. Thus, how to carry out sustainable development has become an important research topic for the Chinese animation industry. This study probed into the challenges and problems faced by China′s animation industry, and based on Porter′s Diamond Model, analyzed the current situation of China′s animation industry from six aspects: production factors, demand conditions, industrial chain, enterprise strategy, cultural factors, and government policies, clarifies the key direction for industrial development, and puts forward relatively comprehensive reference strategies to promote the formation of a sustainable development model for the animation industry. The research shows that the sustainable development of the animation industry must be completed by integrating resources within the industry, improving the chain, upgrading the enterprises, technological innovations, cultural embedding, external personnel training, government support, legal protection, and other aspects.

The position of the cell V and the cell I indicates that the provision of bicycle lanes under development is a position of grow and develop. The development strategy can be applied through vertical integration thus all the strategic elements of government and stakeholders are able to jointly reformulate the strategy, starting from the preparation of legal protection for the provision of bicycle lanes in the neighborhood (“RT/RW”) of sub-district. The city authority is expected to reinforce the operational implementation. Meanwhile, the preference weight towards the provision of bicycle lanes of road users and stakeholders is 83.7%. The purpose of the article is a systemic economic analysis of the investment climate in the process of ensuring sustainable development of Ukraine. European integration strategy of Ukraine necessitates the formation of an investment climate in order to adapt to European requirements, create a development strategy to integrate with developed countries, harmonize economic trade and environmental processes. Methodology. In the course of this analysis, the investment climate was considered as a complex open system with the application in the study of the methodology of systemic analysis, which allowed to emphasize certain aspects of the specific nature of its operation. Results. It is established that in modern conditions of acceleration of transformation processes the mechanisms of expansion of investment opportunities and overcoming of investment restrictions at all levels of hierarchy of taxonomic systems are characterized by any importance and intensity. At the global level, this affects the international movement of capital and the formation of world investment wealth through the internationalization of the economies of different countries. At the national level, this applies to regulatory and legal support, formation of institutional support for investment processes, diversification of ownership, sources and types of investment resources. At the local and territorial levels, it is especially important to ensure investment in human capital and the social sphere. The factors of negative influence on the development of Ukrainian industry are determined: reduction of world prices for ferrous metals; national gaps in the development of railway transport causing problems with logistics; the need to repair production facilities in the fields of metallurgy, electricity, gas and steam, carbonite and refining; low level of yield in agriculture (for the food industry); sanctions of the Russian Federation; inflation; reduction in use of electricity and gas due to global warming; market advantage of imports of competitive products. The priority tasks for the development of Ukrainian industry are also outlined: renewal of industrial production facilities; development of infrastructure and logistics; balancing of external and internal market conditions; providing the food industry by increasing the volume of agricultural production; ensuring the purchasing power of domestic consumers and expanding demand. It is established that the level of capital investments in the first half of 2020 lags significantly behind the previous year. In addition, with the development of the COVID-19 pandemic in 2020, the situation with the inflow of foreign direct investment in Ukraine has also deteriorated significantly. According to preliminary results, the balance of FDI amounted to -112.6%. This was not the case even in the unfavorable economic development of 2014, which was characterized as a crisis period associated with the military conflict in the east and the annexation of Crimea. Practical implications. The analysis of the peculiarities of the investment climate and its goals allows to determine the role of investment in achieving the Sustainable Development Goals by 2030, to identify key priorities in solving environmental problems, to form the potential for sustainable development. For Ukraine, these are components of the formation of the investment climate in a pandemic. Value/originality. The use of systems analysis allows to identify the main problems of formation of the investment climate in modern conditions.

Topicality. The effect of modern globalization processes leading to escalating competition make it actual and necessary to learn historical studies of implementing reforms worldwide and the role of the state in the process of institutional transformation provided by highly developed countries of the world. Therefore, the present day the key issue of Ukraine resolving which has the theoretical and practical importance is the issue of the institutional modernization with defining the role and placing of the state on course of implementing and supporting the innovative and sustainable development. Aim and tasks: to prove, on the basis of learning the historical studies of implementing reforms worldwide and the role of the state in the process of institutional transformation, that at the present stage of human development it is the state that is in a role of the main institutional strategic subject of the innovative and sustainable development strategy that has the practical importance for defining the direction of the further social and economic transformation in Ukraine. Research results. The article is focused on that the market system in its classical form is past the point of the historical development. Gradually, in view of objective reasons, the placing and functions of the state have been changing in the direction of consolidation of its role, direct dealing with resolving fateful issues. Nowadays in successful and developed countries it is the main institutional and strategic subject of mixed economic system, one of its organization components. The overview of historical experience of the reform implement in countries that have achieved substantial gains proves that these gains are connected with the institutional reformations with the state being in the heart of them. On the other hand, dogmatical proclamation of private property privileges under any circumstances and at the same time the removal of the state from resolving fateful issues, the glamorization of the market of Ukraine and as a result system error while choosing and implementing the model of economic development, have led to the formation of oligarchic capitalism with the objective traits peculiar to it. Therefore, the present day the issue must be not the reforms modernization and intensification but the change of their rates, the economy management philosophy in general. Conclusion. The research that had been made gave an opportunity to substantiate the attitude of the authors being that without the complex system support of the real sector of economy with the focus on innovation, without consolidation of state property and its institutes including those on the backs of reprivatizing the strategically important enterprises as the fundamental principle of the future economy of Ukraine the fateful issues would be impossible to resolve.

Abstract As technology progresses, social inequality grows, the gap widens, and the environment continues to suffer. Furthermore, the social environment in societies is “ruffled” and does not appear to be constructive toward well-being. New inequalities are emerging in the availability of technology, climate change, education. The achievement reports on the Sustainable Development Goals (SDGs), also point out to the need of reviewing individual indicators. The UN Human Development Report estimates that children in highly developed countries have a 55% chance of obtaining high education, as opposed to children born in underdeveloped countries where only 3% of them have a chance of high education. In underdeveloped countries, according to the UN data, 17% of them die by the age of 20, while in developed countries this is 1%. The gap in the opportunities of young people in different living environments is quite pronounced nowadays. If this process does not get stopped, it can be irreversible. The directions of transformation necessary to achieve the SDGs, while respecting the principles of equality, quality of life preservation and improvement, are divided into six groups. Transformations should aim at: an educated workforce, an innovative economy, gender equality and social protection, health and wellbeing for all, universal health care and support for healthy lifestyles. Transformation is also a prerequisite for: climate neutrality, circular economy, decarbonisation, renewable energy and industrial development. Sustainable agriculture and food production, conservation and restoration of natural resources, as well as sustainable, green urban environments and support for small communities also require radical changes. An indispensable factor for transformation is that both digital and modern technologies align with sustainable development, respecting human rights privacy and social inclusion.
