Lack of public funding and environmental deterioration are promoting the search for innovative mechanisms enabling to boost farmers’ provision of agri-environmental climate public goods. This work aims to contribute to the current debate by highlighting the role of innovative contractual solutions through a systematic review of more than 60 articles. The review analyses the potential of result-based and collective contracts as innovative solutions compared to action-based instruments, which are those currently most used. The design of innovative contracts and other mechanisms, e.g., auction and screening contracts, can reduce the policy failures due to asymmetric information. The paper emphasises the trade-off between an accurate design of agri-environmental schemes and the related administrative burden, highlighting the need for a better understanding of the role of mechanisms design into the policy cycle. Some new instruments were not analysed in the review, due to the scarcity of literature, and there is the need of more case studies providing information on the effectiveness of instruments when implemented in different contexts. We fill the gap in empirical evidence through a SWOT analysis that evaluates the effectiveness and acceptability of innovative instruments for policy purposes.

The concept of flexicurity opens up new avenues for rethinking our approach to social integration and security for Europe's citizens. In the current European debate, however, flexicurity is out of balance on two levels: it leans too far towards flexibility at the expense of security, and it is too focused on the labour market (and increasing employment rates) at the expense of other aspects of quality of life. This article suggests ways to rebalance flexicurity, giving more substance to ‘security’. In particular it proposes that, in addition to the mutualisation typically found in conventional social security strategies, services of general interest and time and space policies should also be developed. It recommends the negotiation of a new social pact in which all partners (not just the social partners) should have their say. The conclusion highlights the particular role of the EU in promoting harmonising measures and establishing new instruments for security and different ways of approaching public funding and investment.

The main purpose of the research is to determine the role of innovation of agrarian enterprises for their effective management, as well as analysis of the internal and external environment of innovation activity of agrarian enterprises, their threats and opportunities with the help of SWOT-analysis. The systematization of literary sources and approaches to innovative activity of agrarian enterprises made it possible to generalize that the fundamental questions related to the interpretation of the essence of innovations, innovation activity and innovative processes of enterprises, with the specifics of their manifestation in agrarian enterprises, were investigated by domestic and foreign scientists as well as regulated by normative- legal acts. The urgency of solving this scientific problem lies in the fact that the determining factor of the efficiency of economic activity of the enterprise is their innovative development, which is based on the introduction and implementation of innovations, which determine the improvement of its activities, affect the strengthening of its market positions and produce suitable conditions for its development. One of the promising areas for innovations is the agrarian sector. Introduction of innovations in practice in all spheres of agrarian enterprises contributes to: the increase of labor productivity, decrease of expenses and cost of production, saving of various kinds of resources, increase of volumes and improvement of efficiency of agrarian production. The article analyzes the main directions of IT innovations in agrarian business, innovative solutions (products) and opportunities. It is determined, that any agrarian enterprise has its own peculiarities and specificity and requires individual innovative solutions. The management of the company often can easily identify, what is needed to increase the efficiency. And sometimes the services of analysts and IT consultants, who are professionals of their business, and can unmistakably determine the individual needs and decisions, can be useful. The peculiarities of formation and development of innovation process in agriculture were analyzed. A SWOT analysis of innovative activity of agrarian enterprises was conducted, which allowed to identify their strengths (weaknesses) sides, opportunities and threats. The results of the research can be useful for scientists, specialists and heads of agrarian enterprises, teachers of higher educational establishments, postgraduates, students and all those, who are interested in problems of development and efficiency of innovation activity.

AbstractRecent efforts to cut public funding for the arts and culture sectors in the United States are couched in the need for balanced budgets and fiscal discipline. Lawmakers who support cuts question whether artistic pursuits such as “cowboy poetry” or artistic endeavors that offend or shock some viewers are an appropriate use of public monies in a depressed economy. While the current debate is grounded in a need for balanced budgets and reduced deficits, long-standing unresolved legacies fragment arts and culture policy and leave arts and culture funding vulnerable to additional cuts. The normative implications for the role of the arts and culture sectors in a democratic society need to be considered.

The Tiebout model of competition in the local market for public goods is an important and controversial theory. The current debate revolves around the apparent disparity between macro empirical studies that show greater efficiency in the supply of public goods in polycentric regions compared to consolidated ones and micro evidence of widespread citizen-consumer ignorance, which has been used to argue that individual actions cannot plausibly lead to efficiency-enhancing competition between local governments. We argue that competitive markets can be driven by a subset of informed consumers who shop around between alternate suppliers and produce pressure for competitive outcomes from which all consumers benefit. Using data from a survey of over five hundred households, we analyze the role of these marginal citizen-consumers and incorporate the costs of information gathering and the strategic interests of local governments into the competitive market model.

How do we understand other minds? The current debate uses the iridescent term “empathy” to explain our quite different mindreading capacities. Since no alternatives seemed to be available the discussion has been mostly in a deadlock between “simulation theory” and “theory theory”. Only recently the relevance of phenomenological findings on the issue has been brought forward. In this paper Husserl’s two concepts of “Einfühlung”, as developed in the second volume of his Ideas, are set against the background of the latest discussion. Husserl’s explanation of empathy in terms of analogical experience highlights the transcendental role of empathy in the context of constitution. At the same time it may solve some of the many riddles left by the recent debate.

The objective of this article is to contribute to the discussion on the validity of new instruments to enhance cohesion in the European Union (EU). First, we question to which extent cohesion policy is submitted to the new economic governance. Second, we discuss this subordination affects the fulfillment of cohesion aims. This question is especially relevant due to the increase of inequalities in the current economic crisis and the great diversity among State Members (including social protection systems and expenses). Thus, our starting point is the new economic governance framework and its impact on the fulfillment of cohesion objectives. Statistical data are considered with this aim. Next, we will assess the role of European Structural and Investment Funds to eventually compensate public expense cuts, as well as its subordination to the macroeconomic government. This aspect will be contrasted through the study of Country Specific Recommendations given by the European Semester. Spanish El objetivo de este artículo es contribuir a la discusión sobre la validez de los nuevos instrumentos para fomentar la cohesión en la Unión Europea. Nos preguntamos en qué modo queda sometida la política de cohesión a la nueva gobernanza económica y cómo afecta a la efectividad para cubrir susfines. Esta cuestión es particularmente relevante ante el incremento de las desigualdades suscitado en la crisis económica actual. Por ello, nuestro punto de partida es el nuevo marco de gobernanza económica y su impacto en el cumplimiento de los objetivos de cohesión, considerando para ello datos estadísticos. A continuación, valoraremos, el papel de los Fondos Estructurales y de Inversión Europeos como posibles compensadores de la reducción del gasto público así como su subordinación al gobierno macroeconómico. Esta cuestión será contrastada también a través del examen de las Recomendaciones Específicas por país dadas por el Semestre Europeo. French Le but de cet article est de contribuer à la discussion sur la validité de nouveaux instruments pour promouvoir la cohésion dans l'UE. Nous avons considéré, d'une part, en quoi la politique de cohésion est soumise à la nouvelle gouvernance économique et, d'autre part, la façon dont elle utilise l'efficacité pour répondre à ses fins.Cette question est particulièrement pertinente étant donnée l'augmentation de l'inégalité soulevée par la crise économique actuelle, dans un contexte de grande diversité d'États membres, notamment en ce qui concerne les systèmes de protection sociale et les dépenses publiques. Par conséquent, notre point de départ s'inscrit dans le nouveau cadre de gouvernance économique et son impact sur la mise en œuvre des objectifs de cohésion, à partir de la prise en compte de données statistiques. Pour ce faire, nous évaluons le rôle des Fonds Structurels Européens, leur capacité de compenser la réduction des dépenses publiques et leur subordination au gouvernement macroéconomique. Forests provide people with a variety of services and products (protection against avalanches, walking trails, etc.). Most forest services and products are not provided by markets and the extent of their availability is often guaranteed by public funding. In this context, the question arises whether the high benefits derived from forests could not be converted into cash more easily. Looking at various explanations for the market failure (externalities, public goods, property rights) possible marketing strategies for forest products and services and how they could optimize social welfare are investigated. Although general compensation criteria are not available, economic concepts (type of externality, scarcity, etc.) provide a first clue as to the necessity of compensation. However, mention must be made that compensation is always the result of a social agreement, and financial compensation as well as property rights are subject to social change. From a political and an economic perspective the payment of compensation for forest benefits is limited.

In order to avoid social inequality of opportunity and improvement of local economies have become government policies in Turkey, as it is in other countries around the world. Incentives, regional development agencies, techno parks and also local entrepreneurs play crucial role in the improvement process of local economies. The increasing rivalry and globalization concept necessitate entrepreneurs to take more risks, to reach innovations to seize opportunities in optimum level. Entrepreneurship is a motor vessel in financial growth and in development, and entrepreneurship is also the source of innovation and creativity. In this regard, the more entrepreneurship develops in a country, the higher level of welfare possesses the chance to advance. The purpose of this report, in which it has been aimed to reveal vital role of entrepreneurship in the progress of local economies, is emphasizing the status of entrepreneurship that transformed Gaziantep’s socio-economic level of development into its present position. Thus with this aim a SWOT analysis, in terms of Gaziantep’s economic entrepreneurship has been carried out. Positive contributions of Gaziantep’s immensely developed industry, facilitation of local innovative entrepreneurs’ involvement in various local economic sectors and in accordance channeling immigration into deployment in local economy have been observed in this study. Significantly it has been observed that plenitude of “opportunist entrepreneurship” or in other words “the entrepreneurs with strategic growth plans” in this region contributed local economy positively.
