Based on the data of peer-to-peer (P2P) platforms, employing the ARIMAX model and analyzing the risk outbreak process of P2P platforms, we find that the risk outbreak of P2P is a spreading process from weak to strong along the “qualification chain” of the platforms. This risk outbreak process along the qualification chain is dubbed the “fuze effect” in this paper as the process is similar to that of the fuze detonating explosives. This finding implies that the real risk comes from the uneven quality of P2P platforms, which is different from the dominant opinion that of their “credit enhancement services”. Our further study suggests that the fuze effect comes from deadweight cost caused by market competition. This study is of significance for risk prevention in emerging industries such as FinTech; that is, for the sake of sustainable development of emerging industries, the government must be vigilant about the fuze effect.

<p><em>In 2018, the quality of Indonesian human resources was ranked 87 out of 157 countries. The good growth of Indonesian human resources, of course, starts from the womb or prenatal period, under five years of age, children, adolescents, to working productive ages. This study chose the topic of stunting, because of the urgency to improve the competitiveness of Indonesian human resources in the regional and international realms. Superior human resources are certainly formed from a long process since childhood. This paper aims to apply the concept of sustainable development goals (SDGs) as a framework adopted by the Government of Indonesia in reducing the prevalence of stunting cases and to provide the latest holistic analysis regarding the implementation of SDGs policies by the Government of Indonesia in reducing the prevalence of stunting cases. This study used qualitative research methods. The result of this research is that collaboration between state and non-state actors is needed to handle stunting cases in Indonesia. Starting from the synergy between ministries / institutions and collaboration with academics, public health scholars, companies, and foreign parties. These results are important as recommendations for each stakeholder in implementing the SDGs concept to reduce the prevalence of stunting cases in Indonesia.</em></p>

The goal of sustainable development has to be achieved so as to maintain not only rate of economic growth but also the quality of life in terms the relevant environmental parameters. The realization of the dangers of pollution of all types, across the countries, made the human kind to think of alternatives. Towards this the international orgranisations like UNO have convened a number of Meets, Summits, Conferences, Conventions, Protocol and Accords. A brief analysis of the relevant international conventions was done to bring home the point that achievement of sustainable goals was not an easier task. Then a description of each of the 17 SDGs and the policy initiatives taken by the Government of India were taken up. It was found that among the 28 states of Indian Union, ve states namely Kerala, Himachal Pradesh, Andhra Pradesh, Tamil Nadu and Telangana took the rst three ranks in the SDG Index (2019).

Vocational training for employees is one of the important tasks in order to create a human resource capable of adapting to the rapid changes of the labor market, meeting the requirements of international integration part of rapid and sustainable development of the country. In the process of international integration, technology training for workers in Vietnam has always been the concern of the Government, not only thriving in both size and quality to meet growth but also create sustainable jobs firmly, contributing to ensuring social security for employees in the new context. However, in the integration process and in the context of the industrial revolution 4.0, vocational training for Vietnamese workers is faced with challenges such as quality not meeting the requirements of socio-economic development. Therefore, it is necessary to have a system of solutions to contribute to vocational training institutions to improve the quality of training for workers in the direction of approaching regional and world levels.

Albania has a relatively new financial system, where banking system is the most developed financial service in our country, with a share of 94, 4% of the total financial services. This is a phenomenon of countries with emerging economies, which proves that there is greater reliance on the state economic development of the banking sector, by effecting from the households to the biggest investors and the government. As in any market, competition is important for the banking sector because, it affects the efficiency and the quality of services offered. Furthermore, competition in banking has also implications for other sectors of the economy. So, higher competition in the banking sector is found to be associated with a faster growth of other sectors of the economy that rely on external financing. The main goal of this paper is to understand the characteristics of competition in our banking system and study the relationship between the level of concentration and competition. We are going to measure the concentration by the “H” indices. The “H” (Herfindaflit) indices is a measure of the level of the concentration of the banking system of a country. A high level of the indices shows a high level of concentration and as a consequence a low level of competition. A low level of the indices shows a low level of concentration which is sign of a banking market with a high competition.

<strong>English</strong><br />Asean Free Trade Area (AFTA) is a regional trade cooperation of ASEAN countries intended to boost trade volumes through tariff decrease of specific commodities including those of agriculture. AFTA is scheduled in 2008 but it is implemented earlier in 2003. This is a promising opportunity for Indonesia to boost agricultural product export and a challenge to produce competitive products at the regional level. Some constraints to solve by the government of Indonesia are quality products, limited capital, price and exchange rate policies, market competition, and instable domestic political setting. Implementation of regional autonomy is expected to improve quality of agricultural products to compete in regional and global markets. It will improve farmers’ welfare and local government incomes.<br /><br /><br /><strong>Indonesian</strong><br />Asean Free Trade Area (AFTA) merupakan bentuk kerjasama perdagangan di wilayah negara-negara ASEAN yang mempunyai tujuan untuk meningkatkan volume perdagangan di antara negara anggota melalui penurunan tarif beberapa komoditas tertentu, termasuk di dalamnya beberapa komoditas pertanian, dengan tarif mendekati 0-5 persen. Dalam kesepakatan, AFTA mulai efektif pada tahun 2008 namun dalam perkembangannya dipercepat menjadi tahun 2003. Bagi Indonesia, kerjasama AFTA merupakan peluang yang cukup terbuka bagi kegiatan ekspor komoditas pertanian yang selama ini dihasilkan dan sekaligus menjadi tantangan untuk menghasilkan komoditas yang kompetitif di pasar regional AFTA. Upaya ke arah itu, nampaknya masih memerlukan perhatian serta kebijakan yang lebih serius dari pemerintah maupun para pelaku agribisnis, mengingat beberapa komoditas pertanian Indonesia saat ini maupun di masa yang akan datang masih akan selalu dihadapkan pada persoalan-persoalan dalam peningkatan produksi yang berkualitas, permodalan, kebijakan harga dan nilai tukar serta persaingan pasar di samping iklim politis yang tidak kondusif bagi sektor pertanian. Diharapkan dengan diberlakukannya otonomi daerah perhatian pada sektor agribisnis dapat menjadi salah satu dorongan bagi peningkatan kualitas produk pertanian sehingga lebih kompetitif di pasar lokal, regional maupun pasar global, dan sekaligus memberikan dampak positif bagi perekonomian nasional maupun peningkatan pendapatan petani dan pembangunan daerah.

Based on The Intenasional Summit which had launced the 8th important issues on Millenium Development Goals (MDGs), is very usefull to improve the communitylife. The quality of women’s life has been one of basic aspects to build sustainable development of a nation (Khofifah, 1998). Sustainable development can take place if the entire communities (men and women) being optimally involved in whole development program with using efficient and effective principles. The quality of life is largerly determined by formal and non formal education, both poor degree of health and nutrition, buruknya derajat kesehatan dan gizi, and also the presence of accessbility to development resources. Those factors mentioned above are mutual supporting and can not be separated from one another. Although, development activity in Papua Province is growing up, the society is still livingin the cycles of poverty, especially for women in District of Kemtuk Gresy, Jayapura Regency, Province of Papua. The aims of the study are : 1) to know the impact of Poverty Reduction Program (into the changing of economy behavior of Papuan Women in Kemtuk Gresi, Jayapura Regency, Papua Province; 2) to explore how Poverty Reduction Program influenced the generating income of Papuan Women. The methods of data collection are in-depth interview to 150 respondents, and 5 key informants (Community, Traditional, Religion, Women, and Youth Leaders), and observation as well. In order to find the answer, is using descriptive qualitative. The result of the first research question indicated that in terms of Changing of economic behavior: 34 percent of Papuan Women in Kemtuk Gresi are changing their economic behavior, mainly their production and marketing strategy; whereas 66 percent of respondents are still in traditional way for production and marketing. The second result is 38 percent of respondent’s income is increasing, and 44 percent respondents are remains static or even volatile, finally, 18 percent respondents are going out from economic activities, because of missing capital of business. Starting from the result, we can give some recommendations: 1) changing economic behavior should be started from young people, so all parties should participate intensively to push young women entrepreneur to engage in business activity; 2) the government should involve traditional leaders to support women entrepreneurs by providing a piece of land or other forms of capital.

Indonesia has the potential of natural resources for tourism development. One of the natural resources that the government continues to develop in Indonesia is the Lake Toba tourist attraction. The level of tourism visits at Lake Toba tourist destinations in Indonesia in recent years is low. Policies designed to provide a socially inclusive and ecologically sound tourism framework are weak in encouraging local wisdom-based tourism in the tourist destinations of Lake Toba, North Sumatera, Indonesia. Local wisdom-based government policies are essential and strategic because they can trigger an increase in the quality of tourism in Lake Toba. Government regulations and policies that show concern for local wisdom for the Lake Toba area in North Sumatera, Indonesia, can support and guide community involvement. The results of this research can help evaluate policy documents at other well-known tourist destinations.

This article deals with the development of the university activities model to ensure the quality of education and technology transfer (SDG 4) and to create a successful background in achieving SDG 7. We conduct an analysis of the literature on the achievement of SDGs through governmental instruments of influence, as well as the creation of effective university model ensuring the education quality and technology transfer. In addition, we demonstrate the role of the government in financing higher education in Ukraine. We also present the evaluation of the popularity of educational programs related to energy efficiency and a “clean” environment in Ukrainian universities after the adoption of the 2030 Agenda for Sustainable Development. The indicators of the use of various energy types by Ukraine are assessed, and a comparative analysis of these indicators with the data for EU-28 is performed. Based on the data presented, conclusions are drawn about the need to improve the quality of university training and to activate the university technology transfer. Successful practical approaches that can be of use for different higher education institutions are outlined. A combined model of quality assurance and technology transfer at the university is presented. An algorithm for testing the model and assessing the technological level of readiness for implementation is developed. The presented chain “combined model – model testing algorithm – determination of the technological level of readiness” is also assessed from the point of view of socio-economic impact on the main stakeholders. The use of the combined model lays background for the university’s own sustainable development as a tool for achieving SDGs.

The study aims to analyze about the low graduation and certification exam training participants of the procurement of goods / services of the government and its contributing factors, and formulate a strategy of education and training and skills certification exams procurement of goods / services of the government. Collecting data using the method of study documentation, interviews, and questionnaires. Is the official source of information on the structural and functional Regional Employment Board, as well as the participants of the training and skills certification exams procurement of goods / services of the government in Magelang regency government environment. Analysis using 4 quadrant SWOT analysis, to determine the issue or strategic factors in improving the quality of education and training and skills certification exams procurement of government goods / services within the Government of Magelang regency. The results show organizer position is in quadrant I, which is supporting the growth strategy, with 3 alternative formulation strategies that improve the quality of education and training and skills certification exams procurement of government goods / services, and conducts certification examination of the procurement of government goods / services with computer assisted test system (CAT). Based on the research recommendations formulated advice to the organizing committee, namely: of prospective participants of the training and skills certification exams procurement of goods / services the government should consider the motivation of civil servants, is examinees who have attended training in the same period of the year, the need for simulation procurement of goods / services significantly, an additional allocation of training time, giving sanction to civil servants who have not passed the exam, the provision of adequate classroom space with the number of participants of each class are proportional, as well as explore the evaluation of education and training and skills certification exams procurement of goods / services for Government of participants.
