Coastal communities are exposed to various environmental risks, including natural hazards such as storm surges and flooding. As climate change has escalated, the management of such dangers has grown in importance and urgency, particularly among states with long coast lines. Climate change adaptation and disaster risk reduction have attracted attention from policymakers in Southeast Asia, which is one of the most disaster-prone regions. Coastal community resilience, however, is not determined by climate and disaster risks alone, but by other factors as well. Waste pollution is an environmental threat that may affect those who are dependent on marine resources. These multiple factors contribute to coastal resilience and are, in fact, addressed separately as different issues; therefore, conflicts or synergies in respective countermeasures often become oversights in the policy-making processes. Through a case study of key Philippine stakeholders, including fishing communities, we identified impacts of climate change, natural hazards, and waste on the livelihoods of community residents and the interplay among these factors. We aim to better understand the situation on the ground and contribute by improving policy recommendations for coastal communities. An integrated approach to enhance coastal adaptation is critical for maximising the effectiveness of the limited resources of communities.

Climate change poses challenges and risks to coastal communities, and the adaptation of local residents is a critically relevant issue that needs to be addressed in the policymaking process. The main purpose of this paper is to determine the perceptions and experiences of climate change among coastal community residents in the Philippines. This study used a combination of methods, such as participatory mapping exercises, focus group discussions, key informant interviews, and document analyses. The data, which were primarily collected from three coastal villages in the province of Bulacan, were subjected to a thematic network analysis. The findings revealed four dominant themes pertaining to climate change adaptation in a coastal community setting: vulnerability conditions, risk awareness, risk perceptions, and climate change awareness and perceptions. In particular, it was found out that the communities were exposed to the threats of natural hazards like flood and storm surge. Such exposure highlighted the residents' concerns over the risks of hazards on their livelihoods and properties. The residents also observed the unpredictability and the worsening effects of climate change. With their direct experiences of the natural hazards' impacts and awareness of the presence of risks, residents had undertaken actions to build their adaptive capacity. This study then highlights the value of integrating local knowledge into the mapping exercises, revealing crucial information regarding vulnerabilities, risks, and adaptation practices.

Climate Disaster Risk Assessment (CDRA) and Local Climate Change Action Plan (LCCAP) provide the scientific and legal platform for climate change adaptation and mitigation in the Philippines. This APN CAPaBLE project responds to the limited technical capacity of local government units (LGUs) to comply with this requirement through collaborative capacity building. Evaluation of CDRA and LCCAP led to a National Interagency Technical and Policy Forum to formulate action plans and fast-track preparations. The initial stage of the project demonstrated collaborative advantage as a condition for mobilizing human and financial resources was enabled. Collaborative inertia set in once the technical limitations of Aurora LGUs surfaced to complete the CDRA. This mirrored the results of the institutional capacity survey, administered to 87 disaster risk reduction and management Technical Working Group (TWG) members, highlighting the LGUs limitations in data availability and functional knowledge on climate change. Thus, a shift in capacity building strategy through focused mentoring and managing LGU expectations was done. The Aurora LGUs successfully completed its CDRA and LCCAP requirements through a lengthy and arduous process. It was acknowledged that CDRA preparation has a steep learning curve and competes heavily with other multiple functions and pressing demands from the LGUs. The national interagency forum resolution suggested that the CDRA be assigned to another government agency while LGUs shift capacity development initiatives to understanding and mainstreaming scientific assessment into local plans. The project experience highlights the difficult, yet promising, path to human security development and resilience building and underscored prudence and urgency of adaptation planning at the local level.

Purpose Adaptation appears to be regarded as a panacea in policy circles to reduce the risk of impending crises resulting from contemporary changes, including but not restricted to climate change. Such conceptions can be problematic, generally assuming adaptation as an entirely positive and non-conflictual process. The purpose of this paper is to challenge such uncritical views, drawing attention to the conflictual nature of adaptation, and propose a theoretical framework facilitating the identification and analysis of conflicts in adaptation. Design/methodology/approach The study is based on case study research using first-hand narratives of adaptation in Nepal and the Maldives collected using qualitative interviews, participant observation and document analysis. Findings The findings identify conflicts between actors in, and around, communities that are adapting to changes. These conflicts can be categorized along three dimensions: qualitative differences in the type of conflict, the relative position of conflicting actors and the degree of manifestation of the conflict. Originality/value The three-dimensional Adaptation Conflict Framework facilitate analysis of conflicts in adaptation, allowing for a critical examination of subjectivities inherent in the adaptation discourses embedded in disaster risk reduction and climate change adaptation research and policy. Such an inquiry is crucial for interventions supporting community adaptation to reduce disaster risk.

Vulnerability defined as the predisposition to be negatively affected, often decide whether hazards and extreme natural events can lead to disasters or severe suffering or not. The WorldRiskIndex (WRI) is an approach to assess exposure, vulnerability and risk patterns at the global scale and it is based on national scale resolution data. The new results of the WRI 2017 and the analysis of the development trends of vulnerability between 2012 to 2017 show that risk of natural hazards and climate change is particularly high in Oceania, Southeast Asia, Sub-Saharan Africa and the Caribbean as well as Central America. Also, the impacts of extreme weather events, such as Taifun Haiyan in 2013 that hit the Philippines and Vietnam revealed that vulnerable communities suffer most. The event caused more than 6,000 fatalities. However, also sea level rise as considered in the WRI can be seen as an extreme event even though it is a rather creeping process in many world regions. The analysis of the development of vulnerability, namely the examination of susceptibility, coping capacity and adaptive capacities between 2012 and 2017 reveals interesting differences. While at the global or international level, we can observe a reduction in vulnerability to natural hazards and climate change, there are significant differences at the regional scale. While the vulnerability in Asia is showing also a reduction in susceptibility and an increasing capacity to cope and to adapt, the world region Oceania shows a different trend. In Oceania, we found that some countries showed an increasing vulnerability and that the overall world region is characterized by a constant and even slightly increasing vulnerability level, in contrast to other world regions which mainly show significant improvements. Also, the high persistence of vulnerability in various countries in Africa — that show progress but often too little — suggests that it is likely that these countries might not be able to effectively reduce risks solely on their own. Adaptation policies and risk reduction strategies need to address these differential development trends of vulnerability at regional scale in order to provide a context for effective risk reduction at national and local levels. The results can also inform the Global Stock take for adaptation policies.

The assessment of coastal erosion risk is a major challenge, since environmental and geomorphic features, together with sea state parameters, can seriously change the configuration of coastal areas. In addition, the anthropic actions of the coastal communities may also drastically modify the configuration of the coast in vulnerable areas. In this study, a linkage between regional mapping guidelines and national geological cartography procedures is presented as a meaningful tool in the geomorphic trends analysis for the integrated mapping of the main morphological patterns of San Vincenzo’s coastal area, in the region of Tuscany (Italy). Comparing and joining different procedures—which have different scales and topics—requires adapting the fields and the information provided in maps and databases. In this case study, a GIS morpho-sedimentological approach is developed. This GIS approach enables us to cover several issues simultaneously, such as the representation of coastal active processes, the adaptation of regional and national cartography to coastal erosion assessment, and lastly the calculation of the sedimentary stock analysis, since it represents the first attribute of coasts to be preserved in a resilience-oriented integrated assessment.
