The importance of rural landscapes is recognized at both the international and national level. The Food and Agriculture Organization (FAO) has established a program called Globally Important Agricultural Heritage Systems (GIAHS) and agricultural landscapes are also listed in the UNESCO World Heritage List. The World Bank and the Convention on Biological Diversity also have departments working on this topic, while landscape has been included in the Common Agricultural Policy of the European Union 2020–2027. One of the most important tools for landscape management, conservation and valorization is the development of a monitoring system, suited to control not only dynamics, but also the effectiveness of the policies affecting rural landscape. A research project of the Italian Ministry of Agricultural, Food and Forestry Policies has identified 123 areas scattered in the entire Italian territory, with an average size of 1300 ha, in order to establish a national monitoring system for traditional rural landscapes. As a result of this national survey, the Ministry decided to establish the National Register of Historical Rural Landscapes, that is also the Italian list for potential application to GIAHS. These landscapes are characterized by a long history, presence of traditional practices, typical foods, complex landscape mosaics and high biocultural diversity. Detailed land use maps have been produced for each area, and among other data, the average number of land use types (19.6 ha) and the average patch size (2.7 ha) detected, confirm the fine grain of these landscapes characterized by high complexity and diversity of the landscape structure. A second survey was carried out five years later, in order to create a national monitoring system based on fixed study areas. The paper shows that in the last five years no major changes occurred, and even in the 33 areas where transformations are considered significant (i.e., >5% of the surface of the area), the characteristic features of the historical landscape are still well preserved. This confirms the resilience of these systems despite climatic and socioeconomic pressures.

AbstractPolicy-makers are paying increasing attention to ecosystem services, given improved understanding that they underpin human well-being, and following their integration within the Aichi Targets of the Convention on Biological Diversity. Decision-makers need information on trends in biodiversity and ecosystem services but tools for assessing the latter are often expensive, technically demanding and ignore the local context. In this study we used a simple, replicable participatory assessment approach to gather information on ecosystem services at important sites for biodiversity conservation in Nepal, to feed into local and national decision-making. Through engaging knowledgeable stakeholders we assessed the services delivered by Nepal's 27 Important Bird and Biodiversity Areas, the pressures affecting services through impacts on land cover and land use, and the consequences of these for people. We found that these sites provide ecosystem services to beneficiaries at a range of scales but under current pressures the balance of services will change, with local communities incurring the greatest costs. The approach provided valuable information on the trade-offs between ecosystem services and between different people, developed the capacity of civil society to engage in decision-making at the local and national level, and provided digestible information for Nepal's government. We recommend this approach in other countries where there is a lack of information on the likely impacts of land-use change on ecosystem services and people.

Abstract. To support the assessments of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES), the IPBES Expert Group on Scenarios and Models is carrying out an intercomparison of biodiversity and ecosystem services models using harmonized scenarios (BES-SIM). The goals of BES-SIM are (1) to project the global impacts of land-use and climate change on biodiversity and ecosystem services (i.e., nature's contributions to people) over the coming decades, compared to the 20th century, using a set of common metrics at multiple scales, and (2) to identify model uncertainties and research gaps through the comparisons of projected biodiversity and ecosystem services across models. BES-SIM uses three scenarios combining specific Shared Socio-economic Pathways (SSPs) and Representative Concentration Pathways (RCPs) – SSP1xRCP2.6, SSP3xRCP6.0, SSP5xRCP8.6 – to explore a wide range of land-use change and climate change futures. This paper describes the rationale for scenario selection, the process of harmonizing input data for land use, based on the second phase of the Land Use Harmonization Project (LUH2), and climate, the biodiversity and ecosystem services models used, the core simulations carried out, the harmonization of the model output metrics, and the treatment of uncertainty. The results of this collaborative modeling project will support the ongoing global assessment of IPBES, strengthen ties between IPBES and the Intergovernmental Panel on Climate Change (IPCC) scenarios and modeling processes, advise the Convention on Biological Diversity (CBD) on its development of a post-2020 strategic plans and conservation goals, and inform the development of a new generation of nature-centred scenarios.

Multifunctional agriculture (MFA) has attracted increased attention from academics and policymakers in recent years. Academic researchers have utilised various approaches to assess and measure the multifunctionality of agriculture and rural landscapes. This paper outlines the nature of MFA and key supporting policies, before reviewing the applied research approaches, drawing primarily from the European Union and China where specific policies on MFA have been implemented to support rural development and promote sustainable rural communities. Four distinct types of valuation of modern MFA are recognised: economic, biophysical, socio-cultural, and holistic. Following a search of both the recent and older MFA literature, evaluations of the strengths and weaknesses of quantitative, qualitative, and mixed methods applications are provided using examples from a range of recent studies. The review illustrates the diversity of approaches to measure MFA. While noting that many studies operate at a landscape scale, the challenge remains that the lack of commonality in the research approaches applied means it is difficult to provide effective comparisons between studies or to compare findings. A future research agenda will need to emphasise the need for more consideration of the roles of MFA research to support decision-makers, especially policy makers, but also farmers who largely make decisions for individual farms but, if considered collectively, can transform production systems at a landscape scale.

AbstractThe Natura 2000 network forms the cornerstone of the biodiversity conservation strategy of the European Union and is the largest coordinated network of protected areas (PAs) in the world. Here, we demonstrated that the network fails to adequately cover the marine environment and meet the conservation target of 10% set by the Convention on Biological Diversity. The relative percentage of marine surface cover varies significantly among member states. Interestingly, the relative cover of protected seascape was significantly lower for member states with larger exclusive economic zones. Our analyses demonstrated that the vast majority (93%) of the Natura 2000 sites that cover marine waters include both a terrestrial and a marine component. As a result, the majority of the protected surfaces is adjacent to the coastline, and decreases offshore; only 20% of Natura marine PAs is at depths >200 m. The lack of systematic planning processes is further reflected by the great variability in the distances among protected sites and the limited number of shared Natura sites among member states. Moreover, <40% of the marine sites have management plans, indicating the absence of active, or limited management in most sites. This work highlights the gaps in coverage and spatial design of the European conservation network in the marine environment, and raises questions on the unevenly treatment of marine vs. terrestrial areas.

<p>The high diverse of plant genetic resources for food and agriculture (PGRFA) in Indonesia needs to be conserved for sustainable use to achieve food security despite a still growing population. Therefore, database and information system which could add value to the PGRFA have been developed by many international initiatives and conventions which impact to national level. Two international agreements that Indonesia intensively involved to govern access and share the benefit arising from the use of the valuable PGRFA are the International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA) and the Nagoya Protocol of the United Nations Convention on Biological Diversity. Agriculture development in Indonesia, however, is still faced many challenges. This review described and discussed the high biodiversity in Indonesia, utilization and conservation of PGRFA, supporting regulation and policy on PGRFA along with the progress of database and information system. Overall, promoting conservation and the sustainable use of PGRFA is a key goal of various national, regional, and global efforts, initiatives, and agreements governing them for human well-being.</p>

AbstractAs part of the Convention on Biological Diversity (CBD), the Nagoya Protocol on Access and Benefit Sharing calls for ‘fair and equitable sharing of benefits’ derived from the use of genetic resources and traditional knowledge. However, implementation of the Convention and the Nagoya Protocol has been challenged by the inadequacies of existing policies, lack of national-level frameworks, and inadequate knowledge among stakeholders. We used focus group meetings and structured interviews with rural communities, government representatives, researchers and Members of Parliament in Bhutan to collect data on awareness, knowledge and perceptions of components of the CBD related to access and benefit sharing. Our study indicated generally low levels of awareness about most components of the Convention, particularly among rural residents. Although local people in rural communities feel that benefits derived from local biological resources and traditional knowledge should be shared, there is uncertainty about who owns these resources. These results indicate that there is an urgent need to develop educational and awareness programmes, using a variety of media, to target particular stakeholder groups, with emphasis on residents in rural communities. This could empower local communities to participate meaningfully in decision-making processes to develop Bhutan's national access and benefit sharing framework, and to allow them to benefit from the conservation and sustainable use of local resources.

Modernization of agricultural land use across Europe is responsible for a substantial decline of linear vegetation elements such as tree lines, hedgerows, riparian vegetation, and green lanes. These linear objects have an important function for biodiversity, e.g., as ecological corridors and local habitats for many animal and plant species. Knowledge on their spatial distribution is therefore essential to support conservation strategies and regional planning in rural landscapes but detailed inventories of such linear objects are often lacking. Here, we propose a method to detect linear vegetation elements in agricultural landscapes using classification and segmentation of high-resolution Light Detection and Ranging (LiDAR) point data. To quantify the 3D structure of vegetation, we applied point cloud analysis to identify point-based and neighborhood-based features. As a preprocessing step, we removed planar surfaces such as grassland, bare soil, and water bodies from the point cloud using a feature that describes to what extent the points are scattered in the local neighborhood. We then applied a random forest classifier to separate the remaining points into vegetation and other. Subsequently, a rectangularity-based region growing algorithm allowed to segment the vegetation points into 2D rectangular objects, which were then classified into linear objects based on their elongatedness. We evaluated the accuracy of the linear objects against a manually delineated validation set. The results showed high user’s (0.80), producer’s (0.85), and total accuracies (0.90). These findings are a promising step towards testing our method in other regions and for upscaling it to broad spatial extents. This would allow producing detailed inventories of linear vegetation elements at regional and continental scales in support of biodiversity conservation and regional planning in agricultural and other rural landscapes.

The drafting of a new Global Biodiversity Framework for the Convention on Biological Diversity (CBD) and Biodiversity Strategy for the European Union (EU) render 2020 a critical crossroad for biodiversity conservation. Freshwater biodiversity is disproportionately threatened and poorly studied relative to marine and terrestrial biota, despite providing numerous essential ecosystem services. The urgency of the mounting freshwater biodiversity crisis necessitates approaches catered to the unique ecology and threats of freshwater life, which are not adequately addressed by current strategies. We present a set of 15 special recommendations for freshwater biodiversity to guide the CBD&rsquo;s post-2020 framework and the 2020 EU strategy based on European case studies, both challenges and successes. Our recommendations cover key outcomes and guiding concepts, enabling conditions and methods of implementation, planning and accountability modalities, and cross-cutting issues. They address topics including invasive species, integrated water resources management, strategic conservation planning, data management, and emerging technologies for freshwater monitoring, among others. These recommendations will enhance the ability of global and European post-2020 biodiversity agreements to halt and reverse the rapid global decline of freshwater biodiversity.

Our study prepared as a brief version of National Report in the frame of EUROLAN Programme. We deal with the interpretation of some definitions (marginalisation of land use, multifunctionality of land use, marginalisation of agriculture, multifunctionality of agriculture), with sorting and reviewing indicators of marginalisation and finally with the analysis of functions of land use. We suggested a dynamic and a static approach of marginalisation. We can explore the dynamic process by time series and the static (regional) one by cross-section analyses.It is very hard to explain the perspective of the future of marginalisation of land and of agriculture in Hungary. The process of marginalisation seems faster in the agriculture in the coming years, but it depends on the utilisation of new possibilities given by the EU financial resources and by the Common Market. At this moment agriculture seems one of the big losers of the accession.In the long term we should face considerable challenges in the land use. It is necessary to take into account that there is a supply market of foods and traditional fibre production world-wide. There are limited possibilities to produce and to market for example biodiesel (fuel), bioethanol, or maybe biogas. Thus the environment and landscape preservation becomes more and more real land use alternatives.The environmental interpretation of the multifunctionality of land use: activities (functions) of environmental preservation and nature conservation in a certain area, which aim to preserve natural resources by the existing socio-economic conditions.Preservation of rural landscapes is the task mainly for land-users, who can be commanded by legal means and can be encouraged by economic measures to carry out the above activity. In the recent past measures of „command and control” type regulation were predominant, however nowadays, especially in the developed countries, the role of economic incentives increases.As a conclusion of our analysis we can state that as long as the main land-dependent activities (agriculture, forestry, housing, tourism, local mining) cease to be viable under an existing socio-economic structure, then it is hardly possible to sustain the rural landscape on an appropriate level by non-commodity products (such as environment preservation, cultural heritage, nature conservation, employment etc.).1 The study was prepared in the frame of EUROLAN (EU-5 Framework Project), QLK5-CT-2002-02346, as a compiled version of the Hungarian National Report, The national project co-ordinator: Prof. Dr. Gabor Szabo.A part of places with high ecological values coincides with the areas with unfavourable agricultural endowments and underdeveloped micro-regions. We think so that the marginalisation preserves the non-environmental-sound activities and hinders the development of multifunctional agriculture and this process can change only by joint utilisation of endogenous and exogenous resources and methods. Thus the successful programmes for agri-environmental protection and multifunctional land use can serve the moderation of negative effects of marginalisation or maybe the marginalisation process itself.
