The Chinese central government has recognized that village–government networks are promising for the sustainable development of rural villages. Though many local governments tend to deploy various hands-on or hand-off governance tools to influence the sustainable development of village-governance networks, the number of villages successfully achieving “good governance” is still rare. Therefore, this study empirically elaborates on the application of three classic tools of governance networks, analyzing how leaders of local government and village communities influence the effectiveness of these tools. The data were collected by snowball interviews, careful observations, and documentary analysis in Xiaonan village, a representatively successful case of rural-village governance networks in China. We detected that governance tools are often inadequately used and under-development in Chinese rural-village governance networks, accompanying a strong interaction between the effectiveness of tools and leadership. Excellent leadership is necessary for a successful rural-village governance network and its scaling-up.

Este trabajo de investigación fue motivado ante las deficiencias de articulación entre las universidades y actores territoriales para el desarrollo local, planteando como objetivo diseñar un modelo que logre dicha articulación. El estudio fue de cohorte cuasi-experimental, se aplicaron  entrevistas y encuestas como métodos empíricos, resultados que permitieron obtener las conclusiones, las mismas que viabilizaron el diseño del modelo, el cual tiene como eje articulador el liderazgo que debe desarrollar la universidad como ente de desarrollo de los pueblos, generando sinergia con los gobiernos locales descentralizados y los demás actores territoriales, propiciando una planificación que permita cambios hacia el desarrollo sostenible en el ámbito social del territorio. De la misma forma se detecta que el tema desarrollo local abarca muchos campos y está siendo introducido con énfasis en los programas que presenta el gobierno central, cada uno de ellos orientado con el plan nacional del buen vivir, se destaca también el rol de la cooperación internacional dentro del proceso de desarrollo endógeno. The study was a quasi-experimental cohort, interviews and surveys were applied as empirical methods, results that allowed the conclusions to be obtained, which enabled the design of the model, which has as articulating axis the leadership that must develop the university as a body of Development of the towns, generating synergy with the decentralized local governments and the other territorial actors, propitiating a planning that allows changes towards the sustainable development in the social area of ​​the territory. In the same way it is detected that the topic of local development covers many fields and is being introduced with emphasis in the programs presented by the central government, each of them oriented with the national plan of good living, also highlights the role of cooperation Within the process of endogenous development. AbstractAchieving the Sustainable Development Goals (SDGs) is a long-term task, which puts forward high requirements on the sustainability of related policies and actions. Using the text analysis method, we analyze the China National Sustainable Communities (CNSCs) policy implemented over 30 years and its effects on achieving SDGs. We find that the national government needs to understand the scope of sustainable development more comprehensively, the sustained actions can produce positive effects under the right goals. The SDGs selection of local governments is affected by local development levels and resource conditions, regions with better economic foundations tend to focus on SDGs on human well-being, regions with weaker foundations show priority to basic SDGs on the economic development, infrastructures and industrialization.

This paper, which is focused on evaluating the policies and institutional control of the Brantas River Basin, East Java, Indonesia, aims to review government regulations on watershed governance in Indonesia. A qualitative approach to content analysis is used to explain and layout government regulations regarding planning, implementation, coordination, monitoring, evaluation, and accountability of the central and local governments in managing the Brantas watershed, East Java, Indonesia. Nvivo 12 Plus software is used to map, analyze, and create data visualization to answer research questions. This study reveals that the management regulations of the Brantas watershed, East Java, Indonesia, are based on a centralized system, which places the central government as an actor who plays an essential role in the formulation, implementation, and accountability of the Brantas watershed management. In contrast, East Java Province’s regional government only plays a role in implementing and evaluating policies. The central government previously formulated the Brantas watershed. This research contributes to strengthening the management and institutional arrangement of the central government and local governments that support the realization of good governance of the Brantas watershed. Future research needs to apply a survey research approach that focuses on evaluating the capacity of the central government and local governments in supporting good management of the Brantas watershed.

In 2015, the UN proposed the Sustainable Development Goals; they were accepted by 193 countries. Sri Lanka faces many challenges in implementing the SDGs. The lack of reliable and recent data is a serious issue. Another issue is the weak institutional capacity of Sri Lanka, which has led to poor governance and policy incoherence. There is no strong political will, and interministerial conflicts are rampant. Unless these issues are properly addressed, the yahapalanaya (good governance) government of President Sirisena may not contribute well to achieve the SDGs by 2030.

The differences between urban and rural B&Bs should be emphasized, which is critical for the sustainable development of the B&B industry. This study identified and compared the topics that customers were concerned about for urban and rural B&Bs in Beijing by analyzing 13,241 online reviews obtained from the website Ctrip. The results showed that customers focused on 10 common topics: “room”, “location”, “host”, “experience”, “surroundings”, “facilities”, “service”, “design/style”, “value”, and “entertainment”. However, the importance of each topic varied between urban and rural B&Bs. Customers paid more attention to the room. Urban B&B customers were more concerned about location. The convenience of urban B&Bs was more prominent than that of rural B&Bs, especially in terms of public transportation and commercial services. While rural B&B customers were more concerned about experience, service, design/style, and entertainment. In addition, the “host” is the most crucial and influential factor in the development of B&Bs. This study made contributions to customer perceptions of B&Bs from a comparative perspective and enriched the understanding of the characteristics of urban and rural B&Bs. In the part of practice, this study might provide enlightenment for B&B operators and local governments to take measures for B&Bs sustainable development.

Purpose The purpose of this paper is to assess African performance for substantially reducing all forms of corruption and bribery on the continent by 2030, through the indicators for achieving Target 16.5 of the sustainable development goals (SDGs). Design/methodology/approach Drawing on the available and accessible relevant data from credible sources, this work quantifies, outlines and analyses the relationship between corruption/bribery and sustainable development as it applies primarily to sub-Saharan Africa; assesses the trends in the region through the official indicators for achieving Target 16.5 of the SDGs; and recommends other indicators for assessing ethical behaviour in African political, administrative and business leadership and institutions for achieving sustainable development and improved ethical performance towards significant reductions in all manifestations of bribery and corruption on the continent by 2030. Findings Corruption and bribery are found to affect all SDG-related sectors, undermining development outcomes and severely compromising efforts to achieve the SDGs in Africa. Consequently, prioritising corruption reduction including from money laundering, bribery and other illegal activities is a necessary requirement for achieving sustainable development, good governance, building effective and inclusive institutions as required by SDG 16, and funding the achievement of the SDGs. Originality/value The main value of the paper is the insights it provides through the very comprehensive compilation of statistical information that quantifies, and with analysis, the corruption/bribery avenues and the resultant deleterious effects on sustainable development in Africa.

This article aims to fill the void in the literature regarding the sustainable development of public–private partnerships (PPPs) by answering the following research questions: (1) Between 1980 and 2017, what were the PPP-related policy priorities in the three different historical phases of the Chinese national agenda that we have identified herein? (2) Have the PPP-related policies shown a pattern of moving toward sustainable development, and if so, to what extent? Against a criteria framework of evaluating how PPP-related policies could contribute to sustainable development, this article conducted a quantitative bibliometric analysis of 299 PPP-related policy documents issued by the Chinese central government between 1980 and 2017. By visualizing the networks of policy keywords and policy-issuing departments, this article identified the PPP-related policy priorities in the following three distinct historical phases: Phase I (1980–1997), the encouragement of foreign investment in the public infrastructure; Phase II (1998–2008), the encouragement of the marketization of the urban public utilities; and Phase III (2009–2017), the intensive institutionalization and extensive application of PPPs for solving the local debt problem. Corresponding to the abovementioned policy priorities, this article found that the pattern of PPP-related policies has shifted from the total absence of sustainable development policies in Phase I, to a few sustainable development policy attempts in Phase II, and finally, to a tendency toward policies favoring sustainable development in Phase III.

Sustainable development has become an important aspect of the construction industries. There are many ways sustainability elements can be incorporated in the design, construction, operation and deconstruction of a building. Importantly sustainability represents the link between society and built environment professionals. In relation to that, this study involves a look at the stakeholders outlook and interaction with sustainability. In this study, the focus will be aimed on the role of the Local Governments and how the perception of the stakeholders. Therefore, this study intend to look into the sustainable development and better understanding the strength and weaknesses and other relevant factors that promote or hinder the Sustainable Development. This study is to contribute to the enrichment of knowledge on the role of Local Governments in Sustainable Development. Therefore, this research seeks to find out whether sustainable development is being practiced and seeks to find out what is happening with respect to issues of what, how and why things are being done with the development of Sustainable Development globally and in Malaysia in general.

This study investigated the application of a blockchain for promoting the sustainable development of non-profit organizations (NPOs). Transparency and good governance are important for operating NPOs in addition to building trust with relevant stakeholders. NPOs consume a large amount of resources (including funds) to monitor their operations and present their transparency and soundness of governance to interested stakeholders. Blockchain technology can fulfill an NPO’s requirements at a lower cost and with a higher efficiency. We reviewed the existing research on NPO governance and blockchain applications. In addition, through case studies, we identified sustainable development strategies for NPOs involving blockchain technologies to increase donation, reduce cost, enhance transparency, and improve governance structure.

In 2015, the central government issued a document on building the harmonious labor relations, which emphasized the right to rest of workers and rectified the current severe imbalance of labor relations. This document released a signal to guarantee the sustainable development of the labor force for the future. These measures, such as relative departments perfecting the legislation and law enforcement, the trade union performing their duties actively, employing units and workers raising their awareness and enhancing mutual understanding and branches of the government cooperating, can realize the right to rest of workers to the greatest extent possible.
