In existing studies, sustainable technology development involves harnessing knowledge assets to improve technological development and innovation to create competitive advantage for a firm. In recent decades, there has been a huge amount of scholarly articles on how technology development and innovation sustain competitive advantage. However, until recently most research focused on the spatial component of innovation and its influence on sustained technology development. Many studies have used proximity to examine spatial and relational mechanisms that lead to knowledge spillover and sustainable technology development. Reviewing 123 scholarly articles relating to proximity of innovation (1980–2018), this paper attempts to explore both spatial and non-spatial factors that influence sustainable technology and innovation development including geographic, cognitive, organizational, social, and institutional proximity. The review showed that each proximity dimension has relative importance and can be peculiar. For example, geographical proximity highlights the role of location and relative distance range in determining knowledge spillovers, especially relevant for face-to-face interaction and conditions that require certain types of complex tacit knowledge. This paper makes important contributions to our understanding of spatial and non-spatial proximity factors associated with sustainable technology development. The review showed that interpersonal factors are important for knowledge transfer to take place as knowledge does not depend entirely on location. The findings show that commonly used approaches to measure proximities include patent data and nomenclature of territorial units for statistics, not widely accessible across contexts, which impacts research and development (R&D) policy development. Cognitive, social, and institutional dimensions are important for knowledge transfer, supported by interplay of other proximities that determine and influence sustained technology development. In addition, management of proximity influences how knowledge assets are used for innovation and sustained technology development.

AbstractThe knowledge-based view of the firm portrays knowledge assets as the basis of sustainable competitive advantage. However, leveraging the knowledge available to the firm is not straightforward. The transfer of best practices within the firm or the replication of a certain routine poses challenges for managers. Causal ambiguity of knowledge makes it difficult to transfer practices into other contexts within the firm. In this paper, a new framework is proposed that identifies four antecedents to causal ambiguity: complexity, tacitness, relevance to the existing knowledge base, and the locality of knowledge. The paper concludes with the implications of the framework.

The purpose of the study anchoring this chapter was to establish the tacit knowledge transfer processes for a competitive edge at a public sector organisation. Using a qualitative approach, data was collected through face-to-face interviews. The study revealed that staff understands and appreciates that the knowledge they possess is beneficial and important to the development of other employees and the competitiveness of the organization. It was established that the cultural factors that obstruct tacit knowledge transfer at this organisation include mistrust, insecurity, and lack of communication among employees. The study concluded that for the organisation to gain a competitive advantage over other pension fund organizations, knowledge needs to be transferred from the experienced senior staff to those who need it, such as subordinates who may be less experienced. The study recommended that the establishment of informal networks and communities of practice that allow employees to transfer knowledge to each other.

Purpose Technology and knowledge have become the buzzwords of the new millennium. Technological changes and demanding customers are creating a more knowledge intensive, turbulent, complex and uncertain environment. Organizations, which are able to continually build faster and cheaper new strategic assets than their competitors, create long-term competitive advantages. Thus, the growth of companies is directly associated with innovativeness and technological development, especially for small organizations that are more vulnerable to dynamic changes in market place. Organizations need a strategic framework that can help them to achieve the goal of technology development and competitiveness. The purpose of this paper is to develop such strategic framework for small organizations for their technology development and, hence, survival in marketplace. Design/methodology/approach Options field methodology, options profile methodology, analytic hierarchy process (AHP) and fuzzy set theory are utilized to generate various options and profiles to propose a conceptual framework for technology development. Findings The results from the study showed that “mixed approach,” “strategic simulation approach” and the “regulatory environment approach,” in this order, emerged as the top three important options for the strategic technological development of small manufacturing enterprises. Originality/value This result can provide an original and more accurate implementation pathway toward technological innovative development in emerging economies. The proposed framework can provide valuable guidelines and recommendations to practicing managers and analysts for policy development to promote innovative and technological developments.

The problems of multifold increase of technological potential of developing countries are considered in the article. To solve them, i.e. to organize effectively tapping into global knowledge and their absorption, the performance of two diffusion channels is considered: open knowledge transfer and commercial knowledge transfer. The models of technological catching-up are investigated. Two of them are found to give an opportunity of effective use of international competition and global technology knowledge as a driver of technology development.

Purpose – This conceptual paper aims to discuss issues relevant to fostering cooperation between India and countries in the ASEAN region in the area of technological innovation. Design/methodology/approach – This is a conceptual paper, based on insights from the existing body of literature and secondary data. Findings – The study looks at the competitiveness of different countries in the ASEAN region and considers their technological competitiveness vis-à-vis India. Broad policy issues related to fostering technological innovation as well as the main advantages of such collaboration are discussed. Research limitations/implications – This is a conceptual paper mainly intended for discussion. Practical implications – The paper provides guidelines for fostering technological innovation and could, therefore, help policy development. Originality/value – Although the Indo-ASEAN free-trade agreement is helping trade flow between the countries in the region, the potential for technological collaborations still lies unutilised. This paper looks at the possibilities for such collaborations and is one of the few papers that consider this line of thinking.

This explanatory research explores the relationship among environmental uncertainty, knowledge transfers mechanisms, dynamic capability, and competitive advantage. A total of 235 project managers employed by energy companies in Thailand were invited to participate in the study. The findings indicated that (a) through knowledge transfer mechanisms, project teams could develop an energy enterprises core competence and build its competitive advantage, (b) the relationship between environmental uncertainty and knowledge transfer mechanisms is negative, and (c) dynamic capability and competitive advantage have a positive relationship. The limitations of the study regarding generalization, and recommendations for future research to replicate the study in other countries, are also included.

Today, each country has interest in digital economy and has established and implemented policies aimed at digital technology development and digital transformation for the transition to the digital economy. In particular, interest in digital technologies such as big data, 5G, and artificial intelligence, which are recognized as important factors in the digital economy, has been increasing recently, and it is a time when the role of the government for technological development and international cooperation becomes important. In addition to the overall digital economic policy, the Russian and Korean governments are also trying to improve their international competitiveness and take a leading position in the new economic order by establishing related technical and industrial policies. Moreover, Republic of Korea often refers to data, network and artificial intelligence as D∙N∙A, and has established policies in each of these areas in 2019. Russia is also establishing and implementing policies in the same field in 2019. Therefore, it is timely to find ways to expand cooperation between Russia and Republic of Korea. In particular, the years of 2020and 2021marks the 30th anniversary of diplomatic relations between the two countries, and not only large-scale events and exchange programs have prepared, but the relationship is deepening as part of the continued foreign policy of both countries – Russia’s Eastern Policy and New Northern Policy of Republic of Korea. Therefore, this paper compares and analyzes the policies of the two countries in big data, 5G, and artificial intelligence to seek long-term sustainable cooperation in the digital economy.

ObjectivesTo identify current ‘gaps’ in clinical practice or therapeutic knowledge of the care of neonatal neurointensive care patients and to determine the impact healthcare technologies can have on improving outcomes.DesignThe Cambridge Institute for Manufacturing’s (IfM) roadmapping methodology.SettingCambridge, UK.Participants16 delegates were selected through professional networks. They provided coverage of academia and clinical skills, as well as expertise in neonatology, engineering and technology development.Main outcome measuresA ‘strategic landscape’ has been developed with ‘landmarks’ identified as ‘trends or drivers’, ‘patient pathway experience and unmet needs’ and ‘enabling project or resources’. Priorities were voted on by delegates.Results26 strategic ‘landmarks’ were identified, and of these 8 were considered ‘trends or drivers’, 8 ‘patient pathway experience and unmet needs’ and 10 as ‘enabling project or resources’. Of these, five priorities for the future of neonatal neurocritical care were identified by a voting process: real-time video monitoring for parents; individualised management of preterm infants in neonatal neurocritical care based on real-time multimodal monitoring; continuous electroencephalogram monitoring for early seizure diagnosis; neuroprotection: understanding basic mechanisms; and sleep measurement.ConclusionsThrough the use of the IfM methodology, a list of priorities has been developed for future work into improving the experience and possible outcomes of newborn infants with brain injuries and their families. While not an exhaustive list, it provides the beginning for a national conversation on the topic.

The article deals with some directions of the research and educational policy development. The correlation of approaches to the development of the strategic academic leadership program and the world-class research and educational centers establishing, centers of competence development is analyzed. Engineering knowledge and technology are at the heart of the modern economy. Engineering methods, approaches, and technologies have permeated medicine, biology, agriculture, chemistry, and the development of new materials. Understanding the directions of technological development determines the prospects for creating and using new products. further development of the issue related to the introduction of artificial intelligence technologies in the engine-building industry from the point of view of legal regulation will allow to consolidate the official legal status of such technologies at the legal level and regulate the algorithm and delimit the use of artificial intelligence technologies. The analysis of responses to the big challenges of scientific and technological development and the exhaustion of economic growth opportunities, the formation of the digital economy and the risks of reducing human resources. The development of international accreditation procedures is proposed.
