China relies on the total pollutant emission control and environmental target responsibility system to curb environmental pollution and improve energy conversation. How the central government breaks down environmental targets among provincial governments lies at the core, but little research has been done to explore the determinants of environmental target-setting empirically. This work models the decomposition process of environmental targets by focusing on the roles of historical performance and provinces’ political status. With the method of hierarchical linear model, data on five kinds of environmental obligatory targets (energy consumption per unit GDP and other four kinds of pollutants) during China’s “12th Five-year Plan” period is used to test the hypotheses. The results show that provincial historical structural performance is negatively significantly correlated with their environmental target levels, while the effects of historical scale performance and intensity performance are not significant. Besides, provinces with higher political rankings tend to be allocated higher targets, which is in accordance with the model effect hypothesis rather than the bargaining effect hypothesis.

This chapter discusses the social and cultural background of Rashi's work. According to evidence preserved in the literary accounts and archaeological findings, Jews began to settle in what is now France during Roman times, in the first century CE. That settlement continued uninterrupted until Rashi's time. In general, Jews continued to do well in France. Nevertheless, the weakness of the central government and the ascendancy of local fiefdoms meant that their social and political status differed in each of the feudal states that made up eleventh-century France, depending upon the good will of the local rulers. Two developments during the eleventh and twelfth centuries influenced Jewish economic and intellectual life and the internal organization of the Jewish community: the growth of cities and the European intellectual renaissance. The chapter then looks at the Jewish community in Troyes and the Jewish centre in Champagne; the twelfth-century renaissance; and the Jewish–Christian religious polemics.

The Third Plenum of the 14th Central Committee of the Chinese Communist Party (CCP) in November 1993 decided in principle for a comprehensive reform of central-provincial fiscal relations. Soon after the Plenum, the central government announced that the new fiscal system, known as the tax-assignment system (fenshuizhi), would be implemented nation-wide in 1994. With the aim of providing adequate revenues for government, particularly the central government, by revamping central-provincial revenue-sharing arrangements, the reform is to “[change] the current fiscal contractual responsibility system of local authorities to a tax assignment system …” and to “gradually increase the percentage of fiscal income in the gross national product (GNP) and rationally determine the proportion between central and local fiscal income.”

The intergovernmental transfer system currently applied in Indonesia is intended to prevent the intervention of political powers. However, there are indications of political determinants behind central government transfers to sub-national governments. In order to prove the existence of these political factors, this research utilizes empirical panel data models of Dana Alokasi Umum (DAU), Dana Dekonsentrasi and Tugas Pembantuan using political variables. Results show that while there are no signicant political variables in the DAU and Dana Dekonsentrasi models, there is a political determinant behind the amount of Dana Tugas Pembantuan, where a higher seat share for the Golkar party representing a province in the national parliament will entitle the province to a relatively higher share of the Dana Tugas Pembantuan.AbstrakSistem transfer antarpemerintah di Indonesia dibuat dengan tujuan mencegah campur tangan politik terhadap sistem transfer pemerintah. Namun begitu, terdapat indikasi keberadaan determinan politik dalam menentukan transfer pemerintah pusat terhadap pemerintah daerah. Untuk membuktikan keberadaan faktor-faktor politik tersebut, digunakan model data panel yang berusaha menunjukkan determinan politik pada Dana Alokasi Umum (DAU) serta Dana Dekonsentrasi dan Tugas Pembantuan. Hasil studi menemukan bahwa tidak ada campur tangan politik dalam menentukan transfer DAU dan Dana Dekonsentrasi, namun ditemukan determinan politik pada Dana Tugas Pembantuan, di mana provinsi yang memiliki proporsi kursi Dewan Perwakilan Rakyat (DPR) Partai Golkar yang lebih tinggi mendapatkan Dana Tugas Pembantuan yang lebih besar.

In 2011, India had more phone users (around 54 per cent of households) and television access (33 per cent) in rural areas than people with access to tap water (31 per cent) and toilet facilities (31 per cent), according to Census 2011. This clearly indicates the failure of government programmes to change the centuries-old practice of defecation in the open. This neglect of safe sanitation has had catastrophic outcomes in terms of human well-being. This case study is an analysis of the latest central government Swachch Bharat Mission - Gramin (Clean India Mission - Rural) (or SBM-G), which has achieved much greater success than any hitherto government effort in providing access to and use of toilets, especially in rural areas where the need is greatest. However, any conception of achieving ODF status, or free of open defecation, in a village (or any limited geography) is more than merely building toilets. The Sanitation Learning Hub commissioned case studies of sanitation campaigns in both India and Nepal, drawing out the lessons learnt for other countries wishing to implement similar initiatives. Both case studies focus on how target setting and feedback and reporting mechanisms can be used to increase the quality of campaigns.

This article focuses on the current COVID-19 implications for the fissure between the Syrian regime and the Kurds in Syria. It explains how the Syrian Kurds cope with COVID-19, given the region’s political status and the current state of play in the Syrian war. It sheds light on (1) the practical application of Kurdish semi-autonomy in Syria along with its successes and shortcomings in the public health sphere; and (2) how COVID-19 has affected intra-Kurdish politics in Syria and Kurdistan. Although changes in the political framework of Syria are not expected in the near future, the pandemic has underscored the fissures between the Kurds and the central government. Since the pandemic reached Syria, the Syrian government has almost completely neglected the health situation in the Kurdish territories. The Kurdish Autonomous Administration, in turn, recruited all the means at its disposal to cope independently with the crisis. These on-the-ground developments are signs for both the overt and covert, anxious hopes and strivings of the Kurds for autonomy. To assess the prospects for Kurdish autonomy, the article also analyzes the Kurds’ relationships with the states involved in the Syrian conflict and the historical landmarks of intra-Kurdish politics.

Cannabis use does not show homogeneous patterns in a country. In particular, urbanization appears to influence prevalence rates, with higher rates in urban areas. A hierarchical linear model (HLM) was employed to analyze these structural influences on individuals in Switzerland. Data for this analysis were taken from the Switzerland survey of Health Behavior in School-Aged Children (HBSC) Study, the most recent survey to assess drug use in a nationally representative sample of 3473 15-year-olds. A total of 1487 male and 1620 female students indicated their cannabis use and their attributions of drug use to friends. As second level variables we included address density in the 26 Swiss Cantons as an indicator of urbanization and officially recorded offences of cannabis use in the Cantons as an indicator of repressive policy. Attribution of drug use to friends is highly correlated with cannabis use. The correlation is even more pronounced in urban Cantons. However, no association between recorded offences and cannabis use was found. The results suggest that structural variables influence individuals. Living in an urban area effects the attribution of drug use to friends. On the other hand repressive policy does not affect individual use.

Abstract. This study aimed to investigate the relationship of employee strengths use with thriving at work by proposing a moderated mediation model. Data were collected at two time points, spaced by a 2-week interval. A total of 260 medical staff completed strengths use, perceived humble leadership, self-efficacy, and thriving scales. The results of path analysis showed that strengths use is positively related to thriving, and self-efficacy mediates the relationship of strengths use with thriving. In addition, this study also found perceived humble leadership to positively moderate the direct relationship of strengths use with self-efficacy and the indirect relationship of strengths use with thriving via self-efficacy. This study contributes to a better understanding of how and when strengths use affects thriving.

In this paper, a new interactive multiobjective target setting approach based on lexicographic directional distance function (DDF) method is proposed. Lexicographic DDF computes efficient targets along a specified directional vector. The interactive multiobjective optimization approach consists in several iteration cycles in each of which the Decision Making Unit (DMU) is presented a fixed number of efficient targets computed corresponding to different directional vectors. If the DMU finds one of them promising, the directional vectors tried in the next iteration are generated close to the promising one, thus focusing the exploration of the efficient frontier on the promising area. In any iteration the DMU may choose to finish the exploration of the current region and restart the process to probe a new region. The interactive process ends when the DMU finds its most preferred solution (MPS).

Gaps in biodiversity conservation management within the Conservation Area that are the responsibility of the central government and outside the Conservation Areas or as the Essential Ecosystems Area (EEA) which are the authority of the Regional Government, have caused various spatial conflicts between wildlife /wild plants and land management activities. Several obstacles faced by the Local Government to conduct its authority to manage (EEA), caused the number and area of EEA determined by the Local Government to be still low. At present only 703,000 ha are determined from the 67 million ha indicated by EEA. This study aims to overview biodiversity conservation policies by local governments and company perceptions in implementing conservation policies and formulate strategies for optimizing the role of Local Governments. From the results of this study, there has not been found any legal umbrella for the implementation of Law number 23/ 2014 related to the conservation of important ecosystems in the regions. This regulatory vacuum leaves the local government in a dilemma for continuing various conservation programs. By using a SWOT to the internal strategic environment and external stratetegic environment of the Environment and Forestry Service, Bengkulu Province , as well as using an analysis of company perceptions of the conservation policies regulatary , this study has been formulated a “survival strategy” through collaboration between the Central Government, Local Governments and the Private Sector to optimize the role of Local Government’s to establish EEA in the regions.Keywords: Management gaps, Essential Ecosystems Area (EEA), Conservation Areas, SWOT analysis and perception analysis
