Jinan is the capital of Shandong Province and is famous for its spring water. Water conservation has become the consensus of Jinan citizens and the government and the community. The construction of metro engineering in Jinan has lagged behind other cities of the same scale for a long time. The key issue is the protection of spring water. When metro lines are constructed in Jinan karst area, the water-inrushing, quicksand, and piping hazards can easily occur, which can change the groundwater seepage environment and reduce spring discharge. Therefore, we try to reveal the development conditions, mechanism, and mode of karst area in Jinan. In addition, we propose the comprehensive optimizing method of “shallow-deep” and “region-target” suitable for exploration of karst areas along Jinan metro, and systematically study the development characteristics of the karst areas along Jinan metro, thus providing the basis for the shield tunnel to go through karst areas safely and protecting the springs in Jinan.

A groundwater model is needed to describe the complex groundwater confluence process of the groundwater system in karst areas. This is because surface water flows through dolines, grikes, and by other means and is directly exchanged with the groundwater. In this study, using the Xin’anjiang model, the conversion of surface water into groundwater and the influence of multiple series-parallel underground reservoirs on groundwater confluence through the generalization of dolines in karst areas were simulated. The water cycle process in the Sancha River Basin was simulated with measured data using multiobjective particle swarm optimization. Then, model parameters were validated with measured runoff data and compared with simulation results obtained using the traditional Xin’anjiang model based on its optimal parameters. The results showed that the determination coefficients of all hydrological stations over the study period were >0.76, and the Nash efficiency coefficient was >0.76, which were better than those for the improved Xin’anjiang model. Next, the simulation accuracy of the flood period in the karst area was analyzed. The model achieved a high fitting rate for the main flood peaks in a year, and the passing rate for the worst hydrological stations was 53%. Finally, the influence of karst development on the runoff was examined. The results indicate that different karst development stages and the heterogeneity of the karst in the basin have different effects on runoff.

Based on the research of soil erosion and soil and water conservation in karst areas in China in recent years, the status and progress of soil erosion and soil and water conservation in karst areas in China are discussed. The results show that the soil and water loss in the karst area mainly has two types of soil erosion: surface soil erosion and underground soil erosion. Soil and water loss management in karst areas mainly adopts measures to adjust land use structure, increase vegetation coverage, carry out slope-to-ladder construction, and promote clean energy applications. Different governance models should be adopted for different landform types, different landform parts, different slopes, and different levels of rocky desertification in karst areas.

AbstractThe creative industry as one of the pillars of the future economy has a very strategic role in overcoming the problems faced by the community along with the government, especially in the field of employment, business fields, and as a source of state revenue (GDP). Therefore, creative industry entrepreneurs must be protected by their intellectual rights so that all copyrighted works are legally protected by their existence and not arbitrarily anyone can steal, trade, multiply without the permission of the owner. However apparently only 17% of the 16.7 million creative industry players registered the results of their creativity. This shows that the protection of Intellectual Property Rights towards the creative industry is still very weak due to several factors, namely; Lack of public awareness / creative industry players to register their creativity businesses; Lack / lack of understanding of the community / industry players regarding the protection of Intellectual Property Rights (IPR); The presumption of some people / creative industry players for the management of registration of Intellectual Property Rights requires quite a large fee; The registration process takes a long time and is complicated. AbstrakIndustri kreatif sebagai salah satu pilar ekonomi masa depan memiliki peran yang sangat strategis dalam mengatasi masalah-masalah yang dihadapi oleh masyarakat bersama pemerintah, terutama di bidang ketenagakerjaan, bidang usaha, dan sebagai sumber penerimaan negara (PDB) . Oleh karena itu, pengusaha industri kreatif harus dilindungi oleh hak intelektual mereka sehingga semua karya cipta dilindungi secara hukum oleh keberadaan mereka dan tidak sewenang-wenang siapa pun dapat mencuri, berdagang, berkembang biak tanpa izin dari pemiliknya. Namun ternyata hanya 17% dari 16,7 juta pelaku industri kreatif yang mendaftarkan hasil kreativitas mereka. Ini menunjukkan bahwa perlindungan Hak Kekayaan Intelektual terhadap industri kreatif masih sangat lemah karena beberapa faktor, yaitu; Kurangnya kesadaran publik / pelaku industri kreatif untuk mendaftarkan bisnis kreativitas mereka; Kurangnya / kurangnya pemahaman tentang komunitas / pemain industri mengenai perlindungan Hak Kekayaan Intelektual (HKI); Anggapan sebagian orang / pelaku industri kreatif untuk pengelolaan pendaftaran Hak Kekayaan Intelektual membutuhkan biaya yang cukup besar; Proses pendaftaran memakan waktu lama dan rumit.

The article defines the features of the process of forming the research tradition of studying the institute of parliamentarism as a mechanism for the formation of democracy. It is established that parliamentarism acts as one of the varieties of the regime of functioning of the state, to which the independence of the representative body from the people is inherent, its actual primacy in the state mechanism, the division of functions between the legislative and executive branches of government, the responsibility and accountability of the government to the parliament. It is justified that, in addition to the regime that fully meets the stated requirements of classical parliamentarism, there are regimes that can be characterized as limited parliamentary regimes. The conclusions point out that parliamentarism does not necessarily lead to a democracy regime. At the first stage of development of statehood, it functions for a long time in the absence of many attributes of democracy, but at the present stage, without parliamentarism, democracy will be substantially limited. Modern researchers of parliamentarism recognize that this institution is undergoing changes with the development of the processes of democracy and democratization. This is what produces different approaches to its definition. However, most scientists under classical parliamentarianism understand such a system, which is based on the balance of power. AbstractFor many communists working in the Soviet state apparatus during the 1920s, the state's continued employment of so-called “bourgeois specialists” (spetsy) was an ideological affront and an obstacle to proletarian advancement. In their eyes, until the spetsy were removed and workers staffed the institutions of the state, the revolution would be neither secure nor its promises fulfilled. Based on archival research, this article traces rank-and-file communists' attempts to remove one such specialist, N. A. Dobrosmyslov, from his position in the Tax Department (Gosnalog) of the People's Commissariat of Finances (Narkomfin). Dobrosmyslov had been a long-time official in the tsarist tax bureaucracy and had also worked for the Provisional Government in 1917. Communist opposition to him took the form of a denunciation campaign that focused on his alleged anti-Sovietism, his professional competence, his arrogant manner, his high salary, and his attempt to obtain a large pension from the government. The documents related to the case reveal the atmosphere of suspicion and often open hostility that surrounded the spetsy. They provide evidence of the contrasting evaluations of the spetsy made by leading communist administrators and by the lower-level communists who worked closely with them. They also show how important the issue of material compensation was for this latter group. Finally, the case provides an example of how biography could be interpreted and manipulated to serve particular ends, especially in the context of political and personal denunciation.

Among the chronicles relating the heroism of the besieged Leningrad, there are pages dedicated to the deeds performed by the staff the world-famous All-Union Research Institute of Plant Industry (VIR, now the N.I. Vavilov All-Russian Institute of Plant Genetic Resources). With the beginning of the war, even before the city was surrounded by the Nazi troops, the government decided to evacuate a number of factories and institutes from Leningrad, including VIR, but the plan failed. Only in winter did the Institute start partial evacuation, although preparations had been going on for a long time. The largest and most important part of the collection was left behind in the besieged city. The remaining employees were forced to work under the hardest conditions of the siege, in unheated premises. In the harsh reality of the winter in 1941–1942, the daily bread rationing was cut down, and hunger raged in the city, killing tens of thousands of city residents, including VIR employees who kept the stored seeds and tubers untouched. The most difficult part was preserving the potato collection. In the spring of 1942, preparations were made for sowing to restore the viability of seeds and tubers in the fields of Leningrad’s suburban area under the fire from the enemy artillery. Only the heroic efforts of VIR’s staff helped to save the collection from destruction and loss of germination. This heroism cost more than 20 experts and scientists their lives. So, the most dangerous period for the Institute was overcome at such price. Immediately after the siege was lifted, a group of experts was sent to Leningrad from Krasnoufimsk to help with selecting seed accessions for urgent reproduction. Working under extreme physical exhaustion in frozen premises, without water or electricity, under continuous shelling, they saved, many at the cost of their own lives, the collection of cultivated plants and their wild relatives, the herbarium, and the scientific library for future generations.

Land management and conservation have been considered the most important aspects of sustainable productivity in economically developing countries where land degradation is a major challenge. In Tanzania, both the government and international organizations have been promoting adoption of land management and conservation technologies (LMCTs) for a long time. This paper establishes the impact of three LMCTs – soil water conservation technologies and erosion control (SWCEC), organic and inorganic fertilizers – on maize crop yields in different rainfall zones, using national panel survey data. The study employs static panel models to analyse the two-period data sets for 2008-2009 and 2010-2011. The results indicate that adoption of LMCTs do contribute significantly to maize yield. The greatest effects of organic and SWCEC methods on crop yield were realized in low rainfall zones, while that of inorganic fertilizers was observed in high rainfall zones. These findings support previous cross-sectional data analyses, suggesting for policy makers that a blanket land management and conservation programme applied uniformly to all agro-ecological zones is not strategically beneficial. The advisability of a technology employed in a given zone should be supported by local knowledge and research findings culled from that particular area.

Typhoid is a life-threatening disease that has remained endemic in parts of Africa and Asia where its burden is elevated by the inefficiency of control efforts which have been hampered by lack of epidemiological data, among others. In Nigeria, such data is absent in most of the States like Gombe where the disease has been rife for a long time, hence, to bridge that knowledge gap, this study was set up to determine the host-associated risk factors for typhoid occurrence and recurrence in Gombe. A questionnaire that was designed and validated for this location was used to obtain data from 663 respondents using simple random sampling and analyzed using the Chi-square test for association and binomial logistic regression to obtain risk factors for typhoid occurrence and recurrence, respectively. The study revealed that occurrences were statistically significantly associated with the variables for vaccination (χ2 = 39.729, p < 0.01), having houseboy/girl (χ2 = 16.909, p < 0.01), typhoid patient at home (χ2 = 13.393, p < 0.01), hand washing before handling food (χ2 = 22.856, p < 0.01), consuming iced/frozen items (χ2 = 16.805, p < 0.01), boiling drinking water (χ2 = 49.633, p < 0.01), and eating commercially available foods/drinks (χ2 = 27.864, p < 0.01), while recurrences were statistically significantly predicted by „not sure of been vaccinated‟ (OR = 2.962, CI = 1.290 to 6.802, p < 0.01), „not having another typhoid patient at home‟ (OR = 1.799, CI = 0.998 to 3.244, p < 0.01), and „drinking unboiled water sometimes‟ (OR = 2.130, CI = 1.023 to 4.434, p < 0.01). It is believed that these findings will guide efforts by the Government for health interventions against typhoid in the study area, thus improving the quality of life for the population.

In the 1930s, the primary schooling rate in Turkey was significantly low compared to the European states. Ninety percent of the population lived in villages without any schools and teachers. Therefore, promoting primary education was addressed as an issue concerning villages in Turkey. The seeds of the intellectual infrastructure in the emergence of institutes were sown at the beginning of the 20th century, during the Ottoman rule. To train teachers for villages, Village Teacher Training School [Köy Muallim Mektebi] was founded in 1927 and Village Instructor Training Course [Köy Eğitmen Kursu] in 1936. However, these initiatives were not sufficient in terms of quality and quantity. Village teacher training experiences, new education, and work school trends of Europe were analyzed by Turkish educators, opinions of foreign and Turkish experts were received, and the Village Institutes [Köy Enstitüleri] project was carried into effect based on the realities of Turkey. The first Village Institutes opened in 1937. They were established in a restricted area, with a limited budget, and a non-common curriculum until the Village Institute Law was promulgated in 1940. On April 17, 1940, the law prescribing their establishment was approved by the parliament. The number of the Village Institutes, which spread over the Turkish geography evenly, reached 21 by 1949. The period between 1940 and 1947 was when the Village Institutes were most productive. Learning by doing and principles of productive work were embraced at the Village Institutes. The curriculum consisted of three components: general culture, agriculture, and technical courses. In addition to their teaching duties, the primary school teachers that graduated from the Village Institutes undertook the mission of guiding villagers in agricultural and technical issues and having them adopt the nation-state ideology in villages. World balances changing after the Second World War also affected the Village Institutes. In 1946, the founding committee of the Village Institutes were accused of leftism and had to leave their offices for political reasons. After the founding committee stepped aside, the Village Institutes started to be criticized by being subjected to the conflict between left-wing and right-wing. Following the government changeover in 1950, radical changes regarding the curricula, students, and teachers of the institutes were made. Making the Village Institutes unique, the production- and work-oriented aspects were eliminated, and the institutes were closed down in 1954 and converted into Primary School Teacher Training Schools. Although the Village Institutes existed only between 1937 and 1954, their social, economic, and political effects were felt for a long time through the teachers, health officers, and inspectors they trained.
