The development of specialized villages in China is an interesting trend. This paper studies specialized villages in China by using the rational small household theory, division of labor and specialization concepts, as well as the distance decay and neighborhood effect theories. We use the census data on specialized villages in Henan Province (the largest agricultural province in China) from 2010 as the basis for a case study, applying dummy variables representing sixteen types of specialized villages, and selecting environmental variables, such as land form, location, arable land area, and labor force characteristics. We find that significant factors related to specialization are location and production factors. Policy implications of this research are discussed.

Chronic disease burdens continue to rise in highly dense urban environments where clustering of type II diabetes mellitus, acute myocardial infarction, stroke, or any combination of these three conditions is occurring. Many individuals suffering from these conditions will require longer-term care and access to clinics which specialize in managing their illness. With Singapore as a case study, we utilized census data in an agent-modeling approach at an individual level to estimate prevalence in 2020 and found high-risk clusters with >14,000 type II diabetes mellitus cases and 2000–2500 estimated stroke cases. For comorbidities, 10% of those with type II diabetes mellitus had a past acute myocardial infarction episode, while 6% had a past stroke. The western region of Singapore had the highest number of high-risk individuals at 173,000 with at least one chronic condition, followed by the east at 169,000 and the north with the least at 137,000. Such estimates can assist in healthcare resource planning, which requires these spatial distributions for evidence-based policymaking and to investigate why such heterogeneities exist. The methodologies presented can be utilized within any urban setting where census data exists.

Twenty-six water bodies and 10 ponds were selected for this research. Anthropogenic loads were assessed according to pollution sources in individual water catchment basins. It was determined that 50% of the tested water bodies had Ntotal values that did not correspond to the good and very good ecological status classes, and 20% of the tested water bodies had Ptotal values that did not correspond to the good and very good ecological status classes. The lake basins and ponds received the largest amounts of pollution from agricultural sources with total nitrogen at 1554.13 t/year and phosphorus at 1.94 t/year, and from meadows and pastures with total nitrogen at 9.50 t/year and phosphorus at 0.20 t/year. The highest annual load of total nitrogen for lake basins on average per year was from agricultural pollution from arable land (98.85%), and the highest total phosphorus load was also from agricultural pollution from arable land (60%).

ABSTRACTThis paper proposes a methodology for quantifying the territorial impact on population distribution of the railway. The central hypothesis is that access to railway services provides the best-connected areas with a long-term comparative advantage over others that are less accessible. Carrying out a historical analysis and providing comparable data at the municipal level allows us to determine the extent to which the railway has fostered the concentration of population within its immediate surroundings. The case study presented here is that of Spain between 1900 and 2001, but the same methodology could equally be applied to any other country for which the required data are available. In this case, key data included a Geographic Information System with information about both the development of the railway network and census data relating to total population at the municipal level. The results obtained suggest the relevance of this methodology, which makes it possible to identify the periods and areas in which this influence was most significant.

Abstract This article assesses the implementation of Presidential Regulation No. 125 of 2016 concerning the Treatment of Refugees and how it relates to different kinds of bureaucratic labelling of refugees as it unfolds in Indonesia’s region of Kupang. From a politico-historical perspective, Kupang is a useful case-study for elucidating the policy implications of the labelling of refugees, as the region has been hosting different kinds of refugees due to its strategic geographical location that borders Australia and Timor-Leste. Drawing on my fieldwork in Kupang between October 2012 and October 2013, and my intermittent return to the region between January 2017 and February 2019, this article argues that labels for refugees evolve over time in response to the larger sociopolitical situation, but they are formed mostly to serve the interest of the host country rather than those of displaced people. Furthermore, while labelling displaced people as “refugees” has been effective in justifying funding and support, it can also lead to a manipulation of refugee status, and the marginalization and exclusion of refugees.

The disparity between construction targets and the real needs of farmers in the construction of rural facilities is a problem that has led to a failure in meeting farmers’ demands. This paper investigates farmers’ satisfaction and the influencing factors of rural facilities through factor analysis and logit regression model. This research led to three key findings: (1) overall satisfaction of farmers of rural facilities is below average level; (2) farmers’ satisfaction is affected mainly by the horizontal comparison, road facilities, electricity and signal facilities, reconstruction of public toilets, irrigation facilities, cultural and recreational facilities, renovation of fuel and kitchen, healthy facilities, village planning and renovation, and income factor; (3) farmers’ needs are shifting from production to life type. This paper is the foundation of further analysis of the effects of significant factors on farmers’ satisfaction, providing a theoretical basis for the construction of “bottom-up” and “top-down” decision-making mechanism.

This research explored in depth the evolution of performance measurement systems in the context of new public management initiatives in Australian public sector. A governmental department in the Australian Capital Territory was selected for the purpose of the exploration. The qualitative research approach was adopted and data was collected following case study tradition. The main data sources were archival official documents and interviews. In addition, the researchers used direct observation to supplement and corroborate the archival documents and interview data. The empirical evidence presented in this research supports the fact that the selected Australian government department has implemented performance measurement systems in the line of new public management to illustrate the department’s commitment to efficiency and accountability. The research undertaken was in-depth, using a case study and though generalization is not possible from this single case study, the findings may be expected to add knowledge to existing literature and provide some important lessons for other public sector entities of the developing countries who are interested in adopting performance measurement systems as their control devices. The rapid development of high-speed rail (HSR) and station areas has shortened the spatial and temporal distances among cities, improved the accessibility of cities, and affected the spatial agglomeration and diffusion of populations and of social and economic activities. This has led to spatial reconfiguration of production factors within cities, which has the potential to drive the reconstruction of urban spatial structures. Based on POI and land-use data, this paper defines the spatial scope of the HSR station area and explores the characteristics and influencing factors of its spatial structure from the perspective of industry. The study area i is set at 2000 m. Since the opening of the HSR, the industrial distribution has exhibited a significant circular, multi-core, and axial belt spatial structure. The spatial structure of each sub-industry is different. On the whole, internal and external transport and agglomeration economies have significant impacts on the industrial spatial distribution, and land rent has gradually decreased in importance with the development of HSR station areas. The intensity of the effects of different factors varies among different industries. The mechanisms by which the spatial structure of the station area is formed are discussed and include location accessibility, micro-market factors, node station attributes, the availability of a sufficient amount of undeveloped land, the characteristics and needs of HSR passengers, and policies and systems.

Recently the planning of green infrastructure (GI) has become a general practice around metropolis (Paris, München, Budapest, etc). A complex methodology is required that goes beyond the scope of traditional green surface systems. However, there are various policy implications in the EU, the smaller towns are lagging to apply them. The paper presents a potential evaluation method through the case study of Keszthely, HU. As Keszthely at Balaton Riviera, is a popular touristic target of CEE, the environmental planning is an essential part of sustainable development. After a literature analyses of assessment methods of GI and ecosystem services, the aspects of GI have been valued on grade scales, based on field surveys and indicators. The current status of the GI was surveyed which is a base for further development and monitoring activities. The paper introduces the methodology, which contributes to preservation of ecosystems.
