The rating positions of most Ukrainian higher educational establishments in the global international environment have not received any positive changes over a long period of time. Progressive regulatory changes are necessary to stimulate internal university reforms within the context of European integration. The purpose of the present work is to develop organizational-methodological measures in order to increase the efficiency of scientific-pedagogical activity in higher educational establishments of Ukraine. The following methods were used for the research: Monographic, historical, comparative, generalization, formal-logical, analysis and synthesis, categorical approach, observation, interviewing, graphic, benchmarking and forecasting. The concept and methodology of managing efficiency in the post-Soviet transformation of higher education has been grounded. The mechanism of utilizing re-engineering and motivational management in the process of implementing European integration objectives for university education in Ukraine has been suggested. The system of normative indices has been formed to stimulate the effectiveness of the scientific-pedagogical activities of universities, with the complex focus on the marketing of educational services, innovations and quality. The authors’ mechanism of the accumulating system to stimulate scientific-creative activity of workers has been developed and put into practice. Procedures for scoring theproductivity level of scientific staff in universities have been described based on grading.

One of the world's leading social trends in development of higher education of the twenty-first century is progression of relationships between universities and business. The main purpose of this paper is to compare the models of integration between universities and business, considering the triple model of social partnership, the model with the dominant role of the state, and the model of mixed representation, typical for the Central European countries. The methodological framework of this research includes methods of statistical and comparative analysis and synthesis. From the results of this research, European higher education has developed and effectively operates the developed models of interaction between institutions of higher education and business. The obtained results allow us to evaluate the possibilities of applying positive foreign experience in Russian reality.  Keywords: university, education, government, business, research, integration of education and business, models of interaction between universities and business.

The article explores the processes of diversification of higher educational institutions in the context of the sustainable society, which poses specific requirements to the quality of training of new generations of professionals for economy, social sphere and culture. The authors believe that the co-evolution of higher education and the society of sustainable development may evolve along the line of horizontal diversification of higher educational institutions. In the framework of this type of diversification, many industry-specific institutions of higher education (academies, institutes, technological universities) launch educational programs beyond their specialized status and implement ICT education across all curricula. The authors emphasize that for higher education to be sustainable, besides being continuous, it needs to move in the direction of fundamentalization, universality, flexibility, informatization and increasing the role of the humanities. To be sustainable, higher education has to be innovative, based on a harmonious unity of teaching, research and industry-based training. Today, university curricula should be flexible and show a good balance between fundamental and applied disciplines, on the one hand, and so-called general disciplines, the humanities, social sciences and specialist, profession-specific disciplines on the other. The humanities must be granted a proper place in the content of university education, if we want universities to shape high cultural and moral values in their graduates.

In order to maximize the benefits of the national economy's macro-distribution and redistribution of educational resources, it is necessary to solve the problem of the optimal and reasonable allocation in the education system. Whether it takes the form of urban and rural education regional community, compulsory education school district system, teacher community, and so on, it must be based on the distribution of high-quality resources. Educational resources are limited, and new resources cannot be wasted due to reintegration. Therefore, the government must implement macro-control, seriously conduct investigations and feasibility studies, and adopt relatively reasonable allocations to achieve a relatively balanced target for limited educational resources. The balance of educational resources is not only the core of China's higher education development, but also the key to the good development of each university in China. This article analyzes and studies the balance of higher educational resources in China from the perspective of supply side, from the extension of supply side reform in higher education, the analysis of the balance of higher educational resources, and the optimization of balance of higher education resources. Making in-depth research, this paper points out the problems in the balance reform of higher education resources in China from the supply side, and reasonably put forward the relevant approaches of equity in Education.

The term Assessment and Verification is an integral part of the student achievement and considered as a fundamental function of higher education. Assessment and verification confirm and assures the academic integrity and standard which has a vital impact on student behaviour, colleagues’ involvements, the university reputation and finally the student’s future lives. The research aimed to explore various academic and industry-based literatures to analyse the importance of assessment and verification and to identify areas to ensure reliability in assessment by testing skills and knowledge. The research used experimental research methods (primarily reflection) using literary forms to analyse the theory with the reinforcement of the practice from the university experiences. It also has collected data using semi-structured interview from mutually agreed department colleagues from five different higher educational institutes consists of three universities and two alternative providers based in London, United Kingdom. The result showed that assessment in higher educational institutes have not kept pace with the changes and no longer justify the outcomes we expect from a university education in relation to wide-ranging knowledge, skills, and employability.  The research findings enable the educators to help create and implement an inclusive teaching and learning environment to improve the learner’s expectation and academic performance.

The purpose of this article is to analyse the digital economy in higher educational institutions of the EU, the USA and the Russian Federation. The study examines topical issues and directions of higher education transformation, in the context of creating a digital learning environment. A learning process model is designed for a higher educational institution. The model will help to obtain competencies that meet the requirements of a digital economy. There is a need to adapt the education system to changes in the labour market. The activities of educational institutions and public authorities should be coordinated to prepare the optimal number of specialists that will be in demand. Corporate and university education should be integrated. Higher educational institutions should focus on increasing digital and business literacy in students, continuous digital training and retraining of teachers. The research developments are universal in nature and might be applied both as part of managing IT-learning processes of individual educational institutions and in national (regional) practices.

The purpose of the research is to analyze the use of the Internet resources in distance learning of future professionals in hotel and restaurant industry in higher educational establishments. Research objectives are the following: to analyze the state of development of using Internet resources problem (IP) in distance learning in higher education establishments, to systematize professionally oriented IP in distance learning of future specialists in hotel and restaurant industry. Methods. To clarify the concepts of “Internet resources”, “professionally oriented Internet resources” general scientific methodological approaches (system, competence) and abstract-logical methods, methods of analysis and synthesis were used. Results. We interpret the Internet resources as a set of integrated software and hardware means, as well as information intended for publication on the World Wide Web, intext, graphics and multimedia forms. Information-factual and methodological basis of the research were domestic and foreign scientists’ publications, IP, results of author’s own research. In the course of the research, theoretical laboration of the problem of using Internet resources in the educational process of higher education establishments is analyzed, the chart of Internet resources classification in distance learning is compiled. Professionally oriented IP s in distance learning of future specialists in hotel and restaurant industry are reviewed. Distance learning of these specialists is defined as a purpose fulprocess of interaction between a teacher (tutor) and a student, carried out at a distance, using computer technology, the content of which is to form professional knowledge, skills, abilities of future hotel and restaurant professionals. Conclusions. Priority formal IP tools (an electronic textbook, a reference book, computer models, simulators and constructors, an electronic board, computer training programs, computer test systems) and informal (educational serials, movies, blogs) were studied.Key words:professionally-oriented Internet resources, priority formal and informal means, distance learning.

The aim is to develop a concept for implementing a systematic approach to the practice of forming and developing digital skills in higher education institutions. In this research, the methods of analysis and synthesis have been applied to integrate various approaches to the formation of digital skills into university education. Research results. Within the framework of a systematic approach to the formation and development of digital skills, consistent linking of the following approaches is suggested: standard-oriented, expert-oriented, student-oriented, problem-oriented. Integration of these approaches will ensure synergy in a changing technological environment. The main principles of a systematic approach are defined as processability, flexibility, and adaptability, problem orientation, timeliness, creativity. The scientific value of the research lies in the integration of various approaches that are practically used in university education to develop the concept of digital skills management.

Introduction: In today’s conditions, the aggravation of health and demographic problems in Ukraine arose the urgent need for physical rehabilitation and restoration of the health of our citizens by means of a non-medical nature. Under such conditions, specialists in physical therapy and ergotherapy become subjects of medical, social and psychological assistance, associates of the improvement of physical qualities, psycho-emotional stability and adaptation reserves. The aim of the study is to develop and substantiate the medical aspects of training a specialist in physical therapy and ergotherapy in the system of higher education in Ukraine. Materials and methods: To achieve the goal, a set of research methods, in particular theoretical ones, is used: historical-comparative and logical, terminological, quantitativequalitative (bibliometry), generalization, abstraction, analysis and synthesis, modeling, studying documents; empirical: observation, survey, analysis of products of activity, complex pre-nasol diagnostics. Conclusions: The theoretical synthesis of domestic and foreign experience is carried out and the author’s approach to solving an important and actual scientific problem of forming the medical competence of future specialists in physiotherapy and ergotherapy is proposed. An analysis of the international experience of training physical rehabilitation specialists has made it possible to identify the most promising American and European models that have a number of significant differences in the principles of organization and financing of pedagogical processes, professional etiquette and self-discipline of specialists.

In recent years, providing higher education in the form of work-based learning has become more important in the higher education (HE) policy and practice almost in all EU countries. Work-based learning (WBL) in HE should support the development of competences of self-guided learners and adjust the university education better to the needs of the workplace. The study is based on two pilot projects of WBL in HE in Estonia: Tourism and Restaurant Management professional HE programme and the master’s programme in Business Information Technology. The model of integrative pedagogy, based on the social-constructivist learning theory, is taken as a theoretical foundation for the study. A qualitative study based on semi-structured interviews with the target groups. The data analysis used a horizontal analysis to find cross-cutting themes and identify patterns of actions and connections. It appears, that the challenge for HE is to create better cooperation among stakeholders; the challenge for workplaces is connected with better involvement of students; the challenge for students is to take more initiative and responsibility in communication with workplaces.
