The ongoing diffusion of Internet of Things (IoT) technologies is opening new possibilities, and one of the most remarkable applications is associated with the smart city paradigm, which is continuously evolving. In general, it can be defined as the integration of IoT and Information Communication Technologies (ICT) into city management, with the aim of addressing the exponential growth of urbanization and population, thus significantly increasing people’s quality of life. The smart city paradigm is also strictly connected to sustainability aspects, taking into account, for example, the reduction of environmental impact of urban activities, the optimized management of energy resources, and the design of innovative services and solution for citizens. Abiding by this new paradigm, several cities started a process of strong innovation in different fields (such as mobility and transportation, industry, health, tourism, and education), thanks to significant investments provided by stakeholders and the European Commission (EC). In this paper, we analyze key aspects of an IoT infrastructure for smart cities, outlining the innovations implemented in the city of Parma (Emilia Romagna region, Italy) as a successful example. Special attention is dedicated to the theme of smart urban mobility.

Smart Cities have grown in prominence due to advancement in ICT and the new paradigm of sustainable city management and development. Whilst many authors have proposed guidelines and framework for Smart City implementation, less attention has been given to the assessment of Smart City performance. The mainstream Smart City assessment framework generally entails the quantitative assessment of factors, elements and initiatives categorised under the Smart City dimensions. However, this approach is problematic and impractical because it requires a large amount of different baseline data that is often at times unavailable due to various reasons. This paper describes an alternative framework for smart city assessment, one that is based on the modification of Giffmger’s to make it amenable to leaner data. The proposed assessment framework was adopted to assess the smart city performances of Seoul, Singapore, and Iskandar Malaysia which were then compared. With the use of the framework for the performance assessment, the city that has performed better than the others is able to be identified.

Integrating information communication technologies (ICTs) and marketing in strategic management of city government is critical to achieving stakeholder satisfaction and economic development. As a result of the rapid growth in computer networks and access to online services, the use of ICTs, for example, Internet and Intranet, as a communication and marketing platform can provide a city with a global advantage. City marketing focuses on promoting the attributes of a location to prospective stakeholders so that these individuals, businesses, and investors are attracted to visit, locate, or invest in the city. A causal model is presented where ICT is used to not only to deliver services to internal stakeholders, but also to market a city to external stakeholders. To be successful, managers need to be skilled in current technologies and marketing practices. Case study applications are discussed as well as the questions to address in future research to most effectively integrate ICTs and marketing in city management.

Historical and ongoing pedestrian anxiety about night crimes in alleyways is an important issue in our society. Therefore, recommended illuminance levels in pedestrian alleys have been established and security lighting meeting such illuminance levels has been installed to ensure proper brightness. However, pedestrians may still feel that such areas are too dark and want to ensure their safety through sufficient brightness, especially late at night. In this study, a smart security lighting system, which was namely the Connected Security Lighting System (CSLS), has been designed to reduce the pedestrians’ fear of crime in smart cities. The CSLS increases the brightness of security lighting by turning on additional lights to relax pedestrians’ psychological fear of crime because of the increased sense of surveillance. Such a change may also deter potential offenders. The CSLS employs various sensors and information communication technologies that are widely used in interior and outdoor smart lighting applications. It also uses a beacon device and smartphone application to effectively detect pedestrians while infrared sensors in the CSLS are activated to detect any pedestrians approaching from the opposite direction after the beacon device is initiated. The method for controlling the CSLS is described and a prototype system is presented to demonstrate the feasibility of this security lighting system in smart cities.

The massive deployment of the internet of things is allowing Smart city projects and initiatives all over the world. The IoT is a modular approach to merge various sensors with all ICT solutions. With over 50 billion objects will be connected and deployed in smart cities operation is the IoT communications. IoT is designed to support the Smart city concept, which aims at utilizing the most advanced communication technologies to promote services administration of the city and the citizens. Blynk android app is used to display the sensor readings.

This paper discusses the potential of current advancements in Information Communication Technologies (ICT) for cultural heritage preservation, valorization and management within contemporary cities. The paper highlights the potential of virtual environments to assess the impacts of heritage policies on urban development. It does so by discussing the implications of virtual globes and crowdsourcing to support the participatory valuation and management of cultural heritage assets. To this purpose, a review of available valuation techniques is here presented together with a discussion on how these techniques might be coupled with ICT tools to promote inclusive governance.

The article is devoted to the problem of educational communications development as a sphere of implementation of modern information-communication technologies in the higher education system. The purpose of the article is to present the structure and functions of educational communications aimed at the development of personal potential and self-realization of students. Methodology. The study is based on the methodology of personal and communicative-informational approaches in education, psychological-pedagogical provisions on the structure of communication, the leading role of learning activity, didactic principles of building an educational-informational environment. In theoretical terms, the study is based on the idea of the indirect implementation of ICT in education through the development of educational communications. The developing structure of educational communications, including didactic, informational-gnostic, interactive, psychological, attractive-motivational, value-semantic components, is presented. The possibilities of developing personal potential in educational communications are considered. The author’s developmental model of ICT functions is presented, which includes clusters of actual and latent functions aimed at the formation of information-educational space for the development of students’ personal potential. In conclusion, a inference was made about the prospects of the indirect introduction of modern ICT as tools for the development and functioning of various educational communications. At the same time, it is essential that these communications perform psychological and pedagogical tasks and functions.
