The Smart City Scheme, as part of the Smart Mauritius initiative, adopted by the Government of Mauritius in 2014, heavily incentivised the emergence of new smart cities in greenfields. The resulting migration of business and residents from existing cities to new cities affected the liveability standard of existing cities and encouraged property speculation. This shift reduced home pricing affordability further from the grasp of young professionals. With the Mauritian Landlord and Tenant Act of 1999 discouraging investment in Mauritian city centres, property developers were additionally encouraged to invest in housing projects in these emerging Smart Cities. As part of the Smart Urban Regeneration strategy of Port Louis that sought to reduce competition between new and existing cities, the provision of housing was seen as paramount to enabling the Smart Cities concept as promoted by the Government. The findings of this paper, which explores the urban footprint of Port Louis through field survey, provides insights, as to the components of the city, that can assist policy-makers and developers to better shape projects that are more responsive to the Smart Urban Regeneration plan.

Cities are trying to adapt to the rapidly changing global trends by regenerating themselves. Approaches and practices of this regeneration are different in several countries. In big Turkish cities, particularly in the past decade, urban regeneration practices, processes and consequences have sparked several debates. The ?new? gained or converted spaces in the city are also significant in terms of their impacts on urban identity. In this context, this study aims to identify the impacts of urban regeneration, which occurred in historical city centres, on urban identity in the case of Turkey. The study determines general framework of urban regeneration and then defines a conceptual framework of urban identity. It focuses on urban regeneration projects in the case of Turkey. Then, the topic is explored through two case studies which are selected from Turkey, Istanbul and Bursa. The findings of the study indicate that there are several problematic aspects of urban regeneration. The findings also show that urban identity was ignored in urban regeneration projects, which caused significant breaks in the context of physical, cultural, historical and semantic continuity.

The main purpose of this chapter is to present how a smart city is governed, managed, and operated. It describes smart city governance and identifies the special relation the government of the city would have with the citizens as well as communities. In addition, governance considerations related to operations are described, including critical city government challenges. The second important topic in this chapter is the City-Citizens Relations highlighting urban growth, needed investments, and role of smart technologies in the city development. In addition, other issues include strategic goals of smart cities, strategic framework for city governments, and financing smart city projects.

Port Louis, the capital city of Mauritius, has been the preferred city for hosting the judicial, political and business activities of the country for the past two centuries. However, new policies have created nine new smart cities in greenfield locations within 10 km from Port Louis, so the capital city is facing economic decline as it is losing businesses, as well as administrative functions. This loss equates to an erosion in municipal revenue along with a reduced interest in contributing to the development of the city; all of which takes a toll on its urban economic landscape, as well as on the broader Mauritian economy. This paper builds from the findings of a focus group study to propose a smart urban regeneration model for the City of Port Louis, which could enable the old city to be restored and regenerated rather than redeveloped in modernist architecture, as has happened in the new smart cities model. A smart urban regeneration model is proposed backed by the pillars of smart infrastructure, culture, metabolism and governance. The proposed model is applied to the context of Port Louis to generate an urban regeneration scheme. The potential benefits in terms of financial outcomes, investment attraction and job creation are explored through a combined application of econometric forecasting models. The results support positive figures of both investment and job creation, and the findings of this study aim at informing and providing the governing bodies of Port Louis with a tangible solution for revamping the centuries-old capital city, as well as demonstrating to the world that smart cities can mean sensitive urban regeneration.

Smart technologies are advancing, and smart cities can be made smarter by increasing the connectivity and interactions of humans, the environment, and smart devices. This paper discusses selective technologies that can potentially contribute to developing an intelligent environment and smarter cities. While the connectivity and efficiency of smart cities is important, the analysis of the impact of construction development and large projects in the city is crucial to decision and policy makers, before the project is approved. This raises the question of assessing the impact of a new infrastructure project on the community prior to its commencement—what type of technologies can potentially be used for creating a virtual representation of the city? How can a smart city be improved by utilizing these technologies? There are a wide range of technologies and applications available but understanding their function, interoperability, and compatibility with the community requires more discussion around system designs and architecture. These questions can be the basis of developing an agenda for further investigations. In particular, the need for advanced tools such as mobile scanners, Geospatial Artificial Intelligence, Unmanned Aerial Vehicles, Geospatial Augmented Reality apps, Light Detection, and Ranging in smart cities is discussed. In line with smart city technology development, this Special Issue includes eight accepted articles covering trending topics, which are briefly reviewed.

For the past decades, environment and its relevant issues are becoming the greatest concern of most countries. Public opinion becomes the interest of most policy makers and sociologist reformist. Improved understanding of public perceptions about global warming and other environmental issues can contribute to informing scientific and policy discussions. The aim of this study is to assess the (1) the extent of concern on the major environmental issues of the city (2) the preference between environmental protection and energy production, and (3) to compare the extent of concern of the public according to their respective district.  A total of 1151 respondents, ages 18 and above was derived using the systematic sampling at 95% confidence interval, and proportionate sampling distribution to ensure representativeness with the population of the city. The results suggest that Dabawenyos are greatly worried about global warming (92%), deforestation and urban flooding (88%), and energy crisis are considered as the most alarming environmental problem in the city. Moreover, they are more favorable to environmentally-friendly solutions in addressing the city’s energy problem, and the government should put greater emphasis on the development of renewable energy (96%). The degree of concerns and emphasis on environmental protection of the community can be directly equated to the traumatic environmental phenomena that had happened in the city.   Keywords: Ecology and Conservation, environmental issues, renewable energy, poll survey, Philippines

Mauritius, a small island developing state (SIDS), has an approved government-issued smart city framework geared at facilitating the development of smart cities through an application of Internet of things. In an attempt to move away from privately-operated urban developments in the form of newly built smart cities, an alternate framework has been proposed by Allam and Newman to redefine this timely concept for existing cities with the main dimensions being metabolism, culture, and governance. This new framework focuses on liveability and sustainability that builds on the cultural and historical dimensions of existing cities. This study adds to the redefined smart city paradigm by proposing a new pillar in the form of smart tourism for the city of Port Louis, Mauritius. This paper reviews models of smart tourism and explores how this can be grafted to the Allam and Newman’s smart city model. The findings of this study seek to inform policy makers on alternate and the more relevant economic potential of smart tourism for the city of Port Louis.

The intrigues of global capital are certain to drive out thousands of atrociously marginalized Dalit and Muslim hand-rickshaw-pullers from their livelihood in Kolkata (previously Calcutta) on the ground that not only are hand-rickshaws outdated, but their plying on the city-roads is an indication of retrogression as well as antithetical to development while global capital needs fast-paced smart-cities, supportive to unhindered capitalist development. In line with such exclusionary course of action, the State intends to rule out their continuance which would evict those marginal people from their livelihood. But this is utterly in contrast with the policy of inclusive growth. The plan is likely to play havoc with their livelihood since most of the pullers, belonging to the Hindi-and Urdu-speaking Dalit and Muslim groups are unskilled and old-aged. How would they survive when the government imposes overall ban on the hand-rickshaws, only to be replaced by motorized vehicles. Amidst the controversies, the vulnerable rickshaw-pullers meekly raise their voice of protest. But their voice fails to reach the portals of power.

For thousands of years, cities have evolved with changing needs. Cities are like living organisms, which are exposed to transformations as a result of changing needs and requirements. City centres are one of the attractive, essential, and vital parts of the city that are also affected by these changes. Specifically, historic city centres, which refer to the origins of the city, will be discussed within this context. Urban design aims to shape our cities with better quality and provide better places for everyday life. In addition, urban regeneration can be utilized as generic public policy for solving problems and providing physical improvements for these cities. Although the problems that emerge in each city are similar, sometimes they change circumstantially. As a result, the planning, implementation, and management of urban regeneration projects as well as their sustainability can produce serious complications. This article focuses on the process of urban regeneration, historic city centres, and the Mediterranean region and aims to develop an applicable regeneration framework for historic city centres limited to the Mediterranean region. First, the main problems of these cities are described. Next, characteristics of historic city centres and associated problems of the Mediterranean region are explained. Subsequently, the concept of urban regeneration is clarified, and the processes involved are discussed. Finally, an applicable urban regeneration framework for historic Mediterranean city centres, developed by the authors, is explained with the goal to reduce social segregation while incorporating the contributions of views from both local inhabitants and stakeholders in the process. The methodology of the overall research presented in this article is mainly based on a critical review of primary and secondary documents from the literature through a comparative and exploratory approach.

The work is focused on the integration of space syntax analysis (SSA) in a process of participatory planning focused on a neighbourhood scale where the challenge of promoting pedestrian-friendly regeneration process is a bottom-up priority. The promotion of active mobility is one of the main themes of the urban regeneration project CAST operating on the western part of the city of Potenza (capital of the Basilicata region, Italy). Both the state of the art of the case study area and the potential effects of the intervention proposed on the basis of the participatory process have been assessed by SSA as a walkability assessment method. By measuring a street network’s syntactic parameters, it was possible to further enrich the cognitive framework relating to the current situation and to simultaneously evaluate the effects (in terms of potential movement and social usage) deriving from design interventions. The paper presents a methodology to evaluate the urban pedestrian environment and to provide an insight for walking-related intervention and improvements in neighbourhood-scale planning, according to a participatory approach. The research, based on specific local characteristics, represents a transferable approach to supporting and informing policy-makers and designers engaged in inclusive and participative urban regeneration projects.
