The imperfection of theoretical and methodological approaches to regulate the jump process transition when combining differentiated energy resources is a pressing issue. The goal of this paper is to develop a theory and a method to regulate the integration-balancing processes of combining diversified resources. The concept of combining integration and balancing models has been substantiated by methods of transforming multidimensional space and approximating generalized functions that represent jump-like processes. Theoretical and operational-regulatory models of economic sustainability have been developed, substantiating new concepts, patterns, properties, dependencies and indicators of the dynamics of the processes of combination; the optimality conditions for the number of approximations of generalized functions, interpreting the effects of control functions of combining resources, are thus determined. New methods for solving problems have been developed: the organization of the energy technology complex of facilities for enhanced resource diversification and the Sustainable Development Center, improving the quality of managing dynamic processes in terms of combining and diversifying resources. Emphasis is placed on four elements: theoretical and methodological approaches to regulate the jump process transition when combining differentiated energy resources is a pressing issue; the goal of this paper is to develop a theory and a method to regulate the integration-balancing processes of combining diversified resources; the concept of combining integration and balancing models has been substantiated by methods of transforming multidimensional space and approximating generalized functions that represent jump-like processes.

The purpose of the study was to assess the efficiency and accessibility of microcredits for small Ukrainian enterprises and to justify the feasibility of strengthening government contributions in lending to ensure the sustainable development of small businesses. Indicators for evaluating the efficiency and accessibility of microcredits are systematized. Methodological approaches to assessing the efficiency of lending for the creation and development of microenterprises have been improved. A model for evaluating the efficiency of microcredits aimed at the survival of microenterprises in a deteriorating environment was developed. It has been revealed that the level of efficiency of microcredit creation for firms in some time intervals depends quadratically on the share of microcredits in the total amount of funds directed to the creation of firms. A linear relationship between the relative amount of credit received and the growth rate of firms’ assets has also been established. However, there is no significant impact of the microcredit’s amount on labor productivity. A method has been developed for evaluating the budgetary efficiency of microcredits when such a lending is carried out using funds from state or local budgets. It was found that improving these lending conditions through budget financing can significantly increase its attractiveness for microenterprises without significantly reducing the budgetary efficiency of microcredits. This article substantiates the need to strengthen state support for microcrediting of small Ukrainian enterprises in the context of the COVID-19 pandemic.

The development of the volunteer movement is one of the important tasks of the state policy of modern Russia. Today, many universities create on their basis volunteer centers (EC), which are one of the best mechanisms for attracting young people to solving urgent problems of the development of society, an additional pedagogical and personal-developing resource. This article presents the results of the implementation by Sochi State University (SSU), which is a pillar higher education institution of the Krasnodar Territory, the strategic project “Resource Center for Event Volunteering”, aimed at ensuring the sustainable development of volunteering in the region and the Russian Federation as a whole. Volunteering is viewed as an institution of civil society and the basis for implementing long-term socio-cultural projects. The article describes the experience of the SSU in the development of volunteerism in the region, the improvement of its resource provision, the establishment of cooperation in solving these problems with the authorities, administration and the management of volunteer organizations of pillar universities and the region. A flexible universal model of training volunteers and organizers of the volunteer movement, organizational and managerial conditions and scientific and methodological approaches to the organization of student volunteering are presented. The results of their implementation in the region are described. The authors substantiate the expediency of the creation of volunteering resource centers in the regions, providing educational organizations with a range of information, advisory and methodological services in the field of volunteering.

The urban environment is a networked metabolic organism. The urban environment includes networks that feed it with energy, resources, people, goods and information. The urban environment carries out a permanent transformation of matter, energy and produces waste, which together change the urban environment. We have proposed to use an indicator for assessing the efficiency of the metabolism of the urban environment, which allows to take into account the relationship between the urban structure, energy consumption, emissions of pollutants and the intensity of consumption of natural resources. We use this indicator as a tool for forecasting sustainable urban development. Using the example of Poltava city, we have shown that the indicator for assessing the metabolic efficiency of the urban environment can be used as one of the decision-making tools for the sustainable development of Ukrainian cities. The improvement of existing and development of new indicators is an important task towards the implementation of the concept of sustainable development, which is a logical continuation of the teachings of V. I. Vernadsky on the noosphere.

One of the main goals for sustainable development of a country is providing sustainable energy resources, which means satisfying the current needs for energy without compromising the future generations. Moreover, sustainable energy resources primarily involve greater inclusion of renewable energy sources. The biomass is the most widely used renewable energy source, mainly because of its relatively low price and its availability. However, in order for the biomass to stay a renewable energy source, it must be used rationally and with a plan, which primarily requires a detailed analysis of the current situation and resources. Therefore, the aim of this paper is to calculate the optimal utilization of biomass in energy purposes, taking into account the sustainable development of a country. As an example, in this paper Macedonia is considered. A detailed analysis of the data sources related to biomass is made and several different indicators that describe the current situation in Macedonia are presented. Furthermore, several scenarios are defined in this paper in order to calculate the optimal share of biomass in the overall energy mix in Macedonia for the next 20 years, using the MARKAL model.
