Political corruption is a universal phenomenon. Even though it is a cross-country reality, its level of intensity and the manner of its effect vary worldwide. In Spain, the demonstrated political corruption cases that have been echoed by the media in recent years for their economic, judicial and social significance are merely the tip of the iceberg as regards a problem hidden by many interested parties, plus the shortage of the means to fight against it. This study models and quantifies the population at risk of committing political corruption in Spain by identifying and quantifying the drivers that explain political corruption. Having quantified the problem, the model allows changes to be made in parameters, as well as fiscal, economic and legal measures being simulated, to quantify and better understand their impact on Spanish citizenship. Our results suggest increasing women’s leadership positions to mitigate this problem, plus changes in the political Parties’ Law in Spain and increasing the judiciary system’s budget.

As the restructuration of municipalities (local power) could bring along new local political alliances, one would have thought about the possibility of a relevant modification of the political map of Wallonie (French speaking region of Belgium) after the «elections communales» of October 10th, 1976.Some experts had even conceived that the reorganization of the local authority was a manoeuvre of the central government, made in order to neutralize a region in which the «Parti Socialiste Belge» had the majority (voices 36.8 % and 35.5 % of the deputies and senators mandates) . Others thought that the national political strategy would prevail.On the contrary, the results of the election have proved, that the «Parti Socialiste Belge» has kept its predominance in Wallonie (175 lists PSB in the 262 municipalities, 87 lists «en cartel» ; 58 got the majority of the votes and participation in the coalitions in more than half of the municipalities).  The other political parties (PSC, PLP, etc.) have kept their position.The national strategy didn't appear neither in the program, nor in the constitution of the voting lists ( 445 lists for the national parties, 541 local lists).The national political «variables» (alternatives)(government versus opposition; Brussel v. the regions; center v. pheriphery ; community v. community), haven't brought modifications to the local objectives for which the main reason remains either to keep the power or to make its conquest.

The economic crisis of 2008–2009 highlighted new problems in the development of the German social market economy model and brought to the forefront the factors of its resilience that have ensured Germany’s leadership positions in the EU. Changes in economic policy have affected in the first place the energy and the financial sectors. Shifts in the political landscape have led to the appearance of new political parties. These changes have affected the results of the 2013 elections, the liberal democrats failure to enter the Bundestag has made the winner – CDU – seek new coalition partners.

Resumen Lo que algunos ya llaman una cultura política del escándalo (Barkin, 1999; Thompson, 2001; Castells, 2009) ha supuesto el reconocimiento del poder de los medios en la construcción simbólica del escándalo, a partir del énfasis en ciertos marcos interpretativos con los que se narran las conductas que condicionan la percepción pública de los escándalos políticos. Este trabajo se centra en la representación simbólica de los escándalos de corrupción política. El análisis de la cobertura periodística sobre un caso de gran actualidad en Murcia, el ‘caso Umbra’, demuestra que, además de por el relato político-técnico, legal y moral, los escándalos de corrupción política pueden ser también enmarcados desde el enfoque reputacional, es decir, a partir de preocupación por el deterioro de la imagen que la proliferación de escándalos de corrupción política ofrece sobre un territorio concreto y  sus instituciones.Palabras clave Escándalo político, corrupción política, framing, cultura política, poder político.AbstractWe live in, as some scholars called, a scandal political culture (Barkin, 1999; Thompson, 2001; Castells, 2009) that has supposed the recognition of the media power in the symbolic construction of scandals, where the emphasis in certain interpretive frames with which behaviours are narrated determine public perceptions of the political scandals. This article focuses on the symbolic representation of political corruption scandals. The analysis of the media coverage on this great current importance case in Murcia, called the ‘Umbra’ case, demonstrates that, besides the political- technical, legal and moral, the political corruption, scandals can be framed also from the reputation approach, that is to say, from the worried deterioration on the public image that political corruption scandals proliferation supposes on a concrete territory and his institutions.Keywords Political scandal, political corruption, framing, political culture, political power.

Ideology is transmitted to citizens through multiple pathways, each of which provide heuristic cues to ordinary voters. Citizens form their political views through the efforts of political parties and the political elite; their socialization, especially the kind of education they receive; the media; and through their activities in the social organization including religious associations. In India, those who are more religiously active, get their news from local and vernacular media, and do not speak English language are less likely to support either an active role for the state in transforming social norms or making special provision for some groups. Indians who are members of civil society, consume English-language media, and speak English are more likely to favor statism and recognition.

This article examines general patterns of the politics of media reform in Hungary, Slovakia, the Czech Republic, and Taiwan, all societies transitioning to democracy. Although the media are becoming more free and independent in each, there remain significant political constraints on journalism in all four countries. Using arguments from organizational analysis, the author contends that the persistence of institutional connection between the media and the government, state, and political parties has left the media in a politically dependent position. This dependence is manipulated by politicians across the political spectrum in an effort to sustain electoral success and political authority. The prevalence of this pattern in Taiwan indicates that the so-called Leninist legacy is not always the primary inhibitor of greater liberalization. The difficulties in all four countries indicate, the author contends, that rebuilding old institutions differs from creating brand new democratic ones.

At this time the image of political parties in Indonesia deteriorated because of various problems afflict their cadres in the Parliament and the executive. In order to increase the public's trust, many political parties begin to perform activities of political communication. This research is aimed to discuss and analyze the political communication held by political parties in the election of 2014. In order to analyze the political communication process conducted by the political parties, researchers using the theory of political communication with the indicator: sources (political communicator), political messages, media or political channels, influence or effect of political communication. The method used is qualitative, with primary data sources such as interviews and observations, as well as secondary data such as photo documentation and source literature obtained from other sources. From the research that has been made known that the political parties use the sources of political communication in the form of print media, electronic, outdoor media, and public communication channel group. Associated with the delivery of a political message, that the political parties use multiple channel messages, both textual and non-verbal, where all of the message channel associated with the media or political channels that are used by political parties, namely the print and electronic media. The results of this study also showed that the influence of political communication has been done by the political parties through the mass media are not always able to influence the attitudes or perceptions of society, because it needs to be seen also from the other side that is the perspective and needs of the community. From the results can be concluded that political communication conducted by political parties through a variety of media is no longer always have a dominant effect because audiences are active and independent.

Political parallelism refers to a pattern or relationship where the structure of the political parties is somewhat reflected by the media organizations. A concept introduced by Seymour-Ure and Blumler and Gurevitch in the 1970s, political parallelism became widespread after Hallin and Mancini made it one of the four basic analytical categories of their masterpiece Comparing Media Systems, three decades later. Since then, political parallelism has been often taken as a category with a potentially universal applicability. There are some reasons for cautiousness in this respect, however, as the premise that the political parties are the core organizers of the dynamics of politics makes sense in circumstances existing in Western Europe, especially from the 1950s until very recently, but not at every moment or even everywhere. Otherwise, it is possible to think about political parallelism as one specific pattern of media/politics relations among several others either already existing or possible. The fact that this model in particular receives so much attention does not result necessarily from its intrinsic value, but it may be related to asymmetries existing in the international landscape of the academic research in journalism and political communication, which privileges Western-based standpoints over others. Arguably, taking political parallelism from a broader outlook, considering both Western and non-Western views may provide a richer perspective about it.


Significance Opposition victories, especially those that remove long-standing authoritarian regimes, have been associated with democratic strengthening, with transfers of power shown to boost public support for democracy and demonstrate that the political elite is willing to share power, bolstering democratic norms and values. Impacts Evidence of further opposition victories will encourage authoritarian leaders to deploy more intense pre-election repression. Ruling parties at risk of losing polls may try to exploit the pandemic to postpone elections, especially in more authoritarian settings. While transfers of power have often strengthened democracy, they largely disrupt rather than bring an end to political corruption networks.

Vistas así las cosas, los medios se configuran como actores políticos con intereses particulares que interaccionan con los hechos y a los que confieren (o no) la entidad de noticiables en grados diversos. Los escándalos de corrupción política deben estudiarse a la luz de las narrativas periodísticas, a la luz de los condicionamientos empresariales de los medios y a la luz de la configuración de las relaciones entre el sistema político y el sistema mediático. Sólo así podremos encarar la cuestión de fondo que se plantea al final de este trabajo y que pregunta qué pueden hacer los medios de comunicación para acrecentar la calidad de la democracia extirpando o al menos limitando en ella la corrupción política. ABSTRACT: This work is a critical analysis about the relationship between mass media and political corruption. Its strategy is to unveil the mass media position as an activ mediator in the relationship between governers and governeds so that information about corruption by the media cannot be seen as the simple fullfilment of an assigned task to the press since its Enlightment origins, i.e. their job of watchdog or guard dog for public liberties and good governance. As things stand, mass media are configured as political actors with particular interests that interact with facts to which the give (or not) a gradual entity of political newsworthiness. The scandals of political corruption should be studied in the light of journalistic narratives, corporate constraints of the mass media and the setting of relationships among the political and the media system. Only this way we will be able to face the underlying issue that arises at the end of this work and that questions what mass media can do in order to improve the quality of democracy by removing or at least constraining within the political corruption.

Commentary: In the lead up to Fiji General Election in September 2014, there was an air of positivity among media workers that despite the difficulties since the military takeover in December 2006—including the imposition of the Media Industry Development Decree in 2010—their operating environment would possibly be easing. The Fiji Sun, which had chosen in 2009 after the abolition of the 1997 Constitution to change its stance, adopting an editorial policy unabashedly partisan towards the Voreqe Bainimarama-led government, opened up its pages to all political parties and candidates giving them relatively free rein to comment on the political landscape as they saw it. Media organisations ran reports that criticised the military-led regime’s performance as campaigning began to pick up. However, not long after the much-hailed return-to-democracy election it became clear that the reappearance of media vibrancy and plurality would not happen overnight. The author critically examines the post-election climate and draws on his personal experience as a Fiji news media editor.
