The purpose of this article is to study the theoretical foundations of the concept of fiscal decentralization, as the main path of self-development of the national economy of any country, and to develop mathematical tools that support decision-making in the aspect of “hard” budget constraints. The study of the problems of fiscal policy formation in foreign countries presented in modern scientific literature has revealed that the degree of application of the concepts of “soft” and “hard” budget restrictions is an actual topic in the theory of fiscal federalism. It has been substantiated that decision-making within the framework of “soft” budget constraints (financial assistance) leads to low tax autonomy of territories and limited liability of regional and municipal authorities for the results of their financial policy. As a research hypothesis, we put forward the thesis that it is necessary to create conditions for encouraging subnational authorities to support the territorial economy by granting them the possibility to use part of the taxes collected in the respective territories. The implementation of this thesis has given rise to the problem of quantifying decisions made regarding the establishment of standards for the distribution of tax revenues between budgets of different levels of the hierarchy of the country’s budget system. In terms of solving this problem, the author has constructed mathematical models based on the use of synthesis of mathematical apparatus of the theory of stochastic automata, fuzzy algebra, and simulation. In terms of solving this problem, the author proposed the use of mathematical modeling methods. The article presents the results of constructing economic and mathematical models to support decision-making in the vertical distribution of tax revenues between budgets. The models include stochastic automata, as mathematical abstractions, describing the expedient behavior of an economic agent when choosing management alternatives for territories of different levels of economic development. The transition functions of automaton models are formally described on the basis of the synthesis of mathematical apparatus of the theories of stochastic automata operating in random environments and fuzzy sets. The expediency property of the behavior of automaton models is justified by proving the corresponding theorems. The random environment in which stochastic automata are immersed is formed by a simulation model. The article demonstrates the results of experiments carried out on models, as well as a conceptual scheme of interaction between the automaton and simulation models.

Business intelligence (BI) is an integrated set of tools used to support the transformation of data into information in order to support decision making. Among different functionalities, reporting plays a significant role that provides information to its readers to make better decisions. BI lacks user-specific reporting to the different levels of users of an organization. Different users require different kinds of reporting with respect to different requirement (criteria) in an organization. A multi-criteria reporting (MCR) finds the suitable information to suitable user based on the multiple conflicting preferences of a user. Technique for order preference by similarity to ideal solution (TOPSIS) is the most popularly applied multi-criteria decision-making (MCDM) technique selected to identify different levels of user preference for MCR. Banking business is considered as a case study to identify user preference for MCR. This research also designs evaluation metrics for TOPSIS.

In the bidding procedure not only the contractor but also the construction owner make a number of vital decisions, the consequences of which are significant. The contractor has to decide whether to take part in a given bid and, having been accepted, he/she has to prepare a bidding offer. Its essential element is the mark-up introduced to the calculation of the bidding price. On the other hand, the investing construction owner has to decide which contractors are the closest to his/her requirements. The article presents mathematical models concerning the decisions made by the contractor and construction owner in the bidding procedure. All the models are based on the same simple mathematical apparatus using fuzzy sets.

By employing the methodology developed by the OECD the paper assesses the degree of revenue decentralization in Russia in comparison with other post-communist European countries. The paper provides theoretical arguments underpinning fiscal decentralization, analyzes the composition of subnational government revenues, the level of regional and local tax autonomy and types of intergovernmental fiscal transfers. The analysis presents the composition of revenues depending on the degree of subnational and local government control. In comparison with other transition countries fiscal decentralization in Russia is relatively low. It is concluded that Russia's public finance reform has not progressed towards providing greater fiscal autonomy for regional and local governments.

The reception of journalists at the Waspada Daily Medan always went through several rigorous selections before being determined to be accepted as journalists at the Waspada Medan Daily. There are several criteria that must be possessed by each participant as a condition for becoming a journalist in the Daily Alert Medan. To get the best participants, the Waspada Medan Daily needed a decision support system. Decision Support Systems (SPK) are part of computer-based information systems (including knowledge-based systems (knowledge management)) that are used to support decision making within an organization or company. Decision support systems provide a semitructured decision, where no one knows exactly how the decision should be made. In this study the authors applied the VlseKriterijumska Optimizacija I Kompromisno Resenje (VIKOR) as the method to be applied in the decision support system application. The VIKOR method is part of the Multi-Attibut Decision Making (MADM) Concept, which requires normalization in its calculations. Within a clinical sports medical setting the discussion about doping is insufficient. In elite-sports use of pharmaceutical agents is daily business in order to maintain the expected top-level performance. Unfortunately, a similar development could be observed in the general population of leisure athletes where medical supervision is absent. As a sports physician you are facing imminent ethical questions when standing in between. Therefore, we propose the application of a standardised risk score as a tool to promote doping-prevention and launch the debate within athlete-physician-relationship. In the longterm such kind of risk stratification systems may support decision-making with regard to «protective» exclusion of sporting competition.

The United Nations calls on the international community to implement an ecosystem approach to fisheries (EAF) that considers the complex interrelationships between fisheries and marine and coastal ecosystems, including social and economic dimensions. However, countries experience significant national challenges for the application of the EAF. In this article, we used public officials’ knowledge to understand advances, gaps, and priorities for the implementation of the EAF in Chile. For this, we relied on the valuable information held by fisheries managers and government officials to support decision-making. In Chile, the EAF was established as a mandatory requirement for fisheries management in 2013. Key positive aspects include the promotion of fishers’ participation in inter-sectorial Management Committees to administrate fisheries and the regulation of bycatch and trawling on seamounts. Likewise, Scientific Committees formal roles in management allow the participation of scientists by setting catch limits for each fishery. However, important gaps were also identified. Officials highlighted serious difficulties to integrate social dimensions in fisheries management, and low effective coordination among the institutions to implement the EAF. We concluded that establishing clear protocols to systematize and generate formal instances to build upon government officials’ knowledge seems a clear and cost effective way to advance in the effective implementation of the EAF.
