This paper highlights a sustainability and self-organization perspective of the innovation ecosystems. Such issues as under what conditions self-organization takes place and what mechanisms form an innovation ecosystem in a sustainable way are underexplored in the academic literature. To ensure self-development of actors in the ecosystem, a self-adjustment mechanism is needed that allows implementation of sustainability principles. This article proposes a practical tool for assessing an actor in an ecosystem using the method of analytic hierarchy process (AHP), developed by T. Saaty. It allows for operationalizing the processes of self-organization in the ecosystem without an external intervention and addresses the main implications for sustainable development of innovation industrial ecosystems. The authors illustrate their assumptions with an empirical case study of the industrial ecosystem “Technologies for Improving the Quality of Life” (Moscow, Russia). The propositions arising from this analysis provide information to help academics, policymakers, government, and individual enterprises with a more adequate understanding of the practical mechanisms and tools that help trigger self-organization and sustainable development of the innovation ecosystems.

Since the beginning of the administrative and territorial reform in Ukraine, the financial decentralization process has been intensified. It aims at optimizing the budgetary resource redistribution in order to make communities financially independent. This significantly increases the financial capacity for self-organization and self-development of a united territorial community, which determines the need to apply valuation methods to increase the territory’s investment attractiveness.The article outlines the peculiarities of the united territorial communities (UTCs) management under fiscal decentralization, taking into account the need to apply current methods of value-oriented management. At the same time, the use of SWOT analysis as one of the methods of value-oriented management made it possible to evaluate the efficiency and attractiveness of UTCs under decentralization. The financial activity of 665 UTCs was analyzed and the model for managing the united territorial community was created. It is emphasized that the modern understanding of financial support for united territorial communities remains unresolved today, and the expediency to introduce changes in the UTC, which envisage using the subsidiarity principles, is not justified.The key directions for managing the UTCs are identified. This refers to communities that began their activities and already faced the first challenges: management of available resources, provision of needs and sustainable development of the community, changes in the ratio of their income and expenditure components, increase in the budget income per capita.It is recommended to focus on tools of value-oriented management in the united territorial communities in order to attract investors and increase the financial capacity of local authorities.

At present, issues of ecosystem self-organization and the mechanisms for their sustainable development have been insufficiently explored in academic literature. The key idea of our research is that for enterprises interacting in different industries based on a network partnership, a special tool is needed to ensure the openness of interaction between participants in the transfer of knowledge, technology, information, and resources. The authors argue that the development and practical implementation of a cross-sectoral digital ecosystem platform will allow for the synchronizing of the scientific and technological progress of several industries, making the most effective use of the synergistic effect from the interaction of ecosystem actors and ensuring the transparency and openness of the ongoing processes therein. The authors demonstrate their propositions with the example of unmanned aircraft system (UAS) industry. The proposed model and mechanism of cross-sectoral interaction can be replicated in different technological niches, such as robotics, neurotechnology, quantum technologies, etc. The conclusions arising from the conducted research provide scientists, government bodies, and decision-makers with the necessary information for a better understanding of practical mechanisms and tools that allow for the implementation of self-organization and sustainable development in modern innovation ecosystems.

In the recent past, sustainable development has been considered a major issue for urban and regional studies. Adaptive reuse appears to be a practical solution for sustainable urban development. Beyond and in addition to a conceptual base consistent with circular economy and sustainability principles, how do we know if adaptive reuse is actually sustainable, provided that it constitutes a multidisciplinary and multilevel process? The present study aims at evaluating, in as much as feasible quantitative terms, adaptive reuse practices sustainability. This was attained using a set of indicators, developed combining PESTLE (the Political, Economic, Technical, Social, Legal, and Environmental aspects) and SWOT (the Strengths, Weaknesses, Opportunities, and Threats) approaches, of which the results were subjected to evaluation by experts (pairwise comparisons), following the Analytic Hierarchy Process (AHP). The indicators representing strengths and opportunities of the process were calculated to be of higher value (overall level of final cumulative indicators values; 70.4%) compared with indicators representing weaknesses and threats. Enhancing strengths and opportunities and counteracting weaknesses and threats contribute making the potential of adaptive reuse practices in urban sustainability more evident. Among analysis dimensions, political and economic aspects rank first, followed by environmental, socio-cultural, technological-technical, and legal aspect. The empirical results of this paper serve as a useful reference point for decision-making and policy formulation addressing adaptive reuse practices in sustainable development strategies.

Grassland resources are an important part of land resources. Moreover, it has the functions of regulating the climate, windproof and sand fixation, conserving water sources, maintaining water and soil, raising livestock, providing food, purifying the air, and beautifying the environment in terrestrial ecosystems. Grassland resource evaluation is of great significance to the sustainable development of grassland resources. Therefore, this paper improves the BP neural network, uses the comprehensive index method to calculate the weights in the analytic hierarchy process, and constructs a water resources carrying capacity research and analysis system based on the entropy weight extension decision theory. Meanwhile, this paper analyzes different levels of resource and environmental carrying capacity to achieve the purpose of comprehensive evaluation of resource and environmental carrying capacity. In addition, based on the theory of sustainable development, under the guidance of the principle of index system construction, this paper studies the actual situation of grassland resources and the availability and operability of data, and combines with the opinions given by experts to form an evaluation index system of grassland resources and environmental carrying capacity. Finally, through the actual case study analysis, it is concluded that the model constructed in this paper has a certain effect.

Prefabricated building is an efficient building mode. Compared with the traditional building mode, the prefabricated building has advantages of less pollution, high construction efficiency, being more labor-saving, and economy, which is in line with China’s sustainable development strategy. This paper proposes a supplier selection evaluation model based on the mechanism equation model (SEM) and intuitionistic fuzzy analytic hierarchy process (IFAHP). Based on a detailed literature review, 300 structured questionnaires were distributed to the relevant enterprises, and an evaluation index system of prefabricated building element suppliers was built. With the fitting and modification process using a structural equation model, and assist of a path factor, an evaluation index system for evaluating the prefabricated building element suppliers was finally obtained. Finally, the intuitionistic fuzzy analytic hierarchy process was used to establish a selection model of prefabricated element suppliers, and the prefabricated element suppliers of Shuangyashan prefabricated construction projects were analyzed as a case study. The results show that the following factors have the most significant impact on supplier selection (from high to low): quality, economy, long-term cooperation, after-sales, and transportation. This study had a comprehensive consideration of the influencing factors existing in the whole selection process and should provide a valuable reference for the sustainable development of prefabricated construction engineering.

In this paper, the indexes that are used to assess the influence of road construction on Inner Mongolia grassland have been proposed based on the environment protection perspective. The Analytic hierarchy process was employed to evaluate the importance of different indexes regarding to influence. These indexes would be used to provide information for decision making about road construction in order to achieve the sustainable development of grassland.

This study is to determine whether the characteristics of coffee flavor can be implemented into a decision support system. In this study, the problem is the difficulty in finding coffee experts with adequate understanding and knowledge of coffee. The purpose is to implement Analytic Hierarchy Process (AHP) method to determine the characteristics of coffee flavor and to transfer the knowledge about the taste of coffee to coffee lovers. The expected results are to assist in making a decision support system application in selecting the characteristics of coffee, so that it can provide the advice to the common consumers who want to enjoy and the knowledge about the coffee itself as well.

This article presents an indicator weighting method for constructing composite indices to assess sustainable development at the subnational level. The study uses an analytic hierarchy process (AHP), which is considered relevant, since it establishes links between the indicators that make up the different sustainable development goals (SDG). For this purpose, 28 indicators defined by experts constitute the base to evaluate the progress towards sustainable development of the Aburrá Valley region, located in Antioquia, Colombia. The results show that health, employment, and education indicators obtained higher weights, while environmental indicators received the most reduced weights. Likewise, the model proves to be consistent using a consistency ratio, which generates the possibility of replicating this model at different subnational levels.

The urgency of the problem under investigation is determined by the need to identify and develop the basic theoretical and methodological foundations of the process of self-organization aimed at developing the mechanism of self-development and achieving the desired result (goal) of college educational system in the current socio-economic situation. The purpose of the article is to scientifically substantiate the theoretical and methodological foundations of the process of self-organization of the educational system of college aimed at developing a mechanism for self-development and achieving the desired result in the preparation of highly qualified specialists for professional adaptation and career growth in the labor market. The leading method of research is the analysis and generalization of scientific provisions on this topic. The article substantiates scientific, methodological and technological tools, develops a conceptual model and algorithm for the process of self-organization of college educational system capable of forming a mechanism of self-development, of responding promptly to changes in the current social and economic situation and of achieving the desired result in the preparation of competitive specialists in demand on the labor market. The developed conceptual model, scientific-methodical and technological tools are aimed at solving practical problems of increasing the effectiveness of educational systems, identifying and forecasting the key factors of their self-development in the changing social and economic situation and in the external environment.
