Delays in the execution stage of road construction projects are one of the significant challenges. The incapability of finishing projects according to schedule has attracted many researchers’ attention to this issue. This study has been formed to investigate delays in road construction projects from a risk management perspective. In this study, risks have been identified by structured interviews with experts. Qualitative risk analysis by a survey of experts and quantitative risk analysis by analytical hierarchy process (AHP) technique have been performed. Research results show that financial and credit problems, lands’ funding, management problems, technical problems, and natural disasters have the highest risk among the main criteria. Among the subcriteria of the risk, incomplete funding with a weight of 0.188, gardens and land price with 0.114 are the most critical risk, and ground operations with 0.017, asphalt problems with 0.009, and accident insurance with a weight of 0.006 are the least essential risk. In the following, critical criteria analysis has been performed, and solutions to reduce or eliminate these delays in road construction projects are presented.

AbstractThe work contains information on the implementation of surveying works in the road construction process. The aim of the research was to identify geodetic risk factors occurring at the stage of preparation of a construction project, the presence of which can greatly disrupt the undertaking such as the road construction. The research was carried out on the basis of expert knowledge, documentation obtained from various road construction projects and the analysis of disturbances at the initial stage of works.

Risks inevitably exist in all stages of a project. In a construction project, which is highly dynamic and complex, risk factors affect the expected achievement rates of the three main performance goals, namely schedule, cost, and quality. A comprehensive risk management procedure requires three crucial steps: risk confirmation, analysis, and treatment. Risk analysis is the core of risk management. Through structural equation modeling, this study developed a risk analysis model that takes a different perspective and considered the occurrence probability of risk events and the extent to which these events affect a project. The contractor dimension was discovered to exert the strongest influence on an overall project, followed by the subcontractor and design dimensions. This paper proposes a novel construction project risk analysis model, which considers the entire project. The proposed model can be used as a reference for risk managers to make decisions about project risks, so as to achieve the ultimate goal of saving resources and the sustainable operation of the construction project.

In this study, an environmental risk analysis model is developed as a decision support system (the RAGISADR) in order to assess environmental risks for transportation of dangerous goods. Transport of dangerous goods needs to be regulated to prevent accidents. Moving dangerous goods by road is governed by international regulations. GIS are used to quantify the factors on each link in the network that contribute to each of the evaluation criteria for a possible route. The Analytic Hierarchy Process (AHP) is used to assign weights to factors. The priority weights of each environmental criteria is calculated by using Analytical Hierarchy Process (AHP) before risk models are implemented in the road network of Izmir-Manisa-Aydin-Mugla-Denizli (Aegean Region of Turkey). The most convenient route according to the criteria set is determined. The results give decision maker the possibility to choose the best alternative among possible routes according to certain criteria.

The article deals with current problems of the road construction projects adaptation to the global climate change realities. It is shown that the existing regulations do not take into account the risks of extreme thermal processes. The method for the events statistical analysis of the extreme temperature realization are presented. The high-resolution statistical studies results of previously unknown regularities of the maximum and minimum temperatures intensity fluctuations evolution in the period from 1973 to 2009 are presented. Quantitative forecasting of tendencies in realization of the maximum and minimum daily temperatures for the period of all life cycle of buildings is shown. These estimates are intended to account for extreme temperature loads in the design of road construction objects and engineering systems. The paper first presented quantum regularities of the air temperature variations in the surface layer of the atmosphere obtained by the author and previously unknown. As an example, the article deals with the statistical analysis of the extreme temperatures variations in London. The graphic materials over the statistical studies of the maximum and minimum temperatures intensity evolution a period of more than 36 years are presented. The results of studies of integral and differential trends into the maximum and minimum temperatures evolution are given. The article deals with the forecast of the warming expected rate in London until 2067.

Risk management of construction projects presented in the article focuses on the management of business risk from the perspective of public investors in public works contracts in the Czech Republic. Based on the data analysis and a comparative study of specific attributes in contracts for works, the result of the research has been a portfolio of specific instruments and their recommended parameters for effective business risk management. Qualitative analysis was conducted using a questionnaire survey and structured interviews with public sector representatives to share their views on the current practice of protecting public procurement with regard to mitigate business risk. Types, functions and recommended parameters of hedging instruments has been proposed. Effective forms of hedging are mainly liability insurance for damage to things, property and health, contractual penalties, retention money and bank guarantees. Results of the research were compared with foreign practice and international contractual standards.

Fuzzy Analytic Hierarchy Process (FAHP) has been applied widely in risk measurement. In this paper, we have applied FAHP to the risk measurement of an e-commerce business. The results indicate that FAHP can reveal more details of risks. It is also helpful for the e-commerce businesses to improve their risk management process.

Land is limited and renewable resource, also the renewability of many composites of land productivity is limited. A large acreage of land is occupied temporarily or permanently by road construction projects. In the later stage of road construction projects, land reclamation is a key issue for land resource protection. Basing on investigation and study, this paper is to conclude the land reclamation methodology and key technologies, and provide technical reference.
