Listening is one of the most difficult language skills among the four communication competences; however, it has received much less time in English learning than the other three (reading, writing, and speaking). Also, listening is often claimed to be a passive skill in the classroom, as learners seem to sit quietly and listen to dialogues. As language teachers, we are constantly striving to create the conditions under which our students can learn and succeed. At the same time, we meet challenges that may be detrimental to the learning process. This certainly applies to mobile phone use on the part of our students. It is a well-known fact that practically every student has at least one mobile device, as it has become a very convenient tool to get information. Unfortunately, students still prefer to use smart devices as entertainment, either to listen to music, watch films, or play computer games; it seems they really do not know how to use them in the process of education. This paper presents a review of how to get over difficulties in listening, and develop listening skills with the help of mobile phones outside the classroom. We have realized that to study English using mobile phones can consolidate our students’ understanding of what is being presented, or further contextualize the language to improve their ability to use it in communicative practice. To study English supposes this process to be non-durable, i.e., not only in the classroom under the guidance of the teacher. So, to study with the help of mobile technologies and handheld gadgets is a good opportunity to improve the quality and effectiveness of English learning.

This chapter presents the current state and future prospects of, and policy issues related to the mobile (m-) government in Turkey at both national and local government levels with a special emphasis to mobile phones. To this end, ?rst, the historical development and major actors of Turkey’s mobile technology market are examined. Following this framework, the current state of government information and services provided by the help of mobile technologies (m-government) is analyzed. Third, several issues related to m-government policy such as health problems that are thought to be caused by mobile phone use and the proximity of mobile phone masts to housing units; the risky behavior of talking via mobile phones while driving and the problems caused by this reckless behavior; problems related to stolen and unregistered mobile phones; and ?nally, the blurring of public and private spheres because of mobile phone use in public places are discussed. Proposed and enacted national legislation on these topics are summarized and discussed. The ?nal section evaluates the future prospects of m-government and integration of electronic government and mobile goverment efforts in Turkey. This section also assesses the possibility of using m-government as a tool for bridging the digital divide in Turkey.

With the recent advances in mobile technologies, biometric verification is being adopted in many smart devices as a means for authenticating their owners. As biometric data leakage may cause stringent privacy issues, many proposals have been offered to guarantee the security of stored biometric data, i.e., biometric template. One of the most promising solutions is the use of a remote server that stores the template in an encrypted form and performs a biometric comparison on the ciphertext domain, using recently proposed functional encryption (FE) techniques. However, the drawback of this approach is that considerable computation is required for the inner-pairing product operation used for the decryption procedure of the underlying FE, which is performed in the authentication phase. In this paper, we propose an enhanced method to accelerate the inner-pairing product computation and apply it to expedite the decryption operation of FE and for faster remote biometric verification. The following two important observations are the basis for our improvement—one of the two arguments for the decryption operation does not frequently change over authentication sessions, and we only need to evaluate the product of multiple pairings, rather than individual pairings. From the results of our experiments, the proposed method reduces the time required to compute an inner-pairing product by 30.7%, compared to the previous best method. With this improvement, the time required for biometric verification is expected to decrease by up to 10.0%, compared to a naive method.

Using mobile phones can be a source of distraction for pedestrians when crossing streets, it is especially dangerous at unsignalized intersections. To investigate the effects of mobile phone use on pedestrian crossing behavior and safety at unsignalized intersections, we carried out a field survey at three selected locations in Wuhan, China. Then, the pedestrians’ crossing behavior characteristics were statistically analyzed, and a logistic regression model was established to quantitatively analyze pedestrian safety. The results showed that 15.6% of pedestrians used mobile phones when crossing unsignalized intersections and 64.1% of them were young pedestrians. Pedestrians using mobile phones while crossing unsignalized intersections were at higher risk of accident, crossed more slowly, and were less likely to look at traffic status than those not using a mobile phone. Moreover, the probability of conflicts when watching the screen, talking, and listening to music are 2.704, 1.793, and 1.114 times greater, respectively, than those who do not use a mobile phone.

Increases in mobile phone ownership and Internet access throughout Africa continue to motivate initiatives to use information and communication technologies (ICTs)—in particular, mobile phones—to address long-standing socioeconomic problems in the “developing world.” While it is generally recognized that mobile phones may help to address these problems by providing pertinent information, less widely known is exactly how (and if) a handset’s human–computer interface—that is, its software and hardware design—supports this form of communication. The concept of “affordances” has long been used to answer such questions. In this paper, we use Hartson’s definition of affordances to qualitatively investigate rural Kenyan women’s interactions with their mobile phones. Our detailed analysis provides empirically grounded answers to questions about the cognitive, physical, and sensory affordances of handsets used in our field sites and how they support and/or constrain mobile communication. We then discuss the implications of our findings: in particular, how this affordance-based approach draws attention to mobile phones’ design features and to the context in which they and their users are embedded—a focus which suggests new design and research opportunities in mobile communication.

The continuous development of information and telecommunication technologies has led to the possibility of transferring data and information between people in real time, in just a few seconds, which has led to the emergence of new approaches to data collection. An example is crowdsourcing (networked mass of people), which involves collecting a large amount of defined data from a large number (mass) of people through the Internet, that is, embedded sensors in smart devices. These are most often mobile phones and then it is about the concept of mobile crowdsourcing – which is more widely accepted under the term crowdsensing. This paper shows how smart devices (mobile phones or tablets) can collect vibration data that occur while driving in road traffic – and still be used to detect irregularities in road infrastructure (potholes, bumps, etc.) in real conditions.

Total Physical Response (TPR) is built around the coordination of speech and actions. Action songs promote dance or acts while singing. In this study, we look at action songs as part of TPR to investigate its effectiveness in enhancing students’ listening skills to develop their mastery of the English Language. Seven Year 4 students from a Low Enrolment (SKM) Tamil Vernacular Primary school type (SJKT) were selected as the participants of a within-group experimental design. Upon completing a pre-test on listening skill, students were given six treatment lessons, whereby one hour per lesson was allocated. The treatment was conducted once a week, for every listening lesson. The data was collected while and after the pupils were taught through a series of lessons or interventions that incorporated songs and TPR to complete a variety of listening tasks. The finding shows that even though action songs and TPR are not commonly used among English Language teachers, teachers should implement the method especially for students from Low Enrolment Vernacular Primary School Type as the students in this study showed a significant increase in their post intervention scores of the listening test. The findings also discusses SJKT English Language teachers perceptions on the use of songs and TPR and suggests that there is still a lack of understanding among the teachers on the potential benefits of action songs and TPR for their particular students who have high levels of anxiety and inhibitions to learning English.
