Climate change challenges mountain communities to prepare themselves via Community-Based Adaptation (CBA) plans that reduce vulnerability. This paper outlines the evaluation of a developed web-based information system to support CBA, referred to as a Mountain Community Adaptive System (MCAS). The web-based user interface visualizes collated data from data providers, integrating it with near real-time climate and weather datasets. The interface provides more up-to-date information than was previously available on the environment, particularly on land and climate. MCAS, a cloud-based Land Information System (LIS), was developed using an Agile-inspired approach offering system creation based on bare minimum system requirements and iterative development. The system was tested against Fit-For-Purpose Land Administration (FFP LA) criteria to assess the effectiveness in a case from Nepal. The results illustrate that an MCAS-style system can provide useful information such as land use status, adaptation options, near real-time rainfall and temperature details, amongst others, to enable services that can enhance CBA activities. The information can facilitate improved CBA planning and implementation at the mountain community level. Despite the mentioned benefits of MCAS, ensuring system access was identified as a key limitation: smartphones and mobile technologies still remain prohibitively expensive for members of mountain communities, and underlying information communication technology (ICT) infrastructures remain under-developed in the assessed mountain communities. The results of the evaluation further suggest that the land-related aspects of climate change should be added to CBA initiatives. Similarly, existing LIS could have functionalities extended to include climate-related variables that impact on land use, tenure, and development.

Abstract. Access to reliable land information is a fundamental requirement for effective land administration, management, and planning and for the sustainable development of any nation. Many developing countries are faced with the absence of an adequate or coordinated land administrative system that are fit for purpose. The use of desktop geographic information system has been an effective tool for capturing, storing, analyzing, and making land information available. However, in most cases, land information is still largely inaccessible to the public where and when is needed at an instant. With the internet being an integral part of society, it is a powerful means for people to exchange and process information. The main objective of this work has been to develop a web-based LIS that facilitates users’ access and retrieval of land information. In view this, QGIS was used for data processing, PostgreSQL was used for the database design while QGIS Cloud was used to expose the data as geospatial web services. Web-GIS functionality was extended with the help of OpenLayers API. The system is composed of a single database, a web mapping application and an interactive website that provides for pan, zoom, and query in GIS functionality. Adopting the system will ensure an easy flow of land information and ensures there is well-structured process of collecting, storing, and disseminating land information. However, the adoption of LADM may be possible in the nearest future.

Abstract. Due to its location within the typhoon belt, the Philippines is vulnerable to tropical cyclones that can cause destructive floods. Climate change is likely to exacerbate these risks through increases in tropical cyclone frequency and intensity. To protect populations and infrastructure, disaster risk management in the Philippines focuses on real-time flood forecasting and structural measures such as dikes and retaining walls. Real-time flood forecasting in the Philippines mostly utilises two models from the Hydrologic Engineering Center (HEC): the Hydrologic Modeling System (HMS) for watershed modelling, and the River Analysis System (RAS) for inundation modelling. This research focuses on using non-structural measures for flood mitigation, such as changing land use management or watershed rehabilitation. This is being done by parameterising and applying the Land Utilisation and Capability Indicator (LUCI) model to the Cagayan de Oro watershed (1400 km2) in southern Philippines. The LUCI model is capable of identifying areas providing ecosystem services such as flood mitigation and agricultural productivity, and analysing trade-offs between services. It can also assess whether management interventions could enhance or degrade ecosystem services at fine spatial scales. The LUCI model was used to identify areas within the watershed that are providing flood mitigating services and areas that would benefit from management interventions. For the preliminary comparison, LUCI and HEC-HMS were run under the same scenario: baseline land use and the extreme rainfall event of Typhoon Bopha. The hydrographs from both models were then input to HEC-RAS to produce inundation maps. The novelty of this research is two-fold: (1) this type of ecosystem service modelling has not been carried out in the Cagayan de Oro watershed; and (2) this is the first application of the LUCI model in the Philippines. Since this research is still ongoing, the results presented in this paper are preliminary. As the land use and soil parameterisation for this watershed are refined and more scenarios are run through the model, more robust comparisons can be made between the hydrographs produced by LUCI and HEC-HMS and how those differences affect the inundation map produced by HEC-RAS.

The "Omics Analysis Search and Information System" (OASIS), developed at the University of Maryland School of Medicine, enables discovery by allowing researchers to mine results from genome wide association studies (GWAS). When interesting signals are found, the research can immediately ask follow-up questions and get answers in real-time. OASIS provides this unique capability with a web-based, scientist-friendly search system and a variety of real-time analysis tools (linkage disequilibrium calculations, conditional analysis, and direct variant comparison) plus on-demand visualizations (boxplots, histograms, LocusZoom & Haploview plots, and pedigree charts). Because OASIS uses a web-based user interface, an understanding of programming or the UNIX operating system is not required. The OASIS application has been used to enable discovery from whole-exome, whole-genome, metabolome, transcriptome and methylome association results for Old Order Amish studies at the University of Maryland School of Medicine.

The development of the telecommunications world is developing very rapidly throughout the world and is no exception in Indonesia. The telecommunications business mostly involves companies providing equipment and providing telecommunications infrastructure, in this case, towers. PT Dayamitra Telekomunikasi or also known as Mitratel is a subsidiary of PT Telkom Indonesia. Tbk, which is engaged in providing telecommunications infrastructure in Indonesia. In carrying out its business activities, PT Dayamitra Telekomunikasi has collaborated extensively with external parties in terms of land use for the construction of telecommunications towers. Land use is currently divided into two land categories, namely private land and government land. The current condition in managing cooperative assets is still done manually or not systematically so that it is not effective and a monitoring information system is needed to monitor the use of assets listed in this cooperation document. The monitoring information system that will be created is web-based which will facilitate the user in monitoring, updating the status of the monetize point quota listed in the employment agreement document with the government. The software used in making this monitoring information system uses the PHP and MySQL programming languages.
