Linear elements in the agricultural landscape, particularly windbreaks, reduce the wind speed and improve the microclimate in the protected zone. They offer many direct effects on agricultural production with maximum benefits of ecosystem biodiversity. Despite the indisputable advantages and favourable effects of permanent linear vegetation elements, their representation in the agricultural landscape is not as frequent as it used to be. Moreover, the formerly planted elements do not fulfil their original function due to the overgrowth and neglected maintenance. The optimum spatial and functional organisation of the newly proposed linear elements requires evaluation of the existing linear vegetation, its functional parameters and involvement in the landscape ecological network. Our report presents methods for the evaluation of the linear elements, both from the aspect of their internal structure and species composition (category A) and their involvement in the functional system (category B). The evaluation is based on seven established criteria and results in a point scoring system that reflects the characteristics of the reference criteria. In five selected localities, we tested the linear elements as individuals by the A method and their integrity by the B method of evaluation. In one locality only, the state of windbreaks was assessed as functional; at two localities, they were found as conditionally functional, and at two other localities, the state of the windbreaks was assessed as non-functional. An example of the evaluation of individual windbreaks (category A) is demonstrated in model localities in South Moravia, Czech Republic. The results of the evaluation of the model localities thus point out an unsatisfactory state of the linear elements in the region of South Moravia and the need to accord them increased care and to establish new plantations under professional supervision. Their building can be sped up by using the tools of land consolidation.

In this paper, we assess the effects of agricultural state support of corporate farms on their revenues from agricultural production sales in 14 Russian regions that differ in technology, environment and institutional conditions. In addition to the direct effect of the state support, the indirect effects via labor and capital are revealed. For this purpose, we identify production functions and statistical models of production factors for each of these regions separately. We find out diverse effects of the state support on revenues among the regions. Positive effects prevail. Negative effects are mainly caused by labor reductions that follow subsidy inflows. Another cause of negative effects is the soft budget constraints phenomenon.

The chapter on Poland focuses on two questions. Why, in contrast to all other state-socialist countries, did the church’s capacity for integration actually increase rather than decrease despite persecution and discrimination during the communist period? And why has this capacity also remained more or less constant (albeit to a lesser extent) in the period since the end of communist rule? The authors have identified four key factors in the remarkable resistance of the Polish Catholic Church during the period of communist persecution: the fusion of religious and national values, the specific conflict dynamics of the church’s struggle with the state, the structural conservatism of agricultural production in Poland, and the actions of Pope John Paul II. Explanations for the surprising stability of religiosity in Poland after 1990 point to the behaviour of the Church itself, to the internal pluralization of Catholicism, and to the impact of a homogeneous religious culture.

Issues related to state support of the agro-industrial complex are relevant for all countries of the world, including the Russian Federation. The article deals with the key problems of the agro-industrial complex, which are mainly caused by the features of agriculture. The necessity of state support for the agro-industrial complex of Russia on the basis of the identified problems is substantiated. The article analyzes the directions and measures of state support in Russia, the differences between the stated goals in the state program for the development of the agro-industrial complex and the results in practice. The lack of a comprehensive approach to solving existing problems and proper control over the implementation of the state program, ill-considered and insufficient funding of individual programs, lobbying by large agricultural holdings of their interests and the monopolization of agricultural production do not allow to rely on the development of small agribusiness and rural areas.

The article reveals the technology of assessing the professional suitability of officials to perform their functions on the basis of the method of modeling and comparing assessments with the necessary parameters for the position, ie with the model. The term "model" is used as a holistic description of the coordination of the requirements of the social system (SS) with the possibilities of their implementation. The model in this case is a professional standard, which is developed for each position. The professional standard is the agreed standard by which employees should work. This method - the method of evaluation using a professional standard, is the result of the implementation of the principle of consistency in the construction of the model. According to the authors, the method is not only novelty approach, but also versatility. It is possible to estimate by means of a professional standard not only the expert, but also group, potential of collective, it is possible to make comparisons, to define weaknesses and strongnesses of the organizations. The technique developed by authors is offered that allows to carry out various necessary variations with the estimated signs, including visual display of results in various forms.Job modeling refers to ideal or imaginary modeling (as opposed to material, substantive, when modeling physical and mathematical objects) and is based largely on the idealization of the object. In our opinion, at no stage can the model be embodied in an absolutely accurate copy due to the unforeseen influence of many external factors.Modeling of evaluation characteristics in personnel activity is a necessary element in the real assessment of the state of affairs in the State Border Guard Service of Ukraine. That is why their importance is growing in the context of its reform, taking into account the impact on it of both negative and positive factors.

Forest resources are an integral part of economic, social and ecological development of the state. Making decisions as for the change and improving the system of forestry and the mechanism of management of it should be based on the results of comprehensive evaluation of implementation their functions by forest fund. The research is based on application of integrating estimation method to economic objects. The main functions of forest resources include productive, socio-economic, protective and preserving function. The method of evaluation of lamas their functions is developed, which is based on the method of integral evaluation and regulation of performing indicators implementation of specific functions. System of indicators is selected, which reflect the performance of the forest resources of each determined function. It was ascertained that degree of execution of their functions by forests of the four most radioactively contaminated districts of Zhytomyr oblast as one of the worst-affected by Chornobyl Nuclear Power Plant disaster differs significantly. This applies especially to provisional and protection functions.

Economic development is an important phenomenon that can positively impact societal problems such as poverty, lack of education, and insufficient infrastructure, among other ills. In this regard, technological advances are essential to making better use of resources. The agricultural sector is no exception. With the passage of time, advances in agriculture have allowed processes to be optimized, improving production practices and minimizing risks, by using innovative technologies (Schenkel, Finley, & Chumney, 2012). For this reason, the adoption and use of approaches to protected agricultural production grew steadily in the State of Sinaloa, Mexico during the last century and until today. Such technology assisted significantly in the economic development of the region. This inquiry sought to understand factors and forces that augmented expansion of protected agriculture, especially regarding tomato production, and its advantages compared to traditional systems, as experienced by producers in Sinaloa. Understanding such a phenomenon may provide important implications for improving the economies of similar contexts in need of economic development where agriculture is a viable sector. Questions and problems related to new production relations arising from the use of information and communication technologies in the technological processes of agricultural production (point farming, differentiation of information support through the reception, processing, presentation of information about the state of the soil, animals, the environment, etc.) between the object and the subject of management are investigated and analyzed. The system of collecting and wireless transmission of data on the state of the soil by means of mobile and stationary sensors with the subsequent analysis of information for making optimal management decisions in crop production is considered.
