Design and application of context-specific forest management practices with the participation of key stakeholders plays a significant role in sustainable forest management outcomes. However, key forestry stakeholders often hold different, and sometimes conflicting, expectations in relation to forest management policies and management objectives. Applying the triple-perspective typology of stakeholder theory, this paper assessed the evolution of “Scientific Forest Management” (SciFM), a signature programme of the Nepalese Government, as well as its policy processes and explored compatibility, complexity, cost and relative advantages of the adoption of SciFM. The government believes that without this programme, Nepal is losing 91 Million US Dollar (USD) per year. This study revealed that participation of key stakeholders remained contested from the beginning of its implementation, primarily due to differences they held in understanding and interpretation of SciFM. Although stakeholders’ views converged on the potential role of SciFM to increase forest product supply and the domination of timber-centric management, their perspectives differed in nomenclature and implementation modality of SciFM. Primarily, the community forest users and their networks did not own the concept from the beginning, as they were suspicious of recentralization and bureaucratic dominance in forest governance through SciFM. Since historically ingrained skepticism in both government officials and community forest users’ networks towards each other has negatively influenced the trust-building environment, the management of stakeholders’ relations through frequent and meaningful deliberations, and the simplification of bureaucratic procedures in implementation and capacity development of key actors could be instrumental in achieving SciFM objectives.

AbstractTo satisfy the increasing demand for wood in central Europe during medieval times, a new system of forest management was developed, one far superior to simple coppicing. The adoption of a sophisticated, Coppice-with-Standards (CWS) management practice created a two-storey forest structure that could provide fuelwood as well as construction timber. Here we present a dendrochronological study of actively managed CWS forests in northern Bavaria to detect the radial growth response to cyclical understorey harvesting in overstorey oaks (Quercus sp.), so-called standards. All modern standards exhibit rapid growth releases every circa 30 years, most likely caused by regular understorey management. We further analyse tree-ring width patterns in 2120 oak timbers from historical buildings and archaeological excavations in southern Germany and north-eastern France, dating between 300 and 2015 CE, and succeeded in identifying CWS growth patterns throughout the medieval period. Several potential CWS standards even date to the first millennium CE, suggesting CWS management has been in practice long before its first mention in historical documents. Our dendrochronological approach should be expanded routinely to indentify the signature of past forest management practices in archaeological and historical oak wood.

Though community forests have a vital role in environmental services and sustainable development in developing countries such as in India and Nepal, the credit cannot yet to be claimed under the Clean Development Mechanism (CDM). It is due to difficulties of assessing the biomass and carbon storage in the community forests for monitoring and verification. However, forest carbon monitoring is possible by the use of advanced technology such as Leaf Area Index (LAI) that is derived from hemispherical photographs using Gap Light Analyser by establishing the relation with the biophysical characteristics of the vegetation. Therefore, the study stepped towards the assessment of carbon sequestration in community forests using LAI. To meet research tasks, which were to establish the relationship between biomass and LAI and explore environmental benefit of community forest management approach, 70 samples from Dhaili and 73 samples from Guna Chautara community forests were collected using stratified random sampling. The sample data included girth, height and canopy photos. Canopy photographs were taken by use of hemispherical cameras. After biomass was estimated using allometric equations, LAI values from canopy photos were analyzed by the use of Gap Light Analyser. Furthermore, for relationship development, the linear regressions analyses were carried out and CDM criteria were incorporated with forest management practice. Main outputs of the research were carbon sequestration model based on LAI and justification of CDM criteria with community forest management practice. Abstract Background: Sheka people have the right to forest allocation, benefit sharing, and management practice that they possess due to traditional ownership or other traditional occupation. Locally, these forests are known as KOBO. There is a scarcity of documented information on the KOBO culture of forest allocation, benefit sharing, and management practice among Sheka people. A study was conducted in Sheka zone southwestern Ethiopia.Methods: A framework based on ethnographic information is proposed in this paper; accordingly, qualitative indicators are suggested for different variables relating to indigenous forest allocation, benefit sharing, and management practice. A representative sample of 20 volunteered research participants were chosen. Observational and interview surveys were done by the first author through personal visits. Results: The analysis of data shows the KOBO culture is productive and efficient for forest management, and this useful culture has demonstrated its significance in the protection of various forest types and tree species, contributing to the conservation of biodiversity. These results lend support to the idea that the KOBO forest conservation culture is illustrated in the Sheka people forest utilization, protection, and management provide important insights into the protection of various forest types and tree species, contributing to the conservation of biodiversity.Conclusions: Understanding, the current KOBO culture of forest allocation, benefit sharing, and management practices could substantially enhance sustainable forest management and social and economic development of the Sheka people.

Community forestry in Nepal strives for forest conservation and sustainable forest management. Evaluating progress towards this end requires periodic measurements, and currently there are no standard tools for undertaking evaluations in a participatory way. The purpose of this paper is to suggest a standardized way for measuring effective forest conservation through the use of locally set scores. A village-to-village approach was used to assign scores on criteria and indicators developed earlier for forest conservation. A total of eight small meetings with forest users were conducted to elicit their perspectives and quantify their progress towards conservation by means of scores. For the 14 criteria specified, local forest users assigned higher scores to four criteria: two for social and one each for socio-economic and environmental spheres. This paper argues that a score of 59 or above is an effective cut off for determining "effective" forest conservation. In early 2005, 10,045 ha Community Forests (CFs) were certified in Bajhang and Dolakha districts of Nepal by using the Forest Stewardship Council (FSC) certification scheme. After two years of forest certification, subsequent questions are being asked such as: What benefits have certification brought for the Forest Users Groups (FUGs)? What tangible differences are there in forest management system because of forest certification? and What lessons have been learnt from the certified forests? In an attempt to answer these questions, a study was carried out in April 2007 in Dolakha district where 11 (2,182 ha) community managed forests were certified in 2005. On the basis of field study from two certified forests (Vitteripakha and Suspa) of the district, this paper analyzes the effects of forest certification and its implications for enhancing Sustainable Community Forestry (SCF) in Nepal. Sustainable private forest management is an opportunition sustainable forest development in Indonesia. However, sustainable production of private forest management has not been known, because characteristics of private forest are different with state forest. This research aims to determine a relevant criteria and indicator of sustainable production on private forest management, case of Barru District. This research used descriptive explorative approach and quantitative-qualitative analysis. Criteria and indicator of sustainable production on Indonesia Community Based Forest Management was used as a reference to examine suitability of the standard on private forest management practice. The standards of sustainable production on sustainable private forest management consists of three criteria, namely: (1) sustainability of resources, the indicators were clearly land rights/status and boundaries, land cover change, intensity of planting, maintenance, and harvesting, (2) sustainability of yield, the indicator is infrastructure of forest management, and (3) sustainability of enterprise, the indicators were,market certainty, market accessibility, market information system, and contribution to social and economic improvement for local communities.Keywords: criteria, indicator, private forest, sustainable production.

Forests are natural carbon reservoirs that play an important role in the global carbon cycle for storing large quantities of carbon in vegetation and soils. Carbon stored in pool helps in mitigating climate change by carbon sequestration. The vulnerable countries to changing climate such as Bhutan, Nepal, and India require a full understanding of carbon dynamics as well as baseline data on carbon stock potential to mitigate anticipated risks and vulnerabilities (RVs) through climate change. The scope of such RVs are trans boundary in nature, however, the comparative studies at regional scale are still scanty. Therefore, the aim of this review is to assess the carbon stock potentials of selected forest types in the eastern Himalayan area, with an emphasis on Bhutan, India, and Nepal. This review paper is based on published articles, information from websites and considerable data from National forestry reports of India and Bhutan; emphasizing on aboveground biomass and soil organic carbon stock. The review showed that carbon stock potential is highly dependent on stand density, above-ground biomass, species richness and forest types. The sub-tropical forest was found to have larger carbon capacity and sequestration potential. SOC concentration and tree biomass stocks were significantly higher at the high altitude where there is less human disturbance. In general, forest coverage has increased compare to previous year in Bhutan, India and Nepal which ultimately leads to higher carbon stock potential. It is mainly due to strong policies and different strategies for conservation of forest management have reduced mass destruction despite a growing population. Despite the rules, deforestation continues to occur at various scales. However, it can be stated that the government and citizens are working hard to increase carbon stock potential, mostly through afforestation and community forest creation. In addition, it is recommended to practice sustainable forest management, regulated and planned cutting of trees and proper forest products utilization.
