The article presents the current situation with the implementation of electric cars in Poland against the background of pan-European trends and the current energy sector condition in Poland. The aim of the study was to show the ecological, economic, social, and technical difficulties and controversies related to the use of electric cars in Poland. The authors used statistical analysis and identified the main factors of electromobility development in Poland. Despite the declared electromobility in the Strategy of Responsible Development program, the degree of its implementation is far from the previously established goals. The article analyzes the feasibility of the above plan and indicates the factors inhibiting the development of electromobility in Poland. The strategy and decisions to further implement electric cars cannot be purely political. In justifying the need to promote the use of electric cars in Poland, one should take into account the specificity of the Polish economy, its energy system, the condition of its infrastructure, and real social needs. The authors formulated a hypothesis that the aforementioned program is based on simplistic assumptions and marginalizes or ignores significant barriers to the development of electricity-based transport in Poland. The successful implementation of that program is conditioned by comprehensive and costly activities aimed to transform the whole energy system and introduce an effective system of incentives for the buyers of electric cars.

The flagship project in this area in Poland is the Electromobility Development Program, one of the strategic documents of which is the Act on Electromobility and Alternative Fuels of 11 January 2018, which includes a system of benefits aimed at influencing consumer behaviors towards the choice of electric vehicles. According to the decision-makers, its implementation is expected to result in the achievement of a number of goals, among others, 1 million of such vehicles are forecast to be present at the national level in 2025. The intention of the authors is to analyze the progress in the development of electromobility in Poland, in the areas such as the market of electric cars, charging infrastructure, with an indication of whether the actions that are implemented by the legislator, i.e., guidelines on where and in what quantities charging stations dedicated to such vehicles are to be established, subsidies in the form of the possibility of driving on the lanes designed for buses, subsidies for the purchase of such vehicles intensify the development of electromobility in the country. The considerations were carried out for cars powered exclusively by electricity, i.e., BEV (Battery Electric Vehicle) type, category M1. Cars in this category represent the largest share of the automotive market in Poland—over 75%. The utilitarian value of this research may be supported by the fact that the example of Poland and its problems concerning the discussed issue may be a source of preliminary analysis for other countries of the European Union.

AbstractThe article analyses drivers as well as coordination mechanisms and instruments for the energy transition in Italy from a multilevel governance perspective. It addresses the structural constraints that influenced the decision-making processes and organisation of the Italian energy sector and the socio-technical challenges opened up by enhancing renewables. The current energy system is making the move from a centralised, path-dependent institutional and organisational structure to a more fragmented and pluralistic one. Renewables and decentralised patterns of production and consumption are key elements of this paradigmatic shift, which is paralleled by a multiplication of decision-making arenas and actors. These actors follow different interests, problem understandings and green growth narratives, increasing the complexity of governing the energy transition. Against this background, community-based renewable energy policy is assuming a very important role and Italy is putting efforts to establish an enabling framework in line with the requirements of the European Union. The goal of this strategy is to foster a positive link between acceptance of the energy transition and decentralised local activities. In the conclusion we address problems and barriers to new modes of governance, and discuss possible approaches to improved cooperation.

The article is devoted to the subject of the goals of the climate and energy policy of the European Union, which can have both a positive, and a negative impact on the environmental and energy policies. Positive aspects are the reduction of greenhouse gas emissions, diversification of energy supplies, which should improve Europe independence from energy imports, and increasing the share of renewable energy sources (RES) in the national energy system structures. On the other hand, overly ambitious targets and actions can lead to large losses for the economies of EU Member States. The article also highlights the realities prevailing in the international arena and noncompliance of international actors with global agreements on climate protection.

Each country strives for growing economic development, but no country is able to implement it. Various experiences and projects from the countries of the European Union and other neighboring countries are taken and considered. Towards the end of the 20th century and at the beginning of the 21st century, economic movements are increasingly relying on public-private partnerships, which can lead to a rapid development process through the financing of infrastructure projects. Economic globalization, as well as the emergence of new opportunities for economic activity in the world, are aimed at cooperation of the authorities and businesses in the realization of the socio-economic policies. The implementation and realization of development projects through public-private partnerships is impossible without participation by the relevant institutions of the public and private sector. Above all, direct participation implies expertise, experience and education. Every project that will be realized through various forms of public-private partnership must fulfill certain conditions. Among the conditions for proper implementation of the project are: dialogue, transparency and monitoring. The main feature of PPP is the transfer of the risk to the financing, efficiency and quality of public services, which are usually the burden of the private partner. This paper analyzes and explores the essence of public-private partnership. The conceptual framework for public-private partnership, as well as its strengths and weaknesses, is set. With the application of PPP, the economic development of the infrastructure as a whole, and in particular the development of local infrastructure, is analyzed. The origin of PPPs, its characteristics, as well as the need and importance for their continuous implementation are explained. The application of PPP is considered through the experiences in certain countries of the European Union and the Republic of Macedonia. Then, the responses to previously hypothesized hypotheses are collected: what is the successful implementation of PPP, what is needed for PPPs and why. In the end, the data from the conducted research are collected, analyzed and determined the profile of certain activities, as well as the possible decisions for further strategies for the implementation of the PPPs.

Nowadays, energy security is a growing concern in state foreignpolicy. Interdependency in the energy field is a very important dimensionof contemporary relations between states and transnational corporations.Energy security is becoming a key issue for the European Union (EU). TheUnion is one of the world’s fastest-growing energy markets and the biggestimporter of energy resources. For the foreseeable future, Europe’s energydependence will probably increase. Facing a shortage of energy, Europe isdependent on imports and the EU member states need to diversify their energysupplies. The Caspian region contains some of the largest undevelopedoil and gas reserves in the world. After the collapse of the Soviet Union, thenewly independent Caspian states became open to foreign investment. Thegrowing energy needs have given the EU a strong interest in developing tieswith energy-producing states in the Caspian region to build the necessarypipeline infrastructure. In this analysis, the pipeline infrastructure that exists orwill be built in the near future will be presented. The analysis will concentrateon routes transporting gas from the Caspian region and the most importantproblems and solutions in designing the midstream energy system in the region.The key aim of the article is to analyse the Southern Gas Corridor (SGC)infrastructure project, which will inevitably contribute to the EU’s energy securityinterest.

Considering the European Union (EU) climate targets, the heating sector should be decarbonized by 80 to 95% up to 2050. Thus, the macro-trends forecast increasing energy efficiency and focus on the use of renewable gas or the electrification of heat generation. This has implications for the business models of urban electricity and in particular natural gas distribution network operators (DNOs): When the energy demand decreases, a disproportionately long grid is operated, which can cause a rise of grid charges and thus the gas price. This creates a situation in which a self-reinforcing feedback loop starts, which increases the risk of gas grid defection. We present a mixed integer linear optimization model to analyze the interdependencies between the electricity and gas DNOs’ and the building owners’ investment decisions during the transformation path. The results of the investigation in a real grid area are used to validate the simulation setup of a sensitivity analysis of 27 types of building collectives and five grid topologies, which provides a systematic insight into the interrelated system. Therefore, it is possible to identify building and grid configurations that increase the risk of a complete gas grid shutdown and those that should be operated as a flexibility option in a future renewable energy system.

Abstract The present article investigates how begging performed by citizens of new EU-member states in Eastern Europe was debated in parliaments in Denmark, Sweden and Norway during the period 2007–2017. The empirical analysis shows significant cross-country divergences: In Denmark, efforts targeted controlling migration, either directly or indirectly, via various deterrence strategies. In Sweden, the emphasis was rather on alleviating social needs while migrants reside in the country and trying to decrease their incentives to migrate in the first place by ameliorating conditions in sending countries. In Norway, one predominant framing revolved around the issue of human trafficking of beggars. Despite substantial differences, the analyses show a gradual shift in a similar direction in all three countries. While a social frame was initially more commonly understood as the appropriate way to approach begging, over time a criminal frame has gained ground in all three countries. The article argues that this development must be understood in light of marginalized intra-EU migrants’ legal status as both insiders and outsiders in the Scandinavian welfare states. Due to these individuals’ “in-between status”, neither conventional social policy nor immigration control measures are perceived as available, making policymakers more prone to turn to criminal policy tools.

The text analyses the influence of the EU climate policy on the competitiveness pollution-generating of sectors of the Polish economy. Study of literature and the results of the questionnaire survey, carried out in 2008 in enterprises located in Poland and representing the steel, glass, aluminium and cement industries became a basis for formulating conclusions concerning the consequences of the climate policy already implemented and planned after 2012. The EU climate policy, particularly the common system of emission allowances trade, makes the enterprises face new developmental barriers. The expected increase in production costs will not only slow down the production dynamics, but may also entail lowering the competitiveness of Polish companies compared to companies from outside the EU, to which the greenhouse gasses emission limits do not apply. Adverse consequences for employment and for regional development should also be considered indisputable. If that was accompanied by an emission leakage outside the EU, achieving the global purposes of the climate policy would also become questionable. The businesses surveyed represent industries which are pollution generators by their nature and even ecologically-oriented technological progress is incapable of ensuring considerable emission reductions without general switching of the economy to renewable energy sources.
