This paper proposes a hybrid model for evaluating the effectiveness of new and old kinetic energy conversion (NOKEC), China’s major strategic move aiming to transform the mode of economic growth and improvie the quality of economic development. Considering the goals of NOKEC and the supporting roles of power industry to NOKEC, this paper constructs an index system for NOKEC effectiveness evaluation from an electric power economics perspective, involving three dimensions and 17 secondary indicators. Furthermore, a hybrid evaluation model based on DEMATEL-ANP and DQ-GRA techniques is developed to accomplish the evaluation of Shandong’s NOKEC effectiveness. The results show that Shandong’s NOKEC effectiveness increased from 2015–2017, indicating that Shandong’s NOKEC policies have achieved remarkable results. According to the evaluation results, this paper puts forward the indicators that should be paid close attention to and the following work priorities in Shandong’s future NOKEC process, which has certain practical value for the promotion of Shandong’s NOKEC. In addition, the evaluation model proposed in this paper considers the interrelationships between indicators and overcomes the shortcomings of traditional GRA, showing good applicability to similar effectiveness evaluation issues. Finally, the limitations and universality of the model are discussed and the improvement direction is put forward.

Kazakhstan’s economic policy in 1996-2007, its character and the degree of responsibility, the correlation between economic development and balance of current accounts are considered in the article. Special attention is paid to the analysis of their macroeconomic efficiency. It is concluded that in conditions of high rates of economic growth in Kazahkstan in 2000-2007 the net profits of foreign investors are 10-11% of GDP every year. The tendency of negative balance of current accounts in favor of foreign investors is also analyzed.

The concept of sustainable development has begun to be developed, namely in line with current needs and without endangering future generations. In addition to focusing on environmental issues, this concept covers economic development, environmental protection and social development. However, this concept still tends to focus on short- term economic development. With the limitation of the State Revenue and Expenditure Budget (APBN) and the resources we have, it is not surprising that policymakers prefer shortcuts. As a result, the quality of economic growth has deteriorated. One of the efforts to harmonize the needs of economic growth and conservation of natural resources is the concept of a Green Economy. This article discusses how to calculate economic development as seen from the amount of Gross Domestic Product (GDP) from a Green Economy perspective. Batu City, as a tourism city that relies on natural conditions and its environment, needs to analyze its economic development from a Green Economy perspective in order to be sustainable. This article aimed to analyze the depletion of natural resources of the sub-sector “Provision of Accommodation and Food – Beverage” which supports tourism in Batu City. The quality of the institutional environment is considered a crucial determinant of economic growth. Low quality of the formal institutional environment can slow down economic development via various mechanisms described in the literature. The present paper will analyse formal institutional factors leading to the structure of employment that Murphy, Shleifer and Vishny (The Quarterly Journal of Economics, 1991) found to be associated with lower rate of economic growth. They assumed that a high proportion of lawyers in the country may be associated with slower economic development. Thus, the aim of the paper is to examine some of the parameters of institutional environment that can lead to such a distribution. Results show that quality of law measured by the World Bank (Doing Business database) and the Corruption Perception Index obtained from Transparency International may have some explanatory abilities regarding the structure of employment.

In this study we overview, how human capital and educational development effect to the economic growth, and how is it possible to quantify the results. As the Chinese economy enters the stage of new normal, high-quality economic development has become the current priority. Economic development should not be achieved at the cost of environment and resources. Clarifying the interactive relationship between water environment pollution and the quality of economic growth can help realize water environment protection and sustainable economic development. Based on the data of 30 provinces and cities in China, this paper studies the bidirectional mechanism between water environmental pollution and the quality of economic growth with the dynamic simultaneous equations model. The paper concludes that environmental pollution and the quality of regional economy growth have strong hysteretic nature; And that water environmental pollution and the development of regional economy display the relationship of bidirectional feedback. Discharge of pollutants into the water environment can inhibit high-quality development of regional economy. As the intensity of water environmental pollution increases by 1%, the quality of regional economic growth decreases by 0.0230%; Hence as the quality of regional economic growth increases by 1%, the intensity of water environmental pollution increases by 0.148%. Therefore, sustainable economic development should be attached with due significance, by removing the factors of environmental pollution, timely adjusting environmental policies, and promoting harmony between ecological environment and economic growth.

Along with the development of society and economy, researchers begin to focus on the quality of economic development from simple pursuing economic growth rate. There are many indexes to measure the economic development quality, and carbon efficiency is one of the most important indexes. This paper constructing DEA model to calculate carbon efficiency indexes directly, through the carbon efficiency evaluation, can reflect the quality of economic growth objectively and then provide scientific basis for relevant government departments to make environmental economic decisions. Therefore, this study selects the four provincial-level municipalities of China (Beijing, Shanghai, Tianjin and Chongqing) as a case to evaluate carbon efficiency.

Purpose This paper aims to solve the problem of reduction of disproportions of the global economy and overcoming the underrun of Asian countries from Europe. The author offers a hypothesis that the reason of such underrun is the existence of “underdevelopment whirlpools” in Asian countries. The purpose of this paper is to verify this hypothesis and to determine problems and perspectives of economic growth in Asian countries. Design/methodology/approach As tools for verification of this hypothesis, the author uses the methodology of analysis of “underdevelopment whirlpools”, aimed at the determination of problems and perspectives of economic growth in countries of Asia; methodology of strengths, weaknesses, opportunities, threats (SWOT) analysis for determination of key factors of economic growth in countries of Asia; instrumentarium of theory of games for the evaluation of effectiveness of the use of various strategies of economic development of Asian countries. Findings As a result of the research, the author proves the offered hypothesis and offers – as a solution to the problem of the existence of “underdevelopment whirlpools” in Asian countries – the use of new models of economic development in view of specifics of Asian countries, aimed at transition to new quality of economic growth. Research limitations/implications A certain limitation of the conducted research is primarily theoretical substantiation of the necessity for overcoming the “underdevelopment whirlpools” in Asian countries and framework character of the offered recommendations. Therefore, during further research in this sphere, it is expedient to focus the efforts on the development of the system of practical measures for achievement of this purpose. Practical implications Practical significance of the author’s conclusions and recommendations consists in the possibility for their use during the development of state economic policy in Asian countries in the interests of overcoming the “underdevelopment whirlpools” and transition to the new quality of economic growth. Originality/value At the time of preparation of this paper, the concept “underdevelopment whirlpool” is rather new, and application of methodology of their calculation by the example of Asian countries in the context of analysis of problems and perspectives of economic grows constitutes the basis for originality, scientific value and novelty of the performed research.

The article is devoted to the development of indicators of the quality of economic growth. The authors associate the primary practical purpose of the system of indicators of the quality of economic growth with improving information and scientific and methodological support for the process of developing and implementing decisions of the state’s economic policy. We considered methodological aspects of compiling a system of indicators of the quality of economic growth, described problems in this area, and proposed approaches to their solution. Further, we gave estimates of factors that determine the dynamics of economic growth. We have provided a special place to the discussion of controversial issues in the field of assessing the quality of economic growth, including the problem of reconciling the idea of inclusive development and endogenous growth model of the Russian economy. It also includes approaches to the innovative factor in development outcomes that reflect the regional dimension in the system of quality indicators of economic development. The authors present and justify their views on several controversial issues, continuing the discussion of this topic that began in the framework of the Efimov Readings II (2019).

Abstract The article provides evidence on how the political settlements—rule of law and elections—would affect the economic development and enhances the economic growth. It empirically investigates whether democracy affects the economic convergence of countries through the quality of institutions: (i) electoral component of democracy, and (ii) rule of law parameters. Investigations differentiate between Islamic and non-Islamic countries. We find that the elections parameter has a first-order effect on economic development; such a relationship is not confirmed for Islamic countries. Rule of law also influences this relationship, but brings less efficient impact to the economic development. Our results are obtained using a sample of 167 countries over the 2010–2012 period.
