The article proves that despite a significant growth in the service sector in recent years, industry remains the main engine of economic growth. Moreover, using the analysis of statistical data, it is shown that the development of industrial complexes of countries of the world is accompanied by corresponding structural changes, which in turn determines their economic development in general. The study aims to solve the following issues: which structure of the national industry can be considered progressive under modern conditions, i.e., can lead to progress and sustainable socio-economic growth; whether there is a correlation between the progressive structure of the country’s industry and its economic development and the quality of life of its population; how the approach of the country’s industrial structure to its progressive state influences the country’s economic development and quality of life of its population. The purpose of the study is to justify or refute the hypothesis about influence of progressiveness of the industrial structure on sustainable economic development and quality of life of the population. The main methods used in the study are cluster analysis and integral assessment. The statistical basis of the study is the data on inter-branch balances for 36 countries of the world for 2009, 2011 and 2014. The results obtained in the study allowed confirming the hypothesis about the positive influence of approach of the industrial structure of countries of the world to its progressive state on the sustainable economic development and quality of life of their population. This conclusion can be considered as the basis for forming the state policy of the world’s countries to develop their economies and improve the quality of life of their population.

In the vital stage of China’s economic development pattern turning to the “double-cycle” dominated by sizable domestic cycle, the analysis and prediction of final consumption is of great significance to achieve stable economic growth with quality and efficiency, and improve people’s quality of life. Based on the analysis of the change trend of the final consumption and its structure and the main influencing factors, this paper forecasts the final consumption of China in 2021 by the method of summing sub- items. It is expected that China’s final consumption will be with a nominal growth rate in the range of 9.6-10.6% year-on-year in 2021.

The Relationship

With the development of economy, people's pursuit of quality of life is increasing day by day, which lays a foundation for the development of sports industry in China. For example, in some western developed countries, the contribution of sports industry to economy has far exceeded that of traditional industry and become a new growth point of economic development. Although China's sports industry has made certain development, it is still in its infancy. Compared with the western developed countries, the development of China's sports industry is still relatively slow, and there are still some problems to be solved in the development of sports industry. This paper mainly studies the relationship between sports industry and economic development in China. Based on the statistical index data of national economy and sports industry development from 2011 to 2020, the relationship between sports industry development and national economic growth in China is empirically analyzed by using mathematical statistics and VAR model. According to the research results, there is a high correlation between the sports industry and economic development. The development of the sports industry is based on a certain level of economic growth of the country, while the development of the sports industry at a certain stage will have a multiplier effect. It is proved that the state should contribute to the development of the sports industry, because this ensures the symbiotic development of the national economy, which generally leads to an increase in the quality of life. To do this, it is necessary to stimulate the activity of the sports market and create a fair and open system of legal support, as well as standardize the assessment and supervision system.

The article presents the evolution of wellbeing theories in the postulates of economic schools and concepts. It has been established that the first period of development of economic wellbeing theories was marked by polarized tendencies of market or state domination, which led to the consideration of social wellbeing by economists-theorists in the macroeconomic aspect. It has also been found out that forming the foundation of future scientific research their representatives laid the foundations for methodological understanding and development of many economic theories. The second direction of development of wellbeing theories is based on the imperatives of economic growth (location theories, neoclassical theories, theories of cumulative growth, institutional theories and new theories of regional development). It has been found that the rethinking of approaches to local and regional development at the present stage is associated with the actualization of the theory of endogenous development and the concept of local economic development (place-based theory). It has been found out that along with theories of well-being based on the economic concept, theories that determine the social status of people from the standpoint of their high standard of living and human development are widespread in international research. The third direction of wellbeing theories, related to the search for measures of human development that go beyond GDP, is now formed from an alternative flow of scientific thought in the established scientific direction. The end of the last century was marked by a significant interest in social indicators, outlined in various doctrinal forms: social progress, human development, quality of life, wellbeing in a new sense, as well as increasing attention to the individual and their original organizational groups (family, households, communities), and the definition of their weight in the relationship «state-market». Common expression of these concepts is a person whose view transformed from a purely materialist understanding of their wellbeing to a broader point of view – a person who professes values and is in collective interaction. The present study of the evolution of wellbeing theory indicates the need for the formation and implementation of public policy in the direction of intensifying local development and provision of high quality public services based on the principle of subsidiarity. The purpose of this article is to examine the consequences of using the environmental variable (in its manifold appearances) to describe the dynamics of economic systems. The focus is on the ability of economic growth to guarantee sustainable use of environmental resources. A dynamic optimization technique is used as the standard theory of optimal control. Everybody knows that economists have used, and often still use, the terms economic growth and economic development in the same way. The analysis of the models proposed here is based, firstly, on the following distinction as a basic convention between two concepts: economic growth and economic development. This convention gives us a better view of the different weight that the environment takes on with respect to the economic dynamic and how this in turn influences the architecture of models. Both hypotheses and the results depend on the specific perspective from which authors have analyzed the problem. In a first case the focus is on a concept of economic progress in which collective wellbeing is directly linked to increases in income, that is to the quantity of goods (for consumption and investment) available to agents (consumers and enterprises) following growth in productivity: a case of sustainable economic growth, it means the possibility that wealth (and hence consumption) is able to increase steadily over time. Sustainable development, on the other hand, means the whole range of structural, economic, social and institutional changes accompanying growth. A case of economic progress it could be seen as a synonymous for a better quality of life, that is not only as growth in GNP: it does involve growth in income, but what is more important are often non-economic variables like the environment governance which generate services and functions contributing directly and indirectly to individual and collective wellbeing, as well as supplying the factors necessary to support productivity. In this way sustainability becomes synonymous of an economic process which does not change the basic functions of ecosystems. Sustainable development means an increase over time of a better quality of life. The environment, in all aspects, must (and can) ‘support’ this notion of the economic system, enabling it to live and grow. The conventional distinction between growth and development leads to different approaches of which we analyse some details. To conclude, the debate on sustainability allows one to compare different ethical principles. Eco-economists claim that the emphasis must be placed on the system's needs, rather than individual ones. This implies an ethical judgment on the role and rights of individuals living today as regards survival of the system and future generations' welfare. Moreover, given that individual behaviour is driven by egoistic motivations, supporters of sustainability examine how such behaviour can be modified and how such modifications can be achieved. Generally speaking quality and wealth should not trade off but an ‘open approach’ is required also adopting self-sustainability cathegory.

Kazakhstan’s economic policy in 1996-2007, its character and the degree of responsibility, the correlation between economic development and balance of current accounts are considered in the article. Special attention is paid to the analysis of their macroeconomic efficiency. It is concluded that in conditions of high rates of economic growth in Kazahkstan in 2000-2007 the net profits of foreign investors are 10-11% of GDP every year. The tendency of negative balance of current accounts in favor of foreign investors is also analyzed.

Subject. This article deals with the issues of determining the level of financial literacy of the population of the Tyva Republic. Objectives. The article aims to analyze the level of financial literacy of the population of the Tyva Republic and identify factors that cause the financial illiteracy rates. Methods. For the study, we used a questionnaire method within a sociological survey. Results. The article presents results of the sociological survey of respondents and highlights the main reasons for the financial illiteracy of the majority of the population of the Tyva Republic. Conclusions. The results obtained can be taken into account when developing the area's socio-economic development programmes improving the quality of life of the population.

Given the demographic realities in the developing world, it is not possible to solve the problems of poverty in these countries following the neoclassical model of economic growth. Since the majority of people are ruralites in these countries, the focus should be on rural development directly rather than on waiting for the benefits to trickle down to the rural poor. What is needed is to improve the quality of life and productivity of the small-holders or landless whose livelihood is based on natural resources which are depleting and require urgent attention. More options should be available for the rural people in their own area.

The Impact

The article presents the results of a study of the impact of pension reform in Russia on economic growth and quality of life in a digital economy, taking into account the experience of raising the retirement age in Europe. The aim of the study was to identify and analyze the impact of raising the retirement age on economic growth in the context of the development of digitalization in Russia and a comparative analysis with European countries. Results: the studies conducted allowed us to develop a system of indicators characterizing the impact of raising the retirement age on economic growth and the quality of life of the population in the context of digitalization. The authors found that raising the retirement age leads to a change in labor relations in Russia and Europe. The application of the proposed indicators can be used in the formation of a balanced state socio-economic policy in the field of institutional changes in the field of labor relations and raising the retirement age.
