With the world becoming flat with fluid boundaries, engineers have to be global in their outlook and their pedigree. Due to the need for international acceptance of engineering qualification, the incorporation of Outcome-Based Education (OBE) has become common and global accreditation treaties such as the Washington Accord have been ratified. Further, it becomes important, especially for an engineering university with a global outlook preparing its students for global markets, to ensure that its graduates attain the planned outcomes. Additionally, the higher education institutions need to make sure that all the stakeholders, including students, parents, employers, and community at large, are getting a quality educational service, where quality is categorized as (1) product-based ensuring that the graduate attained the planned outcomes and skills, and (2) process-based keeping an eye on whether the process is simple, integrated, and efficient. The development of quality movements, such as Total Quality Movement (TQM), Six Sigma, etc., along with quality standards such as ISO 9001 has been instrumental in improving the quality and efficiency in the fields of management and services. Critical to the successful deployment of a quality culture is the institutionalization of an integrated Quality Management System (QMS) in which formally documented processes work according to the Vision and Mission of an institute. At the same time, commitment to Continuous Quality Improvement (CQI) to close the loop through effective feedback, would ensure that the planned outcomes are attained to the satisfaction of all the stakeholders, and that the process overall is improving consistently and continuously. The successful adoption of quality culture requires buy-in from all the stakeholders (and in particular, the senior leadership) and a rigorous training program. In this paper, we provide a review of how a QMS may work for the provision of quality higher education in a 21st-century university.

In the article the problem of education quality management was considered in the context of general scientific methodology. The modern tendencies of implementation of higher education quality and quality management in particular, were highlighted. It is shown that the practice of implementation of quality management systems, such as the Total Quality Management, positively affects the organizational, market and financial strategies for the formation of long-term competitive advantages in higher education sphere. The modern interpretation of the essence and basic principles of education quality management was revealed. The methodological substantiation of the phenomenon of education quality management in the context of general scientific approaches was carried out: systemic, synergistic and acmeological. Such an approach makes it possible to substantiate the quality management as a complex, open system characterized by nonlinearity of transformations, allows to predict its development, proceeding from the development of each individual to the whole system as a whole. It is proved that methodological substantiation of quality management on the basis of general scientific approaches can become the foundation on the basis of which the national system of education quality assurance will develop its own model, inherent only to it, taking into account the system of public administration in the field of Ukraine’s higher education, educational policy, academic traditions.

Open innovation contributes to serving the customers of organizations with higher quality, as the customers become an active part of the innovation process. A successful solution for implementing open innovation can be achieved if organizations first create a total quality management (TQM) culture and then build on this foundation an ISO 9004:2018. The success of a quality management system depends first and foremost on the attitudes of the stakeholders, and the importance of technological and other conditions is only secondary. The goal in developing a successful philosophy of TQM is to build and sustain the leaderships’ and employees’ commitment, while the key to the success of ISO 9004:2018 is to establish and maintain the employees’ commitment and customer loyalty. The case study presented in this article demonstrates the need to increase the affective and normative commitment of leaders and employees in TQM, and after its implementation, there is a need to increase the employees’ continued commitment and customer loyalty in ISO 9004:2018 in order to succeed in quality management systems and open innovation.

In the current economic context, quality has become a source of competitive advantage, and universities that want to achieve academic excellence must perceive quality as something integral to their activities. The purpose of this research is to demonstrate that without establishing an efficient mechanism for quality assurance and evaluation, higher education institutions turn into diplomas mills, being rather an impediment to the cultural, economic and social development of society. So, in order to ensure the success of the scientific approach, the following methods were used: scientific documentation; analytical-synthetic methods; the method of comparing and generalizing theoretical and practical data. The analysis of the quality of higher education in Moldova in terms of the provisions of the Bologna Process raised a fundamental question - the acute need for effective external evaluation mechanisms of higher education institutions in parallel with the internal mechanisms of institutions. As a result, following the empirical study, we conclude that the universities of the Republic of Moldova do not face significant problems that seriously affect the performance of the total quality management system, but they must really make efforts to improve the dimensions analyzed in within this research, in order to obtain the benefits expected from the implementation of the total quality management system.

This paper aims at researching new opportunities for improving education quality management systems at higher education institutions. Methods of analyzing data procured from documents and expert estimates were used in the research. The paper analyzes main disadvantages of the existing education quality management systems at higher education institutions and indicates the cause thereof. Issues of education quality improvement are explored, based on increasing the volume of feedback information in colleges’ electronic information and educational environment. The authors have developed tools for improving the volume and quality of feedback information received within the educational process; they provide a description of these tools. Quality map of the current educational process determines the criteria for evaluating the academic process based on feedback indicators, while monitoring of the current academic process helps procure these. Based on these tools, the model of an improved quality management system is provided, which applies the strategy of management by deviations, mechanisms of quick management and mid-term planning of developing the college’s educational system. Conditions ensuring successful implementation of the new mechanisms of education quality management system at a higher education institution are analyzed. Overall, the paper demonstrates new opportunities for developing the education quality management systems at a higher education institution based on applying feedbackbased monitoring of the current academic process.

This article attempts to look at the range of contributions of total quality management. The higher education system is one of the key elements in the realization of sustained total quality management and socio-cultural development policies. University research centers and higher education institutes are in charge of training expert personnel and scholars while providing qualified services. Therefore, through its output, the higher education system paves the way for development. India needs to examine its concern with making its institutions qualitative and competitive by world standards. Thus, both the students and industry have become quality conscious. Quality improvement involves statistical tools, consumer research, goal-setting, teamwork, problem-solving, human recourse development, and strategic planning. A vision statement communicates key values for today as well as for the future. Implementation of a quality management system should be done, preferably with the help of a consultant to ensure success. In other words, higher education should prove its efficiency by responding to the needs of the country's development and by offering relevant outcomes.

The article highlights the methodological basis of the higher education quality management system. The problems of quality management in modern scientific research have been revealed. The analysis of the competitive advantages of priorities in the industry and the provision of services in the field of higher education has been carried out. The comprehensive quality management (TQM) as a methodological basis for the quality of higher education has been analyzed in detail. The main tasks that TQM should solve, a set of methodological tools that should accompany it, and its basic principles have been covered. The components of the overall quality management have been considered in the context of the synergetic approach. The relevance of the Deming cycle to the functioning of the quality management system of higher education has been proved. The principles of the use of the Deming cycle and the peculiarities of its implementation in the quality management system in the field of higher education have been presented. It has been proved that the application of the basic principles and components of the overall quality management (TCM) to the development of the quality management system of higher education, in particular through the introduction of innovations into the educational process, enables a continuous quality planning, quality management, a continuous quality control and its improvement in the field of higher education. The higher education quality management system has been highlighted in the context of the concept and main provisions of the systemic and synergistic approaches. It has been proved that the interpretation of the quality management system as an open, non-linear system capable of self-organization, leads to the advantages of TQM over traditional quality management. A comparative analysis of the open system of quality management based on TQM and the traditional quality management system of higher education has been done. It has been proved that the practical implementation of the quality management system will positively affect the organizational, market and financial strategy for the formation of long-term competitive advantages in the field of higher education.

Higher education has jumped into the quality movement with expectations of enhancing the excellence of education being received by students. The total quality management philosophy that dominated the manufacturing industry has found its way into the education industry. W. Edwards Deming developed a set of 14 quality management principles, which can be applied to the education sector (Hughey, 2000; Prasad, 2017). Accreditation is a mechanism to inform the employers, the public and students that a university or program has met the minimum standards for quality. The injection of accountability and accreditation into the educational system has raised the expectations of an institution. External accreditation has been growing worldwide in importance. This paper looks at the development of accreditation within the United States, Vietnam, and Japan. An educational curriculum was seen to be a pillar needed for growth for each country. It became apparent that all three countries realize the importance of quality and are heavily involved in the assessment process. There are some differences in who controls the curriculum and the assessment process. However, continuous improvement is universally shared among the three countries. Developing an understanding of the accreditation process will contribute to the literature surrounding accreditation and quality assurance.

Quality is a determining indicator of the existence of Islamic higher education institutions in the future. Higher education with quality will be in demand by the community. Therefore, quality must be a priority indicator in the implementation of Islamic-based higher education. In order for the quality to continue to increase, universities should implement the concept of Total Quality Management (TQM) in all areas of university administration. Integrated quality management requires the existence of an Internal Quality Assurance System (SPMI) which aims to ensure the implementation of ducation according to standards. In order for the Internal Quality Assurance System (SPMI) to run well, it is necessary to have a quality culture that is well understood and implemented by stakeholders. The quality culture contains several aspects, namely: 1) focus on customers, 2) obsession with quality, 3) scientific approach, 4) long-term commitment, 5) teamwork, 6) continuous improvement of the system, 7) education and training, 8) controlled freedom, 9) respect for everyone, 10) unity of purpose, 11) involvement and empowerment of employees. Efforts that can be made in developing and maintaining the quality of Islamic higher education include: 1) Strategic Plan as a basis for implementing education, 2) building a higher education brand image, 3) consistency in implementing the internal quality assurance system.
