Local strategies and policies are key in climate adaptation, although research shows significant barriers to progress. Sweden, often seen as progressive in climate change issues, has struggled in adopting a sufficient local climate adaptation organization. This article aimed to describe and analyze the climate adaptation organization in 13 Swedish municipalities from five perspectives: Problem framing, administrative and political agency, administrative and political structures, measures and solutions, and the role of learning. The mapping of these perspectives provides an opportunity to analyze barriers to local climate adaptation. Key policy documents have been studied including climate adaptation plans, crisis management plans, and regulatory documents, as well as documents from private consultants. This study showed that few municipalities have a formal organization for climate adaptation, clear structures, political support, and specific climate adaptation plans. At the same time, many of the municipalities are planning for transformation, due to a push from the county board, a lead agency in climate adaptation. There are also ample networks providing opportunities for learning among municipalities and regions. This study concluded that one key barrier is the lack of focus and prioritization in a majority of the municipalities, leaving the administrators, often planners, in a more activist position. The need for organizational mainstreaming and resources is emphasized.

Municipal actors are increasingly expected to consider climate adaptation in operative and strategic work. Here, digital environments can support strategic decisions and planning through visual representations of local climate risks and vulnerabilities. This study targets visualization of vulnerability to heat and floods as a means of supporting adaptation action in preschools, primary schools, caring units, and municipal residential buildings in Norrköping, Sweden. Workshops with sector leaders identified vulnerability indicators used as a basis for collecting, calculating and representing self-assessed vulnerability of individual units and buildings. Informed by user inputs, a map-based interactive visual tool representing resulting vulnerability scores and risk maps was developed to support (1) planners and sector leaders in strategic prioritization and investments, and (2) unit heads in identifying adaptation measures to reduce local flood and heat risks. The tool was tested with adaptation coordinators from targeted sectors. The study finds that the tool made it possible to overview climate risks and adaptation measures, which arguably increases general governance capacity Allowing yearly updates of set scores, the tool was also found to be useful for monitoring how vulnerability in the municipality evolves over time, and for evaluating how adaptive efforts influence calculated risks.

We explore the potential for cities to develop urban heat management plans to moderate rising temperatures and to lessen the impact of extreme heat on human health. Specifically, we model the impacts of heat management strategies, including tree planting and other green infrastructure, cool roofing and paving, and a reduction in waste heat emissions from buildings and vehicles, on estimated heat-related mortality across Louisville, Kentucky. Our assessment finds a combination of urban heat management strategies to lessen summer temperatures by as much as 10°F on hot days and to reduce estimated heat-related mortality by more than 20 percent.

AbstractAs a Small Island Developing State (SIDS), Seychelles is quite vulnerable to the impacts of climate change, and adaptation is considered a national priority. Despite efforts to enhance its adaptive capacity, a number of barriers still hamper the adaptation process such as fragile institutions and inadequate governance to climate change, financial and human resource capacity constraints, and limited scientific knowledge and understanding of how climate change affects the country. A key barrier to climate change adaptation in the Seychelles is called “remote” or “legacy” barriers – linked to land use decisions made five decades ago during which wetlands were reclaimed for property development. Therefore, 80% of Seychelles’ critical infrastructures are located on the coastline and are exposed to floods, erosion, and sea level rise. Additionally, the pros and cons of hard and soft adaptation interventions in the Seychelles ranging from rock armoring, retaining wall, groynes to ecosystem-based adaptation actions such as timber piling, beach nourishment, dune management, rainwater harvesting, and mangrove and coral restoration are assessed with recommendations on the way forward. In other words, this chapter provides some examples of actions and strategies that may assist the island nations to improve on adaptation actions. An example that addresses partly the financial constrain is the Seychelles’ Conservation and Climate Adaptation Trust (SeyCCAT) that provide funding for medium- and large-scale project in the Seychelles since 2015.

Implementing environmental flows has emerged as a major restoration tool for addressing the impacts of hydrologic alteration in large river systems. The ‘natural flow paradigm’ has been a central guiding principle for determining important ecohydrological relationships. Yet, climate change and associated changes in rainfall run off relationships, seasonality of flows, disruptions to food webs and species life cycle cues mean these existing relationships will, in many circumstances, become obsolete. Revised thinking around setting ecological objectives is required to ensure restoration targets are achievable, particularly in regions where water scarcity is predicted to increase. Through this lens ‘climate ready’ targets are those that are robust to changing water availability or incorporate future adaptation options. Future objective setting should be based around the inclusion of changing climate and water availability, and the associated species and ecosystem vulnerabilities, and expected outcomes under different policy and adaptation options. This paper uses south eastern Australia as a case study region to review the extent to which current water management plans include climate considerations and adaptation in objective setting. Results show untested climate adaptation inclusions, and a general lack of acknowledgement of changing hydrological and ecological conditions in existing management plans. In response this paper presents a process for setting objectives so they can be considered ‘climate ready’.

Climate adaptation presents some new forms of planning uncertainty. We identified thirteen types of climate change uncertainty and grouped these into four categories. Next, we summarized eleven planning techniques, noting that only six of these techniques reflect an adapt and monitor approach that actively engages uncertainty. We then evaluated the types of uncertainty and planning techniques identified in forty-four US local climate adaptation plans. We found no communities used scenario planning or robust strategies despite the emphasis placed on these techniques in the literature.
