Bangladesh remains one of the most vulnerable countries in the world to the effects of climate change. Given the reliance of a large segment of the population on the agricultural sector for both their livelihoods as well as national food security, climate change adaptation in the agricultural sector is crucial for continued national food security and economic growth. Using household data from lowland rice farmers of selected haor areas in Sylhet, the current work presents an analysis of the determinants behind the implementation of different climate change adaptation strategies by lowland rice farmers. The first objective of this study was to explore the extent of awareness of climate change within this population as well as the type of opinions held by lowland rice farmers with respect to climate change. To serve this purpose, a severity index (SI) was developed and subsequently employed to evaluate the perceptions and attitudes of 378 farmers with respect to climate change vulnerability. Respondents were interviewed with respect to climate change related circumstances they faced in their daily lives. Attained SI index values ranged from 69.18% to 93.52%. The SI for the perception “Climate change affects rice production” was measured as 93.52%. Using data collected from the same 378 farmers, a logistic regression was carried out to investigate the impact of socio-economic and institutional factors on adaptation. The results show that credit from non-government organizations is highly statistically significant for adaptation, and that rural market structure also has a positive effect on adaptation. Among the studied factors, credit from non-governmental organizations (NGOs) was found to be the most important factor for adaptation. The results of this work further indicate that marginal farmers would benefit from government (GoB) funded seasonal training activities that cover pertinent information regarding adaptation after flash floods. Additionally, the authors of this piece recommend timely issuance of government-assisted credit during early flash floods to afflicted farmers, as such an initiative can aid farmers in adapting different strategies to mitigate losses and enhance their productivity as well as livelihood.

Biodiversitas 21: 3487-3493.  Climate change in the agricultural sector, particularly food crops, significantly decreases the production, causing the anomaly influences of El-Niño (drought) and La-Nina (flood). Climate change will have an impact on food availability and accessibility, thereby disrupting the food security and vulnerability of farmer households. This study aimed to: analyze the livelihood vulnerabilities, determine the food security level, and assess the livelihood vulnerability on the food security of upland rice farmer households against climate change. This study was conducted in Sidomulyo Sub-district, South Lampung District. The samples were randomly selected among farmers, resulting in 66 selected farmers. The analysis included: the livelihood vulnerability index– intergovernmental panel of climate change (LVI-IPCC), food security index based on the Indonesian Institute of Sciences, and the Ordinal Model Logit (Ologit). The results showed that the upland rice farmer’s household had a livelihood vulnerability of 0.071, belonged to the medium category.  Most farmer households (77.27%) were categorized as food secure.   The “secure” category in the food security index is obtained if the upland rice farmers fulfill three criteria includes food availability, food stability, and food sustainability.  The strategy of climate change adaptation, rice price, and phonska fertilizer price affects the food security of farmers’ households.  Climate change adaptation strategies are indispensable for sustainable food security.

The impacts of climate change on marine capture fisheries have been observed in several studies. It is likely to have a substantial effect on fishers’ income and food security. This study aims to estimate the impact of adaptation strategies on fishers’ income and their household’s food security. Data were collected from small-scale fishers’ households, which own a fishing boat smaller or equal to five gross tonnages (GT). The study sites were the two coastal regions of Malang and Probolinggo in East Java, Indonesia, due to the meager socioeconomic resources caused by climate change. A probit regression model was used to determine the factors influencing the fishers’ adaptation. Propensity score matching (PSM) was applied to evaluate the impact of the adaptation strategies on income and food security. Food security was measured by food consumption score (FCS). The findings indicated that participation in the fishers’ group affected adaptation strategies significantly, and so did the access to credit and climate information. Also, PSM showed that the adaptation strategies had a positive and significant impact on fishers’ income and food security. Those who applied the adaptation strategies had a higher income and FCS than those who did not. This finding implies that the fishery sector’s adaptation strategies can have significant expansion outcome and reduce exposure to risks posed by climate change. Therefore, the arrangement of more climate change adaptation strategies should be promoted by the government for small-scale fishers in Indonesia.

Climate change is an extreme natural change condition due to global warming that cannot be avoided, and will have a broad impact on various aspects of life, including the agricultural sector. The impact of climate change that occurs in the agricultural sector, namely flood and drought that cause plants to crop failure , is becoming greater, causing significant reduction in agricultural production, especially rice, requiring that farmers have the ability to adapt to climate change. The purposes of this study are to analyze the relationship between the performance level of agricultural extension workers and the capacity level of farmers in regard to climate change adaptation, and to analyze the relationship between the level of farmer capacity in climate change adaptation and rice productivity. The research was conducted in Central Lampung Regency in 2019 using a total of 100 rice farmers. The data analysis method used is Spearman rank correlation analysis. The results show that the performance level of agricultural instructors is significantly related to the level of knowledge capacity, attitude, and skills of farmers in climate change adaptation. Knowledge capacity, attitude, and skills of farmers in climate change adaptation are significantly related to rice productivity.

Agriculture sector, being the dominant user of fresh water (70%) is highly vulnerable to climate change in Pakistan. Increase in frequency of floods and drought, rising temperatures and changes in rainfall pattern across the country during the recent years are clear indicators of changing climate. Climate change has serious repercussions for national food security as farmers have limited knowledge and technologies for mitigating the adverse effects of climate change on crop productivity. This situation is expected to decrease yield of major food crops. There exists dire need to make an intensive analysis of situation to identify existing knowledge and technology gaps and suggest doable measures for multiple stake holders like policy makers, scientists and farmers accordingly. This review paper covers the impact of climate change on agriculture and presents strategies to adapt to climate change. Strategies at policy/government level include increased funds for research, improvement of national capacity building (training of trainers) and development of a localized smart early warning system for climate change related events. Key research areas being identified to address vulnerability include development of innovative water use efficient technologies, zone specific agronomic research, applied root research, organic farming to increase soil resilience and research on ground water recharge and quality using simulation models. Farmers shall be sensitized about the issue of climate change through education and every effort shall be made to make proper use of existing farm resources and technologies to live with the changing climate so that national food security is not compromised.

The spread of Covid-19 majorly affected the global economic stability. This major change also changed the dynamic of Indonesia economic growth. This study employed a literature study and discussion technique to analyze the situation during the spread of Covid-19. The data collected from the literature, websites, national and international news that relevant to the recent policies and conditions. This study aimed to know the strategy and policy taken by the national policymaker in the agricultural sector during the Covid-19 outbreak. Results showed that the impact of the spread of Covid-19 on the economic aspect and the strategy chosen depending on the national policies. The national policies made based on various aspects, risks, and market scenarios. The labor-intensive effort, development of the agricultural technology, and marketing efforts intensively done to engage the farmer and consumer. The long-term policies strengthen the national food security and agricultural sector. The policies of data use arranged to be applied in various sectors, especially agricultural and food security. These policies managed to encourage and accelerate the synergy of a sustainable agricultural modernization. The national food security development actively contributed to cope with the food security gap in all area in Indonesia. The long-term policies provided a better comprehension and behavior change toward the farmer wellness aspect.

Abstract Climate change will impact urban infrastructure networks by changing precipitation patterns in a region. This study presents a novel vulnerability assessment framework for infrastructure networks against extreme rainfall-induced flash floods, with a specific application to transportation. The framework combines climate models, network science, geographical information systems (GIS), and stochastic modeling to compile a vulnerability surface (VS). Daily precipitation simulations for 2006–2100 from the Community Climate System Model, version 4 (CCSM4), are used to produce a stochastic simulation of extreme flash flood events in five U.S. cities—that is, Boston, Massachusetts; Houston, Texas; Miami, Florida; Oklahoma City, Oklahoma; and Philadelphia, Pennsylvania—under two different climate scenarios (RCP4.5 and RCP8.5). To assess the impact of these events, percentage drops in static (i.e., overall properties and robustness topological indicators) and dynamic (i.e., GIS accessibility and travel demand metrics) network properties are measured before and after simulated extreme events. The results of these metrics are inputs on a radar diagram to form a VS. Overall, the results show that changes in flash flood frequency due to climate change can have a significant impact on road networks, as was demonstrated recently in Houston, Texas. The magnitude of these impacts is chiefly associated with the geographic location of the cities and the size of the networks. The proposed framework can be reproduced in any city around the world, and researchers can use the results as guidelines for infrastructure design and planning purposes. Moreover, sensitivity analysis to varying greenhouse gas concentration trajectories can help local and national authorities to prioritize strategies for adaptation to climate change in more vulnerable regions.

Abstract Climate change negatively impacts rice productivity in different parts of Africa. As a matter of necessity, farmers must respond to changing the climate by choosing adaptation strategies that increase their productivities. Incidentally, studies that documented the impact of climate change adaptation actions of farmers on rice productivity are few. This study therefore analyzed the impact of climate change adaptation decisions of farmers on the profitability of rice production using cross-sectional data gathered from 240 rice farmers selected from Ebonyi State, an important rice-producing State in Nigeria, Africa's most populous country. Using descriptive statistics, multivariate probit regression, instrumental variable regression and endogenous treatment effect model, the study revealed that the common adaptation actions of rice farmers involved adoption of minimum tillage, bond and drainage, fertilizer, crop diversification, livelihood diversification, improved rice varieties, pesticide, nursery, and adjusting planting and harvesting dates. The study found several significant interactions between the choice of climate change adaptation actions and socio-economic, farm, institutional and location characteristics of rice farmers. The result further revealed that multiple adaptation decisions of farmers significantly increased returns to scale and profit of rice production. The study concludes that adaptation decisions are effective in increasing the profitability and returns to scale of rice production in the area and other regions with similar geographical, meteorological and socio-economic contexts.

Purpose This paper aims to assess the farming community’s perception on important parameters of climate change and identify major practices and technologies adopted to mitigate the impacts of climate change and their determinants in mountain district of Nepal. Being an agrarian economy and dependent on monsoon rain, the impact of climate change on agricultural productivity and production has been experienced. Different adaptation strategies have been adopted by the communities to cope with the consequences of climate change. Design/methodology/approach Four village development committees (VDCs) situated in the buffer zone of Langtang National Park of Rasuwa district representing rice, wheat, maize and potato production area was purposively selected for this study. A two-stage sampling technique was adopted for data and information collection. Thirty households from each VDC were randomly selected. Data on the socio-economic and climate change perception were collected using structured questionnaire. A binary logistic regression technique was used to identify the determinants of climate change adaptation technologies and practices. Findings The farmers’ decisions whether to adopt climate change adaptation technologies are governed by the size of landholding, perceived threat of climate change to food security, education level and gender of the interviewee, perception on the increased incidence of droughts during rainy season and income received from the off-farm sources. In a community where agricultural activity is the dominant means of living, adaptive strategies help to increase the capacity of a farming system to survive external shocks and cope with the consequences. Originality/value The assessment of farm-level adaptation strategies and factors influencing their adoption decision is important to formulate policies and design programs. This will also help to recognize adaptation as a tool for managing a variety of risks associated with climate change in agricultural sector.

Studies have shown that climate change adaptation options (CCA) are implemented to buffer the unfavorable climatic changes in Nigeria causing a decline in food security. Against the background of measuring the impact of CCA options using cross-sectional data, this study assessed how CCA had affected food security using panel data on farming households from 2010–2016 obtained from Nigerian General Household Survey (GHS). Data were analyzed using the Panel probit model (PPM), Propensity Score Matching (PSM), and Difference-in-Difference (DID) regression. PPM showed that the probability of adopting CCA options increased with farm size (p < 0.01), extension contact (p < 0.01), and marital status (p < 0.01), but decreased with the age of the household head (p < 0.01). Credit facilities (p < 0.05), ownership of farmland (p < 0.01), household size (p < 0.01), years of schooling (p < 0.01), household asset (p < 0.01), and location (p < 0.05) also had a significant but mixed effect on CCA choices. PSM revealed that farming households that adopted CCA strategies had 9% higher food security levels than non-adopters. Furthermore, the result of the DID model revealed a significant positive effect of CCA on household food security (β = 5.93, p < 0.01). It was recommended that education and provision of quality advisory services to farmers is crucial to foster the implementation of CCA options.

The advent of the COVID-19 pandemic and its crippling effects exacerbate many people’s vulnerability to food security across the world, including Africa. This article offers an explorative discourse on the implication of COVID-19 pandemic for South Africa’s food and livelihood security in the face of climate change. Using a scoping desktop review method, the article aims to provoke research and policy action and discourse on the subject matter. The article explores pre-and post-COVID-19 vulnerabilities in South Africa. It acknowledges the impact of climate change on food security and the situation of food security in South Africa pre-and post-COVID-19 pandemic. It then provides policy recommendations and expected outcomes to reconfigure the agricultural sector in the new sociopolitical and economic order necessitated by the pandemic. The article argues that reducing the stress posed by COVID-19 will require collaborative efforts and systemic thinking by stakeholders across all quarters. This will proffer workable solutions to mitigate the consequences of the COVID-19 pandemic on the food and livelihood options of rural dwellers in South Africa and their interconnectedness with the impact of climate change.
