The professional activity in shifts in the Arctic contributes to the development of unfavorable functional status and destructive personal qualities of workers, which leads to a decrease in the level of mental health and efficiency of labor activity. The reference to the risk-oriented approach is conditioned by the need to predict the professional efficiency of shift personnel. The purpose of this study is to determine the psychological risks of oil and gas workers with a shift work organization in the Arctic. The study involved 70 oil and gas workers. The research methods were used as follows: documentation study, work process monitoring, questionnaire survey, psychophysiological and psychological testing, and statistical analysis methods: descriptive statistics—conjugacy tables with calculation of Pearson’s criterion, two-stage cluster, dispersion, and discriminant analyzes. As a result of this research, it was established that oil and gas workers characterized by different combinations of character accentuations would have different psychological risks, and, consequently, different approaches to their psychological support are needed.

In the conditions of price reduction in the world energy market, the issue of determining the priorities of the economic development of hydrocarbons in the Arctic Region of the Russian Federation (RF) becomes highly relevant. The article is aimed at developing an optimal model for the spatial organization of energy resources in the Arctic Region. The expert elicitation procedure was used to determine the efficiency indicators for the economic development of the oil-and-gas-bearing areas in the Arctic Region and clusterization of these areas was carried out in terms of economic efficiency. Based on the factor analysis, the degree of influence of efficiency indicators on the economic development of the oil and gas bearing areas of the region was determined and, an integrated performance indicator of economic development for oil-and-gas-bearing areas for each cluster was calculated with regard to the factor loadings. A 3-D model was developed for the organization of economic development of oil and gas in the Arctic Region. The 3-D model became the basis for determining the priorities for territorial exploration, development and production of hydrocarbons in terms of their economic efficiency, taking into account the trends in the development of the world energy market and break-even fields. A set of recommendations was developed to improve the efficiency of the spatial organization of economic development of oil and gas in the Arctic Region. The implementation of the proposed measures can contribute to the development of the oil and gas industry in the region, its socio-economic development and the long-term sustainability of Russia's energy security.

The article substantiates the need to apply training and retraining programs for personnel for permanent work in the Arctic using digital technologies, namely VR / AR / MR technologies. The geopolitical features of the Arctic zone, difficult climatic conditions do not allow directly practicing the development of professional competencies and, therefore, require the introduction of a multi-stage system of personnel training using technologies of approximate reality. Such requirements for the personnel training system predetermine the need to search for relevant digital technologies that can create conditions that are as close as possible to the conditions of professional activity in hard-to-reach Arctic regions. When forming a personnel training / retraining system for oil and gas enterprises, in addition to the specified specific working conditions, it is also necessary to take into account the sectoral features of oil and gas enterprises, which also forms a number of functional requirements for the selection of relevant digital tools, the main of which for personnel training can be considered immersive technologies. Based on the above, the paper analyzes the use of immersive technologies by oil and gas enterprises, a comparative analysis of the directions of using immersive technologies in personnel training at oil and gas enterprises, identifies the positive and negative aspects of using VR / MR / AR technologies.

The article considers the problem of satisfaction with work and results of work on the example of the professional activity of the penal system employees. In this regard, the purpose of the study, reflected in this work, is to analyze the professional activities of the penal system staff of the Russian Federation. The objective was achieved by analyzing scientific sources devoted to the problem of work, professional activity, and satisfaction with their results, as well as the study and comparison of the results of research conducted in the penal system. During the research, such general scientific methods and techniques as analysis, synthesis, comparison, induction, and deduction were applied. The study draws a parallel between satisfaction with professional choices and satisfaction with one’s own life in general, emphasizing the existential nature of the discussed issue. In conclusion, the authors describe the levels of perception of professional activities results by penal system staff. The obtained results can be used for preventive, educational, and corrective measures with penal system staff.

The Russian Federation has established and introduced a tax on professional activities (NAP) as part of the development of special tax systems, but the competitiveness of the professions offered by the tax legislation is not taken into account. The authors determined the purpose of the study: the expediency of using the professions specified in the tax legislation to provide services for personal, domestic and (or) other similar needs, For this purpose the following tasks were solved: the place of the NDP in the aggregate of all existing special tax regimes of the Russian Federation was considered; a comparative analysis of the application of taxation of self-employed citizens in Russia and abroad, in particular, in Germany, is carried out. The study uses methods of statistical observation, comparison, and analysis. It is revealed that during the period of use of the NDP, although the number of entrepreneurs has increased, but budget revenues are insignificant. The comparison of the lists of professions showed that the professions allowed for use by self-employed citizens (freelancers) in Germany differ from the Russian ones established by law: they are competitive in the economy. Self-employed citizens must confirm their professions with diplomas, belong to professional associations, associations, be sure to study at advanced training courses, compete with an employee. The analysis of the reasons for the use of the NAP regime by individuals in Russia showed that professional activity within the regime is forced and is aimed at obtaining additional, rather than basic, earnings, as in GermanAs a result of the study, it was found that the professions specified in the legislation of Russia are not competitive. It is proposed to change the list of NPA professions taking into account special professional education and competitiveness in the labor market.

Abstract The creation of an effective system of rescue support (the abbreviation ASO is adopted on the territory of the Russian Federation) in the implementation of the processes of oil and gas production and transportation in the Arctic seas of Russia is an urgent and difficult task. The feasibility of creating such a system for offshore oil and gas production facilities is due to the statistics of accidents and incidents at such facilities, as well as the fact that the Merchant Shipping Code of the Russian Federation, in essence, does not consider the applicability of the existing system of rescue operations on platforms that are exploring and developing mineral and other non-living resources the seabed and its bowels. The successful solution of numerous problems of rescue support, including the requirements for the quality of the system, indicators and criteria for the effectiveness of the operations carried out, can be significantly increased by using mathematical models that make it possible to identify patterns in the processes of performing urgent work, improve the quality of planning, and, consequently, the efficiency of management of various organizational systems. Applied in many areas of activity, the scientific direction "research of operations" is advisable to use when system generation of rescue support within the framework of improving the system of technical regulation of oil and gas enterprises. Determining the effectiveness of a purposeful process quantitatively will allow, on a scientific basis, with the involvement of modern mathematical methods, to solve the problem of increasing the effectiveness of the use of forces and means of the marine rescue support, including the functioning of the emergency support system in the mode of daily and emergency activities, as well as the preparation of the necessary forces and means. The novelty of the presented work lies in the application of the provisions of the theory and the apparatus of operations research to assessing the effectiveness of the system of the marine rescue support, which will further serve as a methodological basis for the development of a number of documents and provisions that are of practical importance: methods, requirements for the system of rescue support, documents in the field of control over the rescue system, etc.

The article examines the existing restrictions associated with the development of a national system of qualifications (recognition of qualifications of qualifications internationally, the coexistence of elements of the old and new qualification systems, the gap between the labor market and the system of vocational education). It is noted that in the field of pharmacy, along with existing restrictions, the development of the industry qualifications framework is hindered by the lack of descriptions of professional activities performed by pharmaceutical personnel at the legislative level. In this regard, the authors conducted a comparative analysis of the content of groups of occupations described for pharmaceutical personnel, in accordance with the Russian Сlassifier of Occupations (as a document that is the basis for the development of the sectoral qualifications framework) with the types of activities carried out by subjects of circulation of medicines (production of medicines and pharmaceutical activities) in order to define the boundaries of professional activity of pharmaceutical personnel at the national level. The international experience of research of the content of professional activity of pharmaceutical personnel and the main factors contributing to the appearance of labor functions in the professional activity of pharmaceutical personnel that are not fixed at the legislative level (in accordance with the ISCO) are studied. In order to eliminate the existing restrictions that prevent the development of a unified system of professional qualifications in the field of pharmacy in the Russian Federation, the article concludes with an approach to describing the professional activities of pharmaceutical personnel used by FIP industry experts.

Sustainable development of the Arctic is the main priority of the state policy regarding regional development of the Russian Federation. The study of the Arctic zone of the Russian Federation for the formation of principles, methods and strategies, as well as organizational and economic mechanisms for its sustainable development is topical at present. This article deals with one of the strategic decision-making tools used in the process of implementing the development program for the Russian Arctic, namely, the assessment of the technical and economic potential of the Arctic fields. The purpose of this assessment is to rank the fields according to the priority of their commissioning for a more optimal distribution of costs in the development of Arctic resources. This paper presents the results and methodology of technical and economic potential estimation in general, and the potential of the Arctic oil and gas fields in particular. An analysis of the conceptual apparatus in the field of the evaluation of various types of potential is carried out. The methodology for assessing the technical and economic potential of a field are investigated. The problems arising in the process of such an assessment are revealed. Recommendations for improving the methodology of assessing the technical and economic potential of oil and gas fields in the Arctic are given. The necessity of expanding the list of indicators for assessing the technical and economic potential of these fields, taking into account current trends, has been noted. A list of 10 technical and 26 economic indicators to assess the technical and economic potential of the development of offshore Arctic fields is proposed.

Purpose. To study the impact of the COVID-19 pandemic on the professional activities and health of ophthalmologists in the Russian Federation. Material and methods. The All-Russian online survey of ophthalmologists «Impact of the COVID-19 pandemic on the professional activity, lifestyle and health of ophthalmologists in the Russian Federation» was conducted. The results are presented in % of those respondents who are engaged in the relevant activity. Results. The survey involved 582 ophthalmologists from various regions of Russia. In April 2020 (in the first month of non-working days throughout the Russian Federation), the work load as a whole became less than usual for 54.8% of respondents. In addition, 18.4% of respondents stated that they did not work during the entire April 2020. The number of face-to-face consultations decreased in 74.3% of the surveyed ophthalmologists. The number of telemedicine consultations decreased in 27.0% of respondents, and increased in 34.1%. The number of emergency and urgent surgery decreased in 25.0% of respondents, and increased in 23.2%. The number of planned surgery decreased in 80.4% of respondents. 23.9% of respondents began to provide medical care in an additional and new profile of ophthalmological care (which they do not usually do). Salaries in April 2020 decreased for 66.7% of respondents, in August 2020 – in 41.4% of respondents. Ophthalmologists have become more engaged in the study of professional literature on ophthalmology and coronavirus, as well as writing scientific products (articles, patents, etc.), preparing reports and presenting them. In 57.8% of cases of infection of ophthalmologists with COVID-19 was associated with their professional activities and 37.3% of infection with an ophthalmic patient. In 83.3% of cases, ophthalmologists were treated for COVID-19 on an outpatient, in 16.7% of cases – in an inpatient. In 66.7% of cases the health status of ophthalmologists after the coronavirus infection COVID-19 was poor. Conclusion. The COVID-19 pandemic had negative impact on the professional activity and health of ophthalmologists in the Russian Federation.
