With the rapid development of 5G communications, enhanced mobile broadband, massive machine type communications and ultra-reliable low latency communications are widely supported. However, a 5G communication system is still based on Shannon’s information theory, while the meaning and value of information itself are not taken into account in the process of transmission. Therefore, it is difficult to meet the requirements of intelligence, customization, and value transmission of 6G networks. In order to solve the above challenges, we propose a 6G mailbox theory, namely a cognitive information carrier to enable distributed algorithm embedding for intelligence networking. Based on Mailbox, a 6G network will form an intelligent agent with self-organization, self-learning, self-adaptation, and continuous evolution capabilities. With the intelligent agent, redundant transmission of data can be reduced while the value transmission of information can be improved. Then, the features of mailbox principle are introduced, including polarity, traceability, dynamics, convergence, figurability, and dependence. Furthermore, key technologies with which value transmission of information can be realized are introduced, including knowledge graph, distributed learning, and blockchain. Finally, we establish a cognitive communication system assisted by deep learning. The experimental results show that, compared with a traditional communication system, our communication system performs less data transmission quantity and error.

It has become a hot research topic that to improve the coordination performance of multi-robotic system by communication. With rapid development of wireless communication and robot technologies, multi-robotic system based on spread-spectrum technology has become product of combining two technologies. Code Division Multiple Access (CDMA) technology is applied in multi-robotic communication system here. According to the modified m-Walsh sequence got by the way of analyzing the relation characteristic of Walsh-code and m-sequence, the best direct sequence spread spectrum (DSSS) PN code and the improved RAKE receiver scheme are proposed, which satisfied the requirements of real-time performance, reliability and confidentiality in multi-robotic communication system, and have great significance for the research of multi-robotic communication system.

Information theory, in the strict sense, is a rapidly developing branch of probability theory originating from a paper by Claude E. Shannon in the Bell System Technical Journal in 1948,in which anew mathematical model ofcommunications systems was proposed and investigated.One of the central innovations of this model was in regarding the prime components of a communications system (the source of messages and the communication channel) as probabilistic entities. Shannon also proposed a quantitative measure of the amount of information based on his notion of entropy and proved the basic theorem of this theory concerning the possi bility of reliable transmission of information over a particular class of noisy channels.

E-Government delivers services into inhabitant electronically, action, and another government existence. This is analogous to document centric approach in traditional service delivery by the government.  One of the most crucial factor regarding the reliability of government services is the security factor, which eventually leads to the social acceptance and satisfaction. E-Government is now a day is the response to the rapid development in the information technology especially in the automation of the process of service delivery. The model introduced by this paper is built over the social behavior of entities that shares the knowledge and provides decision-making baselines. Each entity is capturing its own knowledge and crystalize it with other entities within the communities. In this paper JAVA Agents where built to represent the individuals, which are attached to certain interaction points, for example each intelligent agent is attached to a web site representing the source of knowledge and behavior capture. Results proven that the social behavior of the software intelligent agent is a huge potential toward establishing social acceptance due to the smart behavior in collecting information regarding the utilization of the service, Three sites have been built along the implementation of paper to pursue its hypothesis; this is to represent government web sites deliver certain services and over which an intelligent agent is attached to capture the behavior of users and later on broadcast captured knowledge to other agents (i.e., the community is composed of four agents). The knowledge and expertise have been mutually exchanged and the overall knowledge has been proven to be converged toward the maximum experienced Agent.

Humanity development through education is an important method of sustainable development. This guarantees community development at present time without any negative effects in the future and also provides prosperity for future generations. E-learning is a natural development of the educational tools in this era and current circumstances. Thanks to the rapid development of computer sciences and telecommunication technologies, this has evolved impressively. In spite of facilitating the educational process, this development has also provided a massive amount of learning resources, which makes the task of searching and extracting useful learning resources difficult. Therefore, new tools need to be advanced to facilitate this development. In this paper we present a new algorithm that has the ability to extract the main topics from textual learning resources, link related resources and generate interactive dynamic knowledge graphs. This algorithm accurately and efficiently accomplishes those tasks no matter how big or small the texts are. We used Wikipedia Miner, TextRank, and Gensim within our algorithm. Our algorithm’s accuracy was evaluated against Gensim, largely improving its accuracy. This could be a step towards strengthening self-learning and supporting the sustainable development of communities, and more broadly of humanity, across different generations.

Maintaining and upgrading legacy systems is one of the challenges many enterprises face today. Despite their obsolescence, legacy systems continue to provide a competitive advantage by supporting unique business processes and acting as a repository for invaluable knowledge and historical data. However, enterprises would prefer to develop their applications with modern software technology instead of continuing to develop in the mainframe but leverage existing business processes and data from their legacy systems. This chapter presents an architectural framework and implementation methodology of a Central Intelligent Agent that is responsible for legacy integration. The framework uses an Enterprise Service Bus for service integration and agents to handle services. The Central Intelligent Agent uses a Prolog-style rule-based engine and context awareness for service handling and a complementary service agent on the mainframe side for legacy integration. The underlying framework provides a full set of functions to integrate legacy COBOL applications as services into the system without any programming effort in COBOL. The proposed technique enables fast prototyping and rapid development in an agile development process. It also facilitates legacy migration through successive and iterative processes.

Abstract With the rapid development of broadband carrier communication technology, the power line communication market is growing. However, the frequency band of power line communication overlaps with other radio services, mainly the High Frequency (HF) radio services. In addition, power line communication may have electromagnetic leakage in the open air. Large-scale power line communication system will give a much greater interference to some critical HF radio services. In this paper, the standards and researches relative to the power line communication system are reviewed. Based on existing studies, impact analysis which includes the impact probability and severity of the power line communication system on HF equipment is proposed. In addition, explicit explanations are provided. The proposed impact analysis methods are applied to simulations and evaluations. Numerical results demonstrate that a large-scale power line communication system will cause additional ambient noise, which affects the performance and reliability of HF equipment with a high probability.

The article expresses the views on the controversial attitudes relating to the interpretation of law at different stages of development of science in general and legal science in particular. Tracing the respective changes, the author comes to the conclusion that classics was based on the rule of law; art Nouveau was aimed to destroy the rule of law; postmodern — on departure from reality. In the postmodern world-both legislator, and his will — are all the essence of fiction. Classical science was concerned to establish the objective truth; modernism believes all truth is relative; the postmodern — denies the establishment of the truth. The author suggests the answer to the question as to where the perspectives of the science lie should be sought in the realm of conjunction of natural and humanitarian sciences. And in the context of such cognitive-information theory the author draws the attention to importance of modern scientific trend-memetics and the use thereof in the field of jurisprudence. As a subtype of memetics the author suggests to introduce the notion of lawmemetics to be employed to study the two types of the mems: the entity of legal reality and the entity of psychological reality. The substantial aspect memetics is called to be the resumption and poliform-like repetition of what was originally coded as the mem information and was designed to secure its values as applied to the new circumstances of place and time.

Recently, with the rapid development of Chinese flower market, the precision irrigation problem is generally concerned. This paper mainly introduces the basic principles of the automatic irrigation system, and realizes the automatic control of the irrigation volume in irrigation system by utilizing the self-learning characteristics of BP neural network model and the powerful data processing ability of the matlab software.

The technologies of artificial neural networks can be used to complete information processing of the networks through the interaction of neural cells. The mappings of the stimuli effects and the input and output estimates are obtained via combinations of nonlinear functions. This offers the advantages of self-learning, self-organization, self-adaptation and fault tolerance. It also has the possibility of use in applications for petroleum pipeline leakage forecasting. First we use the flow of the inlet in the pipe as input, and the flow of the outlet in the pipe as output to build a artificial neural network for diagnosing the pipe. This method has been shown to offer better results in performance and efficiency. It is expected that the application of this system will increase sensitivity and further increase petroleum pipeline leakage forecasting performance.
