This article deals with the minimum requirements for quality management at Periodical Technical Inspection Stations (PTIS) for road vehicles in the Slovak Republic, as well as in selected countries of the European Union. Specifically, it contains research performed at all of the PTIS in the Slovak Republic with a focus on the established quality management system and the number of employees of companies operating these PTIS, as well as similar research in selected countries of the European Union. Based on the research results, the article contains an assessment of the influence of the implemented quality management system on the operation of PTIS. The analysis of the results showed that 86.7% of PTIs have an established system to meet the minimum requirements for quality management through a documented procedure (internal regulation), and 13.3% of the PTI have the certified quality management system according to the STN EN ISO/IEC 9001 standard. Unfortunately, no PTI in the Slovak Republic has the fulfilment of quality management requirements according to the standard STN EN ISO/IEC 17020.

Abstract In quality management system as well as in other managerial systems, effective decisions must be always based on the data and information analysis, i.e. based on facts, in accordance with the factual approach principle in quality management. It is therefore necessary to measure and collect the data and information about processes. The article presents the results of a conducted survey, which was focused on application of factual approach in decision making. It also offers suggestions for improvements of application of the principle in business practice. This article was prepared using the research results of VEGA project No. 1/0229/08 “Perspectives of the quality management development in relation to the requirements of market in the Slovak Republic”.

In the era of increased migration flows within the European Union the system of control and management of the united Europe’s borders changes in a considerable way. The control over travelling individuals requires the use of modern technologies on the one hand, and trained staff, on the other. In order to meet these requirements institutions that ae responsible for conducting research in the migration control processes must implement the quality management system, in accordance with the Council Framework Decision 2009/905/JHA on Accreditation of forensic service providers carrying out laboratory activities, and in compliance with the PN EN ISO/EC 17025 standard. The aforementioned quality management system requires the research institutions to undertake a number of actions to maintain the whole system as well as to conduct research at the highest level of quality. This paper presents the conditions for obtaining the accreditation as well as a view of entities taking part in complying with the laws on migration control.

The HRN EN ISO/IEC 17020:2005 requirements have been applied to the auditing of the operation of the stations for technical inspection of vehicles which, as part of the system of technical inspections and registration of vehicles in the Republic of Croatia is carried out by the Croatian Automobile Club, based on the public accreditation issued by the Ministry of the Interior of the Republic of Croatia. The direct consequence of the application of this standard, i. e. the implementation of the quality management system is the improvement of the quality and efficiency in performing the respective activity, thus raising the level of technical roadworthiness of vehicles, i. e. traffic safety on the roads in the Republic of Croatia. Recently, the evolvement of globalization era has been the global challenges that cannot be avoided either by private or government sectors, and they are requested to be survived encountering such the condition. The implementation of Quality Management System (QMS) in the operational company is the way how to guarantee the quality of products or services offered to the people. One of the purposes of QMS implementation is to provide a prime satisfaction to the customers. The impact of QMS implementation is expected to increase job performance of the employees. Besides the implementation of Quality Management System (QMS), the impact of global challenges has been increasing the competitive efforts to execute more effective production process. However, it has required manpower protection accordingly. This research aims to find out whether the implementation of quality management system and safety and healthy at work management system have impacted on the job performance of employees. Objects of this research are the employees in the production department at PT Guna Senaputra Sejahtera Plant 1 Bogor. Data analysis technique of this research has applied software Smart PLS (Partial Least Square). PLS has estimated a model of correlation among the latent variables and correlation between latent variables and its indicators. Result of data processing has indicated that the implementation of Quality Management System (QMS) and system of safety and healthy at work have positively and significantly impacted job performance of employees.Keywords : Quality Management System (QMS), Safety and Healthy at Work System ( SHWS / SMK3), and Job Performance of Employees
