The implementation and smooth functioning of e-administration depends on many technical and organizational factors but also on psychosocial factors, including the sense of fear. In this paper, the authors treat fear as a subjective and perceptible sense of threat. They recognize that employees may express various concerns. Previous research has shown that employees may be afraid of losing their jobs as a result of implementing e-administration. The introduction of technology brings with it the threat of dehumanization. There are also numerous concerns that the development of modern technologies will not ensure adequate economic growth because it will be too slow. This paper discusses issues related to the fear of the changes taking place in the present, in particular those related to the introduction of modern technologies, as well as problems related to the possibility of reducing unethical behavior. The research has been carried out in local administration offices using a qualitative research procedure. The results of the research indicate the existence of relationships between the quality of e-administration and fears or threats experienced or perceived by employees. If e-administration does not simplify work and does not reduce employees’ workload, the only fears are employees’ fear of change and their inability to master new information technologies. The data obtained allow management practitioners to overcome barriers related to the implementation of e-administration.

A consistent approach to improving the quality of draft of normative legal acts contributes to the development of socio-economic relations in the country, reducing bureaucratic procedures and generally improves public administration. The quality of rule-making and its effectiveness largely determine the implementtion of a particular state policy task. Kazakhstan has created all conditions for the development of legislation and its improvement. Moreover, measures are being taken to introduce new information technologies to adjust existing legal norms. The article describes the existing system of state rulemaking, as well as the prospects for using new technologies.

This article discusses the main developments in information technologies of the hotel business, which is especially relevant due to the fact that today the process of economy digitalization in the Russian Federation significantly influences hospitality industry. Automation of hotels associated with the use of modern technologies particularly improves the quality of customer service. In this research major trends in the development of information technologies in hotel business were identified. They include: cloud computing, artificial intelligence, blockchain, augmented reality, etc. This paper defines the main problems of introduction of modern information technologies in hospitality industry. The study revealed that currently, information technologies are improving rapidly, directly impacting hotel business, but also assessing hotel market of the Russian Federation. In terms of development and use of modern information technologies it is important to note that a lot depends on management of a specific hospitality enterprise.

The contradiction between the rapid mathematization of health care through the active introduction of modern technologies and methods based on mathematical achievements in the field of medicine and the lack of a system of training medical students corresponding to these scientific successes, which allows them to carry out mathematical modeling of complex physical, chemical and biological processes at the molecular level for the purpose of their analysis and subsequent forecasting, , problems that arise when teaching mathematical analysis in medical Schools, and possible ways to solve them. The solution identified during the research of problematic issues of teaching of mathematical analysis in medical schools is offered by enhancing the quality of learning through the re-allocated for the development of the discipline course hours stimulate the motivation of students, adjusting content and methodical component of teaching and active introduction in educational process of modern information technologies, elimination of excessive mathematical formalism.

In the current economic context, decision making requires complex and multiple actions on the part of the policy makers, who are more challenged than in previous situations, due to the crisis that we are facing. Decision problems cannot be solved by focusing on manager’s own experience or intuition, but require constant adaptation of the methods used effectively in the past to new challenges. Thus, a systemic analysis and modeling of arising issues is required, resulting in the stringent use of Decision Support Systems (DSS), as a necessity in a competitive environment. DSS optimize the situation by getting a timely decision because the decision making process must acquire, process and interpret an even larger amount of data in the shortest possible time. A solution for this purpose is the artificial intelligence systems, in this case Decision Support Systems (DSS), used in a wider area due to expansion of all the new information technologies in decisionmaking processes. These substantial cyber innovations have led to a radical shift in the relationship between enterprise success and quality of decisions made by managers.

<p>This article reports how the new information technologies are used in two practical examples in the field of archaeology from the early stages of excavation up to the reporting of the results. The first example is an urban settlement focused on the process of documentation and recording, the presentation of the archaeological remains and the resulting museum discourse in Tortosa, Tarragona (Spain). The second example is a settlement near the coast with no urban problems or conditions, which is more focused on the diffusion of research results through a variety of virtual communication channels (La Cella, Salou). In this regard, we present a variety of techniques and systems that we apply to achieve our objectives. Photogrammetry is now an essential tool for recording archaeological data because it facilitates fieldwork, provides extremely accurate measurements and considerably increases the quality of the result. It also enables archaeological and heritage research to be socialized and the results target scientific and interpretative analysis. If it is combined with the appropriate software, the remains of artefacts and buildings recovered at the sites, and which in some cases cannot be conserved, can be displayed in 3D. Finally, it can be used to make recreations and virtual interpretations that can present all these archaeological data to a non-specialized public in the form of a virtual museum, an immersive virtual reality experience, or can be applied to improve scientific research, through 3D modelling and virtual experimentation.</p><p><strong>Highlights:</strong></p><ul><li><p>Photogrammetric technique saves the real information that emerges and prevents much of it from disappearing, a common occurrence in archaeological excavations.</p></li><li><p>Virtual reconstruction is an effective method of presenting the results in an educational way for the general public.</p></li><li><p>The final product needs to show the result of a scientific hypothesis in an attractive and understandable way.</p></li></ul>

Purpose. Research and analysis of opportunities to improve the quality of insulation from secondary raw materials to study the prospects of their use in the construction industry as innovative materials with better performance than traditional ones. Materials made from secondary raw materials are of great importance not only in the formation of the building materials market, but also in the Ukrainian economy. The processing infrastructure creates a large number of jobs and tax deductions to the budget. In addition, the consumption of energy resources and the cost of servicing energy mains directly depend on the improvement of the thermal efficiency of premises and structures. The use of modern technologies of building materials combines economy, efficiency and durability of structures. Methodology. An important role in the development of modern construction production is played by the possibility of developing and improving the quality of building materials and technologies for their use. In modern conditions of the market of construction products there is an urgent need for constant modernization of construction processes, due to the efficient use of raw materials and the latest processing methods. With the use of modern information technologies and theoretical and methodological ways to solve problems, it becomes possible to consider options for improving the characteristics of building materials by combining qualitative characteristics and eliminating negative ones. Findings. This paper presents scientifically sound methods of modernization of secondary raw materials in the composition of insulation materials with high thermal and economic characteristics, which are able to compete in the market with traditional building materials. The analysis of flame retardants was carried out. Originality. Theoretical and methodological directions have been formed on the basis of research on the use of secondary raw materials for the manufacture of insulation in construction. The comparative characteristic is carried out. The conclusion on the competitiveness of the presented materials in the market of construction materials is made. Practical value. Analysis of the application of modern technologies for recycling on the basis of the latest theoretical and practical approaches, with the subsequent elimination of shortcomings. Consideration of the possibility of adding flame retardants to the composition of materials. Use of materials as insulation of premises and buildings. Development of processing infrastructure of Ukraine.

Cultural and technological determinants of development exert substantial impact on life and work in present conditions. One should bear in mind the network integrated society that has resulted from information technologies. Orientation towards information technologies innovates life and work. Today, there prevails the opinion that education, knowledge and human resources (human capital) have as their priorities adoption of information technologies. Lifetime education is more important than economy. It makes easier to achieve development and contributes to its harmonisation with elements of some other processes. In addition, the labour market is the one that determines the necessary qualifications. One should recognise that investment in human resources is of the greatest significance for successful economic development, employment, social cohesion and stability. It is also a direct way that offers numerous and various opportunities in the social and cultural life, but it also reflects the need to develop co-operation with the family, industry and the people who play an active role in the field of culture. Since it functions in the world of global interdependence culture must be scientifically and technologically cultivated so as to give its contribution to the integration processes. There only remains the question what development, this even including technological development and information technologies in particular, request from a culture to offer. This, certainly, also includes mechanisms that will determine the quality of life and the future of culture. Culture was created by man in history, adopting and processing all its new products. For this reason, culture is regarded to bring ?additional value? to work and life of every individual, strengthening cultural identity, too. Cultural identity is a self-consciousness of a member of a group being historically created and developed in accordance with the criteria established in their relationship with other social groups. New technologies make knowledge globalised changing the mode of work. It is of importance to determine what kind of technological development suits the already shaped cultural identity of a nation. The international market encourages the processes within which countries learn and realise that cultural behaviour is also included in the facilities they create. It is only within the relationship to the others that one can become conscious of himself. The challenges of the information technology require to take care of the two pillars of education for 21st century - to study to know and to study to be able to work. This means that one should master the information and telecommunication technology, and work and live with it. In one society, this will create a spiral of economic growth and technological progress and it will be directed upward. The greatest test for human society in the 21st century is how to use the power of technology and how to find efficient solutions to relive three fourth of the poor population of forced migration (armed conflicts) to technologically far more developed areas. Actually, the most important thing is to make the nation respond to changes and shape its present life and work. Transnational companies that are the main creators and controllers of information technologies have much greater power than responsibility. They transfer not only capital but technologies, too, and enter the age with no national products or technologies or national industries. They will depend on the following four relevant markets: finance and capital, telecommunications and informatics, labour force and natural resources and ecology. In this way, globalisation will affect business expectations of individuals and, in general, the employment structure. Nevertheless, the national state will primarily remain the subject of identity for most people. The best way to create better living conditions is to establish modern institutions and successful economy in one?s own society. Knowledge becomes the basic resource of development. And as transition is an equitation with no definite result one should always improve the existing situation in order to find a better way from the one that is just being traced. The reason for this is the fact that market economy is always in transition. The best way to help (poor people) is to encourage economic growth. If any individual in a society has a chance to make success and the access to health care and education, and also a chance to find a job and make his own life, to recognise the relevance of every problem, than there could chosen the most optimal solution, since economy is the science of choices.

The development of modern technologies is extremely fast. Every day more and more new and various means appear in the world to improve the quality of life and more. It is not possible for a person to process all this new information on the scale and speed with which this information appears. Everyone has their own preferences and wants to receive and obtain information about certain events or things that they are interested in. This has become one of the most important reasons for creating referral systems. The purpose of developing a recommended dialog system for selecting the computer hardware configuration is to help users choose the computer’s hardware characteristics to suit their requirements and needs. This system is suitable for being used by both qualified users in this field, and for users unfamiliar with computer technology. There has been an attempt to analyze the types of recommendation dialog systems and their varieties in the paper. The principle of operation of the recommendation dialog system in the form of a chat bot made on the platform of the messenger Telegram has been considered.
