Excerpt from the book review: Social Policies in Romania after 30 Years: Expectations and Answers is the latest in a series of books dealing with this topic, which have been published successively by various researchers from the Research Institute for Quality of Life, Romanian Academy, in 1995, 1999, 2002, 2004 and 2005. The editors of the current volume are three experienced scholars with long publication records in the areas of social policy, the welfare state, and the post-socialist transition. Professor Elena Zamfir is well-known for her academic contributions and initiatives in organizing the social work curriculum at the University of Bucharest. MălinaVoicu has a rich publication portfolio around modernization theories applied to Romania, while Simona Stănescu has published extensively on the welfare state in Romania, before and after its EU integration.

Nearly 30 years of transformation of the sociopolitical and legal, socioeconomical and financial, sociocultural and welfare, and socioenvironmental dimensions in both Central and Eastern Europe, including Ukraine, has led to a change of the social quality of daily circumstances. On the one hand, the interconnection and reciprocity of these four relevant dimensions of societal life is the underlying cause of such changes, and on the other, the state as main actor of the sociopolitical and legal dimension is the initiator of those changes. Applying the social quality approach, I will reflect in this article on the consequences of these changes, especially in Ukraine. In comparison, the dominant Western interpretation of the “welfare state” will also be discussed.

The phenomenon of the welfare state is characterized by complexity of indicators. To determine in which areas the country is closer to the welfare state, various areas of social policy are analysed. In this article, we set out to investigate one of them, i.e., the accessibility of social services for children with disabilities. The European Union ensures the basic preconditions for the well-being of children with disabilities and emphasizes the compatibility of health, social and educational services (European Commission, 2021). In addition, Member States are free to introduce specific measures for social inclusion (COM, 2021). The well-being of children with disabilities is inseparable from that of adults, usually the family in which the children live. Depending on the child’s disability, the family has to devote time to the child’s special needs, so opportunities to function in society, such as working and earning an income, become dependent on the social assistance received for the disabled child. Research shows that participation in labour market processes reduces the social exclusion of families with children with disabilities and improves quality of life indicators in general (Stefanidis & Strogilos 2020). However, analysis of good practice is more common, while information about the lack of services that parents face difficulties remains overboard. Thus, our research contributes to a better understanding of how families raising children with disabilities use state-provided social services and what solutions and measures are needed to improve the quality of life of children with disabilities and their relatives. The practical implications of our article are revealed through the possibility of more confidently shaping the decisions and measures of the welfare state.The article presents results of a survey of 68 families with disabled children. Our research was conducted in Druskininkai municipality which has typical infrastructure of social services for the disabled and their families in Lithuania.Our study has shown that social services in Lithuania poorly meet needs of families with disabled children. Though social inclusion is one of the most important features of the welfare state, the provision of social services to disabled and their families goes beyond the concept in Druskininkai municipality at least. Families have little information about social guarantees and support provided by the state and municipality. The families are limited to services reported by health care and education institutions. Moreover, the most significant problem hindering social integration of disabled and their families is a small portion of disabled children using services of day care centre. As a result, children suffer at risk of social exclusion while disabled children’s parents lack of opportunities to fully participate in the labour market.Based on the results of the study we state that increasing the availability of social services that meet the needs of families with disabled children is a necessary social policy solution, without which the development of a welfare state in Lithuania is hardly possible.

There has developed an abundant literature on the social and political determinants of social policies, but few have addressed the question of how state policies, once implemented, affect the system of stratification in civil society. This article examines the political consequences of social policy in Denmark and Sweden, countries in which a social democratic labor movement has predominated for decades. Superficially, these two highly developed welfare states appear very similar. Yet, the political and social contexts in which their social policies have evolved differ substantially. I shall demonstrate the argument that the traditional welfare state approach may be conducive to a new and powerful political conflict, which directly questions the legitimacy of the welfare state itself, unless government is successful in subordinating private capitalist growth to effective public regulation. In Denmark, where social democratic governments have failed to match welfare state growth with more control of private capital, social policy has tended to undermine the political unity of the working class. Consequently, the Social Democratic Party has been weakened. Social welfare programs, in effect, have helped create new forms of stratification within the working class. In Sweden, social democratic governments have been quite successful in shifting a decisive degree of power over the private market to the state. This has helped avert a crisis of the welfare state, and has also been an important condition for continued social democratic hegemony and working-class unity. I conclude that social reform politics tend to be problematic from the point of view of the future power of social democratic movements.

With the collapse of the former SFRY115, citizens, vulnerable groups in particular and the overall Macedonian society had to face the first decade of a prolonged transition, characterized by continuous reforms and rapid changes as a result of the newly emerging social conditions, ideological, political and economic challenges. The first decade of transitional period resulted in chaotic changes not only in the economic system, but in weaker measures of social protection and social security. With increased rates of unemployment, pensions and social security declining, health care services weakened, a number of legislative changes were introduced, both in terms of funding, administration and delivery of social policy services and institutional arrangements of social protection system. However, it has been shown that these policies and laws have not improved the overall situation of social beneficiary users nor have they helped to include them in the labor market.Since the independence of the country, social policies have undergone many changes broadly influenced by demographic factors, low economic growth and ideological ‘preferences’ of political parties governing the country so far. The question that naturally arises is: how much the measures applied have given rise to a positive change for the existence of the welfare state and to what extent it can be estimated that the social policies undertaken were influenced by ideological preferences? What is the legacy with the former state-socialist welfare tradition? Which were the main influences in the establishment of the welfare state in North Macedonia? Methodologically, this research is mainly characterized by literature review with the aim to analyze the social context in which reforms have undergone and being implemented. A document analysis of social policy documents will be used as well.

This chapter examines the rise of the welfare state in the United States following the Great Depression. It begins with a historical background on the welfare state, tracing its origins to Germany under Count Otto von Bismarck and discussing Britain's social welfare legislation that was passed in 1911. It then considers the views of Arthur C. Pigou, who published his basic work on economics, The Economics of Welfare, in 1920, and a host of factors that sparked the movement toward the welfare state. In particular, it looks at the role of the institutionalists, led by John R. Commons, and the University of Wisconsin as the source of both the ideas and the practical initiative basic to the welfare legislation. Finally, it describes the Social Security Act of 1935 and the business reaction to it.

When interacting on a learning task, which is typical of several academic situations, individuals may experience two different motives: Understanding the problem, or showing their competences. When a conflict (confrontation of divergent propositions) emerges from this interaction, it can be solved either in an epistemic way (focused on the task) or in a relational way (focused on the social comparison of competences). The latter is believed to be detrimental for learning. Moreover, research on cooperative learning shows that when they share identical information, partners are led to compare to each other, and are less encouraged to cooperate than when they share complementary information. An epistemic vs. relational conflict vs. no conflict was provoked in dyads composed by a participant and a confederate, working either on identical or on complementary information (N = 122). Results showed that, if relational and epistemic conflicts both entailed more perceived interactions and divergence than the control group, only relational conflict entailed more perceived comparison activities and a less positive relationship than the control group. Epistemic conflict resulted in a more positive perceived relationship than the control group. As far as performance is concerned, relational conflict led to a worse learning than epistemic conflict, and - after a delay - than the control group. An interaction between the two variables on delayed performance showed that epistemic and relational conflicts were different only when working with complementary information. This study shows the importance of the quality of relationship when sharing information during cooperative learning, a crucial factor to be taken into account when planning educational settings at the university.

Quality of life and satisfaction with life as tightly interconnected concepts have become of much importance in the urbanism era. No doubt, it is one of the most important goals of every human society to enhance a citizen’s quality of life and to increase their satisfaction with life. However, there are many signs which demonstrate the low level of life satisfaction of Iranian citizens especially among the youth. Thus, considering the temporal concept of life satisfaction, this research aims to make a futures study in this field. Therefore, using a mixed model and employing research methods from futures studies, life satisfaction among the students of the University of Tehran were measured and their views on this subject investigated. Both quantitative and qualitative data were analysed together in order to test the hypotheses and to address the research questions on the youth discontentment with quality of life. Findings showed that the level of life satisfaction among students is relatively low and their image of the future is not positive and not optimistic. These views were elicited and discussed in the social, economic, political, environmental and technological perspectives. Keywords:  futures studies, quality of life, satisfaction with life, youth

Shakespeare is well known to have set two of his plays in and around Venice: The Merchant of Venice (1596) and The Tragedy of Othello, the Moor of Venice (1603). The first is often remembered for its famous speech about “the quality of mercy,” delivered by the female lead Portia in the disguise of a legal scholar from the university town of Padua. The speech helps to spare the life of her new husband’s friend and financial backer against the claims of the Jewish moneylender Shylock. The play has raised questions for Shakespearean scholars about the choice of Venice as an open city where merchants of all nations and faiths would meet on the Rialto while the city’s Senate, composed of leading merchants, worked hard to keep it open to all and especially profitable for its merchants. Those who would like to learn more about the city’s development as a center of trade can learn much from Richard Mackenney’s new book.

Abstract This article shows clearly the experiences of the author concerning the social restart of Germany after 1945. The ZEE was and is a place for reflection and reorientation. Personal encounters with personalities of the »first hour« constitute the opening. This is followed by five central situations which were witnessed and devised by the author. They had a direct effect on the ZEE. 1. The participation in the senior staff of Willy Brandt had an effect on the contemplation of an »ethos of inner reforms«. 2. The reform process in South Africa with its »peaceful revolution« brought the author there, having intense working relations to the leaders of the »black majority«. These experiences found their way into the ZEE. 3. As chairman of the chamber for social order of the EKD (Evangelical Church in Germany) the author worked nearly 20 years intensively on memoranda concerning the reorientation of the welfare state in many dimensions. The ZEE was a central place of scientific debate. 4. and 5. As head of the Diakoniewissenschaftliches Institut (I. for Christian social work) of the University of Heidelberg basic questions of deaconry theologically and at the same time world wide aspects were at the centre of interest also at the ZEE
