Heritage languages are declining in Indonesia and Sarawak. They need conservation due to their situations as endemic languages. Their decline could be attributed to the fact that they often do not possess significant roles in the public domains. As a result, their speakers see little rewards or prestige for maintaining them. In Indonesian and Malaysian constitutions there is a spirit for protecting heritage languages. However, their executions, through national laws, might not have provided adequate protection for the heritage languages. As heritage languages keep declining, a policy revision needs to be given consideration. A heritage language may better survive if it has some functions in the public domains. Thus, to conserve the heritage languages, there is a need for the revision of language policy, so that these languages may have roles in the public domains, with varying scope, depending on their size. Large regional languages may be given maximum roles in the public domains, while smaller regional languages may be given smaller roles. Language conservation areas could be developed, where heritage languages serve as co-official languages, besides the national language. These areas may range from a district to a province or a state.

In the political divisions within South Asia there has traditionally been no organized effort for language policies.1 Language was essentially related to one's caste, village, district, and state. Beyond this, one identified with languages associated with religion (Sanskrit or Arabic), or learned and literary texts (mainly Sanskrit and Persian). At the time of Indian independence (1947), one task of the new government was to unravel the status and position of almost 560 sovereign states which were ruled by an array of mahārājās, nawābs, and lesser luminaries, depending on the size and the revenue of each state and subdivision. Each state state was a kindgom unto itself, and such political divisions did not foster a national language policy. In India, the largest country in South Asia, four languages were used for wider communication as bazār languages or languages of literature and intranational communication: Hindi (and its varieties, Hindustani and Urdu), Sanskrit, Persian, and later, English (cf., for Sanskrit, Kachru and Sridhar 1978; Sharma 1976; for English, Kachru 1969; 1982a). The Hindus tended to send their children to a pāṭhśālā (traditional Hindu school mainly for scriptural education) for the study of the scriptures and some basic knowledge of the śāastras (Sanskrit instructional texts, treatise), and the Muslims tended to send their children to a maktab (traditional school for Koranic instruction). The denominational schools (vidyāZaya) provided liberal arts instruction in Sanskrit, Persian, Hindi, Arabic, or in the regional languages.

Focus group interviews conducted with Aotearoa New Zealand–born Pasifika young adults aged 18–25 years highlighted their intense apprehension about the diminishing abilities of New Zealand–born Pasifika people to speak their ancestral/heritage Pasifika languages in Aotearoa. Some Pasifika languages are also declining at their homeland wellsprings. There has been no comprehensive strategic national language policy developed in New Zealand where Pasifika heritage and other community languages can flourish. New Zealand appears to default to a monocultural given where English prevails without critique. Minority languages are battling it out with each other for legitimacy of existence. Resulting from New Zealand’s failure to create a comprehensive languages strategy for all, younger generations of Pasifika neither have fluency in their ancestral languages which impact negatively on their identity security and their ability to attain critical fluency in English to thrive as their migrant parents and grandparents envisioned they would in Aotearoa New Zealand.

Timor-Leste is a nation where three exogenous languages (Portuguese, Bahasa Indonesia, English) and one of many endogenous languages (Tetun) compete to be heard in public spaces. The constitution names both Tetun and Portuguese as co-official languages, and English and Bahasa Indonesia as working languages in the civil service; but official and de facto language policy are not necessarily the same. One mechanism that can mediate between ideology and practice, both as a way of imposing and of resisting official policy, is language in the public space. This paper demonstrates the insights that examining language in the public space can provide on language policy debates. It reports on the investigation of a linguistic landscape in Dili, the capital of Timor-Leste, and finds considerable difference between official language policy and language practices.

This article discusses the intricate religio-linguistic links in multiethnic, multi-religion and multi-lingual Singapore, and looks at how language use in religious activities may affect language maintenance. As an ethnographic study, it examines heritage language use in both private and public domains of traditional religious events, in addition to discussing the implications that meaning-making processes involved in religious conversions in multi-faith families have for heritage language maintenance. The study also reveals the family institution as a stronghold where national language policy does not fully penetrate, and argues that the vitality of heritage language may depend on how successfully cultural and religious practices continue to be performed in the heritage languages.

The language policy of the French Revolution is known today especially for the imposition of the national language and the oppression of dialects and regional languages in France. This pilot study focuses on a less-known phenomenon of that period: translation policy. From 1790 on, several decrees stipulated the translation of national laws and decrees into the regional languages of France and some languages of other European countries. We will illustrate this translation policy focusing on translations of political and administrative texts from French into Flemish in Belgium (which was annexed by the French Republic in 1795 and remained French until the end of the Napoleonic era). We will not only try to shed some light on the conditions under which the translations published in Belgium were produced, but also analyze some typical examples drawn from different genres.

AbstractLuxembourg is officially a trilingual country with most indigenous Luxembourgers speaking Luxembourgish, German and French, even if not necessarily all to the same standard. A high proportion (44.5 %) of the population consists of immigrants whose different linguistic repertoires add other languages to the multilingual landscape of the country. Multilingualism is a highly salient feature of Luxembourg’s society and plays out differently in different domains, such as home, school, work or public institutions. The country’s university, the University of Luxembourg, founded in 2003, is one of Luxembourg’s multilingual institutions, with English, French and German as official languages but with currently no explicit language policy. Study schemes and diplomas should be at least bilingual and students as well as staff should master at least two of the official languages. Neither the country’s national language Luxembourgish, nor the language of the proportionally highest migrant community Portuguese are part of the university’s languages. Due to the lack of an explicit and official document regarding the University of Luxembourg’s language policy and planning, in this chapter, I will focus on the current language situation in the areas of teaching, research and administration. After looking into the use of different languages in these domains and studying the existing guidelines regarding language use, I will identify the different actors responsible for and influencing the language planning and policy at the University of Luxembourg and situate them on the micro, meso and macro level.

The present study examines the role of Indian parents residing in Indonesia in maintaining heritage languages at home. The report presents parents' attitudes towards languages and the strategies used by these parents to promote heritage-language maintenance (HLM) while residing in Indonesia. Two research instruments were used: a questionnaire and a semi-structured interview. 23 Indian respondents (22 mothers and 1 father) residing in Jakarta participated in an online survey. Four participants volunteered for a follow-up interview to explore their language beliefs and attitudes. The majority of these parents regard Hindi or other Indian regional languages to be their heritage language, yet they use English to communicate with their children because of the ease—and lack of time to teach their children their heritage language. They also valorize English and the learning of other languages because of the benefits they entail, such as a better future and economic stability. Most of these parents agree that preserving and maintaining their heritage language is vital; however, they have only been somewhat successful in maintaining it.

Indonesia has a political concept of language that is always updated in a certain period of time. The concept was born from a scientific meeting entitled “Seminar Politik Bahasa Nasional” (1975), “Seminar Politik Bahasa” (1999) and finally, “Seminar Politik Bahasa” (2015). Each scientific meeting produces a concept of language politics that is complementary and updates the previous concept. Furthermore, the concept of language politics is closely related to the implementation of a language policy in Indonesia. The research method used is content analysis. The data sources used are books, document archives, and photographs that record language political events over a period of 40 years. The results of this study indicate that (1) the concept of national language politics in the version of the Seminar Politik Bahasa Nasional (1975) focuses more on aspects of Indonesian, regional languages, and foreign languages; the political concept of the national language version of the Seminar Politik Bahasa (1999) focuses more on aspects of Indonesian language and literature, regional language and literature, and foreign languages, and the national language politics version of the Seminar Politik Bahasa (2015) emphasizes improving the function of Indonesian language into an international language; and (2) the political concept of national language 1975 and 1999 language politics became the elaboration of Pasal 36 UUD 1945 and the 2015 political concept of language became the elaboration of UU No. 24 Tahun 2009 and PP No. 57 Tahun 2014.

Recent global trends in migration, trade and overall mobility have continued to transform our objective realities and subjective experiences around linguistic diversity. More broadly, in many countries, the politics of multilingualism seem to have changed the old links between language and nation-state. In this context, Scotland is studied in this article as a case study as it acts to dispel the myth of a ‘monolingual country.’ Its recent language policy, the “1+2 Language Approach” (Scottish Government, 2012b), including regional languages, modern foreign languages and heritage languages of migrants have created opportunities as well as imbalances and issues of equity in the Scottish language habitus. Drawing on Kraus’s work (2018), this article demonstrates how the policy creates language as ‘options’ and as ‘ligatures.’ However, these ‘options’ and ‘ligatures’ are not salient and straightforward. The policy is explored on three different levels: (1) on its potential for allowing the development of multilingual communication strategies such as intercomprehension, code-switching and mixing, (2) on its commitment to linguistic justice avoiding language hierarchies and (3) on its links with dominating, neoliberal approaches to education and the economy. The article finally concludes that options and ligatures visible in language policy impose some semantic order on the confusion of layered co-occurrences of various hegemonies, or the general strain between macro and micro distinction.
