This study aims to examine the presence of politically induced and electorally motivated economic policy in local government budget. Further, the study examine the presence of pre-electoral manipulation through the behavior of budget balance, total expenditures, investment expenditures, and other administrative expenditures including donations, social assistance, and financial assistance expenditure during election year. Samples of the study consists of 451 district municipalities in Indonesia which held direct local elections over the period 2010-2014. The result of the study shows an opportunistic PBC pattern in the budget balance, total expenditures, donation expenditures, and financial assistance expenditures. The result suggest that there is an increase in local budget deficit in election years.Total expenditures also seem to increase duringthe election year, along with donation and financial assistance expenditures. This result supports the notion that elections have a positive effect on the government expenditures through the increase of municipal expenditures, especially expenditures thatare highly visible to electorate.

The purpose of the article is to assess the level of sustainable development of municipalities and improve the assessment methodology by taking into account the budget sustainability index. The paper defines the concept of sustainable development of a municipality as a process of managing the ecologio-socio-economic system of a municipality that ensure the integral stability of the structure, elements and their connections. The current state of the urban districts of the Republic of Bashkortostan in dynamics in the period from 2015 to 2019 is analysed, the level of sustainability of municipal districts is assessed according to indicators of economic, environmental and social subsystems. The assessment methodology is supplemented by the following indicators of the budget subsystem: overall budget stability; budget deficit/surplus; total solvency; the ratio of accounts payable and local budget expenditures; the ratio of municipal debt and revenue; the level of budget balance.

Education has become a necessary investment in future employment and life satisfaction and motivation for students with disabilities. Most, however, cannot afford to make this investment without some outside monetary assistance. The study was aimed to identify the effect of financial assistance being provided to students with disabilities enrolled in public and private sector universities in the province of Punjab on their motivation and satisfaction. The population of study comprised all students with disabilities (hearing impaired, visually impaired and physically handicapped) who were receiving higher education in public and private sector universities in Punjab. A sample of 56 students with disabilities including hearing impairment, visual impairment, and physical handicap was conveniently taken from three public and three private sector universities located in the Punjab. Data were collected through a self-developed questionnaire containing twenty-three statements measuring the effect of financial assistance on the motivation and satisfaction of university students. Reliability index of the instrument was (Cronbach alpha α= .95). Descriptive statistics, independent sample t-test, Analysis of variance (ANOVA) was applied to analyze the data. Major findings revealed that financial assistance was having a significant positive effect on the motivation and satisfaction of students with disabilities. Conclusions were drawn and recommendations were made to the Government of the Punjab for making the process of providing financial support to the students with disabilities more transparent and fast.

One important principles of good governance in public services is public participation. since good governance is a conception of a clean, democratic, and effective governmental administration, it regulate a synergistic and constructive relationship between the government, private business world and society. This research combines both quantitative and qualitative methods as mixed methods. Based on simple linear regression analysis results, it is found that technological training, participation in law and government, financial governance and assets and development of managerial values have a significant positive effect on implementation of good governance. The advice in this research is the application of technology training should be done effectively, with technological training to the employees themselves, especially in the use of computerization and internet in order to achieve tujuan that want to be achieved by trade and industry service.Keywords:good governance, technology training, participation in law and government

The main task of planning documents is to achieve maximal rationality in the use of space, spatial resources, and balanced territorial development. The preparation of plans is regulated by a legislative framework, which embraces multiple phases and stakeholders. In a perfect planning process, it would be expected that all the elements are well coordinated and brought to common understanding, but in reality, obstacles and challenges can occur in any of these steps, especially in the implementation phase. Although a plan is fully prepared to be practiced, its implementation might be omitted. Therefore, this article analyzes the full process of spatial and urban planning from the perspective of plan implementation. The methodology is based on a combination of different data collection methods (interviews, fieldwork, direct observation) with the analysis of plans and the particular mention of those plans that picture the implementation issues the most. Also, legislative acts and semi-annual and annual reports on the achievements of the local government budget are analyzed. The approach indicates that plan implementation depends the most on the willingness of the government to perform changes in the system and to peruse punitive policy comprehensively. Although it is about implementation at the local level, the success primarily depends on clear definitions given in the legislative acts, freedom of the local communities to make their own decisions, and financial decentralization, side by side with the regional and local circumstances, institutional technical and staff capacities, and application of participatory planning that involves actors from various sectors.

At present, China's recyclable resources industry still has some problems. The article presents a retrospective analysis of relations between the government of Italy and the European Union institutions in the context of supranational fiscal regulation in 2002–2019. The authors analyze the influence of external and internal factors on the state of public finance in Italy, note the reasons that made it difficult to meet the requirements of the Stability and Growth Pact, study the main issues on the agenda in the EU-Italy relations and their evolution. The authors also come to conclusion that unlike the earlier discussions about correcting budget deficit in Italy, current focus of supranational fiscal governance is shifted to preventing it, what challenges the economic sovereignty of Italy and country’s opportunities to conduct a discretionary fiscal policy.

This paper investigates the factors governing the determination of budget deficit in Nigeria from 1981q1 through 2016q4. Our methodology is based on Johansen cointegration and Vector Error Correction model (VECM) approach. The result from the Johansen cointegration test suggests one cointegrating vector, which indicates the existence of a long run cointegrating relationship. Evidence from the long run and short run parameters suggest that exchange rate, interest rate and one year lag of budget deficit are the major determinants of budget deficit. Therefore, to achieve a realistic fiscal surplus, the government should determine a high level of accountability in its fiscal operations. In addition, any fiscal surplus should be channeled into productive investments to diversify the economy and reduce the likelihood of potential budget deficits.

Education  (X1) shows the results of the analysis of poverty (Y) in Bengkayang Regency. Not significant when viewed from the results of the t test partially can be obtained to count to the value of the Education Sector, -1.449> 1.796 so that education has a positive and not significant effect on poverty, which is supported by a significant level of 0.385 <0.050. This shows that the Education Sector variable has no significant effect on Poverty (Y). Health (X2) has a negative and significant effect on Poverty, which is supported by the Probability Value (sig) of 0.437 <0.050. This means that in terms of health, the government in this case has made every possible effort  for budget expenditures , but in fact in the field there are still many underprivileged people who have not been able to enjoy maximum hospital services. The results of the analysis of the direct effect of Unemployment (X3) on Poverty in Bengkayang Regency showed insignificant influence. The results of the analysis show that this path has a significant effect because the value of t count is 1,217, while the table is 1,796 (t count 1,217> t table 1,796), thus in this direct relationship pattern, unemployment has a positive effect not significant to poverty, which is supported by Probability Value (sig) 0.371> 0.050. The results of the analysis of direct influence of Infrastructure (X4) on poverty levels in Bengkayang Regency show that the path coefficient between Infrastructure and poverty is 0.804> 0.050, which means that the pathway has a negative and insignificant effect. The method used to analyze this research is linear regression with the least squares method usually known as OLS (Ordinary Least Square), which is a method used to determine the effect of an independent variable on the dependent variable.

The purpose of this research is to plan a creative and workable strategy for PT. Garuda Indonesia Tbk in an effort to respond to competition in the aviation market. This type of research is descriptive qualitative. Methods of data collection using literature study and data analysis used is a SWOT analysis. Based on the analysis of the Cartesian diagram shows that PT. Garuda Indonesia Tbk is included in quadrant II, which is supporting the Diversification strategy. The result of SO strategy analysis is that PT. Garuda Tbk must maximize the government's financial assistance program to restore the company's financial condition as well as to maintain the company's big name. The results of the ST strategy analysis are PT. Garuda Indonesia Tbk must maintain excellent facilities and services in order to face other aviation competitors. The results of the WO strategy analysis, namely the existence of a financial assistance program from the government, can also be used to improve the competence of company human resources. The results of the WT strategy analysis, namely PT. Garuda Indonesia Tbk must reduce operational costs while maintaining quality in order to be able to compete in the world of aviation.

ABSTRACT This paper tries to explain and describe the position of UMKM in the Kepuh, Boyolangu Village, Banyuwangi, as an effort to reduce the unemployment rate, especially in the lower middle class and to see how the strategy of the UMKM founders in maintaining their position in all conditions. So it is hoped that readers can find out and analyze UMKM within the scope of the region as an effort to minimize unemployment and increase living standards. This paper use qualitative research method with a qualitative descriptive approach. Establishing UMKM is certainly not an easy thing, because the large number of workers does not guarantee UMKM, who is determined by the appropriate expertise and strategy. In addition, the Government has not been maximally perfect in overcoming problems and financial assistance for community UMKM which in reality is able to absorb many new workers, and has an impact on reducing the unemployment rate.
