У статті сформульовано пропозицію з метою залучення молоді до участі у місцевому самоврядуванні в Україні надати можливість брати участь у створенні та діяльності органів самоорганізації населення громадянам України, які досягли 14 років та не є не­дієздатними або позбавленими права самостійно розпоряджатися своїми доходами. Також виявлено, що додаткового дослідження потребує питання прав неповнолітніх на загальних зборах громадян за місцем проживання. Проблема полягає в тому, який саме обсяг прав доцільно їм надати — обмежений обсяг прав з тим щоб вони могли брати участь в об­говоренні та вирішенні тільки питань, пов'язаних з органами самоорганізації населення, або повний обсяг прав, що дозволить їм бути повноцінними учасниками таких зборів.   This paper contains a proposal to attract young people to participate in local government in Ukraine by given the opportunity to participate in the creation and activities of community organizations to the citizens of Ukraine who are at least 14 years and not incapacitated or deprived of the right to dispose of their income. Author claims that the additional research is needed to question the rights of minors at a general meeting of citizens in the community. The problems lye in the scope of rights advisable to give them — a limited amount of rights so that they could participate in the discussion and resolution of only matters related to community organizations, or the full range of rights that allow them to be full participants of such meetings.

Edward Muszalski’s Idea of National Private LawSummary The paper presents the views of Polish lawyer Edward Muszalski on the state of private law in Europe and Poland of the interwar period and his proposals for changes. Muszalski assumed that the law was shaped by two schools of thought : liberal and socialist. In the 18th and 19th century the liberal school dominated, the result of which was the creation of the Napoleonic Code and the BGB. In the 19th century, socialism also influenced the law, which resulted in the creation of labor legislation and trade unions. In the 20th century, the bad qualities of both schools came together in the law of the Soviet Union. However it was possible to combine the good qualities of liberal and socialist law by assuming that the fundamental category of private law is the nation. According to Muszalski, national private law assumes, among others, the dominance of common law over statues, limitation of property rights, strengthening of family stability, limiting rights of will making and abandoning the principle of the will of the parties as the basis for interpreting contracts. Attempts to create national private law were made in Germany under the rule of Hitler and in Italy under the rule of Mussolini. However in both cases full-range law reforms failed, and in both countries private law remains liberal.

The article analyzes the factors that influence the organization of technical support during the movement to take into account the experience of conducting an anti-terrorist operation (the operation of the combined forces) in the Donetsk and Luhansk regions. Changes in the nature of the armed struggle, the development of operations (combat operations), forms and methods of performing combat missions of the Armed Forces of Ukraine, and the further development of a comprehensive supply system necessitate the further development and improvement of the Armed Forces technical support system, rational distribution and use of forces, the purpose of timely restoration of samples of weapons and military equipment, uninterrupted supply of missiles and ammunition, replenishment of military technical facilities and, consequently, obtaining the benefits of the actions of units in a short time. It is known that the movement of troops (forces) is carried out for the purpose of fast and rapid deployment, the creation of appropriate groups of troops (forces) in designated areas (areas) to perform combat missions. Accordingly, the technical support system is entrusted with a number of heterogeneous tasks, the performance of which ensures the success of the movement of troops (forces) and the creation of appropriate groups. In recent times, the issue of technical support for the movement of troops (forces) has received little attention during various kinds of research, and the problems that arise during the organization and maintenance are considered only superficially. It is these issues that have become most urgent in our time, during the conduct of the anti-terrorist operation (the operation of the combined forces) in the territory of Donetsk and Luhansk regions. Maintenance issues, such as maintenance, restoration and maintenance of military-technical assets, are crucial, and the imperfection of management and failures in the organization of the entire process have a negative impact on the level of combat readiness of the troops, and sometimes lead to unjustified human casualties. The analysis of the consequences of organizational and staffing activities carried out in recent years on the reduction of technical support units and their numbers, personal experience of participation in ATO /OCF in the Donetsk and Luhansk regions shows that the technical support system does not fully allow for a full range of relevant measures, to which they rely.

One of the priorities of the government program “Digital economy of the Russian Federation” is the progressive development of the existing education system, which should provide the economy with competent personnel. In addition, this Program declares the need to create a system of motivation for the development of the necessary competencies and participation of personnel in the development of the digital economy of Russia. On the other hand, the current educational trends both in Russia and abroad require the creation of a fundamentally new, open education system aimed not only at creating future competencies, but also at expanding the availability of education. Access to education in this case implies the possibility of obtaining educational services for all categories of citizens, including residents of remote regions, as well as for people with disabilities. Currently actively developing online course platforms (Massive Open Online Courses) do not yet provide a full range of educational services in addition online students do not have the opportunity to obtain a higher education diploma, which would be recognized by employers. Accordingly, the task of providing modern, accessible and open educational services still falls on classical universities. All this requires transformation of the classical educational system, which ultimately implies the creation of a “Digital University”. The author of the article presents her own view on the formation of the “Digital University” model and explains her point of view about the key elements of this model. The article substantiates and describes the five main components of the “Digital University” model and also concludes that further detailed description of these proposed components in their relationship with the processes of digital transformation of the University is necessary.

The paper considers the creation and use of digital networks of public services in the process of assessing the ability of newly created territorial communities to provide these services. It is determined that the vast majority of indicators of the passport structure of the affluent territorial community correlate with the data of networks of public services. This allows the use of this data in the process of assessing the ability of the newly formed united territorial communities to provide the population with a full range of quality public services.

For anyone trying to understand both the basics and the full range of options available when making a DOI metadata submission to Crossref, this linked table of XML element and attribute descriptions gives one small publisher’s best understanding of the most recent version of Crossref’s metadata submission elements and attributes. As of April 2021, the most recent version of Crossref XML files is 4.4.2. This table provides definitions for the six Crossref XML Schema Definition (xsd) files that include the most commonly used description elements of a DOI submission: crossref4.4.2.xsd, common4.4.2.xsd, fundref.xsd, AccessIndicators.xsd, clinicaltrials.xsd, and relations.xsd. The table also includes a brief description of the main features of the externally defined jats:abstract (JATS) element. This table focuses not on XML syntax but on the intent and structure of the elements from a small publisher perspective. This table is one small publisher’s interpretation of Crossref XML and is not authoritative in any way. It will inevitably contain errors, and the author takes no responsibility for its use, which is necessarily and entirely at your own risk. Any submissions created with information from this table should be verified for correctness against the official automated documentation and tools at the Crossref submission site. Note, however, that occasional errors and inconsistencies in those Crossref XML files were uncovered during the creation of this table. This case study is about a project undertaken in 2014-2015 at the University of Southampton by Laurence Georgin and 27 students. The Southampton Feedback Champions project aimed to explore the creation, collection and application of feedback in a full range of contexts through a variety of tools and mechanisms with the potential to enhance good feedback practices. Students were employed as Southampton Feedback Champions to collect and develop further examples of good feedback practice as identified by Southampton students and staff. SFCs were at the heart of the project and took on roles as researchers, project managers, communication officers, and conference organisers and speakers. The outcomes from the project range from a better understanding of the feedback-related issues to the creation of staff and students resources, which aim to improve feedback understanding, its delivery and its potential within the higher education context.

Through an examination of the organizational principles behind a highly successful visual information design employing rich prospect – Mendeleyev’s periodic table of the elements – this paper provides a set of principles for designers interested in creating tools for use in association with rich-prospect browsing interfaces. These principles emphasise the value of simultaneous structures visualized across the full range of available information, and include: the establishment of multiple matrices for pattern-finding, compression and inclusion, provision of a legend or key to the system, and the creation of potentially productive negative spaces. Interface strategies based on Mendeleyevian principles should be particularly useful for accessing large bodies of digital documents such as those often found in the humanities, maximizing the preretrieval research potential of a collection.

Abstract Tomasello offers a compelling account of the emergence of humans’ sense of obligation. We suggest that more needs to be said about the role of affect in the creation of obligations. We also argue that positive emotions such as gratitude evolved to encourage individuals to fulfill cooperative obligations without the negative quality that Tomasello proposes is inherent in obligations.
