This theme aimed to minimize the spread of Narcotics users at the student level, in the data of the National Narcotics Agency (BNN), cases of drug use by the drug users up to March 2018 amounted to 6.4 Million. The data is alarming because along with the increase in drug cases (especially among the young people and the children). The spread of drugs is easy because the elementary school children have also started trying to smoke cigarettes. Although the government in the Child Protection Act number 23 of 2002 in article 20, it has been stated that the State, the government, the community, the family, and the parents are obliged and responsible for the implementation of child protection (see more fully in the Child Protection Act). However, the child protection from drugs is still far from expectations. A lot of elementary school and junior high school age of children are also trapped in drugs; the drug addicts are generally  between the ages of 11 and 24. At the productive age or student age, the students who take drugs usually begin with their introduction to cigarettes. From this habit, their association continues to increase, especially when the students join with the people who have become the drug addicts. At the beginning they only try to use the drugs, but then they will depend on them.

The Children's Forum is a forum for children's participation in development that bridges children's aspirations to the government. Child-friendly Cities/Districts aim to ensure the fulfillment of children's rights in a city/district. Both were formed by the Ministry of Women's Empowerment and Child Protection, so their existence is interrelated with each other. In Banyumas Regency both have been formed, so that with the presence of the Banyumas Children's Forum, participation can be analyzed as an effort to create a Child-friendly City in Banyumas Regency. This study aims to find out how the participation of the Banyumas Children's Forum in realizing Child-friendly City in Banyumas Regency is viewed from the perspective of multi-stakeholder partnerships using descriptive qualitative research methods. The selection of informants used was purposive sampling technique. Collecting data using interview, documentation and observation methods and data analysis methods using interactive analysis methods. The results showed that the Banyumas Children's Forum was formed by a Decree of the Banyumas Regent, fostered by the Banyumas Regent, and facilitated by the facilitators. However, the relationship between the facilitator and the Banyumas Children's Forum has not been closely intertwined because the task of the facilitator is conditional if the Children's Forum needs assistance. For the Child-friendly City program, it is the responsibility of all stakeholders, including the Banyumas Children's Forum which is included in the Banyumas Child-friendly City Task Force. The Banyumas Children's Forum is included in one of the institutional cluster indicators, which are responsible for realizing Child-friendly City. Therefore, to help realize a Child-friendly City, a Children's Forum has now been formed in 27 sub-districts throughout Banyumas, and it is being targeted to establish a Children's Forum in all villages. The activities of the Banyumas Children's Forum are monitored and evaluated directly by the Banyumas Regent as the supervisor and the Head of the Section for the Fulfillment of Children's Rights of the DPPKBP3A.

This study is about child-friendly city (KLA). This research is motivated by the lack of attention of the local government in protecting children and the issuance of Law No. 35 of 2014 on Protection of Children, which mandates local government obligations in the care of the child. This study sought to describe the various efforts made by the government of Surakarta and Makassar in realizing the KLA, the following supporting factors and obstacles surrounding the KLA embodiment. By using descriptive method and combine it with a qualitative approach, this study found some important points about the efforts of local governments in realizing the KLA. In Surakarta, for example, there have been several child-friendly community health centers (puskesmas). The Puskesmas is equipped with a private lounge complete with a childrens playground. In addition, services for children such as nutrition garden, corner of breast milk, pediatrician, child counseling services and a child abuse victim services also continue to be equipped, and many other programs. No wonder the Ministry of Women Empowerment and Child Protection Republic of Indonesia assessment scoring 713 from a total value of 31 indicators contained in the KLA who had filled the city of Surakarta. Meanwhile, Makassar City has not done a lot of local government programs, because the relatively new Makassar proclaimed KLA and is still central to reform. Among the new programs are being implemented and the Government of Makassar is giving birth certificate free of charge, to build flats in slums, and make the two villages as a pilot project KLA. The factors that affect the embodiment of the KLA it is a commitment. Not only the commitment of the head region, but also all relevant parties. As a cross cutting issue, the KLA also requires institutional capacity. Not only is the capacity of Women Empowerment and Child Protection Agency as a leading sector in the KLA, but also all work units other related areas. The success of the KLA in a city / county is also very dependent on the commitment of all parties concerned built. In addition, the program can not be done KLA in a short time, and require no small cost.
