The subject of the research is the introduction of artificial intelligence as a technological innovation into the Russian economic development. The relevance of the problem is due to the fact that the Russian market of artificial intelligence is still in the infancy and the necessity to bridge the current technological gap between Russia and the leading economies of the world is coming to the forefront. The financial sector, the manufacturing industry and the retail trade are the drivers of the artificial intelligence development. However, company managers in Russia are not prepared for the practical application of expensive artificial intelligence technologies. Under these circumstances, the challenge is to develop measures to support high-tech projects of small and medium-sized businesses, given that the technological innovation considered can accelerate the development of the Russian economy in the energy sector fully or partially controlled by the government as well as in the military-industrial complex and the judicial system.The purposes of the research were to examine the current state of technological innovations in the field of artificial intelligence in the leading countries and Russia and develop proposals for improving the AI application in the Russian practices.The paper concludes that the artificial intelligence is a breakthrough technology with a great application potential. Active promotion of the artificial intelligence in companies significantly increases their efficiency, competitiveness, develops industry markets, stimulates introduction of new technologies, improves product quality and scales up manufacturing. In general, the artificial intelligence gives a new impetus to the development of Russia and facilitates its entry into the five largest world’s economies.

In the age of technological and social transformation aimed at establishing basic principles of implementing state economic policy under the challenges of the 4th industrial revolution the role of modernization process in the Russian industry is increasing. The authors justify strategic landmarks for technological modernization of industrial enterprises of Russia. To this end they made comparative analysis of innovation and technological, economic development of a number of countries and Russian Federation as well as estimated the preparedness of certain world countries to transformations in economics caused by changes of technological patterns during the 4th industrial revolution. It has been stated that Russian Federation has structural disproportions slowing down economic development of the country. It also demonstrates the need for performing structural transformations to carry out disruptive development and achieve global leadership. At present there is no single methodology of controlling disruptive development in transformation conditions caused by the need for reindustrialization and digitalization of the country’s economy. Besides, there are not any projects on creating a set of theoretical and practical tools adapted to the Russian institutional specificity aimed at increasing strategic technological competitiveness of the industrial complex and achieving global technological leadership including justification of the practicability of technological modernization of industrial enterprises which would take into account the specificity of the modern stage of the Russian economics’ development. So, the authors have conducted research to reveal the essence of the technological modernization of industrial enterprises by means of grouping basic approaches to this definition. As a result they also suggested classification of the basic types of strategies for technological modernization at the national enterprises.

The article defines the innovative potential of the member countries of the Eurasian Economic Union (hereinafter — the EAEU, the Union), assesses the structural ratio of trade in agricultural products in the total food consumption of the EAEU. The internal investment potential of the EAEU countries is described. The article considers the mechanism of foreign direct investment as a tool for increasing the gross value added of goods during their cross-border movement in the member countries of the Eurasian Economic Union. The dynamics of retail trade turnover in the EAEU is presented. At the same time, in the global aspect, topical issues of the quality of investments in the agro-industrial complex are touched upon, since their volumes do not meet the needs of financial support. At the same time, the mechanism of accelerating the turnover of investment capital is analyzed through the prism of identifying and assessing the state of poverty in rural areas as a risk factor for the agro — food policy of the EAEU member states. At the same time, it is most important to increase the level of food independence of the EAEU member states, to ensure conditions for the growth of the number of new high — performance jobs. The issues of production and consumption of marketable products in the EAEU member states are studied, taking into account the dynamics of prices and the socio-economic situation in the foreign trade space. Based on the generalization of the experience of integration associations of the world economic system, the article concludes that it is necessary to introduce a comprehensive intellectual system into the value chain of commodity products created in the analyzed states. The authors systematize the priorities of the conceptual development of economic relations in the integration of foreign trade processes in the EAEU until 2030. In the system of assessing the mechanism of cross-border traffic through the EAEU, the authors focus on the issues of optimizing the speed of delivery of goods from the seller to the consumer and the modernization of the road transport and logistics infrastructure of the member states of the Union. Based on the analysis of the logistics efficiency index in foreign countries, the necessary conditions for achieving the key effects of the economic development of the EAEU until 2030 are proposed.

The article investigates the possibilities of using the means of state regulation of the economy in modern Ukraine in the conditions of crisis phenomena and challenges. Among the most negative threats to the domestic economy are military aggression by Russia, the prevailing depressive business climate in the society, high levels of shadowing and corrupt schemes in economic activity, critical external debt, excessive scale and rate of loss of human capital, inconsistency of public administration and society's expectations, and in addition, the global pandemic COVID-19. The need to strengthen state influence on the domestic economy up to the use of certain elements of economic dictatorship has been clarified. The necessity of an economic dictatorship in Ukraine, i.e. the imposition of a state of economic emergency, is caused by a too long and devastating crisis that covers all spheres of society – economic, social and political and can lead to social upheaval. In the transition period, it would allow in a relatively short time to improve the structure of national production, which would contribute to its competitiveness, economic growth. After all, economic methods of state regulation and the use of market mechanisms aimed at changing the structure of production will give results only after a long period and will be accompanied by further growth of unemployment and declining economic indicators. The main tools of state influence on economic processes have been identified, namely: development of anti-crisis measures; strengthening the country's defense capabilities through the development of the military-industrial complex; forecasting and planning of economic development; control and influence on financial markets; fight against shadowing, corruption, negatives of oligarchization; control over foreign economic activity; guaranteeing the interests of external and internal investors; investing in the economy; development of various forms of public-private partnership; promoting the economic development of the regions of Ukraine. Emphasis has been placed on the positive role of centralized state regulation of the Ukrainian economy in the face of threats and challenges for the formation of civilized market relations. Tight economic policy of the state will allow directing the activities of all business structures in the legal field in order to form a real market. Only the state is able to unite the efforts of all branches of the state governance in order to develop and implement a new economic policy aimed at forming a market economy in the interests of society as a whole.

Neither the development of the world economy nor the availability of raw materials can guarantee the stability of economic development and a high level of social welfare. Now Kazakhstan faces the task of accelerated development of national economy sectors that give a multiplicative effect (the share of agricultural products in the country's GDP should grow 5 times by 2050), including the agro-industrial complex of Kazakhstan has a great potential to become a new driver of economic development. Therefore, the agro-industrial complex of Kazakhstan needs sustainable development of export-oriented agricultural production that is competitive on the world market. Despite the solution of many theoretical and applied problems reflected in the works of these authors, a General approach to the classification of organizational reserves for improving the efficiency of production of scientific-intensive products is not currently formed, and the issues of forming a mezzanine for identifying and using, and evaluating the level of production efficiency require further improvement. The purpose of the research is to develop theoretical, scientific, methodological and practical provisions for the formation of a production management system of innovative potential based on improving the competitiveness of the agricultural industry, aimed at ensuring food security in Kazakhstan. The article shows that the innovative type of economic development requires the development of a competitive innovative potential product, the implementation of the principles of continuous improvement, the search and use of the organization of production for its effective production. The necessity of forming mechanisms for identifying and using organizational reserves to increase the efficiency of production of innovative potential products is also determined. This opened up the possibility of creating and developing conditions conducive to the mobilization of domestic reserves.

The purpose of the paper is an in-depth study of the innovative transformation of agricultural enterprises in the conditions of unpredictability, the need to spread and introduce new technologies that help reduce the effects of any crisis. Methodology. The rationale for choosing the agricultural sector corporation survey is based on the use of market capitalization and share price statistics over the past ten years, which clearly demonstrate the stable, moderate economic development of the corporate system. The study of innovative projects allows to demonstrate the state of the innovation sector within corporations of agriculture and food industry. The results of the paper are to emphasize the importance of maintaining the technologically advanced sector of agriculture, which will reduce the financial, fixed and variable costs of the enterprise. Cooperation between corporations, research institutes and non-profit organizations in the field of innovation will be able to improve the economic development of the host countries and start a new stage in the functioning of TNCs in the field of agro-industrial complex. Although TNCs in the food industry have a low market capitalization compared to the technological sector of the economy, they are the basis of one of the components of sustainable development, namely the environmental component. Limited resources encourage their rational use and careful treatment. Practical implications. Demonstration of successfully implemented innovation projects in the future will stimulate the management staff of any enterprise, regardless of ownership, to the rational use of own resources and sustainable development. The market capitalization of TNCs in the agro-industrial sector proves that obtaining permanent profits can reduce the impact of economic, environmental and social crises. Crisis waves and peaks will be smoothed out. Value/originality. Solving the problem of overcoming the consequences of unpredictability through innovative projects emphasizes the importance of a deeper and more thorough study of vivid and real examples of the introduction of innovative products by well-known transnational corporations. The agro-industrial sector depends on the available technologies, as the preservation of natural resources, public health and food safety are the main areas of existence of this sector of the economy.

Topicality. World experience in regional development shows that the level of spatial development of regional economies is closely linked to their competitive advantages. In a market economy, when choosing the best region for investment in various fields of activity, a significant influence on decision-making by business structures has the availability in this region of the necessary conditions for doing business - a developed financial and credit sector, commercial organizations, economic and legal institutions, market -information structures, foreign economic organizations, etc. In this connection, there is a need to study the spatial organization of the region's economy in terms of possible strengthening of competitive positions. One of the factors of increasing competitiveness is the implementation of the cluster approach. The relevance of cluster formation in Ukraine is clearly growing, especially in the agro-industry.Aim and tasks. The purpose of the article is to substantiate the feasibility of creating an agro-industrial cluster in the Kodym district of Odessa region. It will help to solve topical issues of socio-economic development of the district, stabilize and preserve the dynamics of economic development and raise the standard of living of the population of Kodym district.Research results. The formation of agro-industrial clusters in the region is a complex process, with visible results being achieved in just a few years. However, such associations have a positive impact not only on individual enterprises in the cluster structure, but also on the economy of the region as a whole, as three sectors interact: business, institutions and government. An analysis of the Western experience of the emergence of viable clusters shows that better and faster results can be obtained when the formation of a cluster becomes the focus of the targeted activities of all stakeholders. On the example of the agro-industrial cluster, an attempt was made to integrate into one chain of interconnected activities from production to the final product in a specific territory and to ensure its sustainable socio-economic development. To this end, the prospects and adaptability of the cluster formation were evaluated and the favourable and restraining factors for the development of the agro-industrial cluster in the Kodym region were determined. The participants of the Kodym agrarian cluster are identified and the model of interaction of the enterprises of the Kodym district within the Kodym cluster is presented.Conclusion. The article substantiates the feasibility of creating an agro-industrial cluster on the example of the Kodym district of Odessa region. Formation of agrarian cluster will allow stabilization and growth of production not only of the agro-industrial complex of the district as a whole, but also of individual participants of the cluster. Based on the cluster formation, a strategy will be formed and implemented, along with this will improve the financial status of all cluster members.

Topicality. The agro-industrial complex is one of the budget-filling branches of the national economy, the share of which in the consolidated budget of Ukraine in recent years is an average of 12%, and in the export structure - more than a third. The agrarian sector is part of the country's overall economic system and is linked to other sectors of the economy through complex multilateral relations. Stimulation of integration activities in the agrarian sector has a positive effect on the development of the industry. In turn, Ukraine's integration into the institutions of the world community is to create a favorable precedent, a new form of economic relations for a higher level of development. An agricultural enterprise is characterized by a mismatch of interests of agricultural producers with processors and other suppliers. Integration is to create conditions for mutual assistance for enterprises on the basis of agreed principles of beneficial relations (pricing, technological assistance at home) and coherence of interests .Purpose and tasks. The purpose of the article is to determine the conceptual framework for regulating the economic development of the agricultural market infrastructure and stimulate agricultural production, for example, local producers, their possibilities for geographical certification / identification and establishing links with organizations that support the work of these producers locally. Certified local eco-products can have an impact on the development of local businesses and influence other products, namely: increase their value, strengthen integration in rural areas and increase the cost of local resources. The task is also to reflect the real state and identify the problems of the agrarian sector development, stimulate the agro-industrial production in Ukraine , the definition of the competitiveness of products, the functioning of the infrastructure of the agrarian market. The methods of scientific research are used: the dialectical method of knowledge of the effect of economic laws, statistical and comparative analysis .Results. The conceptual principles of regulation of the economic development of the infrastructure of the agrarian market and stimulation of agro-industrial production, on the example of local producers, their possibilities for geographical certification / identification and establishment of connections with the organizations supporting the work of these producers at the local level are considered. The author's interpretation of the agro-food market as the system of institutions and economic relations providing the processes of production in the agrarian sector, exchange, sale and consumption of food products is presented. The issues of agrarian production that are solving a complex of problems of social and ecological nature are studied, since the domination of only economic interests causes irreparable damage to the environment, affects the quality of life of citizens, indirectly reduces the level of food security of the country and, as a result, destroys the national security of the state. The theoretical and methodological principles of sustainable development concept are systematized taking into account the peculiarities of its branch implementation.Conclusions. In order to improve the development of the infrastructure and the functioning of the agrarian sector in the production of products, these surveys serve as a benchmark for the adoption of managerial decisions regarding the directions of increasing production and the competitiveness of agro-industrial products. The Institute for Certification of Local Eco-Products will influence the development of organic production, increase the value of such products, increase integration in rural areas and increase the cost of eco-products.
