It is proved that in formulating proposals for institutional change in Ukraine an important task is to determine the strategy, tactics and specific measures for the full application of the Constitution of Ukraine and the basic laws governing the institutional development of management subsystems. The basis of institutional change is the sectoral direction of modern public administration, improvement of legislation, dissemination of public positive perception of such changes and the formation of public and personal needs for change. It is established that the effectiveness of Ukraine’s reforms in the sectoral dimension, in addition to the presence of a political program, requires legal support, the formation of an effective system of state bodies to implement such changes, ensuring coordination of government efforts on sectoral reforms. New theoretical and methodological approaches to practical tasks in the field of institutional support of reforms are substantiated. It is substantiated that in the socio-political plan public administration reforms are conditioned by the need to resolve or minimize the contradictions of institutional interaction, which are formalized by the principles of governance. It is established that public administration reforms should implement the tasks of state building on the basis of value principles, aimed at improving the organization of state power, subordinated to the goals of social development. The process of constitutional changes and the impact of such changes on the system of public administration is studied. Methodological bases and practical aspects of development and implementation of constitutional changes in public administration activity are determined. The basis of constitutional changes is the improvement of legislation, the spread of public positive perception of such changes and the formation of public and personal needs for change. It is established that the effectiveness of constitutional changes in Ukraine, in addition to having the appropriate political will, requires proper legal support, the formation of an effective system of state bodies to implement such changes, ensuring proper coordination of government efforts to implement constitutional changes. New theoretical and methodological approaches to practical tasks in the field of reforming the provisions of the Constitution of Ukraine are substantiated. Recommendations and proposals for solving the problem of implementing constitutional changes at both the state and regional levels are provided. It is established that public administration reforms should implement the tasks of state building on the basis of the values of the constitutional order within the process of amending the Constitution of Ukraine, aimed at improving the organization of state power, subject to the goals of social development.

The system of public administration in Ukraine as a set of state bodies and insti¬tutions, officials who are authorized to perform management functions in all spheres of state and public life has been considered in the article. It is emphasized that the process of reform¬ing the bodies of public administration in Ukraine continues, which reaffirms the thesis of the permanent modification of the state power and administrative functions connected with the emergence of new realities of social development. The article analyzes the important methodological provision of the relevant processes in this way so that the obtained results have the ability to ensure not only the accomplishment of the tasks set, but also in general realize the goals and directions of the whole system of public administration. It is general¬ized that the improvement of administrative procedures in the state has an important meth¬odological value for the implementation of public administration.

Problem setting. In different epochs, the state-building processes in Ukraine had characteristic features that should be taken into account today. The achievements of the Central Rada, the Hetmanate, the Directory, and the Soviet government in Ukraine reveal the complex external and internal circumstances of state-building. Political leaders of this period pursued their own principles of governance, often ignoring the lessons of the past. Under each government, there were different views among the political electorate on this issue, which did not always reflect the interests of the people of Ukraine, and important decisions were generally made to please Western Europe.Recent research and publications analysis. Historical events of the early XXth century in Eastern Galicia are interesting for researchers of various specialities. In particular, V. Velykochyi, L. Volosianko, Yu. Zaitsev, S. Kobuta, O. Krasivskyi, M. Lytvyn, K. Mytsan, I. Pater, H. Poslavska, O. Rublov, O. Reient, Yu. Slyvka, V. Soldatenko, I. Soliar and others.Highlighting previously unsettled parts of the general problem.  Modern problems of state-building in Ukraine and the participation of representatives of national minorities in them need a thorough scientific substantiation. In this regard, the direction of previously unresolved issues concerning the current state-building practices of the past years is singled out.Taking into account the lessons of national history, identifying the relationship between historical experience and modern problems, ensuring certain heredity, combining Ukrainian achievements with the achievements of world practice of state-building determines the topicality of the problem.Paper main body. Meaningful experience of state-building must be taken into account when reforming modern state structures and, in particular, regarding the definition of powers, tasks, cooperation of various branches of government. Nevertheless, the events of 1917 – 1920ies haven’t been studied enough, because the understanding of the achievements and miscalculations of Ukrainian state-building of the revolutionary era would help to outline the strategic understanding of Ukraine’s tasks at the present stage.In October 1918 after the collapse of the Austro-Hungarian Empire, the Ukrainians of Western Ukraine began preparations to create their own independent state. In the western Ukrainian lands, although the state revival took place under the significant influence of the events in the Dnieper region, in almost all aspects the desire of Western Ukrainians to gain state independence was radically different from the attempts of Eastern Ukrainians.In a short time, the West Ukrainian People's Republic managed to create a fairly effective system of public administration, based on the constitutional practice of Austria.Already in the first months in Western Ukraine, central and local public administration bodies were formed: the Ukrainian National Council, the State Secretariat, State Secretaries, County National Councils, County Commissioners, Public and City Councils, and Public and City Commissioners.The courts were independent of other branches of government, according to the law of November 21, 1918, and the Highest State Court in Lviv, following the Austrian model, was the Supreme court institution.The West Ukrainian People's Republic managed to ensure stability and order on its territory, despite the war, and it was even passed the Law on Land (April 14, 1919) and introduced its own currency – hryvnia and karbovantsi. Prompt and effective creation of public administration is a unique achievement in the whole of Eastern Europe. It was an ideal model of a modern European democratic state governed by the rule of law – the result of the propensity of Galicians to social organization, which developed significantly in the pre-war decade.The Act of Unity became a powerful manifestation of the will of Ukrainians to ethnic and territorial consolidation, evidence of their dynamic self-identification, and the formation of a political nation.Conclusions of the research and prospects for further studies. The experience of Ukrainian state-building is important for today, as it makes it possible to anticipate similar situations and avoid mistakes. The West Ukrainian People's Republic has left a noticeable mark in the development of Ukrainian national statehood. For the first time since the Galician-Volyn era, Western Ukrainians gained national independence. Important reforms have been carried out in many spheres of public life. An effective system of central and local authorities and administration, health care, education, publishing, and a capable Ukrainian Galician Army was created.The main achievement of the events of 1917 – 1920 was the revival of the idea of Ukrainian statehood and national-state consciousness of the population of Ukraine, and a new generation of Ukrainian intellectuals picked up the concept of the national-state building.

The problematic issues of the development of self-ordering mechanisms in the public administration system are determined, with observance of their division into institutional, functional and evolutionary parts. The institutional part includes self-regulation mechanisms implemented in the models of subject-subject interaction at the levels of higher, central and local government bodies, as well as in models of object-object interaction between them. The most important in the institutional part of self-governing mechanisms are those that ensure: the separation of powers between branches of government; administrative reform of the government structure; separation of public spheres of government between central government bodies; administrative reform of the structure of central executive bodies; delimitation of territorial spheres of government between local authorities; administrative-territorial reform; formation and implementation of the structure of the power hierarchy; administrative reform of the structure of the power hierarchy. The functional part includes the mechanisms of self-regulation, realized in the model of object-object interaction “system of state power — social sphere, industry and relations”. The most important parts of the mechanisms of self-regulation are those that ensure: the formation and implementation of state policies in various spheres of society; formation and implementation of national projects; formation and implementation of state target programs; state budgeting. The evolutionary part includes the mechanisms of self-regulation, realized in the model of object-object interaction “system of state power — the creation of conditions for social development”. The most important parts of the evolutionary part of self-governing mechanisms are those that provide: strategic management and planning; realization of state programs of social and economic development; conducting constant economic and social reforms and transformations.

Introduction. Modern turbulent state of society actualizes need for scientifically based methods and technological solutions to improve the information security system not only for the state, but also for society and the person in particular. Objective. To highlight the significant factors of information security of social development and to study the role of public admini-stration in the context of the actualization of information threats and risks. Study results. The article considers the essence of state management approaches to information security based on interpretation in terms of risk management. Information security is presented as a dynamic system that needs balance. Balance can be disturbed by external and internal factors. The 8 most significant factors that need to be taken into account to develop effective models of public administration in the field of information security are identified. 4 paradigms of information security management (systemic, synergetic, phenomenological and cognitive) which can be involved are considered. However, they are not universal and separate in any particular case, that is they are systemic in nature, and security management should be based on their integrated application depending on the situation and the specifics of the management process. Based on the analysis of the classical model of maintaining the state balance of a dynamic system, it is concluded that it can be used to ensure information security. A model is proposed to explain the reasons for the imbalance of the dynamic system of information security under the action of factors of influence and the risks that accompany them, and to determine the measures of public administration to ensure it. Conclusion. Subject. This article analyzes the effectiveness of public administration in the social sphere. Objectives. The article aims to standardize the decision-making process for managing the region's social development through statistical analysis techniques. Methods. For the study, we used correlation and cluster analyses. Results. The article highlights weaknesses in the development of the social sphere and assesses the relationship between the individual areas of its development, and the effectiveness of its financing. It offers algorithms that take into account the patterns of social development and the specifics of certain types of economic activity. Conclusions. The results obtained were used to develop algorithms to optimize the development of the social sphere at the regional level. The socio-economic differentiation of the Russian Federation subjects in a number of regions requires an analysis of the specifics of the development of the social sphere of the region under consideration and adjustments to the proposed algorithms.

<p class="1Body">This paper focuses on Li Hung Chang (1823-1901)’s visit to England and America in 1896, to rethink and revaluate the importat role Li played at that historical time. Li Hung Chang toured Europe and America in 1896 as an imperial envoy of the first rank. Although some aspects of Li’s career and evaluation have been given monographic treatment, there is yet little study on his comments on his attitudes toward Western science and technology. This paper augues that if modernization is a matter of modern state power as an army, navy, or diplomatic corps, then Li was certainly a modernizer. But if modernization is a deeper process of organizational and institutional change, Li was not a determined modernizer. In fact, Li relied heavily on patronage even when he could exercise legitimate political power, in order to adovocate Self-Strengthening Movement.</p>

The article deals with the establishment, formation and activity of the Supreme representative (legislative) body of the Russian Federation. It is shown that the bicameral Parliament of the Russian state was formed under the influence of international, national political, legal and social development. It is noted that the essence of the bicameral Parliament is a legal reflection of the specifics of the development and state structure of Russia. The influence of reception and succession on the formation of the Federal Assembly of the Russian Federation is considered. The article analyzes the consequences of modern constitutional changes in the sphere of political and legal status of the Russian Parliament and their subsequent impact on the state mechanism of the Russian Federation.

Currently, when the Ukrainian economy is developing in an unstable, uncertain, aggressive, dynamic external environment, there is an urgent need to increase the level of investment attractiveness of each region of the country and, as a consequence, the need to increase attention to scientific and methodological support for assessing the integral indicator of investment attractiveness region. In connection with the decentralization of public administration in Ukraine, the role of local authorities in improving the socio-economic situation of its regions is increasing. In the context of real limited financial resources in the country, the problem of increasing the level of investment attractiveness of each region is becoming urgent as a characteristic that allows active investors to form an idea of the state of potential investment objects, as well as ensuring the reliability of obtaining the expected results. It should be noted that the choice of assessment indicators is subjective and depends on the goal of the investor. Such a format for solving this problem requires an assessment of the investment attractiveness of regions based on economic and mathematical modeling. Although there are many developments in this area, today there is no single effective method for assessing the investment attractiveness of the region. The work reveals the essence of the concept of investment attractiveness of a region, defines the methodological provisions of its assessment, the implementation of which requires the use of certain data from official regional statistics. Based on the basic local statistical indicators of the Kharkov, Kiev and Odessa regions of the country, a comparative assessment of their investment attractiveness was carried out. The methodological approaches and parameters determining the investment attractiveness of the regions of Ukraine have been analyzed. The information on the level of investment attractiveness of Kharkiv, Kiev and Odessa regions in 2019 has been systematised, the integral indicator of its evaluation has been defined. In the future, it is recommended to calculate the integral indicator of investment attractiveness for all regions of the country in dynamics.

The Peoples' Republic of Bangladesh initially adopted a constitution in 1972 that sought to direct the state power to develop ways and means for the society's transition to a socialistic economic order through a secular parliamentary democracy.1 Today, through constitutional changes, Bangladesh is neither a parliamentary democracy, nor does it follow a path to a socialistic economy. Secularism also is no longer a constitutional dictum.2 These clearly indicate changes in the fundamentals of the Constitution (1972), and such changes, wheneuer they occur, require probing in terms of the basis, the process and method of constitution making, constitution-amending and the legitimacy of these processes. The following analysis attempts to explore the Bangladesh case.3
